Holy Emperor Tiberius Lucius Severus of the Holy Empire of Rathanan announced his intention to create a more democratic system of government today in a speech to the nation.

"...In keeping with changing times, I am working with scholars and government officals to create a democratically elected Senate. I feel it is time that the great people of Rathanan had more of a say about what their government does. Many are concerned about us losing our national identity, but I feel this can be done without sacrificing our nation's traditions...

While no action has been seen as of late, the people of Rathanan seem very pleased with this sudden action by the Holy Emperor. Needless to say, the global community should expect to see many changes in Rathanan very soon.

Holy Emperor Severus went on to discuss the Rathani occupation and restoration of its regional neighbor, Petaristan. The Rathani Legions seized control of Petiarstan to end the genocidal civil war that took place after the collapse of the Petaristani Government.

Our nation will be holding their fist official election in our nations history at the end of the year. For now we have a very simple system of "direct democracy", but as our nation continue to grow we need to evolve this system and expand it to ensure it remains funtional.

It is always good to learn of a nation which has decided to embrace democratic rule. My nation has been forced to move away from this, and will hopefully soon be able to get at least somewhere close to it again, in future.

For the time being we would ask permission to send a delegation to observe the process by which you establish this new Senate. The delegation would of course not release the information it obtained without first obtaining permission.

It is my hope you will allow this delegation.
