Cherozhan State News (CSN): Early this morning a large blast awoke the small town of Vipurri on the southern end of the border zone that seperates Cherozha and Hu Zhou. The blast struck an Imperial Army barracks and is estimated to have killed at least 30 or more soldiers and militia men. Initial reports from military officials in the area suggest the attack was carried out by members of the Red Tiger clan, a group which operates out of northern Hu Zhou. The clan has declared the right of the Cherozhan government to control the southern area of the border zone to be "dishonorable, disgraceful, and imperialistic." As you may recall this area of the buffer zone was captured by Imperial forces several years ago in the June Offensive. The Hu Zhou government has been called upon to turn over the terrorist to State Police so that those resposible may stand trial.
The government in Xinhua (Hu Zhou capital) has protested this, as they believe all those who stand trial will undoubtedly be executed by the tribunal. Sergei Amurov, minister to the High Consul, is currently in Xinhua with his team attempting to broker an aggreement with the Zhoulin government. "I fear that if we cannot come to a clear disicion in the matter, that it will lead to open war. This would cost both sides dearly and should be avoided at all costs."
High Consul, Dimitri Alexzander , has ordered the 2nd Inf, and a battalion of the 4th Arm Division to the south to close and secure the border, aswell as to find those resposible. Many natives in the area are fleeing south into Hu Zhou to stay with family until the situation is resolved.

The Constitutional Monarchy of the United Ed States understands and respects the supposed concerns of Hu Zhou, however Hu Zhou's reluctance to turn over terrorists is unacceptable.
The Ed States will aid the Cherozhan government in any way. Naval and Air Force representatives are on their way to Cherozhan to discuss a blockade of Hu Zhou, if you so decide to force Hu Zhou to surrender the terrorists with a full naval and air blockade. We suggest this method, as it seems it is the most effective.

The Confederate States of Katonazag expresses condolences to Cherozha for the loss of their troops. However, the CSK also recognizes the right of people to organize and leave a nation if they so choose.
The CSK is offering to provide a peacekeeping force for creating a demilitarized zone containing neither Cherozha nor Hu Zhou military forces. Non-military agencies from both sides will still be permitted to have investigators and agents on the ground. Once both sides have removed military forces, a 3 month period will be observed to ensure civil peace and a referendum will be held by the people for which nation they should belong to, or if they would become independent.
If this proposition is acceptable to both sides, the CSK is willing to help in exchange for tariff-free trade in the disputed region for a period of no less than 20 years.

Amurov: I call this joint meeting of the Cherozhan consulate team and the Zhoulin negotiation team to order.
Our first order of bussiness is to ask the Zhoulin government to withdraw its forces from the their side of the Demarcation line, to allow an Izen (Cherozhan Special Forces) team to search the border towns for the perpitrators of the barracks attack.

Amurov: Of course, rather than allow a regional issue to remain within the hands of the regional powers the Hu Zhou government wants to bring foreign forces in to search for people they know nothing about!
The Cherozhan military knows these savages, and can easily hunt them down within 2 weeks.
