Part 1: Adrift

From Proconsul Korolev's address to the 1st VDP Congress, May 19th 2053 VE

Fifteen years. Fifteen years adrift, directionless...and poor. Such was the indignity suffered by the Vetalian state in the wake of its botched and foolish war with Gholgoth and the subsequent era of isolation from former friends and allies. The country's culture became isolated and cold, constantly fearful of foreigners and unwilling to take the risks that had built Vetalian wealth over centuries past.

The effect was predictable: economic decline on a scale not seen since the Revolution. The country's lavish cities and rich countryside became decrepit, their opulence fading as businesses failed and the currency's value sank under the weight of inflation and fear. Crime, a phenomenon once tightly controlled by the elite squads of the Vetalian State Police and the army's gendarmes, exploded once again to threaten the very heart of the nation as official after official fell to the unholy whims of their criminal masters. The world "ghoul", whose place had been merely in the realm of fiction for a century regained its archaic Vetalian meaning, describing the hordes of unemployed and addicted youth whose lives degenerated in to a frighteningly predatory existence before whose hunger nothing was safe nor sacred.

Fifteen long years passed before the first signs of a new dawn broke pierced the gloom and decay of the "lost years". This dawn, as it were, was pioneered by a once-marginal political organization known as the National Democratic Party of Vetalia. Espousing militarism, nationalism, and expansionism it seemed a relic of times when those values actually seemed plausible rather than a laughable joke...but it was the only vestige of Vetalian pride remaining. Launching a campaign consisting of populist rhetoric combined with appeals to a "new patriotism", they reached out to as many segments of the population as possible, building support in the communities most devastated by the new order.

Part 2: The Tide Approaches

Although a proper chronicle of the entire rise of the VDP is beyond the scope of my address, suffice to say our party embarked on an ambitious political struggle, the likes of which has not been seen since the original revolution against the Empire a century ago. A series of bold political actions, in particular our creation of the paramilitary force known as the Free Corps of Vetalia, led to mass popular support. The Free Corps, whose prominent members are seated in the section behind me...

...took the steps necessary to reclaim our streets from the criminals whose parasitism had left us impoverished and afraid of our very backyards. Although early detractors called our methods "brutal vigilantism", the effects were dramatic. Violent crime plummeted as we beat back the ravenous packs of ghouls in the streets and drove their masters from their dens of vice to the dismal oubliette or the far gentler mercy of the firing squad. We were ruthless with our own ranks, purging them of the traitors and the corrupt as the movement rose on the tide of a brighter future. Our influence spread to the economic ministries, where we tore down the barriers to trade and brought our nation from isolation to active participation in the world economy. Significant numbers of Vetalians began to travel abroad for the first time in years, and our people no longer cowered under the false nationalities claimed on their passports...I need not remind those assembled of the literal disappearance of the Vetalian passport as we suddenly transformed in to a nation of Olmedrecans!

From these bold beginnings, this nation's upward march was secured. From 0.5% of the vote in 2033, we captured 5% in 2037, 18% in 2039, 39% in 2041 and 51% in 2043, a level never seen before in Vetalian politics. Our officials were in a position to take control and we did so with the decisiveness and bold leadership that characterized the rest of our rise to power. By 2045, a mere eight years ago, we took the Praetorship itself and installed Praetor Ryzhkov as this country's leader. A descendant of the great Nikolai Ryzhkov, whose ambitions brought the most expansive territorial changes in our nation's history, he has shown himself to be a true pioneer of Vetalian national renewal in his two terms. Sadly, this conference marks the final one at which he will preside as leader of our state, but he has assured us that his successors will share in his same bold leadership for years to come.

Part 3: Vetalian Dawn

However, we must not dwell on this sad loss but instead celebrate the achievements of his time in office. From a staggering 31% in 2045, unemployment has fallen this year to below 5% for the first time in two decades and next year it will fall to 4% as the newest batch of public works projects commence operations. The military has grown from a scattered, demoralized force to over six million volunteers, many of whom were this country's once idle youths whose dark future lie either in the pay of some foul criminal or roaming the streets as random and destructive bandits. The city of New Sevastopol, shamefully left in ruins by our predecessors, has been rebuilt and revitalized, erasing the scars of that horrid era. Across this nation, the decay of two decades is being lifted, the filth and depravity swept away in a new tide of industry, growth, and national pride.

Abroad, our colonies have been permanently annexed in to Vetalia proper, granting their citizens the same rights as all those who share our blood ties. The Vetalian-Londinian population, many of whom paid the ultimate sacrifice as their homes were annihilated by Gholgothan weaponry, have been give the opportunity to settle and join Greater Vetalia in its march of progress. I am pleased to announce that the Praetor has already granted supplementary funding for a new space program, a massive expansion of our air and sea forces, and has further committed our nation to rebuilding the ties lost during our period of withdrawal. New lands, new resources, and a new age of Vetalian strength await us and I urge all assembled to do their part to ensure this great vision is not eroded in the years to come.

OOC: Only a handful of countries still had significant Vetalian presence in the aftermath of the war. Yours, along with Vontanas and a few states in Mediterranica was one of them.

Ministry of State

As authorized by the Praetor of Vetalia, the Ministry of State is hereby authorized to begin the reestablishment of trade and diplomatic ties with any interested parties. Those nations with existing facilities in this nation are authorized to pursue the expansion of existing facilities, and effective immediately all foreign visitors possessing valid passports are hereby granted full and unlimited access to the country.

In addition, the free exchange of currencies for Vetalian rubles is permitted at all licensed locations. Any fees collected on currency exchanges in the past year are to be refunded upon filing of proper forms. The Vetalian State Police have created a special task force, the Foreign Security Bureau, to ensure that all visitors are safe during their travels in this nation. Although great progress has been made in containing criminal activity, the Praetor has specifically ordered the full disclosure of risks to travelers in the attachments to all entry visas.
