The Imbrinium ministry of defense is looking to buy 25 square miles of coastline with a natural harbor to place a naval base. These naval bases will be used to resupply, refit and repair of naval ships and have a Maritime Prepositioning Force operating out of these bases. This force is a ready supply force to support Amphibious Landing forces in the case of war. If your country would like to lease or sale this land to us please contact us.

The Allied States of Gun Manufacturers would be interested in working with the Imbrinium Royal Navy to construct an artificial island appropriate for their needs. The ASoGM has experience in constructing artificial islands, as we have created the Five Finger islands previously, each totaling 30,000 acres. 25 square miles is equal to 16,000 acres, and would be well within the capabilities of the experienced ASoGM civil engineers to construct. If you are interested, the cost will be $100 billion.

We propose leasing a joint naval base at HMNB Oslo Cove, This naval base is located in a large natural harbour, surronded by a large cliffs creating one of the largest fjords in our country. The base is one of the 18 operational naval bases for the Royal Grasalandik Navy.

Already our two countries have diplomatic relations and our ambassador Mrs Dawn Portor will surely be pleased to further talks on our part.

The Ministry of Defence does not support any nuclear weapons due to the 1968 Atomic Nuetrality Bill, and this also applies to any military arm on Grasalandik soil.

We have estimated that this Joint Venture will cost annually; $8.65 Billion USD

While we are really looking hard into your proposal. We do have some questions.

1. Does the 1968 Atomic Nuetrality bill mean that Nuclear arms can not be on military ships in port not being stored onland?

2. Does the 1968 Atomic Neutrality bill mean that foreign weapons or troops cannot be stationed in ports or on land?

(Our MPF will carry weapons and ammo, food,fuel,tanks,trucks etc. everything you would need to supply an army.)

While not all of our combat vessels carry nuclear weapons some do and from time to time need to repair, refuel etc. by no means would any nuclear weapon be take off any ship for any reason and placed on foreign soil it is against our laws also but the placement of nuclear arms in friendly waters of a foreign nation onto another ship is premited. But rarely done only in emergencies and or war.

The Navy of Gibberish America would like to share the Circum-Pacific Naval Base at Lord Roberts Air Base with the Royal Imbrinium Navy, leasing a 25 square mile archipelago for $500 million a year. We are allies and participating in an embassy exchange, and we do not mind nuclear weapons in or around the country as long they are not aimed at us.

We are prepared to loan you the Naval Island Citadel of Savronin, located 960 miles off the coast of Anemos Major. Savronin was last used during the 1934-1940 Civil War, and was the second Citadel of its kind. However, it was abandoned in favour of the next generation citadels. Most of its structures are still intact, and we would be pleased to help repair it. However, to ensure our own safety we will need to sign a military treaty AND no nuclear weapons are allowed on the island (unless arranged with the Holy Office of the High Lord).

We thank you for your response and have begun to look into the questions that you so cleverly responsed with. A joint civil service and MP select committee has begun a full enquiry into the 1968 Atomic Neutrality bill.

Today as well in the Grasalandik Parliament the matter was discussed at length, the outcome of this debate raised several major points:

1. The Bill was written at the height of the cold war when Grasalandik defence was primary concern of the military. Because of our neutrailty in the world it was never considered that we would have foreign friendly forces in our territorial waters so this isn't covered in the bill. This means that although it would be illegal to have nuclear weapons on a HMNB like Oslo cove, it would not be illegal to have them on ships in the cove.

2. An answer to your second question concerning foreign troop deployments on Grasalandik soil was reached by the select committee who feel that this is a legal action. So this means that your Maritime Prepositioning Force could easily be garrisoned with our own Koninklijke Gräsalandik Corps Mariners (KGCM) (Royal Grasalandik Marine Corps (RGMC)).

Overall the debate highlighted a number of controversial issue over nuclear weapons and your base. There were several opposition MPs who highligthed the fact that your country has few political freedoms and is "run by a mostly-benevolent dictator". As well as this some Liberal MP's called for a Referendum on the issues and demonstrations were carried out outside the Parliament but this can only be expected when nuclear issues are at hand. But never-the-less the PM feels very strongly that this base would create a solid friendship between our nations and as currently our coalition has a majority of 58 seats and we feel that we have the political power to force through legislation to allow nuclear weapons to be stored / placed on your ships in our terriotal waters but not on our soil.

Our king wants the government and the people of The Kingdom of Grasaland that our country does not want to every have to use nuclear weapons, while only a few ships in our naval fleet carry nuclear weapons all the time they will and are not to be use unless it is a last defense of our homeland. We have uses them as a detertent in passed conflicts where nuclear weapons where used by waring countries as a show of force not to use nuclear weapons against us or each other. We are a nation of laws and the king doesn’t make the laws or enforces them we have a parliament that is voted on by the people to make and enforce our laws and our country is not a warmongering nation we prefer to use talks to settle disagreements. Thank you for a your quick response, our government understands that your postion is that nuclear weapons are the last ditched attempt or detertent to the hostile nations that haunt the world today.

On behalf of Prime Minister Christian Bjørnson, i would like to reassure your King and your countrymen that the views expressed yesterday were those of the opposition parties and are not expresed by the overall majority coalition government. You also have to remember that this is the biggest diplomatic event since the Act of Unitary Consitution in 1654 which established the current Parliamentary Monarchy state that you see today, So it is hardly unexpected that this issue will be controverisal.

We happily accept your offer of signing the papers in Grasaland, we also believe that a state visit will certainly help the issue, and calm some of the more moderate press and anti-war lot.

As Demi Efthalia the minister of defense and her staff and the minister of national security Vlassis Kyriakos and his staff walk down the halls of the MOD to a large conference room. The guard opens the door and there seated in the room are the minister of the of the navy Admiral Leila Russo the minister in the royal air force Gen. Gioele Trevisani. All enter the room and take their seats. The minister of defense presses to buttons on the video phones with the three nations.

Good afternoon gentlemen, this call is to confirm our nation’s agreement to place a naval base to 2 of your countries and an Air force base in another. The countries getting the two naval bases are the countries of:

1. The Kingdom of Grasaland
2. Free Republic of Lamoni

The nation of Gibberish America is only receiving an Air base at this time. Our country will be buying the land but this will be a joint venture between the RIN and RIAF at a later date. The fourth country will not be receiving a naval base at this time but would like to open relations with this country and a placement of a naval base on the proposed land at a later date is The Holy Empire of Anemos Major.

If any of this nations care to with draw from this agreement please do so now before any paper work can be signed. If there are any questions, please contact me at this office.
