Besk was reeling. Bulgislavia, Bulgia's little neighbour to the south, which should by the end of the year have been established as little more than a puppet, was under foreign occupation, its Communist leadership executed and revolution in tatters.
The BPR was dealing, in a manner of speaking, with thousands of desperate refugees now that Bulgislavia had lifted border restrictions, compelling the administration to call up the reserves and begin the processing of refugees at the embassy and the so-called Friendship Tunnel only recently sunk to join the two nations by road.
Along the border, which was not of insignificant length, Popular Army engineers were raising new defences. First, razor wire was strung out for kilometre after kilometre while minefields were being sewn. In many places, the Bulgians were clearly violating Bulgislavian territory, minelayers and wire-stringing vehicles delving as far into the nation's territory as they dared to without encountering Void Templar occupation forces. Behind, earthworks were being raised with a concrete wall rising atop them. Within the huge earthen berm, slits were appearing through which machineguns and anti-tank weapons would eventually protrude.
In Besk, the national capital, President Grigore Istok declared a state of emergency in response to the collapse of Bulgislavia and the influx of refugees. A new plan was issued:
1) All military leave is cancelled
2) All reserve forces are to report for duty
3) The military is reorganised as the Bulgian Popular Army, including Ground Forces, Air Force, Air Defence Force, Naval Forces including Navy, Naval Infantry, and Coastal Artillery, and Strategic Weapons Command
4) The draft shall be expanded until such time as the total strength of the BPA is not less than 2.1 million men under arms (this in a nation of 45 million souls)
5) Martial Law is in effect
6) The Securitat shall be empowered to detain without specific warrant or limitation any person of any post or nationality suspected of seditious activity against the state or the revolution
7) The nations borders shall be closed. Refugees from Bulgislavia shall be processed at the Friendship Tunnel and the Bulgian embassy to Bulgislavia and their applications granted or denied according to the Bulgislavian Citizens' Salvation Act
8) Strike action in the areas of Vital National Industry [defined] shall be prohibited; monthly production targets for defence corporations shall be increased by not less than 40%
9) The Void Templar is declared a hostile entity and shall be treated as such in accordance with the Hostile Entities Act
10) The Bunker Defence Plan shall be carried forward at an increased rate, receiving first priority from all planning and supply boards. The Bulgian Popular Republic shall be created a fortress state for the preservation of the revolution and the state
