Phoenix Dynamix (http://ns.goobergunch.net/wiki/phoenix_dynamix.html) must again expand to meet the needs of its customers around the world.
We require a plot of land near a sea port to build a new facility(ies) or at least within 3km of the ocean with the opportunity to build a dock(and a 3km length of railroad leading to it) on the coast. One or more large sized, multi-purpose component production facility or facilities must be constructed by Phoenix Dynamix engineers, who will mostly be using pre-fabricated structures. The factory or factories would be producing material for use in both civilian and military applications. We would hire a maximum of 100,000 foreign employees for the construction of the facility and 136,000 for the subsequent operation of it. We would require a 50 year contract and assurances that we would be allowed to screen potential employees according to our standards and to fire those who are found not to conform to our policies after the date of hire. We request tax rate information from all applicants. Our government would like applying nations to have previously established an embassy (http://forums.jolt.co.uk/showthread.php?t=377413) in The Phoenix Milita, but we at Phoenix Dynamix do not make it an explicit requirement.

Applicants will be reviewed on a case by case basis, although only one large facility is needed, it is possible we may opt to expand into more nations. The City of Höfn, wishes to offer, a nice large piece of water front property in our harbor district. The last occupant, well let's just say the city owns the land now, and it is up for auction. We would be honored if your nation choice our fine city to construct your facility. We have a large population, largest in the Beatus, and we can be very accommodating to our larger business. We have a very low flat income tax rate of 1%, which means, that you can have low wages, and not have to worry about people complaining that they are too low because of income taxes. Worker laws in our nation are very lax, we have no minimum wage, and do not require that your company give any kind of benefits for your employees, or maintain any workplace safety standards, however, we draw the line at the safety of surrounding buildings, which we would have to ensure. I have heard that you are considering our neighbor to the north, Greal, and might I just say, that they may seem like an ideal location, however, they're waters are much closer to regional hot spots, whereas my port, is on open ocean, for miles, and far from any other nations, to the South, and West. We also have a deep water harbor, that can support even the largest ships, and my nation's navy, is second to none in the region, and can ensure the safety of your vessels, to the extent of our territorial waters, or, should you wish, can be hired, for a nominal fee, to escort your ship 200 miles off shore, to the edge of our exclusive economic zone. Also, that service is free, should there be a conflict in the immediate vicinity, which is highly unlikely. I wish to also mention, that my fair city employs highly trained police force, which can easily break up a strike in a way that is damaging to your workers spirits, while not overly damaging to their physical, form, as we believe that damaging the individual physically, serves only to take a worker out of your pool of possible workers, while damaging their spirit, makes them a more compliant, and conforming worker. Finally, for a small fee, I can personally make most matters, with the city go away, or run more smoothly depending on the situation.

The City of Höfn in The Beatus seems to be the ideal choice and we will begin plans to open up a facility there immediately. Expect our board to make a final decision by the end of the week.

We will consider Greal and perhaps German zerabithea if more information is provided. The requested economic and tax information is a requirement for consideration.

It has been long known that the private sector of Stoklomolvi has been monopolised by the arms industry, and with the frightening amount of munitions produced annually we would be most pleased if Phoenix Dynamix can be up to the high bar set by the other Stoklomolvi arms industries. Many foreign arms corporations have set up shop in Vladistov, the capital, Port Stoklomolvi, the most populous city, and Muscovy, a major administrative centre. Vladistov has a large area for factory construction and a sizeable manpower pool skilled in arms manufacturing, Port Stoklomolvi has admittedly the absolute largest manpower pool in the entirety of Stoklomolvi, and Muscovy is one of the largest cities to the west of Stoklomolvi with a considerable manpower pool. Vladistov and Port Stoklomolvi both have immense deep water harbours, with tens millions of ships docking in each port annually. Vladistov has one of the largest airports in the world; so large, in fact, that a half-hour train ride can take you from one end to the other. The Commissariat for State Security, a huge military police force, protects every citizen in Stoklomolvi; it is the largest police force in the region.

With safe locations, available manpower, and an overall frighteningly large economy, Stoklomolvi could be the right place for Phoenix Dynamix.

The initial construction phase will involve the installation of a very large poured concrete foundation. This is the most labor intensive stage of the project and will require the most workers. A fence will be constructed along the outer perimeter during this time as well for security reasons.
Once the foundation is down, the air field and roads will be prepared. These stretches will be placed over the concrete foundation and are made of materials which are easier to maintain and repair, and are also better at supporting traffic.
During the laying of this groundwork, careful attention must be payed to ensure adequate spaces are left open for the later installation o underground pipelines and conduits. for the installation. We expect this groundwork to take at least 6 months after preparation of the site is completed, which will take a varying amount of time depending on composition of the soil, levelness of terrain, amount of vegetation etc.

When the foundation, runways and roads are completed, a large dock water front dock will be built, with modular points for attaching of smaller piers at a later date. The shoreline will likely have to be dredged somewhat at the edge to accommodate our larger vessels coming up so close.
Once this is done a railway will be installed leading from the dock to the end of the facility, with possible connections to your own rail system for the transport of raw materials and/or workers.
Storage tanks for fuel and liquid chemicals will be delivered by ship along with other prefabricated and partially prefabricated structures and installed on the foundation in pre-poured slots. Pipes will be installed linking the tanks with the main structure which will be made of reinforced concrete and steel, with a steel span outbuilding permanently attached. Once that is completed. The factory systems will start to arrive in pieces by plane, and ready to install by boat. The first thing the factory will build once it is up and running is components for new buildings on the site. The factory will need to run for a full year in order to produce its share of the components for the rest of the facility. And shipments by air and sea will continue during this time.
Once the core buildings are erected, the facility will convert full time to producing products and sub-assemblies of products for use around the world. We estimate the construction will take 2 years from start to finish (not including site prep)

This facility will be a standard component facility. One of the things we plan to manufacture at this facility are wheels. Phoenix Dynamix needs literally millions of wheels for its products. Everything from our motorcycles to our armored vehicles to the landing gear on our space shuttles uses wheels and the creation of so many different types of wheels is very labor intensive. Another thing we might produce here is apparel, since the labor is so cheap.
We hope this factory will help Phoenix Dynamix and The Beatus grow and prosper.

Everything seems in order, proper permits for operating an airstrip, and such are being prepared. You do understand, that operating an airstrip, requires that you follow the following regulations,

A.) There must be a control tower, with operational RADAR, manned 24-hours a day everyday.

B.) Direct communications with the Beatusian Aviation Authority must be established, and monitored by someone on the ground at all times.

C.) In the event of an aerial emergency in the vicinity, all flight operations must be suspended, should the need for an emergency landing at your airstrip arise.

D.) Should an emergency landing be announced, your ground crew must support that landing, and emergency teams must be allowed into your facility, to be ready at the airstrip should the need for them arise.

Also, I may not have mentioned this before, but the Beatus is a nuclear free zone, so no nuclear reactors or weapons will be allowed in the facility. Only in very, very special cases can they be allowed, and that matter would need to be brought before the national government. Other than that, your port can be used only for your facility, and the importation of goods through your facility, into the Beatus is strictly prohibited. Of course, permits can be obtained for such importing, but that is a lengthy process, and would require a military detachment be stationed at the facility. If you have any other questions on permits, or things of that nature, feel free to ask.

We can meet all of your requirements listed A through D. But regarding the "nuclear free zone" may create an issue that needs attention.
We do not want to build nuclear weapons at the facility but we usually install a small nuclear reactor,(PD TOPAZ series) underground at each of our facilities. We hope that you have an alternative power plant which produces enough energy for us to use and that it is cost effective. If it is not cost effective, perhaps if you offered us a discounted rate on electric power, we could overcome this nuclear ban.
