Greetings, nations of the world!

The Republic of Hibernia, by order of Consul Pádraicus Macnamarus, is officially opening a new block of Embassies in our capital city, Luneacum.

Policies

-No more that 60 personnell, military and civilian alike, are allowed in the Embassy

-No more than 20 of these personnel may have a security function

-Embassies are property of the Hibernian Republic. Our laws apply, but ambassadors and their diplomatic and security staff shall have diplomatic immunity on Embassy grounds.

-In the event of war, your personnel have 72 hours to leave Hibernia, by Hibernian-chartered flights, if neccessary or desired.

-No automatic weapons, chemical or biological agents, or armed vehicles are permitted

-A maximum of 30 weapons are permitted.

-A maximum of 4 vehicles registered to the Embassy can be armoured and/or have diplomatic immunity. Additonal vehicles can be kept on Embassy grounds, but will not be extended such benefits.

-No helicopters are permitted.

On behalf of my government, I hereby request permission to establish an embassy in Luneacum. Here are the details of our proposed diplomatic mission_



Official Name of Nation: The Confederated Clans of the Free Bears of Bears Armed.
Form of Government: Confederation of clans, free septs, and other groups; all members of our national government, the 'High Council of Clans', are appointed by the governments of the specific clans or other groups that they represent.
Leader Name and Title: Ammabarr o BerryGlades, Chairbear of High Council of Clans.
Officer for Diplomacy: Beorra o Berrum, Chairbear of Committee for The Strangers.

Ambassador Name: Berranna Moonlight.
Diplomatic Staff Overview: 7 more actual Diplomats; plus 16 'special support staff' (diplomatic couriers, confidential secretaries, communications offices, and so on) and 24 'general support staff' (cooks, drivers, butlers, and so on).
Security Staff Overview: 16 members of 'The Big Bad Bears', which is one of our traditional mixed-clan 'warrior societies' (which the WA refers to as "biker gangs"...).
Weaponry: 16 shotguns, with 'non-lethal' ammunition as well as conventional rounds, for the security staff.
Vehicle Overview: Two large cars for diplomatic use, and one van or truck for transportation (all to be purchased locally, if suitable models are available), plus 16 Smithfolk-built "Quad-RoadHog" motorcycles for the security staff.

Common National Ethnic Groups: Ursines (i.e. anthropomorphic Bears, of various origins) constitute approximately 95% of the population.
Common National Religions: 'One plus Seven' (which is shabear-led reverence of 'The Great Bear' & 'The Seven Holy Helpers'), Christianity (mostly 'Roman Catholic', but following a local Pope rather than the one who's based in Rome), Ursianity, Eightwayism, Church of Greatfather Sun.
Common National Languages: Ursine, English, Ouestrran, Hwan, Ruottsan, Norren.

Special Requests?
1. We request that you reciprocate by establishing an embassy in our own capital city, Council Groves, too.
2. As you specify that your own laws (rather than ours) would be applicable within our embassy, we request that a copy of the relevant legislation be made available to our mission's staff immediately upon their arrival amongst you.
3. We would appreciate it if whatever site is made available for our embassy possesses fair-sized gardens, with trees or hedges providing privacy as well as patches of shade (although it having some sunny areas too would also be desirable) and preferably with a large pond or even a swimming pool.
