To the Foreign Ministers, Secretaries of State, and like diplomatic officials of the world,
For many years, diplomatic relations of NS have been haphazard in their observation and adherence to the traditions and niceties of diplomacy. The time has come to promulgate a treaty to address this issue. I would like to invite all nations of NS to a convention to discuss a treaty adressing diplomatic relations between nations. Attatched you will find a copy of a treaty we will be submitting. The input of the NSverse is invited.

Convention on Diplomatic Relations
Article I
Diplomatic relations and the exchange of diplomatic missions, takes place by mutual consent.
Article 2
Diplomatic missions shell represent the sending state, protect it's interests and that of it's the nationals, negotiate with recieving state, ascertain and report on conditions and developments in the receiving state, and promote friendly relations between the states, by lawful means.
Article 3
The receiving state may at any time and without explaination, declare any member of the diplomatic staff of a mission persona non grata. The sender shall either recall the person concerned or terminate his functions.
Article 4
The Ministry for Foreign Affairs of the receiving state, shall be notified of the appointment, arrival, departure and/or termination of members of the mission.
Article 5
In the absence of specific agreement, the recieving state may limit the size of a mission.
Article 6
The sending state may not, without the prior express consent of the recieving state, establish offices in locations other than those in which the mission itself is established.
Article 7
The head of the mission shall take up his functions when he has either presented his credentials or notified the Ministry for Foreign Affairs of the receiving state, in accordance with the practice prevailing in the state, which shall be applied in a uniform manner.
Article 8
If the head of the mission is vacant or unable to perform his functions, a chargé d'affaires ad interim shall act provisionally as head of the mission. The the Ministry for Foreign Affairs of the receiving state shall be notified of the name of the chargé d'affaires ad interim .
Article 8
The mission and its head shall have the right to use the flag and emblem of the sending state on the premises of the mission, including the residence of the head of the mission, and on his means of transport.
Article 10
The receiving state shall facilitate the acquisition on its territory, in accordance with its laws, by the sending state of premises necessary for its mission, or shall assist in obtaining accommodation in some other way.
Article 11
The mission shall be exempt from all dues and taxes in respect of the premises of the mission, other than such as represent payment for specific services rendered.
Article 12
The premises of the mission are sovereign territory. The furnishings and other property thereon and the means of transport of the mission, and the archives and documents of the mission shall be inviolable. The agents of the receiving state may not enter, search, requisition, or attach them, except with the consent of the head of the mission.
Article 13
The receiving state has a duty to to protect the premises of the mission against any intrusion or damage, and to prevent any disturbance of the peace of the mission or impairment of its dignity.
Article 14
Subject to its laws and regulations concerning zones entry into which is prohibited or regulated for reasons of national security, the receiving state shall ensure to all members of the mission freedom of movement and travel in its territory.
Article 15
The receiving state shall permit and protect free communication on the part of the mission for all official purposes relating to the mission and its functions. Such official correspondence shall be inviolable.
Article 16
Diplomatic bags bearing visible external marks of their character shall not be opened or detained. Diplomatic bags shall contain only diplomatic documents or articles intended for official use.
Article 17
Documented diplomatic couriers shall be protected by the receiving state in the performance of their functions. They shall enjoy personal inviolability and shall not be liable to any form of arrest or detention.
Article 18
The personal baggage of a diplomatic agent shall be exempt from inspection, unless there are serious grounds for presuming that it contains articles the import or export of which is prohibited by the law or controlled by the quarantine regulations of the receiving state. Said baggage may only be inspected in the presence of the diplomatic agent or of his authorized representative.
Article 19
The person, residence, papers, correspondence, and property of a diplomatic agent shall be inviolable. He shall not be liable to any form of arrest or detention. The receiving state shall treat him with due respect and shall take all appropriate steps to prevent any attack on his person, freedom or dignity.
Article 20
A diplomatic agent shall enjoy immunity from the criminal jurisdiction of the receiving state, and is not obliged to give evidence as a witness. The immunity from jurisdiction of diplomatic agents and of persons enjoying immunity may be waived by the sender, but such waivers must always be express.
Article 21
It is the duty of all persons enjoying such privileges and immunities to respect the laws and regulations of the receiving state. They also have a duty not to interfere in the internal affairs of that state.
Article 22
All official business with the receiver entrusted to the mission by the sender shall be conducted with or through the Ministry for Foreign Affairs of the receiving state.
Article 23
The premises of the mission must not be used in any manner incompatible with the functions of the mission as laid down in the present convention or by other rules of general international law or by any special agreements in force between the sending and the receiving states. A diplomatic agent shall not in the receiver practise for personal profit any professional or commercial activity.
OOC: Heh. My first attempt at this (http://forums.jolt.co.uk/showthread.php?t=562580) was a failure, probably for good reason. Lets see if a simpler treaty. This is a stripped down to the basics version of the Vienna Convention.
