To Dr. Curtin and Dr. Duggan,

I am deeply troubled by your recent announcement. War is never the answer. Your proposal is, well it's just not decent, not moral. You are promoting war, by giving people some lofty ideals that they can have a war, without any threat of repercussions. You are saying that your proposal can make war bloodless. What about those who try to oppose the robots? You are just another snake oil salesman, promising one thing, while delivering more of the same. Yes your robots may make it unnecessary for those who have them, but it will also give those same people the power to kill millions upon millions of people, even inocent people. They will be used in invasions, occupations, genocides. Your are stopping bloodshed, you are making it more efficient. These robots will be just one more way that a small minority can oppress and kill the majority. You are no different than the inventor of the machine gun, the tank, the nuclear bomb, all telling themselves that their inventions would save lives, that they would help end the bloodshed, and since their conceptions, each one has lead to the deaths of millions, maybe even billions of people. We ask that you stop this program now, while there is still time. If you refuse to stop the program, than we will be forced to stop you, and trust me, we are quite capable of stopping you. You have twenty-four hours to respond. If you truly do wish to avoid bloodshed, than you will stop, not just for yourselves, but for the people of the world.

This idea you have in mind will never work. I'm sorry but life will always be lost on the battle field and you need to accept it. Sure you can have a robot to help lift heavy objects, but in the end, you'll be depending them so much that you'll forget to do things. My suggestion is to focus on armour and better weapons system not something you seen in a movie.

I think you'll find that EXCALIBER is the name of the missile defence system in Ustio, and has been for some time - I seriously reccommend you change the name.

Failure to do so will result in me removing my protector status of your nation - and worse.

You now have 7 hours to stop your construction program, and dismantle any existing robots. Failure to do so, will result in a blockade of your nation, to ensure that none of the robots leave the nation. The blockade will remain in force, until such time as we can be sure that production has stopped, and the existing robots have been dismantled. If you wish to discuss the situation, we will gladly do so, when you can prove that production of the robots has been halted, and none remain intact.

It's not actually possible as of now to create a self-conscious AI system capable of strategically defending a country/multiple countries. You have to have a person behind it all. While remote control robots are possible, they're far more expensive than an infantryman, not as mobile, don't have the same senses, and on top of that, you still have a soldier being paid to control the bot.))

Despite this being the relevant issue at hand, it is clearly not the basis for the belligerent and unfounded threats being leveled at the sovereign state of Charzak. The Ambassadorial Circle asks when it became the business of other nations to dictate a sovereign state's methods of defending itself - barring, of course, the presence of a nuclear or biological weapons program in the hands of a rogue state, of which there is no evidence here. The Empire of Charzak will not stop production on the SPARTAN robots since the 10 that were ordered have already been produced.
