Signing and First Session of the International Co-Operation Pact of Military Regimes

OOC: Since no one said outright they wouldn't attend the signing, I assume that all parties are effectively here. Whether they sign on or not is of course, left to you.

IC: Inside the Palace of Soldiers (a large military building) and in front of the representatives stepped Premier Omar Bakdash, a fairly young man around the age of 37, he had been a hero in the Myakkan campaign and now stood at the height of his career. He began a speech:

"Today we stand in a historic time. The world is shrinking, with this comes new challenges and responsibilities. We can no longer act as though a nation isn't in contact with the world, as such every nation must take its place on the world stage, for its own benefit and the benefit of mankind. We come together here in Ahmadia, Karuchea for the benefit of ourselves, our nations and our peoples.

The International Co-Operation Pact of Military Regimes, or ICOPMR as it has been abbreviated, is a pact to ensure the collective security, organization and well-being of our peoples. Our historic tasks are to help bring about a change in the world for world peace and prosperity, regardless of ideology. Everyone here has examined and approved the 10 point programme, which simply consists of:


1. Mutual Aid in Military Research
2. Shared Techniques in Military Interrogation
3. Shared Military Technology
4. Mutual Military Drills and Exercises
5. Co-operation in Military Training
6. The Setting up of a Military Ideological School
7. Mutual Industrial Development and Assistance
8. Promoting a Common Foreign Policy
9. Promoting Military Society as a World Thought
10. Mutual Protection From Aggression

These things are known and approved of. These 10 points unite us and this is what we sign onto. This also serves as the First Session of our organization, as such anyone can make proposals. Protocol will serve as follows, this is thought of as the best way to ensure discipline, yet freedom:

1. All members of ICOPMR have full power of voting as well as veto power on proposals.
2. Any ammendment to the charter or 10 points of ICOPMR must be passed through a unanimous vote.
3. All resolutions of ICOPMR are decided by vote, one vote per country. If no country vetoes the resolution, then it passes, even if more members voted against or abstained than voted for.
4. All resolutions are NON-BINDING for those members who voted against them. They are only binding for those members who did vote for the resolution.
5. Any new additions to ICOPMR membership from this point forward must be determined by a vote and must pass the 50% threshold in "Yes" votes.
6. Any nation who does not obey protocol or the 10 points is subject to expulsion from ICOPMR upon a vote that excludes that party itself. The vote must be unanimous to go through.

This is the protocol for ICOPMR, it is reasonable and fair.

We also wish to bring to the table four proposals.

1. To place the headquarters of ICOPMR in Ahmadia, Karuchea and turn the building we stand in right now, the birthplace of ICOPMR into the HQ.
2. To establish a unified armed forces, which will contain troops from all member countries. Each country will not have a quota, but will send or supply what they can and wish to.
3. To establish a unified Command Structure for ICOPMR. A civilian leader should serve as General Secretary of ICOPMR, I personally recommend Malik Akkad for this task. He is one of the fast up-and-coming leaders in Karuchea and a man suited for the task. Two military leaders from two countries, should serve as the Supreme Commander and Lt. Commander of ICOPMR forces. As most of you are aware, as of yesterday, Karuchean, Jimzrawayan and Volzgradian forces entered into a conflict in Izhevskia on the side of the government. Our forces established a Chain of Command for the operation under Roy Campbell of Jimzrawaya. We recommend, since he is already well performing his duty as Commander in Izhevskia, he not be removed and become the First Supreme Commander of ICOPMR forces. Because of the involvement of Volzgrad, we recommend a general from there be the Lt. Commander. If anyone has objections, we wish to discuss that.
4. We propose that the Supreme Commander and Lt. Commander be determined on a rotating basis at every Session of ICOPMR. Any nation who had a representative as Supreme Commander may not have another Supreme Commander directly following their term.

This is what we propose! If anyone disagrees, we can surely come to a compromise."

Jack Thompson, head of the Jimzrawayin Department of Defense, had been sent as the representative to the signing/first session of ICOPMR. He looked over the new additions to the agreement, and saw only one problem. He approached Premier Omar Bakdash. "Mr. Bakdash. It is an honor to meet you in person. I have heard much of your bravery in the field. As the representative from Jimzraway, and speaking on behalf of the nation itself, I would gladly sign off on this document, but only if two things are changed. Allowing all nations to have veto power is not the best idea. If one nation then disagrees, they can block all other nations. I suggest having a smaller committee, composed of the original members of the ICOPMR, and allow only them to have veto power, based on a majority vote. What I mean, is if there was six original members, then 4 would have to vote to veto for a proposal or bill to be vetoed in order for it to indeed, be vetoed. Also, in the matter of voting in general on bills, proposals, and other matters brought before the entire ICOPMR, I suggest that the vote be a 5/6th majority to pass, instead of unanimous. Again, this is due to the fact that one nation could, again, vote against, and knock something out. Does this sound reasonable?"

((OOC: Also, one other thing, the "if no one vetoes it passes even if there is more against votes" is odd. I kind of covered that with the 5/6th majority thing. Just to clarify though, it should be based on a majority vote. The reason I suggest the veto thing, is because I know a lot about the UN, which this is similar to, and China just veto's the crap out of anything they want, and it doesn't pass. That would be bad to have happen in something like this.))

General Hamilton, a young man for the Oseaton military at 42 years of age and President of The Federation of Oseato, read the speech as Premier Bakdash delivered it. He quickly skimmed over it to the bottom regarding the terms and protocols for the ICOPMR. He nodded as he did so agreeing completely with what had been established. Finally he got down to the section with the four proposals he read and reread each making sure he fully understood what they were saying.

Following all the speeches Hamilton stood up and prepared his address.

"The Federation of Oseato, with my signature, hereby signs and agrees to all protocols and points set forth. Secondly, I hereby announce the formation of the Oseaton 4th Shock Army, composition to be declared later, and it's secondment to the ICOPMR armed forces. We look forward to the advancement of all member nations and the security of all nations involved. Oseato pledges to fullfill all points and to obey all protocols. As for the 4 proposals put forth, Oseato votes in favor of all four. Finally, I appoint Lt. General John Abell as Oseaton Liaison to ICOPMR. We look forward to great relations with all member nations."

Hamilton then pull out his pen and signed the documents in front of him, signifying the Oseaton commitment to the pact.

Omar Bakdash responded to Comrade Thompson: "I agree that perhaps veto power going to all members is not good. Though, I do not consider it fair to give full power to the original members, especially when for anyone else to join, according to the proposals, they would have to get more than 50% of us to vote "yes". I make a move to remove the veto aspect, but leave the resolutions non-binding for members who voted against.

On your second proposal, only ammendments to the 10 points and official charter must be unanimous, that and votes for the expulsion of members (that member not having a vote in that case). I view this as logical and just, since the points and charter are the guiding light of this organization, it should be unanimous for a change to occur.

OOC: Yeah, that is odd O_o, I'm not sure why I wrote that at all. Yeah, I agree, a majority must vote for.

Thompson looked over the changes to his proposals, and then nodded his head. He then approached the microphone at the document. "Very well. I, Jack Thompson, representing the Great Nation of Jimzraway, do hereby sign this document, and pledge the Nation of Jimzraway's loyalty to following the 10 points set in place by this charter. I also vote in favor of all four proposals brought to the table. Following that, I recognize Lt.Commander Grady as the ICOPMR representative from Jimzraway." The head of the JDD stepped down from the podium and the newly appointed delegate, LT.Commander Grady approached it. "I hereby commit the 22nd Infantry Corp., the 40th Air Wing, the 30th Heavy Armor Regiment, and the 82nd Artillery Regiment to the unified ICOPMR Forces." He then stepped down and retook his seat.

"This is ULMH-73 seeking permission to land at the nearest airstrip or helicopter pad by Ahmadia. We have diplomatic reason to meet with Omar Bakdash"
The helicopter was guided to a helicopter pad - Romboyu walked out in the Pataari navy sea blue uniform, and a white captains hat. Romboyu had brown hair, and a medium length beard of the same color that also had white steaks. At his side were four members of the Pataari ground forces in grey drab and with several kinds of guns, and they lowered a car from the helicopter - a jeep like thing. One i was lowered the five men climbed in, and the helicopter raised into the sky and flew off. They had a general idea where the building was, so they drive into a possible location of the building. Once they got there the four guards climbed out and then Rombuyo opened a door and stepped out. The group slowly walked into the main entrance of the building - all dramatic like- once they entered they found out this was the right building. The group moseyed around the crowd trying to get to Omar Bakdash.

Commissar Colonel Kurovich brushed his slick black hair gently with his hand as his turn to speak finally arrived. He hastily put on his signature red and black hat and calmly walked toward the podium. He cleared his throat loudly and began to speak in his signature "calm but fierce" voice that had managed to get him a position as a Commissar Colonel.

"As a representative of the Mighty and United Republics of Volzgrad, I would like to announce our full support of this pact and all of its procedures and protocols. Brave soldiers from both the Volzgradien Patriotic Army and the Volzgradien Peoples Militia will be assigned to the ICOPMR military. Under specific orders from Volzgradien High Command, both the Volzgradien Peoples Navy and the Volzgradien Crimson Airforce are to remain autonomous from the ICOPMR armed forces. The Government of Volzgrad supports all 4 proposals put forth. We hope for long and fruitful relations with all members of this alliance."

Kurovich quickly pulled out his official Commissariat pen and signed the documents before him. His easily recognizable hand-writing sealed the Volzgradiens Pact with the ICOPMR.

General Secretary Enver Tofiu had already left Izhevskia due to the war. So he arrived at the ICOPMR Conference, ready to deliver his speech. He breathed deeply, popped a breath mint, and adjusted his jacket as he walked to the podium.

"Great representatives of ICOPMR, Izhesvskia would today wish to announce its desire to join ICOPMR. We have seen firsthand the wonderful sincerity and power of your friendly nations, and effective today, we ratify all your documents and proposals. After the war, we shall send many elite units of our Ninth and Tenth armies to the ICOPMR collective forces. We shall do our best to defend any like-minded ICOPMR nation, as you have done to us. Thank you, and we look forward to Great alliances in the future."

Tofiu smiled and left the stage to applause. Izhevskia no longer stood alone.

General Omar Bakdash stood up and went to greetthe delegation from Ulanpataar. Shaking their hands, he informed them of the parties who had already signed and gave them the draft proposals and the copy of what had happened so far.

General Bakdash then addressed the audience. Comrades and Friends, I hate to interrupt the signing ceremony, but we have not properly introduced a great friend and ally, Izhevskia. They have just spoken and we wish to now address them and their peoples.

"I promise, that the Socialist National Republic of Karuchea will not let the Revolution, nor the Government of Izhevskia down. Without knowing previously or having previously had relations with the government there, many of our comrades and brothers are now fighting Fascism in Izhevskia for ICOPMR, in the name of peace, brotherhood and national defense. How can we not be proud of our accomplishments, but also how can we not feel humble that our brother now addresses us and asks to join our great alliance? Izhevskia is the first of many nations suffering contradictions in this new era, an era of peace and brotherhood that is ushered in by ICOPMR. Their contradictions led to a terrorist uprising, which we are now fighting. So how can we deny your request to come into our camp now?

As soon as the remaining nations sign (I believe only Ulanpataar, Il Korea and Anghele haven't yet), I motion for a vote to accept the membership of Izhevskia before we dismiss to watch the military parade.

Karat Dushal read over the 10 points and agreed with their principles. Looking over the basic principles of protocol and procedure, he agreed with them as well. Agreeing then with four proposals, he walked over and took out his pen. Signing his name he declared: "For the Pracha Armed Republic, I announce my agreement and signature, may our nations jointly prosper. I also wish to be the first to announce my vote in favor of Izhevskia being allowed to join."

President Yeon Hwan Park of Il Korea looked over the document. After finishing the careful reading he picked up a pen from his desk and signed it. "I gladly agree with the terms of the treaty and agree to uphold the rules."

Romboyu nodded as one of his guards translated. He pulled out a pen and clicked it open, he said something in Pataari. The guard translated "Now, where should I sign?" Once told where and translated he wrote a bit scribbly, but at the bottom read "Rombuyo narroadlerpok okrarpokgayar kingudler, assiminikluk" roughly "Romboyu chooses this talk [treaty] legitimate [ultimate] and hear by agrees."

Knowing a military parade was soon to happen, two additional helicopters landed contained both of Romboyu's wives twenty four fully equipped soldiers and two jeep. The men climbed into the jeeps and struck a pose like they were aiming at someone at the side. All three jeeps were readied and the middle one waited for Rombuyo and his wives to climb in.

A solider ran up to Romboyu from one of the jeep and jabbered something in Pataari. The admiral replies saying something else in the garbled language. The soldier runs up to Omar and says in rusty universal language and says "He votes yes in the subject of allowing Izhevskia in."

Romboyu squeezed his wives at both os his sides and climbed into the middle jeep and as he sat he lit a cigar with a match in his jeep waiting for the parade to start.

The Lt.Commander was looking at his laptop, and couldn't believe what he was seeing. He was watching the new station from his home nation, JNN. He got on his microphone. His voice was shakey and urgent. "Excuse me, I'm sorry to interupt, but...I must petition for immediate support to be sent into Jimzraway from all member nations. My homeland has just come under biological and nuclear attack..." he redirected the feed to the main viewing screen in the room, and the following news report played.

This is a JNN Special News Bulletin

A distraught looking reporter appeared on the screen. "Ladies and Gentlemen of Jimzraway...this is...this is Chet Woden, reporting from outside the Capital Building...it would seem...it would seem that...oh god...my brother was working...ahem, excuse me. It would seem that a plane has crashed into the Capital Building...wait, I'm getting a report...wha...what?! No...it can't...ladies and gentlemen. Not only has the Capital Building been destroyed...but...a nuclear device has detonated within the Jimzrawayin International Airport. I'm being told that until further notice...Martial Law has been declared. Stay tuned for further...for fur..." the man on screen began to choke, as did the camera man. The camera fell to the ground, and caught every other person in the area collapsing as well. All of them choking and foaming from the mouth, and bleeding from the eyes.

Premier Bakdash responded immediately: "I recommend an immediate movement of ICOPMR forces into Jimzraway. As this is a fellow ICOPMR nation, we can spare no expense. Our united armed forces should be at least 500,000-strong for this endeavor. All nations announce the amount of troops you can send, Karuchea can fill the remaining portion.

I now also declare my vote in favour of admitting Izhevskia. This brings 5 votes in favour of, 0 against. The motion will pass, though the remaining nations can still vote for or against. As soon as our brothers from Angele and Izhevskia sign, we will step outside for the military parade, to be followed by the Closing of our First Session and any final proposals."

The Pracha Armed Revolutionary Republic will send 75 T-72 tanks as well as 25 T-98 series tanks. We will also be sending 130,000 troops and be redeploying our two Su-27 and MiG 35s from Izhevskia to this emergency.

"Good" said Premier Bakdash, he stepped to the front and took out his pen, signing his name and thus beginning the International Co-Operation Pact of Military Regimes officially. "All of our original applicants have joined. When we return from the parade, Izhevskia will sign onto the agreements and we will see if anyone has any final proposals to make before we dismiss from our First Session." motioning to the door to the right of the Congress Hall, he went through the door and onto a balcony.

The Parade Balcony overlooked the streets, the parade was about to begin and citizens had already flocked out to see the extravaganza. Soon, with a triumphant "Forward March" the parade began. A small group of troops, carrying flags opened the parade. The flags were held in rows of 2, the flags of ICOPMR and Karuchea passed first, then of Jimzraway and Volzgrad, then of Il Korea and Ameriganistan, then of Oseato and Ulanpataar, then of Anghele and Prachanda, finally, the last flag, the flag of Izhevskia passed and the crowd cheered in honour of the victory in the Izhevskian campaign. The parade continued with troops marching strong.

OOC: Anyone may feel free to write their own troop marches or their leaders response. I'll give it just a bit and then we're back for round 2 of the First Session.

Being a pending ICOPMR nation and owing in part its existence to Jimzraway, Izhevskia wishes to deploy troops to defend Jimzraway. However, we have only just finished a war and must spend time rebuilding before we fight again. We hope ICOPMR understands. However, if necessary, we will deploy some troops to Defend Jimzraway.

General Secretary of the ICOPMR Malik Akkad opened the second-part of the meeting. Hearing the situation of Izhevskia he responded: "With our own militaries strong, certainly we do not wish to impose any hardship on your nation, especially considering your country has just finished crushing Fascism at home. We also greatly appreciate Ameriganastan's generous offer. The force for the ICOPMR defense of Jimzraway will consist initially of 27,700 troops from Oseato, with Oseato also providing for the primary naval force. Ameriganastan will send 350,000 troops and Prachanda will send 130,000 troops as well as tank and air support. This brings us to a total of 507,700 troops. This indeed passes our quota for the operation. It will be up to Supreme Commander Roy Campbell of Jimzraway and myself to oversee the basic operation.

Our second order of business is to officially admit our sister-nation of Izhevskia into ICOPMR. They now have full voting and other rights in compliance with their full membership. All they need to do is sign the documents.

Our final order of business for today is further proposals. I myself have one. Our sister countries of Izhevskia and Jimzraway will certainly, under the dire circumstances presented to them, need much to reconstruct their country. Our agreement, that is ICOPMR is a primarily military agreement and does not affect this, therefore I make the proposal to introduce the Council for Mutual Economic Advancement, an economic wing to our Pact, designed to introduce economic unity and trade as well as to maximize economic efficiency between members. It will also allow for certain special deals, for example, the transfers of goods at lower prices to member-states etc."

The Republic of Il Korea didn't have much of a military to spare. They were a rather small nation compared to others with a population of around 211 million. However, changing from a complusory military service, the size of their armed forces dropped dramatically having a small but specialized military especially in ground forces. Regardless, the issue was given to help the nation in need with the deployment of Special Forces with the support of other Ground Forces.

After a while of translation, Romboyu said something. Then, after a second moment of translation one of the soldiers spoke up "Romboyu agrees on the economic proposal, but disagrees to sign it, the Pataari economic situation is stable enough to hold up by itself."

OOC: We are only getting started, for any international agreement, that tends to be how it works, there is a period of negotiating who is in what and what the roles of the agreement are and then it starts up. It is very favourable to be in this agreement. Since you expressed it OOC, then I will consider you in until you IC leave, but I would of course, be forced to make an IC response to that.

IC: Premier Bakdash made his announcement, the economic agreement, which is a necessity for us, will indeed be launched by us, all ICOPMR members will be granted special rights according to it. So far, Prachanda, Karuchea, Oseato and Izhevskia will be Full Members, the rest may join in and I would advise it. We must discuss with our Brothers in Ulanpataar the terms of which they would come in, perhaps as an associate member.

We make this simple announcement with regards to economics. We offer 10 billion dollars to Izhevskia to help rebuild their country, in addition we offer 10 billion to all who agree to the economic agreement to be invested in an industry of their choice.

This is the final vote that will occur before we dismiss the First Session, in-between the First Session and the Second Session, full executive power of ICOPMR is of course, vested in the General Secretary who will determine minor issues such as membership. Major issues, such as if a ICOPMR nation is invaded or there is a need to deploy ICOPMR forces as a joint-army, would require and would call for the immediate calling of an emergency session, lets hope this does not happen.

General Secretary Tofiu Stepped up to the podium again to deliver his short address:

"My dear comrades and Brethren of ICOPMR and from Karuchea, we cannot express enough how greatly we are indebted to you for this generous gift to rebuild our nation. With the help of your troops and this offer, as well as the revolutionary fervor of our people, we should in no time once again stand strong to face all threats. We only hope to you that we may repay you in a peaceful manner, and the day will not come when it is you who seeks help. So, we have offered to ICOPMR forces 15 Divisions from our Elite Tenth Army, as well as 6 air divisions. In addition, we offer 2 Strategic Long-Range Nuclear air divisions, and 3 Fighter divisions from our Air Force to Karuchea itself. Thank you."

General Secretary Malik Akkad responded to Izhevskia, "We appreciate your offer and will put it to good use. At this point, we must dismiss because time is short. At this point, we will form the Council for Mutual Economic Advancement, all members of ICOPMR will have full membership except for Ulanpataar who expressed a desire not to sign on. We wish for them to participate in some ways however, possibly as an observer.

Since the session is now closed, I officially as acting Executive of ICOPMR welcome and grant full voting rights to Osea 767. Within a year, the Council for Mutual Economic Advancement will be founded and put into its first session. There, we shall discuss issues of a common customs agreement as well as Karuchean aid to countries which may need it.

The Federation of Oseato wishes to call ICOPMR's attention to the ongoing war against Ralkovia. This war promises to be brutal but the rewards are great. The land of Ralkovia will be divied up among the victors, promising great resources for any country that controls some land. The Federation of Oseato is in the process of committing to battle, and will go it alone if need be. However we see this as a perfect opportunity for ICOPMR to flex its military might.
