Kahanistan

New Masada, Capital of Kahanistan
"What?" asked Interim Defence Minister General Robert Hoffman, one of the most highly decorated generals in Kahanistan. He had been appointed recently to his post with the recent change in government owing to a military coup at the start of the ongoing war with the Kregaians. "Do you mean we are to help the Canedians? The international community already jumped us once because we were friendly to the Hatarians, if we open up to another hated population..."
"We are already at war with the Kregaians," said Grand Marshal Iosif Malakov. "There is nothing more they can do to us. Our other enemies are fighting bigger fish in Haven. I believe that we should extend the hand of friendship to the Canedians, cultivate an ally... and expand our influence. Sort of what the Praetonians claim to do for us." He was never a fan of the Praetonian protectorate over Kahanistan, but he did acknowledge that their goals were preferable to those of the Kregaians. "Only, we will place no restrictions on them. We will encourage our corporations to develop facilities over there that can produce if we are blockaded, train their soldiers and diplomats to fight and to negotiate, and they will love us for it. The Hatarians you so raked over the coals were our closest allies aside from Allanea, until the Frisbeeterian genocide of their people."
"Point taken, Marshal," said Acting Foreign Minister General Hamed bin Jamal. "I will write to the Canedians. I will offer a limited number of experienced instructors, NCO's... we can't spare officers at this point. I will attempt to get an aid package put together to help them avoid further harassment by the international community."
Malakov smiled. "See that you do. I will give you whatever support and resources you require, as long as the war effort is unharmed. And above all... do not get us into another war."
"Very well, Marshal." The acting Foreign Minister departed to his office, where he composed a letter to the Canedian government.

Canedians!
The Provisional Military Government of the Free Republic of Kahanistan sympathises with the plight of the Canedians, and the results of hideous racial propaganda that holds that Canedians have an IQ below four. The propaganda of the Doomani holds similar lies about our brains being 40% smaller than average; we can understand how you must feel.
We are currently at war with a powerful enemy; our resources are limited. However, I am willing as the representative of our Grand Marshal to meet with your leader and negotiate training, construction, engineering, and other contracts with your government; I would meet your leader in your nation.
Please respond to me promptly; I will meet you after I receive your response.
Signed,
General Hamed bin Jamal,
Acting Foreign Minister of the Provisional Military Government of Kahanistan
