It had begun just a day after the elections had started. The Neo-Cyonist Party leader, Zaic Armashiran, had become more and more confident that his party would win. Today it became clear why.
It was an average day in Boico's capitol, Creipa. The office workers went to work in the hundreds of skyscrapers that littered the sky, the hundreds of cars that caused a constant hum and grumble, drove along the city's ever buisy streets. However things were about to change. Cars began to stop even when the traffic lights were on green, some people got out to see what was wrong. Those that did manage to see could see that soldiers were putting up road blocks on all the major streets, tanks and other military vehicles drove down the crowded streets. On all the channels in Boico, the same thing was showing, a speech by Zaic Armashiran.
The cameras eventually switched on to a podium in a huge hall. It was the great hall in the old Cyonist government building. It was kept after the fall of the first Cyonist government as a reminder to the horrors they caused. Zaic Armashiran stood up onto the podium.
"My dear brothers and sisters, fellow Boicoans. Today is a great day in our history. A new Cyonist Boico has come about. Though the previous Cyonist government made some mistakes, their ideas and goals were not flawed nor wrong. I and some other Senators have discovered a plot to stop my party even if we won the elections! This is the so called democracy we live in. But the army has helped us, the people of Boico, to keep our right as humans to live in a fair society. As such, with the help of the army and of the newly formed People's Special Force or P.S.F, Boico shall be turned from the corrupt morass of the United Democratic Federation of Boico, into the People's Cyonist Republic of Boico. This change shall also bring about a change in the government system and in and in the daily running of Boico. This will secure a fair and safe future for Boico. Of course there are those who will oppose this new era. The currupt politicians of the old order, their aids and followers. They are being dealt with as we speak, infact their are some amongst us now," As he spoke, around 200 men in black trousers, black tunics, black boots and black helmets (http://i198.photobucket.com/albums/aa218/Boico101/nov_bg.gif) with a golden phoenix on either side, moved through the crowd and pulled people from their seats. The audience mumbled to itself, the same thing was taking place all across the nation, the same P.S.F.-S.T. (or PSF Shock Troops) stormed houses to arrest anyone declared 'an enemy of the people'.
Armashiran continued to speak "although this may frighten some of you, those of you who are good, honest people needent be afraid. Those of you who once supported the old system will be forgiven. You were brainwashed by the evil and currupt government ministers. The new system shall remain corruption free. It shall consist of the General Party, which any and all citizens can join. The next higher up shall be the Secreterial Council which shall be made up of onehundred men and women chosen by you, the people. The next and highest up shall be the Upper Secreterial Council, made up of 14 men and women including the head of state, the Chairperson. The Chairperson shall be chosen by the Upper Secreterial Council, which is chosen by the Secreterial Council, which is chosen by you, the people. This system is much more fair and will ensure that the people are in control of governing. Of course we need to stabalise the nation, as such, the secreterial council has already been chosen, as has the Upper Secreterial Council which has decided that I should be made first Chairman of the People's Cyonist Republic of Boico. I promise you that as soon as we have stabalised the nation, emergency controls shall be lifted and you can vote on a new Secreterial Council. Businesses shall also be changed. While some private businesses will be allowed to continue to operate, the state will receive 60% of their proffits. This is to ensure their can be no corruption in business either. Also, all religions shall be outlawed. Religion is the cause of many of the worlds problems. Many more changes shall take place, but you shall be made aware of them at a later time. Fi da Peopalle!" He did the Cyonist salute as he said the last three words (For the People). (The Cyonist salute is done by stamping your right foot on the ground and hitting your left hand side of your chest with your right fist.)
After the salute, the entire audience in the hall, and many more watching on television followed him. So has begun a new age in Boico.
OOC: Basically the Upper Secreterial Council and the Chairman have no wish to remove the emergency controls, and Boico will remain at top security as long as the Cyonist government exists to ensure control over the population
