As it did on a typical morning, the sun slowly rose and dawned on the city of thirty-five million. However, this day was different, and an air of anticipation and excitement hung over the capital. In the past two days, a multitude of flags and banners representing both the Alliance Star Confederation and Ruccola were hung on lampposts throughout the city, and red carpets were rolled out in locations deemed to be of interest to foreign dignitaries.

Arugula was now ready to host a state visit by the President of the Alliance Star Confederation, a landmark event which signalled the deepening of ties between the two countries. As this was the first ever high-level diplomatic visit from outside the region, the Ruccolian government had spared no effort nor expense in its preparations, and had mounted a public awareness campaign to ensure the Allician delegation received a warm welcome from the general populace.


Office of the Prime Minister
Palazzo Carandini, Arugula

Later that morning, President Marco di Castello, Prime Minister Giustino Tuono, Minister of Foreign Affairs Carolina Chan and a few other government figures convened a short meeting to go over the final details of the day's proceedings.

"Good morning, ladies and gentlemen," began the Foreign Minister. "I've been informed that President James's aircraft is estimated to arrive in several hours, at approximately 12:30 PM."

"Yes," interjected an official from the Ruccolian Air Force. "They've entered the Porto Verde Flight Information Region and are approaching our airspace."

"Sounds like everything is on schedule then," smiled the Prime Minister. "I'm really looking forward to meeting President James."

The remainder of the meeting was spent reviewing the programme of events, which was scheduled to be carried out in a more relaxed fashion in case the Allicians suffered from jet lag or fatigue after their fourteen-hour journey. Eventually, the President and ministers left for Arugula International Airport after some time spent resting and preparing for the visit.

Navy One

Indeed the President's Boeing 757-200 was on its way along with three more aircraft. These aircraft were two F-35As and one C-17 Globemaster III which were providing escort and transporting the President's vehicles and a few Motorcade vehicles, respectively. The F-35As and the C-17 would request clearance to enter noting they were part of the Presidential Package en route for their country. The Modified 757-200 requested clearance, and if warranted a native fighter escort into the country. The Navy Air Combat Command transfered flight plans and direct communications links to the level of direct telephone communications with the Executive Office of the Ruccolian Government.

The President himself, was currently reviewing a bit of proper procedure in addressing a foreign head of state, as this would be the first visit to a foreign land by the President of the Alliance Star Confederation. He sat behind his desk, just awaking from a prolonged and briefly drugged sleep in order to match along with the timezone in the area. He noted the Sinitalian based history and traditions as several reporters along with the President on the flight were also waking up. He also noted the ties to the Crown held alike to that of the Alliance Star Confederation. Something he could quite possibly speak on, along with a many of topics.

In the Constellation Islands, the Press was reporting that the President of the Alliance Star Confederation was meeting with the Executive Branch of Ruccola for many talks referencing to trade, agreements, and furthering diplomacy between the two nations. The military increased movements as well, but only with refueling aircraft with KC-10 Extenders, in order to refuel Navy One, F-35As, and the C-17 Globemaster III. Along with that is an E-3A Sentry providing distant AWACS for the President in the trip and not for Ruccola itself.

About an hour later the aircraft requested to land at the Arugula International Airport, whereas the escort fighters and the C-17 also requested landing clearance, F-35As at a secured hanger and the C-17 near Navy One in order to deploy the President's Limousine and a few escort vehicles.

The time was now 12:00 PM, and Navy One was cleared to land on Runway 07R at the eastern end of the airfield. Meanwhile, the C-17 and F-35As were given clearance to perform parallel approaches into the adjacent Novarese Air Force Base, which was connected to the civilian airfield by several taxiways. A couple of secure hangars at the base had been reserved for the Allician aircraft and would now be at their disposal.

Fifteen minutes later, President di Castello, Prime Minister Tuono and Foreign Minister Chan walked out of the VIP Terminal on to the red carpet that had been laid out for President James's arrival. As they strode along, the soldiers who had lined the red carpet to welcome the Allician dignitaries gave them a salute, and the military bands on either side of the carpet began playing the national anthem.

The temperature was a comfortable 25°C, and everyone watched the clear blue skies for a sign of the approaching presidential aircraft.

Also, I'm assuming this is on the tarmac and not sealing to an interior part of a facility? Correct?

"Roger Control, coming around," The Captain stated, as he increased flaps, slowed airspeed, and informed the passengers of their landing. The pair of fighters and the large transport was redirected to the Air Force Base, as the men inside the C-17 Globemaster III started preparing the vehicles inside the cargo bay, including the President's Limousine. The fighters rolled off, in exact measure from Navy One, and flew escort for the C-17 en route and their eventual decent to the Air Force base directed them for a landing.

Inside Navy One, the President prepared himself, as he finished getting ready and double checked his tie and his face assuring himself of his clean cut face. He gargled his last swig of mouthwash as the jet passenger plane began to descend, his aides outside his cabin. Secret Service Agents checked their various sidearms and short SMGs and tucked them neatly away in their coats as well as double checking their earpieces and checking in with the C-17. Members of the Press Corps also got ready to exit the plane as they checked their equipment and cameras, reporters themselves as they took turns at the restrooms.

Navy One's landing gear descended, as it checked its approach one final time and made a dip in altitude to match that of the landing strip at the airport. The jet dipped and slowed as it came closer and closer to the ground slowing as it came closer matching all airspeeds and decent rates. If applicable, it would be green-lighted by the Ruccolian Air Traffic Control and would then, a few moments after, scratch the surface on the runway, and drift toward the tarmac. It would whine as the engines would begin to slow and stop, meeting their final destination, where it was directed to for the initial exit location for the President and his staff in Ruccola. Two Marines would be present in Dress Blues awaiting at the sealed hatch as another would head out first to be at the steps of the passenger stairway before the President ever made it out.

Arugula International Airport

Navy One gradually approached the airport from the southwest, its tail and fuselage resplendent in the midday sun. By this time, the Ruccolian press had arrived at the VIP apron, and some photojournalists had begun snapping pictures of the incoming presidential aircraft. The Modified 757-200 glided over the runway's threshold, touching down on the asphalt after a few seconds of flaring. Upon completion of rollout, the aircraft taxiied on to the closest taxiway, where it was greeted by four pairs of fire engines lined on both sides of the taxiway.

The fire engines started to spray plumes of water, one pair after another, forming ceremonial arches to salute the Allician Head of State. Navy One passed under the plumes, taxiing to the nearby VIP apron and the awaiting party of dignitaries and journalists. As the aircraft slowed to a stop, and the captain applied the brakes, a passenger stairs vehicle decorated with navy blue, white, red, dark green and light blue ribbons pulled up to the forward port cabin's door. Slowly, the door opened, and an Allician Marine emerged from the aircraft. The military bands on the tarmac took this as their cue to begin playing a song to welcome the Allician President and his delegation.

I'm not a military career guy. I'll go active just before the Bush is finished (As I'm still in college), and then four a five-six year length, serving a few tours abroad.

OOC: True - the UK and China agreed that the PLA wouldn't recruit from Hong Kong, and that a garrison brought in from Mainland China would be responsible for defence here.

If you ever go on tour in Asia, there's a pretty big chance you'll visit sometime. You've probably heard that Hong Kong is a popular port of call for the US Navy. I'd be happy to take you around if I'm back by then (After all, I've got one more year of university in Canada). :)

OOC: Yup! Hong Kong Disneyland, which is failing to meet its profits and attendance targets. We like to joke that it's the "World's Smallest Disneyland" - sad but true. Even I haven't been there before!

Anyhow, an affordable college education in Canada is one of the many perks of having a Canadian passport, as well as visa-free access to the US! =P

The Marine stood in full dress blues as he pivoted quickly on his heal, and stood in attention awaiting the President to exit Navy One. The sun did indeed shine on the large aircraft, as the President stood with the pilots as the display by local fire crews, smiling and in a bit of surprise by the enjoyable and creative approach to his entry into the country. The President, now with a few aides was behind the hatchway leading to the staircase, stood as he buttoned his suit, tucking a lightblue tie into his jacket. He nodded, as Secret Service would exit first, and began to line the red carpet two by two.

After the suited figures formed along the carpet, the President soon emerged smiling and waving, the music assisting in his attitude. The suited man would begin to descend the staircase, glancing time by time into the crowd and at local reporters as he continued. His shoes clicked down the stairway, until they met on the carpet and progressed toward the representatives from Ruccola. However, he was briefly delayed, as the Marine snapped to a sharp salute as the President passed by him, the President returning the salute to the Marine. The sounds of the music and the flashes of the cameras progressed with him as the continued along the carpet, passing pairs of sun-glassed agents as he progressed along. He eventually made it to the Ruccolian entourage, as he slightly bowed in their presence, and then rose upright.

"Thank you for such a warm welcome into your country. I'm Leon James, President of the Alliance Star Confederation, and it's a pleasure to finally be here."

"You're more than welcome," smiled the Ruccolian President, who came forward with a slight bow. "I'm Marco di Castello, President of the Republic." He then shook hands with President James.

"It's a pleasure to finally meet you, President James," said the Prime Minister, as he stepped towards the Allician President and gave a small bow. "I'm Prime Minister Giustino Tuono," he beamed, giving his guest a firm handshake.

Lastly, the Foreign Minister introduced herself, greeting the President in a similar fashion. "And I'm Minister of Foreign Affairs Carolina Chan. We are truly honoured to have you here today."

"How was your journey?", enquired Prime Minister Tuono.

Once the Allician motorcade arrived, the Ruccolians would walk down the red carpet with President James, while the soldiers standing at attention would salute the passing leaders, as the music continued to play and the cameras continued to flash.

The President bowed, and shook each delegates hand respectively, as he was honored to meet all the major members of the Ruccolian government. As he was simply greeting and meeting each member, Agents and Naval Personnel were unloading equipment and personal effect from Navy One and prepared them for transport to the President's temporary residence. Also, the C-17 had quickly offloaded the Cadillac DTS Limousine and four Chevrolet Tahoes as blue and red LED lights flickered to life and agents filled the vehicles as they left the Air Force Tarmac and made their way to the President. The F-35s simply coasted to a pair of designated hangars where the pilots did a Post-Flight check, and then exited their fighters to start bragging against local Air Force pilots.

"The fight? A bit turbulent, and I was 'forced' to sleep on the way to attempt to adjust to the change in timezones. But, other than that, just fine. Thank you for asking, Mister Prime Minister." He collected himself, for just a hair of a moment, as he continued, "Although, at this moment, I am extremely nervous. This is our nations first foreign diplomatic meeting, so I just want to tread lightly. If I make an error, I apologize in advance; however I plan not to." He gave a bit of a smirk, as out of the corner of his eye he spoted his limousine racing toward the edge of the red carpet, and noting that the delegates began to motion toward that direction.

The President walked along with them, on the extreme right, able to continue to converse with the group. "So, where to?" he playfully asked, as he smiled as he truly felt welcome to be in Ruccola. After the short walk, the President would enter his respective motorcade, and proceed to the next destination along his carefully planned tour.

The Prime Minister smiled at this remark, visibly appreciating President James's politeness and honesty. "Don't be," he said. "We want you to enjoy yourself here. After all, very seldom are we granted the honour of hosting a foreign head of state."

The President walked along with them, on the extreme right, able to continue to converse with the group. "So, where to?" he playfully asked, as he smiled as he truly felt welcome to be in Ruccola.

"Lunch," chuckled President di Castello. "I bet you must be hungry by now!"

As the party reached the end of the red carpet, they fanned out and entered their respective limousines, with the Ruccolian President at the very front to lead the way. The Allician presidential motorcade was right behind, followed by Prime Minister Tuono and Foreign Minister Chan at the rear. Encircling the whole procession was a ring of elite policemen on motorcycles, who patiently waited for their signal to proceed.

The massive motorcade left the tarmac and departed the airport grounds, taking the Airport Expressway into the city. The eastbound lanes of the highway were closed to traffic, and its lampposts were decorated with the flags and banners of both nations. Along the way, the limousines passed the impressive Castel Sant'Agostino, a medieval castle built on a small hill in the thirteenth century to defend the western approach into Arugula. Within half an hour, the procession had arrived in the centre of the capital, and was passing by the iconic skyscrapers of Montecirino, the financial district and commercial heart of the country. Apart from the ubiquitous flags and banners that adorned every street and flagpole, gigantic Allician and Ruccolian flags hung from the sides of many buildings, including the 500 metre tall Banca Sinitalia Tower.

After another few minutes, the motorcade turned on to Republic Avenue, which was lined with navy blue, white, red, dark green and light blue balloons, as well as the usual decorations. It was here that the crowds had gathered to welcome President James, and as they saw the limousines approaching, they began to cheer, whistle and wave small Allician and Ruccolian flags. The media had also been waiting, and cameras flashed and filmed as the procession went by. President di Castello was pleased at the massive turnout, and smiled and waved to the crowds as he passed them in his limousine. If one were to look down the avenue at this point, the crowds would seem to be never-ending!

The motorcade continued down Republic Avenue and entered the Diplomatic Quarter, where one could catch a glimpse of the Allician Embassy if he/she looked down Concord Street on his/her left. They passed the Independence Monument, which was surrounded by a sea of people, and crossed Republic Bridge to the south bank of the Verdura River, where even larger crowds awaited. After driving by the National Museum and Riverside Park, the parade of vehicles went down the eastern edge of Republic Square, which was packed with Ruccolians hailing the arrival of the Allician President, and passed the Ministry of Foreign Affairs, the National Theatre, the National Gallery, the National Air and Space Museum and the Supreme Court. The Parliament Building, with its magnificent dome, lay at the southern end of the square, close to their final destination: Palazzo Montefiore, the residence of the Ruccolian President.

As the procession pulled up to the front entrance of the palace, Prime Minister Tuono went over the day's agenda in his mind. Lunch would be first; then he and President di Castello would take President James on a short tour of his home for the next week or so, and allow him as much time as he needed to rest and get settled. Notably, one of the advantages of having President James stay for so long was the flexibility they could build into his schedule. With such ample time, there was absolutely no need to rush things.

Executive One

"Lunch?" He stated in a quirky manner, as he nodded in delightful content, "sounds great." He joined the respected diplomats as he was greeted at his limousine by his lead protection agent, Breckinridge. He nodded, "David," as he entered the limousine, as the agent gave a brief smirk, and then would close the door and then enter the passenger side door of the limousine. Blue and Red LED lights continued to flash throughout the motorcade as the agents pilled up in the convoy, others darting ahead to join up with security details and sniper teams along the route and at locations. However, Navy One would be temporarily housed in a hanger and the President's effects, along with his staff and other passengers would be ferried to his temporary residence.

The motorcade followed suit along with the rest of the Ruccolian diplomats, as local Police Motorcycles could be seen in direct left and right, whereas beyond were spectators who were excited to see him. He smiled to the warm reception, as he did briefly admire the scene, as it would be publicized nationwide in the Alliance Star Confederation. He admired the flags hanging from the buildings and the tower, as he nodded and commented, "and that won't change. I see a potential friends here." Over a speaker, his Secretary of State jumped in, "I hope so." The President looked over to the console above him, and shook his head. "And thank you Jason," he stated as he received a few pages from his fax machine over some notes of the tour in Ruccola.

"You should see this, Jason. It's incredible!" He excitedly stated as he looked around seeing joint banners, flags, and colors throughout the street leading into the city. "I am. It's on television from all those reporters that came with you," he sarcastically noted, as he watched passing frames of historic castles, the President's Motorcade, and outlying populace displaying their excitement on the President's arrival. "Next time, I get to go," Jason joked, as he leaned back in his office back in New Liberty, watching the display of a kind host nation. "We'll see. Anyway, we're making our turn, so I'm getting off the phone now. And, Jason," Leon paused, "Don't butt in again." He laughed, as he pressed the end button on the speaker phone, ending the call.

The Motorcade rounded the turn, as Police Officers dotted the road, with more and more spectators onlooking the massive motorcade. The President also noted that some of the civilians were waving small flags some of the Allician. Agents also saw this, as they kept watch along the way looking for potential threats against the President, however not a single soul identified as one. As they continued along their way, large and tall skyscrapers were traded for smaller complexes of which, he momentarily lapsed in his personal knowledge, as they passed by Concord, where the Allician Embassy was located. He then remembered but only caught a single street sign in the opposite direction as the only notation of the Street and the Embassy. He groaned, but then returned to his delightful, aesthetic ride along the route, as aged Government resounded with a touch of wisdom and integrity of their standing. He noted the Air and Space Museum as a personal choice to return to and view the progression and timeframe of Ruccolian Aeronautics.

Finally the Motorcade began to slow, with the halt of the President's personal entourage, as he exited and made his way to greet and wave to the onlookers. As his security deemed it clear, their motorcade made way, and was shortly followed by the President's where it would coast, and stop yet again, with Allician Agents exiting and checking the area for any threats before making way to the rear, right passenger door for the President's exit from the vehicle, and entry to the future of their relations. He stood straight as he exited, and made a direct way right towards the Ruccolian President, keeping in mind the faxed itinerary from his Secretary of State. He took a moment to approach the crowd, against the wishes of his agents, and they grabbed at their waistline reading for worst-case. He smiled, as he greeted a few, and shook a few hands, and then thanked them for allowing his visit. He would then step away, and bashful, as he grinned all the way to the direct range of the Ruccolian President's personal attention.

"Wow," he simply stated, "I've never felt so welcome away from home." He nodded, "thank you." He cleared his voice, and then would await the arrival of the remainder of the Ruccolian entourage, as he briefly adjusted his suit's jacket, took note of the surrounding area, without breaking his line-of-attention from the President. A great sight indeed to behold, as these images were also displayed not only in Ruccola, but in the Alliance Star Confederation itself.

"You're welcome," grinned President di Castello. Clearly, the Allician President was not a typical national leader; affable, personable and approachable, he seemed like the type that was popular with people from all kinds of backgrounds. To top it off, he was good-looking and well built, and di Castello had noticed some of the female members of the crowd blushing as he shook their hands.

Just then, the Prime Minister emerged from his limousine, greeted the crowd and came up to join the two presidents. "Did you enjoy the ride, Mr. President?", he beamed, happy to see that the public had given President James such a warm welcome.

In a few moments, the Foreign Minister would step out of her vehicle and escort the three leaders into the pastel-coloured palace, where they would partake in a relatively informal lunch made up of Ruccolian specialties.

"It was fantastic, Mister Prime Minister. Simply fantastic." He smiled, as the Prime Minister approached the pair of them. He looked toward the crowd and waved again, not for the attention of the cameras, but in respect to the crowd whom waited for their arrival. He at minimum wanted to pay some respect for their time, with a bit of attention and 'flair' to make the crowd enjoy the moment. He positioned himself at a natural eye-level to the Prime Minister, as he returned to continue the conversation. "You indeed have a beautiful city, and many flags and banners throughout. I do wonder, how did you get so many of our flags? That must have taken quite the effort."

He smiled as finally the Foreign Minister arrived, and they began to walk in the massive display of the Ruccolian people, as the more he walked into the building, the more he craved something to eat. He simply followed the small group, as Secret Service Agents and Ruccolian Agents/Policemen/Guard also tagged along behind them, a few agents sniffing the scents themselves. He would simply follow along with the rest of the group, as they made their way along the tour to the dinning area, admiring the art and history along their path.

"You indeed have a beautiful city, and many flags and banners throughout. I do wonder, how did you get so many of our flags? That must have taken quite the effort."

“Thank you, it is our capital after all,” said Prime Minister Tuono, smiling. “Actually, we placed a mammoth order with local flag manufacturers after conducting research on your flag and its specifications. We found that Allician government websites were most helpful in this regard.”

Two immaculately-dressed caretakers opened the main doors of the palace as the party made its entrance. Inside, President di Castello led them past the ornate Grand Staircase, which was made of marble, granite and all manner of polished stone, towards the Prince’s Dining Chamber on the ground floor. Turning to President James, he explained, “This palace was first constructed in 1628 to serve as the summer residence of King Cristiano III, the ruler of Ruccola at the time. It’s been extended on a few occasions and now serves as the official residence of the President of the Republic, after playing host to British Governors and Governor-Generals during the colonial era.” Eyeing the various paintings and tapestries that lined the walls, as well as the beautiful frescoes that decorated the ceiling, the Prime Minister added, “We’ll fill you in on the details behind these works of art after lunch. I’m sure none of us want to make our stomachs wait any longer,” he chortled.

Eventually, they came to a large hall with sandstone and marble walls, decorated with reliefs of grapes, vines, goblets and other imagery. The southern side of the room was lined with Ionic columns and massive arched windows, which opened on to the enormous courtyard and garden at the centre of the palace complex. A banquet table lay in the middle of the room, and on it were six platters covered with stainless steel covers. Nearby, seven butlers stood in a line, waiting to serve the party. Provisions had also been made for the Allician agents, who were given a table of their own with the same food and level of service.

As everyone took their seats, the Ruccolian President asked, “What would you like to drink, Mr. President?” After everyone had chosen their drinks, Prime Minister Tuono turned to President James, smiling as he said, “Marco will say grace, unless you really want to. No pressure of course,” he chuckled.

A few of the agents stepped away from the detail to assume their surprisingly reserved seats as they were used to sitting in the privacy of the kitchen of their details. They were in shock to receive the same treatment as the diplomatic staff, as they took their seats in respect, throwing them off guard, in a polite manner. The President nodded toward the table, as the question was proposed to him.

As everyone took their seats, the Ruccolian President asked, “What would you like to drink, Mr. President?”

"Oh, well. I'm a big fan of..." he paused as he wanted, desperately, some sweet tea. He considered just siding with the sweet tea, but came to a compromise. "...a glass of sweet tea, along with a glass of water. That would be excellent, if that's not to much of a hassle." He'd smile, as he took his seat, as the drinks were served in accordance to their request, and the tea was 'close' to his liking. Then, the Prime Minister mentioned to Leon, smiling as he said,

“Marco will say grace, unless you really want to. No pressure of course,” he chuckled.

"Well, it is your residence. So I believe that should be reserved for you," he commented, as he took a second sip of tea, before setting himself comfortable in his seat. He smiled before bowing his head in respect to the oncoming grace over the meal, and then closing his eyes. However, unlike him, a few agents were eyes open in the event of a situation.

Prime Minister Tuono nodded in agreement with the President’s remark, before he bowed his head and closed his eyes along with everyone else at the table. The Ruccolian President then began to pray:


“Dear Heavenly Father,

We praise You and thank You for this wonderful opportunity You have given us, that we may meet with Leon in our capacities as national leaders and as fellow brothers and sisters in Christ. Thank You for granting him travelling mercy on his long journey here, and for blessing the proceedings of his arrival in Ruccola, particularly the lovely weather that greeted him and the memorable welcome he received from our people. Lord, we lift up this upcoming week to You, and ask for Your abundant blessing on the meetings, functions and various activities we will have together. May our two nations find unity in You, that we may build our friendship on the One and Only solid foundation. Father, we also want to thank You for the food You have placed on the table before us; may it be a blessing to our bodies and prove nourishing to our souls. We ask that You will bless this time of fellowship and help us have a most enjoyable lunch.

In Jesus’ Name we pray,
Amen.”


As the party opened their eyes and raised their heads, the butlers came and gracefully lifted the covers off the platters of food. Noticeably, the Foreign Minister’s eyes lit up, as she saw two of her favourite dishes before her. “Let me explain what everything is,” smiled Giustino, who began to gesture to each dish and outline their respective ingredients.

“This is called Ginger Salad. It’s made of lettuce, chickpeas, red peppers, goat cheese, black olives, caramelised ginger bits and tomatoes, dressed in olive oil, balsamic vinegar, oregano, salt, pepper and a sweet ginger dressing.”

Moving on to the next dish, he said, “These are pan-fried dumplings stuffed with lamb, pine nuts, potato, spring onions, leeks and cabbage.” Motioning towards a couple of small saucers filled with sauce, he continued, “You can dip these in soy sauce and sesame oil for added taste.”

“Over here, we have four Ruccolian calzones, turnovers made from pizza dough and stuffed with mozzarella cheese, ricotta, barbecued pork, onions, mushrooms and sun-dried tomatoes.

Next, there’s risotto with dried scallops, shrimp, duck, goose, chicken, dried black mushrooms, Chinese broccoli, rice wine and oyster sauce. This is one of Carolina’s favourites,” he smirked.

As Carolina blushed a little in response, Giustino continued with his description of each dish. “These are egg noodles cooked with scallops, shrimp, crab, lobster, mussels, squid, finely-diced garlic, onions, Portobello mushrooms and a delicious cream sauce made from Parmesan cheese, butter and cream.

And finally, there’s what we call Ruccolian Sandstorm Chicken. It’s chicken marinated in pesto and sesame oil, which is then roasted in the oven with a layer of tiny garlic flakes on top. If everything’s done correctly, the chicken skin and garlic flakes will be delightfully crisp and crunchy. I hope you enjoy every dish!”

“Excellent explanations, Giustino! I couldn’t have done it better myself,” chimed in Marco. He picked up the serving utensils for the salad, asking, “Would you like some salad, Leon?” It was customary in Ruccola for hosts to serve their guests in this fashion as a way to express their hospitality.

His head would raise, as he thought to himself, "At least they're Christian," he happily thought, as around the table the platters went up. He relaxed, as upon the opening of the first tray, all of his senses began to go off in excitement, more and more as things progressed. He salivated a bit more, as along the preparations, and through the different dishes, as he LOVED the Ruccolian Calzones, Risotto, and then the SANDSTORM CHICKEN. Wow.

He almost jumped out of his chair, as he slid into a daze as the hosts continued on briefly without him, as his eyes grew larger along with his appetite. He jumped back into the descriptions as the question about the salad was introduced, luckily before it was noticed he 'fantasied off' about the meal. "Oh, yes please," he stated, as he loved how they were one a first name basis, and as he wasn't used to a few things. First off, he didn't have many formal meals, where most were brought to his office and consisted of a few hamburgers, or a pizza, or something of the like. There were a few noted dishes in the Alliance Star Confederation, but something just set him off, when he eyed the dishes.

Also, he was used to a more, 'Informal' setting, where it was more or less like a family, where they simply passed dishes around and serviced themselves with respect to the other parties present. But, he indeed enjoyed the change, as he made a note to pay them back with many respects to their current kindness. He unfolded a napkin into his own lap, as the salad was to the laid onto his plate, as he searched for some sort of breadsticks. "So," he began as he attempted to start a conversation. "Are all of your meals like this? If so, then consider me the newest Ruccolian citizen," he joked, as he chuckled a bit to himself.

The Ruccolians laughed at his quip. “Yes, they are… You might have to rescind your presidency then,” grinned Giustino. As he spoke, a butler laid a basket filled with garlic bread, focaccia, ciabatta and bread sticks on the table, along with small pitchers of olive oil and balsamic vinegar. “This is a typical Ruccolian meal,” smiled Carolina. “You’ve probably noticed that it’s a fusion of Chinese and Italian cuisine. Traditionally, it’s eaten family-style, like we’re doing now. We only divide our meals into courses during more formal occasions and at more upscale restaurants.” She then took a calzone and began passing its platter around the table, as she waited her turn for some salad.

“What’s Allician cuisine like?”, asked Marco, who had finished taking his share of the Ginger Salad. “I haven’t been able to read much about it, but I assume it’s also really good, especially since it comes from a fellow immigrant nation.”

He replied quickly to his response, "Well, we could always just merge the Alliance Star Confederation into a new territory of Ruccola." He smiled, as he turned his attention to Carolina, "Indeed, as I had noticed, and I love. Best of both worlds, in the least since of food, but in large part in the means of culture and history. I also noticed you're a former territory of the Crown, like we were. A common history, nice to be shared." He smiled, as he 'snatched' a breadstick, and took a quick bite of the salad, as the question was presented to him about Allician delicacies.

"Well, we're not so diverse quite yet in meals, taking that from others. However, we do have some preferences. First and foremost, Sausages, Hot Dogs, and that of the like are frowned upon in our nation. Annually, if you add their total sales, nationwide, you might see just over four dozen, sold. Now, our finest meal is Honey-glazed Lamp Chops, with sweet potatoes with cinnamon and butter, as well as a Grilled Cheese and Chicken Salad. However, most of what we eat, including myself, is Pizza, Pastas, and Hamburgers. We're also quite innovative when it comes to deserts."

He took a moment, and noticed he went on for a bit, as he collected himself. "Sorry for turning that into a speech," he recanted, slightly, as he reclaimed his pose of position and abilities as well as a sip of sweet tea.

“True,” said the Foreign Minister. “Then again, you were colonised earlier. Just think… if it wasn’t for the Brits, we’d probably be speaking through an interpreter right now.”

The Ruccolians listened intently as President James described his country’s cuisine, curious to know what kind of delicacies Allicians typically enjoy. “No, that wasn’t a speech at all,” remarked Marco. “You’re great to listen to.” The others at the table smiled in agreement.

“Hmmm, that’s interesting,” commented Giustino. “I would’ve thought that Allicians love sausages, particularly because of your largely European heritage. However, those dishes you just illustrated sound absolutely scrumptious! They make me feel even hungrier than I am now.” He then took a slice of garlic bread, broke it into smaller pieces and began to eat.

There was a short lull in conversation as everyone momentarily focused on their food. In between bites of salad, Marco asked, “From what you’ve seen so far, is there anywhere you want to go in particular?”

SPACE"Ever since World War II, not so much into anything from Germany. We've just lost the taste of it, although our anger is long gone." He smiled as he continued to dine on his salad, as he gave a smirk and a few nods about the interpreter, as he was mid-way between chewing and refused to be rude to his hosts. After completing a few bites, he moved his hand, and clutched the sweet tea, taking a swig and then continuing, before the question was posed.

"Oh, well," he started before taking a minute to take into consideration his position. "Well, position-wise, I suppose a more in-depth tour here, as well as the Parliament Building, and the National Gallery. Personally, I'd love to spend a bit of time in the Air and Space Museum. Being a former Navy man, and all," he joked, as he finished his salad, eyes still on the Sandstorm Chicken. "But, I suppose we have much to discuss in many affairs. That, and I have to get onto my Ambassador for not showing up here today," he smiled, as he waited for his hosts to start the next course.

“I was actually wondering where she was,” mentioned Carolina. “I thought she’d join us at the airport… but you never know; things happen.” Realising that President James had finished with his salad and was patiently waiting, Giustino said, “Leon, you can have these dishes in any order you like. Don’t worry about following us.” At this, Marco began passing the platters one by one down the table, the first of which was the Sandstorm Chicken. “Take as much as you like,” he smiled. “There’s plenty to go round.”

After everyone had served themselves with more food, the Prime Minister asked, “Would you like to open tomorrow’s session of the National Assembly with a short speech?”

"Well, as for the Ambassador's sake, I hope it's an excellent excuse." He smiled as he waited for a bit longer, before the Prime Minister informed him of his allowance to be rude. "Will do," he smiled, taking more than eagerly the platter containing the Sandstorm Chicken, refusing, politely the other courses at the moment. He took a whiff of the chicken, and sighed at ease, as he cut off a piece and took a bite.

It was simply heaven.

He smiled, as he looked toward the Prime Minister as he proposed the question, to present a speech at their National Assembly. He paused, as he was in awe. Addressing a body similar to the legislative branch was truly an honor. The President, formally, did it once a year in the Alliance Star Confederation, and it was Nationally viewed, as he simply was in surprise of their question. "That's truly an honor that I would love to accept. May I ask what about?" He took another bite, winded from both the meal and the proposition.

The Agents at the opposite table were equally enjoying their meals, as the Agents still standing were salivating at the smells from the tables.

The Ruccolians were delighted by his reactions to the chicken and the proposition, as they thought about convening a special joint session of Parliament just for the occasion. “Well, I suppose you could talk about your national values, the commonalities between our nations, and what you envision for the future of our relations,” remarked Giustino, happily enjoying a calzone. “I hope it’s not too much trouble for you,” interjected Marco, who was cutting a dumpling in half.

Amid a chew of the Sandstorm chicken of which he planned to enjoy more of he took another sip of his tea, leaving his glass only half-full. After swallowing, in politeness, he smiled, assured his teeth were cleared of any Sandstorm Chicken. "Sounds excellent, and I'm honored. I'll write something up, and be assured to keep it short as I'm sure there are far more important issues at the table than what a foreign President could come up with." He smiled, as he took another sip, as he nodded and smiled in respect to the, "Not too much trouble" statement made by the Prime Minister. "Of course not. So, I have a question. How do you and the Prime Minister get along so well? In our nation, if we were established in that way, we'd be at constant debate." He smiled, as he rested a moment to allow his food to settle and allow time to respectfully answer and listen to his hosts.

Marco beamed at the question. “It all boils down to a clear division of power. Our duties and responsibilities are such that there’s very little in the way of overlap. I guess you could say that Giustino’s in charge of running the country on a daily basis, while I serve a more symbolic role as chief of the Ruccolian state.”

“Yes, his position is not unlike that of the Queen of England,” chimed in Carolina, between spoonfuls of risotto. “In fact, the presidential post was created upon independence in 1920 to fill the role once taken by the British monarch.”

“Leon, it might interest you that we actually considered moving to a presidential system quite similar to yours five years ago,” added the Prime Minister. “That idea was put to a referendum, where 72% of the voting public elected to maintain the status quo.”

“Thank goodness for that,” joked Marco. “Otherwise I’d be out of a job!”

After a few laughs and bites of food, Giustino asked, “Leon, when would you like to begin our talks? My schedule’s very flexible, and I don’t want to tire you out after your long trip here. After all, you only arrived less than two hours ago.”

Marco nodded, “You’re more than welcome to take as much time as you need to rest and settle in.”

He sat back, as he smiled in delight hearing the explanations about the positions and the shared powers, and where they lie, as he nodded, wishing for the Prime Minister's position in the Alliance Star Confederation. Taking in light of their respect and their kindness in their conversations, Leon couldn't help but smile. He sat back in the chair that was oddly comfortable, with an exception to the left side, where a grove just didn't match his preference in how he sat. He sighed, as he question of when to start the talks of any and all means was to be appropriate.

"Well, if you don't mind, I could start right now. Ever since I took the office of the Presidency, sleeping was not included with the office. That, and I just awoke a little more than an hour after hitting the tarmac, thanks to my doctor and at the insistence of my Secretary of State." He smiled, as he finished off his Sweet Tea, just to have it refilled moments after. He smiled at the speed of their staff, as he glanced over to his agents whom were also enjoying themselves, dinning in shifts. He looked along the table, and was more or less satisfied, with a bit more of an appetite for either a bit more of the chicken or a dessert. "So, talks are all at the means of when it is best for you, as I am your guest in your home. And, I'll be there, whenever it fits your timetable, as I have cleared most of my time-slots," he joked, as with all nations daily briefings and decision making must occur at some point of the day.

"Alright then," smiled Giustino. "But let's have dessert before we begin." As the party enjoyed their final helpings of the main course, the butlers and kitchen staff busied themselves with the preparations for dessert. Within a few minutes, after making sure everyone was finished, and that all used plates, platters and remaining food had been brought back to the kitchen, the butlers came out with a simple but satisfying dish: caramelised apples with vanilla bean gelato. A plate of the dessert was laid out before each person, and provisions had been made for the agents who were taking turns to eat.

Marco proceeded to describe the cooking process for the apples, saying, "These apples are cut into thick slices, cooked for a bit and then dipped into molten sugar. Once they are coated in a thick enough layer, the apples are rapidly put in a bowl of cold soda water to solidify the caramel, making them sweet and crunchy."

"It's originally a Northern Chinese dish," interjected Carolina, "but we Ruccolians have added to it by pairing it with Italian gelato. I hope you like it!"

He smiled at the kindness of 'reading the president's mind', as dessert was offered to the President, as he couldn't wait to see what it was. A bit of anticipation was expressed on the meal itself, as he made a visual interpretation of what the Prime Minister was explaining. At the receiving of the dessert at his table he smiled, as he was a bit disappointed as it didn't exactly meet his visual expectations, but the smells and the future taste still wet his palate. He smiled as he looked toward the Prime Minister and smiled, taking a pair of small bites, but realizing after the two, that...

He. Was. Full.

He smiled, as he nudged the plate away from his person, slightly, as he smiled to the Prime Minister of Ruccola and then the President of Ruccola as he nodded, and made a kind statement. "Thank you for not only this meal, but for this honor for a man and a nation you know so little about. Thank you so much." He sat back, as he respectfully waited for his hosts, so that the continuance of their activities would begin. However, adjacent to the President the Agents were having mixed reactions to the dessert as some favorite it, others having a few bites before rising to protect their President.

The Prime Minister smiled back at his guest as he indulged in his apples and gelato. Noticing that President James was full, he thought, "Oh dear, I hope we didn't stuff him too full... then again, that was quite a bit of food for four people." He then entertained a few more thoughts about a foreign policy issue that had been bothering him for the past couple of days, to which he had thankfully found a solution.

"You're very welcome," Marco grinned in response. "It's the least we could do... After all, you are the first head of state to visit our country from outside this region." The Foreign Minister nodded, adding, "Hosting you has truly been an honour, and we want to thank you for showing so much interest in our nation in the first place."

After the Ruccolians had finished with dessert, they led the Allician President and his delegation to a meeting room of sorts down the hall from the Prince's Dining Chamber. It was here that President di Castello and Foreign Minister Chan took their leave, as they respectfully shook hands with President James and shared a few words with him. "It was a pleasure to dine with you, Leon," smiled Carolina. "I'm glad everything has gone so well so far."

"I have to go and attend to a few matters," remarked Marco, "so I'll give you a proper tour of the palace later on." Turning to Giustino, he said, "Give me a ring when you're done. I'll be at my office." With that, the two national leaders were left alone with the requisite agents.

The Prime Minister gestured to a pair of comfortable armchairs, politely waiting for President James to take a seat before taking one himself. "Let's see," he smiled, "On the agenda, we have trade agreements, an air services agreement, cultural exchanges, student exchanges, the possibility of military cooperation... Where would you like to start?"

OoC: I'm a bit confused, as I thought I was meeting with the President, and then Marco moves to talk to me. I'm a bit confused, just correct me if I'm wrong, but with the name "Marco" I'll assume the Prime Minister.

Anyway, the real talks start. This is where it gets exciting. ^_^

He rose from the table, giving a slight bow toward Carolina, in traditional respect, before having his agents form a distant perimeter around him, without conflicting with Ruccola Security and their respective Protective Forces and the Diplomatic Delegate themselves. A pair of agents wanted to take along their desserts, as they however had to surrender, and pressed on, taking note of the meal itself. Not much of a deligation, as it was the President of the Alliance Star Confederation, and his Secret Service detail. "Freedom is on the move," was worded throughout the detail, as they continued along, with little worry of an attempt on the President's life, as the only death threats so far where from the Alliance Star Confederation itself.

As they pressed along the route, more noted fixtures of art and Ruccola history were noted along the route, as he President re-buttoned his jacket to his suit, and gave a grin towards President di Castello. He pressed on along with the three of them, to the right of Foreign Minister Chan, as they neared the meeting room, and paid his respects to the hosts whom were departing.

"It was a pleasure to dine with you, Leon," smiled Carolina. "I'm glad everything has gone so well so far."

"It was equally a pleasure, Carolina. It was great to finally meet you." He smiled as he turned his attention to the President, and equally shook his hand, excited to have a one-on-one between the President's in time. He felt he had a equal footing with the President of Ruccola, whereas with the Prime Minister, he felt a little out of place in terms of respect and the position itself. Similar to Prime Ministers meeting and speaking with the Queen of England. The President took to this seat, with two members of the Secret Service entering along with him, one holding a small leader-bound folder with the Seal of the President on it. He smiled, as he pulled slightly on his pants legs, and rested himself in the chair, taking a moment, and listening to the various topics of the Prime Minister. "Well, that sounds simply fantastic. I'm glad you're as blunt and honest as I am."

He smiled, as he motioned his hand toward himself, as the agent would approach the President and hand over to the President a small leather-bound folder with the seal of the Presidential Seal, stating, "Mister President," as Leon would reply, "Thanks Kieth." The agent would return to his staging point in the room, as he'd smile in the direction of the Prime Minister opening the folder. He'd open the folder on the various talking points and interest points, as all those topics were indeed noted as vital along with others. "Lets start with something small," he smiled, as he closed the folder and tucked it on his right side of his body between himself and the chair, as he properly faced the seated Prime Minister. "Student Exchange?"

Oops, sorry for being unclear! You're right - traditionally a foreign head of state would meet his/her counterpart on a state visit, but I decided that I would rather have my Prime Minister Giustino Tuono meet with President James for two main reasons: he wields much more power than anyone else in the country (partly because the President's role is largely ceremonial) and his character is based on my own. ;)


"Sure," chuckled the Prime Minister, smiling in response to the President's comments. Just then, a Ruccolian aide carrying a manila envelope embossed with the coat of arms entered the room, saying, "Sorry to interrupt, Mister Prime Minister. Here are your documents." Giustino turned to the aide and received the envelope with both hands. "It's alright, Stefano. We were just about to begin. Thanks!" The aide then acknowledged the Allician President with a slight nod and left to return to the Prime Minister's office.

With his attention back on President James, Giustino said, "In terms of tuition, I assume we'll have the participants pay their usual fees, regardless of the cost of living and the exchange rate. I think that would be an added incentive for students from both nations to spend a year or semester abroad." He opened the envelope and took out a list of institutions that had expressed their interest in becoming a part of the programme. "Hmmm... seems like the majority of these universities are located in Arugula," he mentioned, as he scanned the list. University of Ruccola, Ruccolian National University, University of Arugula, Arugula University of Science and Technology, Arugula Baptist University, Arugula Polytechnic University... Looking up to the President, he commented, "But I do believe this will expand to the rest of the country once we get this underway."

Arugula Baptist University and Arugula Polytechnic University? he thought, as he made the mental note of all the universities, with those two in specific to learn about them and their itinerary. He cleared his throat, as he nodded, "as well as credit transfer so student won't feel like they can earn more credits at home or abroad. He smiled, as he replied in a similar manner in a list of his university, "Caprica State, University of New Liberty, University of Porthos, University of Greenwich, and the University of Pisces." All of those host law schools and three medical. Course, with only one to two semester visits that won't be an issue if they host said schools or not. Unless the one of the few whom visit stay to study such in medicine. As such, we can proceed to increase that amount to various Post-Secondary Institutions throughout the nation.

I agree with the tuition exchange, increase the interest in the foreign exchange program, which leads me to my next question for you. Establishment of the first Allician Consulates in your nation, whereas in the selected future cities for future student exchange, and to increase tourism from our nation in yours." He paused as he opened his removed his folder from the crease to his right, and opened it to review its contents. "How about Hamiuzaro and Timsuano, and then progress from there. If there are local interests for this." He smiled, as he noted the ease of the talks between himself and the Prime Minister.

Giustino smiled and nodded as he listened to the President. "That won't be an issue, as three of the universities listed here include reputable medical and law schools. And I believe both of our legal systems are based on English common law, so compatibility shouldn't be a problem.

In terms of consulates, we would be more than happy to host additional Allician diplomatic missions, and would love to reciprocate by opening Ruccolian consulates in major cities across the Confederation." He pulled out a sheet listing the ten largest cities in the country, thought for a moment and said, "Hmmm, I think we'll start with Porthos, Saratoga and Greenwich. Do let me know if you think other cities should play host to our consulates as well.

Actually," he continued, "I believe it would do you good to establish additional consulates in Porto Verde and Scalogno, given that they're respectively the second and third largest cities in the country as well as the next most likely cities to receive international flights after Arugula. Not to say that Timsuano and Hamiuzaro aren't good choices, with their tourist sites and important ports," he smirked. "Which brings me to another point: what are the main hub airports in the Confederation? In Ruccola, we have seven designated international gateways - Arugula, Porto Verde, Scalogno, Chasiupoli, Timsuano, Somuisa and Montaglio." He sat back in his armchair, enjoying the relaxed atmosphere of the discussions.

He nodded, and smiled as he enjoyed the fact that they shared such detailed information about each other. Intelligence Agencies were nice, along with the State Department, but the Internet was a fine resource as well. He jotted down the cities in which the future consulates would be established, and then smiled, as he rested his pen. "Well, those all sound fine. And since your nation is an island as well, I'm sure you're not so interested in other larger cities with oceanside views." He gave a smile, as he continued on, "those are great locations for a consulate." He allowed a moment for collect on the Prime Minister's recommendation for futher consulate establishments, as he nodded in agreement. "Those sound excellent, and we'll see to establishment of consulates in those locations too. Further along the line, we can start talking cruise liners." He smiled again, as the question was raised about major airports in the Alliance Star Confederation.

"We have eight overall that could even be considered for the level of International Airports, and three currently renovated for the size of said requirements. Currently, Bill Mitchell International Airport in New Liberty, Porthos International Airport in Porthos, and Logan International Airport in Pieces." He took note of the airports in Ruccola, as he felt outdone by Ruccola in their number of airports, but understood, due to the lack of activity, internationally. He smiled, as he waited a moment to continue, "is there an international civilian aviation group providing unified organization to air travel? We're unable to find one, as of yet." He knew that soon the question would be posed for the fact of cooperative commercial air travel, between nations, of which he was more than welcome to. He smiled, as he eagerly awaited the answer.

The Prime Minister beamed, saying, "As long as there's demand for our consulates in the coastal cities you mentioned, we'd be glad to augment our diplomatic presence in your country." Giustino smiled at the remark on cruise liners, adding, "Definitely! I'm sure the voyage would prove popular to tourists from both nations."

Moving on to the subject of civil aviation, he said, "As far as I know, there isn't an international organisation regulating air travel or air navigation, nor is there a worldwide airline industry lobby group. We've been thinking about proposing one to the international community, but there hasn't been enough interest." He paused for a split second as he wondered about the Allician airline industry. "Out of curiosity, what are the major carriers in the Confederation? I've heard of North Star Airlines, but would other airlines be interested in flying inter-regionally?"

He'd smile, as the subject of Cruise Liners would be something to speak of later in time, as he also agreed to move one with, in time. He continued to listen, and even sparked significant interest about the formation of an International Organization in regulating air travel and the like. He smiled, as the topic of other airliners besides North Star Airlines, as well as others being able to fly to and from Ruccola. "Honestly, we don't have any airlines, currently able to meet the requirements from flight from our nation to yours. Since our nations are so far apart, and we have yet to establish any other means of close diplomatic relations in between, we lack the aircraft capable to reach that distance. North Star Airlines is the most developed, where their fleet are composed of 757-300s as they are our sole domestic aircraft in our nation. However, development is underway on a long range domestic airliner "777-200LR" that would be capable of reaching Ruccola with ease. It's in post-development, and in November, should be able to start Intercontinental fights." He sighed, as it was a bit embarrassing, but due to the lack of international relationships, this fact could be understood.

"What about Ruccola?" He asked, as he sat back, dwelling on the idea of various, and highly needed international regulation organizations.

"Well," Giustino smiled sympathetically, "we don't have much of an international network to speak of either. We do have two airlines that fly internationally though: flag carrier Air Ruccola and Ruccolian Airlines, its closest competitor. As far as I know, Air Ruccola is currently embarking on an aggressive expansion programme and has been receiving Boeing 777-300ERs for long- and ultra long-haul flights. I'm pretty sure that Porthos, New Liberty and other Allician cities are well within range from Arugula, so flights should be technically feasible. I also presume that Air Ruccola would be open to cooperation with North Star Airlines by codesharing and possibly even wet leasing out their crews and aircraft till November."

The Prime Minister took out a pen from his jacket pocket and a pad from his envelope, and noted down some of the key points raised for the air services treaty the Ministry of Transportation was drafting. "Would it be correct to say that Logan International primarily serves Saratoga? Oh, and of course..." he added as an afterthought, "Would you be open to allowing our citizens visa-free access to the Confederation? I bet it'd do wonders to business and tourism," he smiled. "We've actually been thinking of granting Allician citizens a three-month stay upon arrival in Ruccola in line with our liberal visa policy."

"Well, at least one of us can get back and forth," he joked, as he jointly reopened his folder, deciding to keep it open on his lap, with the typed outline of ideas as the foremost page. "I'll check in with the owners of North Star Airlines, as well as a few others that might also be interested. Monopolizing is not so great, and North Star didn't give me any campaign funds for my re-election this year." He smiled, yet again, as he allowed the Prime Minister to continue, as he monitored each statement, with excellent care.

The question was posed about Logan International Airport, as the President was glad to answer the question. "Logan does moderately do so, but if I am correct, it's about fifteen miles out from Saratoga, so it is a bit of a ride. The port in Saratoga serves as the main venue of commerce and population into Saratoga. The population of the city voted against having an airport of that size, due to noise and the like. Imagine that?" He smiled, as he looked on his outline, as the question referring to the visa-free travel was addressed. "Wow, now that's a question. We just worry about extradition, forms of illegal narcotics, and other illegalities being allowed to slip through those means. I just don't want our open relationship being hindered on trivial matters. If, you wouldn't mind, I'd like to talk about Extradition, Drug Laws and Practices, and trade and other international dispute matters before opening along those lines." He paused, as he looked around, and had a bit of a dry cough. "Can I get a glass of water? And, would you mind divulging into those ideas?"

Giustino chuckled in response to the joke. "True, the last thing we want is a monopoly on air services between our two nations. Although I do expect Ruccolian Airlines to jump in with their Airbus A340-500s once Air Ruccola has proven the market. They've always played second fiddle to the national carrier."

He smiled at the comment on extradition, narcotics and illegal activities, remembering that the Allician President had previously had a career in law enforcement. "Sure," he said, "I was actually about to ask if you needed something to drink." Pressing a call button partially hidden on the side of the table that lay between the two armchairs, the Prime Minister placed an order for two glasses of still water from the kitchen, using an intercom that was built in to the room's furniture. Within a few moments, a butler arrived with a large bottle of mineral water and two glasses, promptly pouring the water into the glasses and placing everything on the table. "Thanks," smiled Giustino.

He then took out another document from his envelope and proceeded to pass it to the President. "Here's a summary of our drug laws. I hope you find them sufficient," he smiled. The excerpt read:


Anti-drug Laws of Ruccola

The Dangerous Drugs Ordinance (Ch. 134) controls over the dealing, possession, import, supply and manufacture of all narcotic drugs and nearly all psychotropic substances listed in the 1961 Single Convention on Narcotic Drugs and the 1971 Convention on Psychotropic Substances. The maximum penalty for major drug offences such as trafficking and manufacturing of dangerous drugs is life imprisonment and a fine of ₳5 million.

Under Section (8) of the same Ordinance, any person has in his possession; or smoke, inhale, ingest or inject a dangerous drug shall be guilty of an offence and shall be liable on conviction upon indictment to a fine of ₳1 million and, subject to section 54A, to imprisonment for 7 years; or on summary conviction to a fine of ₳100,000 and, subject to section 54A, to imprisonment for 3 years.

The Control of Chemicals Ordinance (Ch. 145) controls all chemicals listed in the 1988 WA Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. The maximum penalty is 15 years' imprisonment and a fine of ₳1 million.

The Drug Trafficking (Recovery of Proceeds) Ordinance (Ch. 405) provides a legal basis for countering money laundering by allowing the authority to trace, confiscate and recover the proceeds of drug trafficking and to create offences relating to those proceeds or property.

Leon lifted the glass of recently poured water from the table, and held it firm in his hand, as he intently focused on the short statement out their drug laws. While the Prime Minister retrieved the document, Leon took a sip of the room temperature bottled water, as he wished for something a bit more cold, but was more than welcome to it. He returned the glass to its respective resting place, as he accepted the document and glanced over it, reviewing its contents as he saw that manufacturing of drugs would litigate life imprisonment. He sat back at the extremity of the sentence of the crime, as he smiled, and then tucked the document away in his small leather-bound folder.

"I agree with your means extradition, with an addition. I request a joint establishment of a Federal or Nation-Wide law enforcement agency office in each of our Capitals. We'd request a joint FBI-Marshal office to be established in your nation, and would be honored to host an agency or agencies in ours." He smiled, as he allowed him to continued to trade. "Well, we have a bit of regulated completely remove drug, weapon, and human trafficking, as well as monitor shipments for possible means of attack. Standard inspection to and from, but between our nations, that would be the maximum extent. We'd gladly honor Free-Trade, with limitations only relating to security, safety, and the fulfillment of our national laws. Of course, that's just an overstatement of what you've stated."

He smiled, as he circled the topic of a trade treaty establishment in his outline, sighing as he did so. "Economics, aren't so much my thing. So, I know the law, and that's about it. So, open-free trade, with limitations on what we both hold to be illegal? And inspections in my nation by our Department of Homeland Security, and whatever agency chooses to do so in the same of yous. As well as operating in the same nation measurements, transportation code enforcement, and all related local laws and ways?" He smiled a bit, as he stated all he knew about trade itself. Prime Minister Tuono nodded as he listened to the President's request. "Good idea! Our equivalent of the FBI is the Strategic Intelligence Service, or SIS, and we'd be honoured to have an FBI and Marshals Service presence in our capital." He smiled as President James outlined his country's trade policy. "Perfect, that basically sounds the same as ours. I could list the goods we restrict or prohibit, but I don't want to bore you with unnecessary details," he grinned. "The terms you propose sound wonderful, too." Giustino momentarily stopped to take a few sips of water. "By the way," he mentioned, "would you like to include the issue of double taxation in our free trade agreement? Doing so would mean that earnings made by Allician companies in Ruccola would only be taxed by our government, while revenues made by Ruccolian companies in the Confederation would only be taxed by yours."

After the President replied, he decided to change the subject. "Oh, Leon," he said with a broad smile, "I heard that your military is actively looking to establish overseas bases. We would be highly honoured to host the first one and have it serve as your base of operations for the Pacific."

"That sounds excellent," commenting on the trade agreement as he wanted to take note about the FBI-Marshals office. "I just wanted to say, the sole purpose for the branches in your nation is to serve for extradition and for investigations relating to the Alliance Star Confederation. Your nation, your jurisdiction." He smiled, as he jotted down the double taxation, enjoying the idea, as he smiled, and noted, "Never-the-less all purchases made by your government in our nation will be tax free." He smiled, as he was midway in the notes, when the Prime Minister made the gesture toward the forward base. He stopped mid-note, as he lifted the pen from the paper, and was briefly surprised. "That would be, fantastic!" He lifted his head to make direct, and proper conversation stance in his chair with the Prime Minister. "Thank you for the offer, and we'd be honored for whatever you can lend to us. We of course would establish a lend-lease program, but what in terms were you considering." He continued to enjoy the thought of increased activity, including the forward deployment in the Pacific with various vessels. He also thought of what the Alliance Star Confederation could offer to the Ruccolians, to return the favor, struggling to think of a suitable location for a facility.

"Of course," laughed Giustino, in response to the President's remark on the FBI-Marshals office in Ruccola. "We wouldn't want you spying on us, now would we?" He smirked, adding, "However, I suppose it would be much easier to share intelligence with that sort of mutual representation." The Prime Minister smiled at the reference to tax-free purchases by government bodies, saying, "And vice versa, naturally."

Visibly pleased by President James's reaction to talk of an Allician base on Ruccolian soil, Giustino began to elaborate further on the issue. "The terms we've decided on are a renewable fifty-year lease of the area in question, as well as the application of extraterritoriality, in that the base is solely under the jurisdiction of Allician military and civilian law. All we ask for in return is the use of your military facilities in the event that our armed forces are deployed to areas around the Atlantic. As you probably know already, the Ruccolian military is relatively small and mainly exists for purposes of self-defence."

He smiled as he extracted another document from his envelope, scanning it briefly before continuing. "Actually, Leon, you came at the perfect time – one of our major coastal bases is currently being decommissioned thanks to the construction of a larger and more advanced facility nearby. This particular base is located around a bay in the county of Casermo, just north of Timsuano, and hosts a barracks, air force base and naval base for integrated operations and training. I hope this is the type of facility you're looking for."

He sat straight-forward in the slightly firm chair taking into consideration every sentence and statement made by the kind Prime Minister, gliding his hands along the arms of the chair, briefly. He smiled, taking a sip, while the Prime Minister continued to speak namely about the Foreign Federal/National level agencies and the establishment of a military facility on Ruccola in a means of a Land-Lease means from there nation. After waiting in kind to the Prime Minister to conclude, and quickly formulating replies in kind to the Prime Minister.

"Well, I'd much rather have known agents of each nation sharing delicate information, than a random stranger," he commented, as he smiled, and then continued on with the conversation, "Never-the-less, we'd love to host your military in our nation, free to use our ports for liberty and re-supply along with use of our Air Force Facilities for your aircraft when needed. We can partly 'share' one of our larger military airfields for joint use, as your military would rest in your regulations. However, we don't have any bases or facilities vacant or available at this moment, but will help install one on one." He paused as he collected himself, "we'd lend the land in specific, but it would only be a mass of woods and a sliver of beachside property. It's your call, Giustino."

"However;" he switched to a humble note, repositioning himself resting his right leg on top of his left, and moving his folder comfortably atop his right left, "on the note of the facility you offer to us, we honor it as such. We don't mind a bit of renovating, the Navy loves to repair and rebuild, since it's all they have any means of practical experience with. Thank you for the offer, and all I'll need is a cost for the lend-lease." He retrieved his pen from the inside jacket of his folder, and triple-clicked it preparing to make a foot-note on the shoulder of the second page of his topic outline.

The Prime Minister smiled as he took note of the President's reciprocal propositions. "I think the right to utilise your ports and airfields will be more than sufficient for our military needs overseas. Knowing the entrepreneurial nature of our people, we'd probably create a tax haven on any land you give us, rather than a military base," he joked. Giustino hoped his Allician counterpart didn't misinterpret his quip as a statement that Allician taxes were too high. On the contrary, he understood the differing priorities of both nations, and believed that President James's administration knew what was best for their country.

Listening to the question posed about the financial cost of the lease, he then replied, "We'd be willing to offer you the facility for a token one million credits. Anything more would be too much, especially since we expect the base to be a boost to the local economy."

The President simply smiled in reply and in kind to the statement about taxes, as he would release a safe chuckle and relax slightly smiling in the means of kindness to the Prime Minister. He didn't delve too much in the manners of hidden undertones of foreign politicians as it was uncustomary to do so, and he believed, adamantly, that the Prime Minister as well as the currently introduced Government officials were of good means and faith. He smiled and sighed, as he received the price of the small plot of shore and land in Ruccola, 'One Million.' He smiled, as he scribbled the note along the left column next to the foreign military deployment topic, and would pressure the pen between his hand and the folder. "A million credits is fine, however I expected more. I appreciate yet another kind offer," he replied in respect to the Prime Minister as he swiveled his head to face him. "If your nation's like this all the time, I want citizenship papers right now."

He allowed a moment, as he returned from his moment of small puns and jokes, to a role of seriousness in the terms of their talks. "So, pressing on, comes the opening of enterprise between our nations. In the means of goods and services." He smiled, "so that all our restaurants will either be shutdown or bought-out by Ruccolian restaurants." He held his tone in his face, similar to that of slight optimism and cheer in his odd grin, similar to the mannerisms carried by an early George W. Bush or Tony Blair.

Giustino grinned at the mention of citizenship papers yet again. "Oh, it's a whole different story if you enter the Ruccolian business world. If I were to run a company this way, I'd be out of business in no time." He subsequently nodded at the President's comment on bilateral trade and laughed at his joke on the Allician food and beverage industry, revealing the distinctive laugh lines he was known for, a couple of which went nearly halfway down his cheeks. "Come on, I'm sure you do have quite a lot to offer to the culinary world."

The Prime Minister regained a more dignified composure, wishing he could keep as straight a face as the Allician President. "What are the key economic and industrial sectors of the Allician economy? I've heard about finance, insurance and chemicals, which is not all that different from ours, although we do specialise in automobile manufacturing, electronics and I.T. as well."

The President smiled, as he enjoyed the kind, loose, and healthy exchange between the pair of gentlemen, replying in note of the request of the products and abilities of the Alliance Star Confederation. He took a moment to think about the various companies, and primary main industries in the nation itself. "We have various fields of Automotive, Military Construction and Development, Communications, Petroleum Refining, Aeronautics, Musical Instrument Manufacturing, Medical, and Consumables. However, we are in a serious lack in Natural gas, as be our nation's location and lack of a Natural Gas supply in desperate need of one." He paused as he took a moment, before continuing with his statement, "We also have some retail, major various-chain stores and corporations, but all mediocre to the core major industries provided." He smiled, "So, how's that?" he asked, as he kindly awaited a reply.

The Prime Minister beamed in response to the President's question. "Sounds lovely. It's good to know that our newest trading partner has an equally, if not more diversified economy than ours." He then thought for a second, pondering back to a recently published fact book that stated the annual production of natural gas in Ruccola. Turning to President James, he said, "Leon, I believe we have a solution to your natural gas needs. Within our territorial waters lie a number of natural gas fields, and if I remember correctly, we currently produce a surplus of approximately forty-three billion cubic metres of natural gas each year. Would that be enough to satisfy Allician demand?," he smiled.

The President smiled, as the amount proposed well outnumbered the needed or even desired amount within the Alliance Star Confederation. "Glad to have a trading partner in the world, period." He smiled, as he continued, "we only need around 27 Billion Cubic meters, so lets say a deal for just over 28 Billion Cubic Meters. We really have no need or desire for anything over that amount." He smiled, as he continued, "just name your price, and I'm sure we'll be more than happy to compensate." He smiled toward the Prime Minister, pen in hand and ready to note the price and the time to begin ferrying it from Ruccola to the Alliance Star Confederation. He liked how Ruccola was being so friendly, and able to solve so many of his nations problems, leaving his serious issues to that of domestic financial complaints which were an easy task.

"That's good to hear," smiled Giustino, glad to know that Ruccolian excess production was sufficient for Allician requirements. He then took out an information sheet provided by the Ministry of Commerce from his envelope, pausing to read the relevant figures, tables and exchange rate conversions. Making eye contact with President James, he continued, "Our natural gas prices are priced by the Borsa Ruccoliana in Montecirino, the financial district we passed through on our way here." Looking back to his sheet, he commented, "On the last trading day, the wholesale price closed at ₳85.633 per thousand cubic metres, or 693.567 credits per thousand cubic metres." Sitting back into his seat, the Prime Minister smiled, "I hope you find this a good deal. What else would you like to discuss?"

The President slightly cringed at the amount, as it was a bit higher than expected although, not too bad. He smiled, clicking the end of his pen yet again and scribbling down the note of cost in his folder writing over the number amount in credits time and time again. He felt slightly embarrassed with the inflation amount in his nation, as the cost came out to be unexpected by the President. Leon smiled, as he collected himself when asked about the next subject, and pressed on, "Well Giustino, we could go on for hours, and there is much more I would love to discuss. But, I believe I need some time to prepare for tomorrow's speech at your parliament, and I don't want to be ill-prepared. That and I want all the topics we covered today passed by my cabinet and Congress." He desperately wanted to yell, "MILITARY ALLIANCE," but he had a plan in the works in similar to that request. He smiled, as he slid the pen in its place interior to the cover of the folder. "Is there something else you wish to discuss today?"

"Not for the moment," said the smiling Prime Minister, pleased that the talks had been fruitful thus far. "Today was a good start though." He then made use of the intercom to notify Marco's office that they were ready for the palace tour.

Within a few minutes, the Ruccolian President arrived, smiling as he remarked, "Hello Leon! I trust you had a pleasant and productive session with Giustino. I bet you're ready to see more of this place and settle down in your quarters." At this, the Prime Minister and Allician President rose from their seats and followed Marco out of the room. He led them down the hallway to the spacious and magnificent Banquet Hall, site of the State Dinner they would all be partaking in in a few days' time. "This is the palace's Banquet Hall, where the kings of old had their meals and hosted their social functions," explained Marco. Gesturing to the paintings that covered the ceiling above the crystal chandeliers, he added, "You might have noticed that these are all depictions of characters and stories from the Old and New Testaments."

After a few moments spent admiring the paintings and the views available from the arched windows lining the eastern and western walls of the hall, the party made their way to the other side of the palace, cutting through the central courtyard and passing the neatly-trimmed lawns, hedges, bushes and flowers of the garden, which were arranged around four reflective pools matching the cardinal directions and a sculptured marble fountain at the very centre. Eventually, the officials reached the Grand Staircase and climbed up the marble steps to the first floor, which, unlike the polished stone of the ground floor, was mostly decorated with wood panelling and carvings. "This is where my office is located," said Marco, as he took them on a brief circuit of the rooms that he utilised for day-to-day business.

During the tour, they encountered a few presidential aides who all politely greeted them using their titles, before proceeding up another set of stairs to the third and final storey. "This floor is solely for personal use," stated the President. He showed them his residence, walking them through the many rooms and the library that it included. After touring the chapel, personal gym and swimming pool, which were all open to visiting dignitaries like President James, he brought them to a pair of beautifully engraved wooden doors. "And now, the moment you've been waiting for," he smiled. After pressing his thumb on a small biometric scanner mounted on the wall, the doors automatically opened, revealing an ornate yet understated antechamber. "This is the guest wing. It's all yours for the next week." Inside, they found lodgings fit for a king, with a bedroom that overlooked the garden on one side and a grove of trees on the other, as well as a marble bathroom complete with jacuzzi. Finally, Marco pointed out a personal office and conference room. "These are equipped with secure and encrypted communications links with the outside world, as well as videoconferencing software and hardware."

He smiled as he jointly rose along with the Prime Minister, and closed his folder as he rose to his feet smiling. He took to his glass of water once more, taking a sip and then setting the glass down for the final time. The pair of agents outside the room noted the President of Ruccola approaching their position, and checked in with the field office aboard Navy One where the agents had yet to position themselves inside the Presidential suite as their own. Members of the Secret Service were already en route with six black 2006-2009 Chevrolet Tahoes, and a small Semi-like vehicle transporting the President's personnel effects, along with that of agents and related staff and equipment. The National Security Advisor, Commandant of the Marine Corps, and the Lieutenant with a handcuffed case on his right wrist, along with secretarial, diplomatic, and additional Secret Service agents.

The President joined in a simple bow, and reply to the Ruccolian President, "A pleasure you again of course, Marco. And indeed we did, your Prime Minister is an incredible man, and you should make him do more." He smiled, as it was just a joke, as he continued along with the pair of them, with Secret Service agents 'boxing' them as they exited with a simple statement, "Freedom is on the move." The President smiled, as he loved that name every time it was stated, as it was his and his alone and made him feel extravagant. They toured the campus of the magnificent building, exploring the areas still unfamiliar or unknown to Leon, as he took special note in of the Banquet Hall, admiring the text of the Old and specifically the New Testament, being that of a Christian himself, admiring the details and the noted scripture relating to it. He smiled, as he continued on, walking along with the pair of me, as he felt unlike he did in the Alliance Star Confederation, where he was alone on a pedestal for all the nation to watch and scrutinize for every moment and every decision he made. He felt some solace with the men able to share in understanding of their roles and decisions made by the men and of their nation's condition.

They took to their stroll around the palace as the courtyard, and various rooms interior of the building itself were noted, as the artwork, history, and detail were in such preservation and the like, as it put the Presidential House to shame. He sighed, as he felt in his passage, walking the halls of the palace of a King or Queen, with the texture and care to detail as taken within the halls of the facility. He'd never seen so much care go into setting a 'dignified' government, with only reading in history books about the Monarchy which used to rule them and their set ways about matters and how they carried about themselves. He continued along, noting the office of the President, and hoping to spend some time with the President himself speaking with him about matters and personal history, along with learning about the location of his cabinet and their day-to-day operations in their government. As they reached the suite to where the President was to stay it was indeed suited for a king, where the President was not that type of man. He was born into a middle-class home, went to a State University, and just worked in a temporary position until the nation called for another man to suit his place, or his allowance of time was up. In a manner, he was working a "temp job."

He took into his respect and appreciate their kindness, and bowed to the both of them for their hospitality and their adjustment to Leon and his way of carrying himself. After remaining a silent spectator throughout his tour, he made his first comment, "Well, I don't plan on host any parties, so as long as I have a shower and a small twin, I'm fine. This place puts to shame even the housing for our executive branch." He smiled, as he looked over the agents and engaged them in conversation, "So whenever you guys want, you can swarm the suite whenever you're ready. Just don't make a mess." The lead agent smiled, as he stood in his set position ready to prepare for the arrival of the inbound Allician staff and additional agents to augment them. The President smiled, and pivoted himself to face at the pair of Ruccolian men. "So, I suppose this is goodnight. Though, I won't be sleeping so much tonight," referencing the speech tomorrow, and gathering approval for the measures for the agreements set by the Prime Minister and himself. "Unless there's something else to address?" he asked, as he stood with ease, and little fatigue as he stood in a informal stance to the pair whom he was quickly considering friends.

Giustino chuckled at the President's comment, appreciating his modest tastes and sincerity. "That should be all," he smiled, in reply to the question posed to them. "Did I mention that there's room service?", grinned Marco. "If you ever need me, just call me up. You'll get to my personal landline if you press 1 on your telephone." The Ruccolians then bowed and bid their guest goodnight. "Goodnight, Leon," beamed the Prime Minister. "Yes, goodnight, and sleep well," said the Ruccolian President.

They walked out of the suite, the President heading to his residence and the Prime Minister to his limousine, which was waiting at the entrance downstairs. "Great guy, isn't he?", smiled Marco. "Yes indeed. Incredibly down-to-earth and polite!", affirmed Giustino. The pair parted ways and said goodnight, and the Prime Minister proceeded to leave the palace in his vehicle.

After a brief ride of a few minutes, the limousine stopped in front of the Ministry of Foreign Affairs on Republic Avenue. The Prime Minister had scheduled a short meeting with the Foreign Minister to review the talks he had had with President James, as well as any concerns that may have arisen in the process. Dusk was falling as he climbed up the steps to the building's front entrance, and he was mulling over a foreign policy issue that just wouldn't go away. Carolina will help me to sort this out, he thought to himself.

At her office, she greeted him, saying, "Good evening. How did it all go?"

"It couldn't have been any better," smiled Giustino. "We agreed on the terms for a free trade agreement, an air services agreement, a student exchange program, an extradition treaty and an agreement governing cooperation between law enforcement agencies, among other things."

"My, that's quite a lot for one day!", exclaimed Carolina. "Hmmm... is there anything bothering you? You seem unusually pensive right now."

"Well, yes," admitted the Prime Minister, who was standing at a window and staring at the floodlit Parliament Building a few blocks away. "I've been rethinking our foreign policy... I'm not sure absolute neutrality is the right path to follow anymore. Sometimes it feels as though it's more of a hindrance than a help in our pursuit of increased diplomatic relations abroad. The last thing I want to tell Leon is that we can't enter into an alliance with him because of our self-declared neutrality."

"I see," nodded the Foreign Minister, understanding the predicament the Prime Minister was in. She paused for a moment, then smiled. "Think about this, Giustino. Is there a clause stipulating permanent neutrality in our constitution?"

"I think so," he answered. "Isn't it under the article on foreign relations?"

"No, it doesn't exist!" she said. She pulled out a leather bound copy of the Ruccolian Constitution from her bookshelf, flipping it to the relevant pages. "Look here," she motioned, "no mention of neutrality, and no clauses precluding us from forming an alliance with another state, military or otherwise. We've been neutral for so long that people believe it's in our constitution!"

Giustino breathed a sigh of relief. "I knew you'd take care of this for me. Thank you, Carolina!"

"No problem," she beamed. "Glad I could be of help. You should probably go home now and get some rest."

"Good idea," smiled the Prime Minister. He bade her farewell and left the Ministry in his limousine, returning to his palace a satisfied man.

Leon smiled at the pair of men, and nodded in retrospect of their well-wishes and their hospitality, as they said their goodbyes and departed to their means. The President stood, affirm in the hallway as the agents paired off, and spread to cover the rooms, and most importantly the communications suite to validate its means and what to discard for their stay. The President himself walked from the hallway to the direction of his room, with two agents taking post outside his door, allowing him some privacy. He unbuttoned his jacket and then loosened his tie as he walked in and examined his bedroom taking in light of a luxuries and the royalties presented for him by the government, and felt similar to a price or the like. He shook off the feeling, as he resumed his inspection, having an agent scan the room every few minutes, and securing the area.

Outside, the Secret Service and related entourage was arriving at the location with all the additional equipment and personnel capable to run his nation from a small room. A Marine General dressed in a his Duty Uniform took the lead in the first group into the location, along with the National Security Advisor and a few members of the President's staff. Following was the Lieutenant with the nuclear briefcase and additional agents and related Presidential staff, with suitcases of equipment and other related personal effects. There wasn't much being established in location at the President's Residence, as the local office and relating communications equipment was being established in the Allician embassy, allowing for less 'clustering' in the President's temporary residence. The staff was directed and guided to the exact location of the President, as Allicians formed a nice column through the halls of Palazzo Montefiore, with totes and cases filled with equipment. The General was the first to arrive, along with eight more Secret Service Agents and then the National Security Advisor to debrief with him, and learn of the progress made with him and their leaders.

"Mister President," the Commandant started, as he saw Leon, and froze in place with a small leather-bound folder, similar to the President's with the difference of the Seal of the Alliance Star Confederation Marine Corps on it, tucked in his arm. Leon felt uneasy, as he respected the Marine General, and thought it should be the other way around in this attribution.

"General Shepherd. Welcome to Ruccola," the President commented, as the General gave a small and smug smile, and then waited for the National Security Advisor, David Johnson to enter the room. A few more agents and aides flowed through the area, as the man did indeed enter the room and joined the President and the General. He nodded, as the small group of them proceeded from the bedroom to the Communications Room, where a small conference room was facilitated for the President to communicate with his cabinet and Congress at a moments need. Agents were utilizing some of the equipment afforded to by the Ruccolians, however most would be imported for secure transmissions and telecommunications with the various government and military officials in the Alliance Star Confederation. The three men took their seats and waited, as the President removed his jacket and laid it along the back of his chair, while waiting.

"So, what did you do?" General Shepard asked, as a he laid his 'cover' on the table, and sat back in the padded, wooden chair.

The President smiled, and looked over to the General, and gave a short reply, "Well, including a forward deployment base, here in Ruccola. I'm sure that you can appreciate that. But, more than that, but only in terms for the civilian basis."

He smiled, as the David looked over and smiled, as he had retrieved the President's folder, as he normally did and reviewed his notes, spotting the gas prices, airlines, and the extradition policies. "You do know that the Visa policy as you jotted down here that the Ruccolians proposed will not pass. They're going to want passports for everyone in and out."

"I know," replied Leon, as he sat back in his seat, pressing against his jacket. "But, I'd think we owe our hosts to attempt it."

"Well, it's an odd policy," commented David, as he pressed along including cringing to the cost of the natural gas cost offered by Ruccola. "These are a little high. Are they refining it and transporting it too?"

"It's just an estimate." Leon continued, "I just need to speak with William before anything becomes into the clear. Hopefully, that'll occur within a few days." At that moment, a young female aide handed him a jar of Honey Cashews for a snack preferred by the President as he waited on the projector to be ready.

"Well, a base here in Ruccola, Mister President," the General openly interjected, "Will increase our projection abilities, by double our current range. We'll be able to be more aggressive, if need be in the future."

Leon smiled, as he nodded to the statement, "I'm glad you like the idea. Hopefully those Marines like it here as much as they do in Alliance Star."

The small group didn't have to make small talk for much longer, as the projector was up, and the President's Cabinet was on a live projector, as night was shadowing Ruccola, and from the windows in Alliance Star, far from the presence of the camera. Leon smiled, as he was a bit worse for wear, whereas his cabinet was full of energy and properly maintained.

"Good Morning Ladies and Gentlemen," he began, as smiles were scattered along with a few nods throughout the room in New Liberty, as pens were in hand, and attention was fully focused on the President. "Alright. Lets hear it from your end first. News?"

"Right, Mister President," his Press Secretary noted, as he spoke up from a distance, "current polls are showing at 79% of the populace in your favor, and with the opposition barely running, as that percentage grows with each moment you spend in Ruccola. And, we're also noting a bit of International Activity, in which, I'm sure the Secretary of Defense can note further."

David M. McFarland, his Secretary of Defense took center-stage, as he continued the conversation, "We've seen increasing hostility throughout the region, as one nation in particular of which we've never had relations before, is experiencing civil war. You might want to consider intervening."

The President nodded, as he sighed, "I'll take it into consideration. Anything else?"

"Not on this end. Mortality figures, and the like are at a normal rate, along with crime, finances, and education." He Chief of Staff noted in the room, as he took brief charge of the conversation.

"Well, Allison. Make sure they don't get so out of hand, since I'm not there," the President commented, as he motioned for a return of his folder. "Alright," he stated, as he began, "you're going to be getting a fax about what we've discussed. I'll just let you look it over, and get back to me when I wake up, because I am exhausted. We'll resume this in the morning, after I talk to Lewis about the very important speech he's going to draft while I sleep." He paused, as he rubbed his face before wrapping it up. "So, we'll meet up here in eight hours? Great, and goodnight."

Leon rose, as he simply made his way from the conference room, into his bedroom kicking off his shoes as he progressed. Still in his dress shirt, slacks, and all means with the exception of his shoes and jacket; jumped into bed. He tugged on the blanket, and fell asleep with a few lights on, as well as a few doors open. His staff cleaned up after him moving his cashews in his room, along with a few personal effects in a small refrigerator, and moving his jacket and moving his shoes into a more comfortable location. The lights were shutoff in his room, as agents took shifts sleeping in chairs, and standing easily outside his room in six-man active shifts. The remainder of his staff found various locations in the few rooms provided to sleep, whereas the Commandant took the futon/couch, and the National Security Advisor, a recliner. The room would return to fully active life in about nine hours.

I sort of know how you feel, as I more or less ran out of ideas towards the end of the talks... Don't worry about it!

I'm actually going to need a bit of time to think up the events of the following day, plus descriptive details like my Parliament Building's appearance and other things concerning party politics and whatnot, so I'll write up my next post tomorrow. Threads like these do require a lot of imagination on the part of both sides, I must admit!

The second day of the state visit had arrived, and Prime Minister Tuono was having an informal meeting with Jonathan Cheng, his most trusted advisor over breakfast. They were discussing the potential for resistance against a formal alliance with the Alliance Star Confederation in parliament, particularly among the opposition parties, and were trying to predict voting patterns within said parties. Reviewing a summary of parliamentary laws he had brought to the meeting, Jonathan stated, "We're going to need a solid two-thirds majority for the alliance treaty to pass in both the National Assembly and the Senate. With the combined votes of the United Party and Federal Alliance, we'll have about fifty-eight percent approval in both houses, which is not enough."

"Hmmm..." frowned Giustino, as he thought for a second. "Obviously, the Green Party will be up in arms when it comes to a change in our neutral foreign policy, so that rules them out, and the Progressive Party will probably refuse to endorse the treaty as well. In addition, I doubt that the People's Party will like the idea of us being allied to a non-socialist country. That leaves the Labour Party as a wild card."

"In that case," reflected Jonathan, making a few calculations on his pocket calculator, "we'd need thirty-nine of the sixty-eight Labour MPs in the National Assembly to vote for the alliance, and fifteen of their twenty-seven MPs in the Senate to do the same. Of course, that all depends on whether the party leadership allows their MPs to vote however they like. Then again, there is no precedent for something like this in parliament, so there's no way of knowing how Labour will react."

Giustino smiled. "I have a good feeling about Leon's speech though. I'm sure they'll take a liking to him."

"We can only hope for the best," mused Jonathan. "On another note, the Ministry of Commerce sent me something early this morning." He pulled out a document from his messenger bag, reading it over as he placed it on the table before him. "Apparently, during your talks yesterday, Sericana Gas announced the discovery of a massive gas field in the Zealian Islands, sending the price of natural gas futures here in Arugula down to ₳42.817 per thousand cubic metres. Also compounding the situation is the addition of more refining capacity as new processing plants come on stream."

"My, that's quite a change!" exclaimed the Prime Minister. "I'll have to let Leon know about this."

"And that's not all," continued his advisor. "The Allician credit has appreciated by over nineteen percent due to an improving Allician economy, which means that the exchange rate is now one amore to 5.18567 credits. Taken altogether, we should be charging the Allicians 222.035 credits per thousand cubic metres of refined LNG."

"Excellent!" beamed Giustino. "I was a bit worried that the previous price I named was too high."

Less than half an hour remained before the opening of the day's parliamentary session, and Prime Minister Tuono had arrived at the presidential palace to greet President James and escort him to the nearby Parliament Building. He found him finishing up breakfast with tea and coffee with Marco in one of the dining rooms on the ground floor, and noted that the Ruccolian President was giving him a brief overview of Ruccolian party politics.

"Good morning, Leon. Good morning, Marco," smiled the Prime Minister.

"Good morning, Giustino," replied President di Castello.

Turning to the Allician President, Giustino asked, "Did you rest well? And how are you feeling about the speech?"

The President awoke to a older General in proper Service Uniform, cover tucked into his arm, as he opened the door to a louder telecommunications room, leaving his bedroom vacant. Leon sighed, and yawned, as he basically crashed in his bedroom, in near full dress and halfway under the comforter. A series of taps were present on his door, as the local clock read "7:04" when he glanced over to his nightstand groaning as he sat up in his bed.

"Come in," he shortly replied, rubbing his hands over his face yet again, as the young man entered the room just slightly to make a comment.

"Mister President," he began, "senior staff is ready for you in the telecommunications room." His "Body Man" would wait for a reply from the President, as Leon nodded, where upon he exited his room.

He sighed, as he disrobed himself of his former suit, missing the blue tie, and trading it off for ANOTHER blue tie, this one exactly the same as its former matching the dark, sky blue of his flag. He tossed away his tie, and dawned another white dress shirt, with black slacks, belt, shoes, socks, and jacket, for an overall black and white english-cut suit, without a tie, and his collar unbuttoned. He made his way aggressively, into the Communications room, as he looked at both sides of him where two secret service agents were standing, in full suits and still to the President's movements. He looked to the agent at the right of him, as he wore a silver-gray tie and he nodded, "Agent, your tie."

The Agent gave a briefly odd look before undoing his necktie, and passing it along to the President, where Leon would take it in hand, and wrap it around his neck forming a four-in-hand knot as he went along. "You can have mine. It's in my room, somewhere. If lead agent Breckinridge has an issue with it, let me know and I'll threaten to have him on protecting the First Dog." The President along with the agent smiled as the agent unbuttoned, and whereas the President buttoned his collar and pulled up his tie. "Alright, lets get this started."

He moved to the table where his National Security Advisor and the Commandant of the Marine Corps stood as Leon took his seat in the room. He smiled, as with the exception of his new suit, looked completely unkempt. An aide was in the possession of some mouthwash, eye drops, a few moist towelettes and similar items. Leon smiled, as his frequent supply of Honey-Roasted cashews were readily available for him, as he smiled when remainning appeared on screen. He sat, allowing them to keep their seats, and allowing a few members in the telecommunications room to do the same.

"So, what'd you think about Ruccola's Prime Minister," Leon asked, as he looked at the screen.

"I think the man likes to overcharge us for gas," Josh, his Deputy Chief of Staff butted in, "we're experiencing a long-lived shortage, and we are in need of it. I just feels like price gouging, and if it occurred here, we'd have Federal Agents making arrests. Even with our sluggish economy, this is just rading and pillaging."

"Well, it's nothing final, and I'll point it out. Anyone else?" Leon continued, as he grabbed a small handful of cashews and popped them in his mouth.

"Mister President, it's all done," commented Leon's Deputy Communications Director, as he stood in the back of the room. "You should have a copy of it, ready for your inspection. I'm sure you'll love it." He gave a brief smug smile, as Leon gave a nod before moving on.

"As for the military facility," commented his Chief of Staff, "it looks promising as it has the green light from both the Commandant and the Chief Naval Officer, and Secretary McFarland is in full support. It qualifies for out-of-state requirements for the Alliance Star Confederation. I think it might just work out to our reaction deployment in the region. The price isn't to bad, so it passes with us, and it's your call."

Leon smiled, as he nodded and replied, "that's great news. Glad to know that it works for everyone. I'll inform the Prime Minister about the purchase and get right to it." He sat back as he looked peacefully as his itinerary, as the senior staff continued to make comments, casually toward the President.

"Mister President," the Press Secretary started, "a few days ago, Congress began pushing a bill for a tax hike in the upper class and heightening trade tariffs on foreign imports. With your talks with the Ruccolians, and the party's stance on open tax-cuts and free trade we've seem to enter into a situation."

"Not only that, but the Vice-President is furious above words." Josh jumped in again, being the most sarcastic of the group. "Whose idea was it to allow the liberals to be placed on the bottom of the ticket, anyway?"

"That was mine, Josh. Does anyone else have any more insults to my decision making?" Leon questioned, as he flipped to the next page scanning the information and forgoing looking at his staff.

"I understand and apologize Mister President, and we all know you have a more 'Liberal' stance when it comes to Economics, often siding with the Liberal party, but we can't just stab the backs of our own party now." Josh continued as the staff continued to sit before the President on the opposite side of the screen.

"Well, we are. Let the Majority Leader and Whip know that if it passes, I'm vetoing the bill. Anything else?" the President continued as the various light grooming objects were laid before him. "Well, this reminds me of the campaign days. I hope I don't smell like a dying can of tuna. I am meeting another head of state. Not like that's important enough for a shower." He shook his head, as he didn't put off that smell and his hair wouldn't show the signs of unkempt, for a few hours more.

"Not at the moment, Mister President. Thank you," wrapped up his Deputy Chief of Staff and the Deputy Communications Director were preparing to make their way to Ruccola to join the President in his visit of the host state. The screen would return to the seal of the President, as Leon would rise along with the rest of the room, and finish taking a few items like a toothbrush, and Alka Seltzer, and a few eye drops, and stop by a bathroom for a few moments.

Secret Service agents on Freedom's detail checked their SiG Sauers, and additional Agents were coordinating with Ruccolian Police and Protectorate services to address security issues and motorcade transit routes for the President for the days to come. The proper Presidential Motorcade, lacking in the first day was finally placed together compromising of seven modified 06'-09' Chevrolet Tahoes, two of the President's modified Cadillac STS limousines, two Press Vans, and multiple marked Ruccolian Police vehicles, and a sole Ambulance at the head and tail of the large motorcade.

The President would emerge from the restroom, and be groomed to his appropriate levels, including a shower, intelligence briefing, and a meeting between him and the Commandant of the Marine Corps. He would continue to wear the silver necktie, along with his tailored English-cut suit in sharp defiance of various aides and staffers insisting on him to wear the tie that matches his flag's primary color. Leon grabbed some of the cashews along with a large, cold glass of Whole Vitamin D milk and rested just a few minutes. The clock in his bedroom would read, "9:47" as he finished the few of the cashews and the glass of milk resting the glass on a nearby table as he rose. He bowed his head and gave himself the chance for a brief prayer as he stood motionless, and silent in respect to himself and to who he was praying to. He then continued as he entered the modified communications room, now joined by his Body Man toting his folder with his speech inside of it, and his schedule for the day. He nodded, as he exited the suite, and was then flanked by his protection detail as they made their way from the temporary residence and made way to where he would join the Ruccolian officials for their morning meeting.

Leon would finally make his way to the dinning room, where the agents and his Body Man would wait outside the room, allowing the President and whomever was inside their respectful privacy for a healthy greeting and short exchange.

"Good Morning to you as well, Giustino" he smiled, as he was immediately welcome by the Prime Minister taking a moment to pause in his steps to acknowledge the pair of them as they greeted him.

"And, good morning to you as well, Marco," as he smiled, where the President would position a few kind questions for the Allician President as he stood with honor and respect.

"The speech is fantastic, and I'm sure if anything it was a great read. Let's just hope my candor can match it." Leon would pause, ever so briefly as he continued to the first question. "As for sleeping, the adjustment to your time zone, jet lag, and the pestilence of my senior staff didn't make it the greatest. However, the setup your staff allowed for mine, allowed it to be as comforting as possible."

He smiled, as he allowed his hosts to carry the conversation, as the President pressed into the room, making his way in direct toward the Prime Minister of which he had a bit more time speaking with.

The Prime Minister nodded sympathetically as he listened to the President, hoping that his guest would soon acclimatise to the time difference. "Leon," he smiled, "I have good news for you. There's been a major gas field discovery within our territorial waters, which has driven down the price of natural gas quite drastically in combination with a number of other developments. This means that it is now possible to sign a bilateral supply contract at, if I remember correctly, two hundred twenty-two credits per thousand cubic metres of refined LNG."

After engaging in a few additional minutes of conversation, the pair made their final preparations to leave, as the Ruccolian President had politely indicated that it was time to make their way to Parliament. Setting off in their joint motorcade in a similar manner to the day before, with the Allician Presidential Motorcade in the middle of the convoy, Giustino couldn't help but notice the azure and cloudless skies above the capital. Despite the uncertainty surrounding the political reception of a formal alliance treaty with the Alliance Star Confederation, he was confident that both houses of parliament would approve after they recognised how much the two nations had in common. Gazing at the Parliament Building's glinting gold-rimmed dome in the distance, which appeared ever closer as the procession made its way west, he knew this was the right path to take. The Allicians, particularly President James, had made a lasting impression on the Prime Minister, and he saw the great potential that lay in forging deeper ties between Ruccola and the ASC.

The route from Palazzo Montefiore to Parliament Hill had been closed to traffic, and security had been tightened across the area. Allician and Ruccolian flags and banners continued to fly from lampposts and buildings, and two of the three national flags mounted on the Parliament Building had been replaced by the blue and white Allician standard. Only the flag positioned at the top of the dome remained Ruccolian. Within ten minutes, the delegation arrived at the front entrance, and the party and security detail entered as cameras flashed around them. Of course, the municipal police had maintained a tight security cordon around the motorcade, but it was such that the press was still able to obtain good photographs and footage of the morning's events.

Striding into the airy and stone-clad entrance hall of the building, the national leaders proceeded to the light-filled central rotunda, where the Ruccolians paused for a moment to describe the interior to the Allicians. Gesturing to a bronze statue that stood at one end of the marble and granite hall, Marco explained, "This is a statue of Pietro D'Agostino, the first ruler of the Kingdom of Ruccola, who is considered to be the founding father of the country as we know it." Looking up to the top of the cupola above, Giustino added, "Leon, you've probably noticed that the city as a whole is fairly low-rise, except for Montecirino, where all the skyscrapers are clustered. That's largely a result of legislation introduced in 1910 to prohibit the construction of buildings taller than this dome." Turning to the Allician President, he smiled, "However, the law explicitly states that one type of building is exempt from this rule: churches and cathedrals."

With two minutes remaining until the opening session of Parliament, the party reached the National Assembly Chamber, where all 585 Members of Parliament were gathered for the day's joint session. Upon entering, the MPs all rose in unison and bowed slightly as a sign of respect to the two Presidents and the Prime Minister. Taking their seats, Giustino then took to the stage with these words:

"Brothers, sisters, friends, and countrymen, as you all know, today we have convened a special joint session of Parliament in honour of Leon M. James, President of the Alliance Star Confederation, who has graced us with his presence as we prepare to celebrate our freedom and independence. He has graciously accepted my invitation to open Parliament with a short address, and I am sure you are eager to hear what he has to say. Now, without further ado, I wish to pass the floor to President James."

The MPs erupted in loud applause as the President came forward to deliver his speech, particularly those who belonged to Giustino's United Party.

Palazzo Montefiore

"Oh, that's excellent news!" Leon replied, as he gave a slight smile towards the Prime Minister. He took note of it mentally, as he hoped to express this new discovery to his staff and gage their reaction to the noted drop of price in natural gas. "Thank you for letting me know, and I'll be sure to speak to various cabinet officials about it, and continue negotiations." The President would engage the pair in brief conversation, and in which he indulged in a glass of water as the three men conversed.

When it was indeed time to leave for the speech at the Ruccolian Parliament, the President smiled to the pair of gentlemen, as he gave a slight nod. He would walk in unison with the men, flanked as normal by a quartet of agents whereas outside many more of them amassed themselves around the Allician Motorcade preparing to make way toward the President's destination. Indeed, the sky was clear as the late morning sun shone from its high east location on the streets and buildings throughout the city.

As they exited the building the civilian press pool, staffed by members both of the host's and the guest's press and communications staff, recorded and captured the men as they made their final nods before entering their respective motorcades bound for a speech bound for history books. An agent would hold the rear passenger door open as the President would wave in direction of the cameras and enter into the second modified Cadillac CTS Limousine which would switch placed mid-route with the first for security purposes. Whereas the President's physician, Body Man, and Assistant Press Secretary for Foreign Affairs would ride in the first of the modified limousines. Agents would note Freedom's location, and would board the Chevrolet Tahoes within the Allician portion of the extensive motorcade. Executive One and it's motorcade complemented with a pair of white-mass passenger press vans, would make way pursuing the Ruccolian President's, as agents in the "War Wagon" in full Tactical Gear jolted as they checked their M4 SOPMODs, and were on full alert.

Leon, inside of his limousine would open the black leather-bound folder with the seal of his office on its cover. Inside was the short speech, as he covered it one last time taking note of the main theme of the speech itself. He sat back, as the large train of armored and secured vehicles would race down the empty streets to the Parliament Building noting the flags and banners of the pair of nations as he made way. He looked out the window, with the open folder in lap calming himself down and taking into light the historical moment to come. He smiled, as he sat alone and in silence as he felt in a prison in the moments before the motorcade slowed to a stop in front of the massive building that stood above others around it. The gold-trimmed dome of Parliament Hill sparkled in the open sunlight, as if the building was priding itself; shouting over the nearby buildings around making known that its people had a voice in its halls.

Parliament Hill

As they made their stop, the Secret Service confirmed with agents on scene and local police that the area was secure before opening the door for the President. He collected himself and found a brief, but false appearance of confidence as for some reason at that moment fear came over him. He exited with a smile and waved toward the crowd, as if he had the opportunity he would trade places with any one of them at that moment. He joined the two national leaders, as well as a small Secret Service detail and his "Body Man" following shortly behind. Passing through the historic and marble-clad building was indeed a moment to behold and one he will recount on, however his attention was what was for the moments ahead. In his right hand was his speech, where he clutched it tighter with every moment that passed moving in silence until their brief stop at the statue. Leon would listen, but however would not recant as he was unable to find words to compensate to their statements. He did note the information, and appeared interested as he was as much as possible but could not foster a verbal response.

Parliament Hill, National Assembly Chamber

Moments before entering the National Assembly Chamber, his agents would dissipate to the doors outside the chamber, and his body man would wish him "Good Luck" just before he entered into the session of Parliament. He would motion for a brief moment to the pair of men, where he'd bow his head and seek strength and courage from God, just before entering the large doors. He'd raise his head, as he would enter along with the pair of men with a limitless fountain of confidence as he smiled, and walked with candor with Marco and Giustino. Not as heads of state, nor as men, but as new friends united to a single purpose. He would mutually bow his head in respect to those whom did the same for him, as they made their way down the short path standing along the left-side of President Castello, upon their short voyage's conclusion. Prime Minister Tuono would then separate from the pair of Presidents; introducing Leon, honorably to the Assembled Legislative body.

Leon would walk forward to the podium, where he shook the hand of the Prime Minister with such energy and vigor, with a short statement of, "Thank you", before releasing his hand and smiling as he stood beginning the historic moment. He would nod and smile frequently throughout the applause of the members of Parliament present in the chamber. He would lay out the folder containing the speech, as his speech mutually appeared on the pair of clear-transparent teleprompters on either side of him. He would wait until the members had seated themselves before starting the speech, in a serious manner.

"Thank you, ladies and gentlemen of the Ruccolian Parliament. Thank you, President Castello, Prime Minister Tuono, your kind representatives and staff. Thank you, ladies and gentlemen of Ruccola. For your warm welcome, for your kindness, and for your glimmer of light and of hope in a quickly dimming world.

Today I come before you as a representative of the people of the Alliance Star Confederation. Not only as their elected President, but as a citizen of the great country that I am so honored to serve. Today, I was asked to deliver a statement before you, and had the opportunity to be so free to select the wording without the fear of retaliation. Well, at least here in Ruccola, as I'm sure that my political adversaries at home are watching and listening for sound bites to use against me in the up and coming election. That of which is fine, as they have to remember that I'm still the President of the Alliance Star Confederation home and abroad, and that one day they can learn to accept that bit of knowledge." Leon would make a brief pause for some chuckles throughout the audience, while the President took a brief stab a political pundits back a home. His hands would move along with him during the speech to animate tones and key phrases whereas during times where he could not use his hands in such a manner would grip either side of the podium.

"As I entered into these halls, I noticed there was not one man or woman not on their feet welcoming me with kindness and respect. Chances are, however, that at the end of the week some of you will not be so willing to greet me in such a manner. I know so much, from personal experience with my nation's legislative body of which closer to half only rise out of respect for the office and at no other time." Leon would take a moment to collect himself, so briefly as surely the Prime Minister and President would get a kick out of a foreign head of state bashing partisan politics.

"Of course, with the kind reception you gave me and my nation with all the flags and banners welcoming us; then yes. We will gladly accept your nation as new state within the Alliance Star Confederation and thank you for displaying our flag so proudly." Leon would allow another pause as he would let the moment settle, before continuing. "Obviously I'm just kidding, but at times through the travels in your city more of your citizens were excited to see me, than my own. I do ask how you get them to be so happy with your elected officials. Obviously, you have elections and popular votes and so on, but such a majority? It must be your food here, because if I dinned as well as I have recently I might never leave." The President would smile, as a few laughs would surely come after that short statement.

"After seeing the kindness and the welcome made by your nation and their will to do so not out of fear or intimidation, it shows me and my nation that we are not alone. In our fight to maintain the rights that are so graciously given to us by our Creator, it shows that there is a better way for life to be preserved. This also makes for certain the requirement to maintain and defend such rights; that we've all come to learn as common sense for every man, woman, and child." Leon would continued with his motions, as he grew more emotionally invested in the speech with every statement and every phase that crossed his lips. As those he made eye contact with could note a light watering and redness of his eyes.

"For too few are the people who extend a helping hand to a downed man, woman, or child regardless of race, religion, sex, creed, nationality, or other stances, beliefs, or physical traits. Too few are the people who stand in the way of oppression and shout to those oppressors, 'We will not back down. We will never give up. And, we will press on.' Too few are the people who toss away the layers of greed, power, and indulgence to take on the responsibility of the service of their people, and for the betterment of their nation; for today and the many tomorrows to come.

For years man has encountered new challenges. We refused to accept that man was limited to his original body of land, and we sought out to explore the unknowns of our great seas and oceans. We encountered the value of man, and discovered that he was no longer limited by the color of his skin. We found that the worth, stature, and knowledge of a person was not limited by their gender. We have encountered tyrants and oppressors in troubled times, and through the oppression we stood strong and resisted in unity and in a common voice. Through blood, through tears, through sorrow, and through death we have found hope. It's hope that guides us. It's hope that directs us. And, it's hope that encourages us every day, to wake up and make a difference.

What will be the next thing that challenges us? That makes us go farther and work harder? No matter the challenge, no matter the conflict, no matter the barrier. Surely we can do it again, as we did in the times when our eyes looked towards the heavens and, with outstretched fingers, we touched the face of God. And we search for the wisdom of our Creator, and to those who have past before us. And we are shown that every time we think we have measured our capacity to meet a challenge, we look up and we're reminded that that capacity may well be limitless.

So, we must cast away partisanship for not just the betterment of Ruccola and the Alliance Star Confederation, but for the betterment of mankind. Too few today, are the nations, peoples, and ideas that show the rest of the world to keep fighting. To keep believing. To have the hope that one day, they can go to their choice of where to worship without fear. To choose what they want to wear, what to do, who to love, and what to dream for. We must stand strong not only as Ruccolians and Allicians, but as brothers and sisters in a dream that we can make a difference. For too long bodies of water and land have divided our nations meeting and uniting us under the banner of freedom and democracy. And, for too long have the past stance of neutrality show us that self-preservation is no longer an option.

We have a sacred honor to make our nations, better and stronger for not only the generation of today, but the generations to follow. It's a vision for a better world that will outlast me, that will outlast you, and will outlast our generation. That is what we must strive for. That is what we must fight for. That, is what we must hope for." At this point he was at his peak of the depth of his emotions, as he voice would notably roar with every time he voiced the word "hope" throughout the room. With each rolling cadence he would make known his seriousness of his speech and what it represented.

"There will be times for more lighter noted speeches, whereas lighter objectives will take place and the speech less solemn. But, that is not today. Today, I come before a fellow human being desiring a better world not only for myself but of those who will come after. Not only as a President, or a citizen of the Alliance Star Confederation, or a head of state. But, as a human being that has seen the true levels and abilities of human compassion, strength, and most importantly; hope.

So, I thank you for this opportunity to address this nation's legislative body. May God bless you. May God bless our people. And, may God bless the nations of the Ruccola and the Alliance Star Confederation."

The President would smile and nod, his eyes were in a near-state of forming tears, whereupon the final reaction from his audience would take place upon this conclusion. Leon would exit from behind the podium taking along with him his folder, closing it and grasping it in his right hand. He returned to the left-side of President Marco now better able to gage the reaction of his speech, facing the audience alongside his counterpart.

And sorry for the wait - I needed a bit more time than usual to plan out my next moves.


The MPs thoroughly enjoyed the President's speech, and had responded heartily to the unexpected jokes and off-hand remarks, particularly the quips regarding partisan politics and Ruccolian cuisine. The comment on joining the Alliance Star Confederation was also very well-received, after an initial split second of confusion in the audience. With the address now at its conclusion, the lawmakers applauded vigourously and began rising from their seats as the Allician stepped off the podium. It was quite a sight to behold, as if a current was moving through the chamber, fanning out and reaching every corner with its momentum. Giustino and Marco both couldn't stop grinning as they continued to clap, watching the MPs give Leon a rare unanimous standing ovation. The National Assembly chamber resounded with the roar of applause for what seemed like tens of minutes, not subsiding until the dignitaries had made their exit into the central hallway of the building.

Finally away from the attention of nearly six hundred legislators, the Prime Minister beamed at his guest and gave him a friendly pat on the back. "That was truly inspirational, Leon. Well done!" He wondered how on earth he could ever deliver such a rousing address, especially with Republic Day coming up in exactly one week's time. "Incredible speech! I'm at a loss for words," chimed in the Ruccolian President. As they stepped towards the central rotunda, Giustino asked, "How would you like to catch some fresh air at the top of the dome?"

Parliament Hill

Leon would smile, and make various humble nods to the roar of applause toward the various sections of legislators throughout the chamber. He thought there might be some reprieve from those who weren't so keen on opening their doors to a foreign dignitary, however they were all on their feet in full ovation to the President and his speech. He was in an awe of uplifted spirits as he would make his way, once again with the President and the Prime Minister as they exited from the chamber. Regrouping with the President once again was a four-man Secret Service detail, and the President's "Body Man", retrieving the folder from Leon.

The President then was congratulated by both Giustino and Marco, as he grinned right back first toward the Prime Minister and then the President. "Thank you! But, I give credit to my staff for putting it together, though I did insert the paragraph involving the 'touched the face of God'." He smiled, as he collected himself, as he felt for a moment as he was back in High School, and his friends along with himself were celebrating a win in a Football or Baseball game. He then returned to the "Real World" and his post as the President as he took light of the question about going to the dome of the building.

"Well, if you're sure. I'm right behind you. Or well, two of my agents are most likely some of yours are." He smiled, as he followed in suit right behind.

"Wonderful. The view from up there is something not to be missed," smiled the Prime Minister. Just then, one of his advisors approached the group and greeted them, complementing the Allician President for his landmark speech. "Prime Minister, you're needed for a short meeting with the rest of the party leadership. They were hoping you'd be available for a few minutes." Giustino made eye contact with the advisor and nodded. "Sure." Turning to Leon, he said, "I hope you don't mind if you excuse me for a bit. I'll meet you upstairs when I'm done. In the meantime, Marco will take you there." He then proceeded to walk away with the advisor in the direction of the National Assembly Chamber.

Once the Prime Minister was out of earshot, the Ruccolian President remarked, "Knowing the sort of person Giustino is, he would never admit to being one of the most popular Prime Ministers in Ruccolian history since our independence from Britain. His administration has accomplished a great deal since he came to power in early 2004, with its expansion of social programmes and the consequent reduction of social inequality across the country. Which is part of the reason why you've been so warmly welcomed here - the public trusts Giustino enough to believe that he would only invite the best of the best to such high-level talks. They also know that there must be something very special about you and your country to warrant the first-ever state visit from outside our region."

Leading his counterpart up two sets of spiral staircases built into the side of the cupola, and climbing a steel stairway that led to the top of the dome, Marco brought the Allicians to the lantern crowning the structure and out into the open air. The view was breathtaking, with vistas of the city in all directions. The fact that the Parliament Building was perched on a higher elevation than the surrounding area only heightened its dominance over the cityscape, and made for incredible photo opportunities at all times of day. To the north, one could see the long, green expanse of Republic Square, lined with trees and landmark buildings such as the Supreme Court and Ministry of Foreign Affairs. On the riverside directly across the square from Parliament Hill was the National Museum, and beyond that was the embassy district and the Independence Monument. To the northwest, one could make out numerous sights, such as the Old City with its fortifications, medieval buildings, palaces, churches and the St. Ruccolo Cathedral, as well as the cultural and entertainment district of Crisantemo to the west of its walls. In the distance, the massive skyscrapers of Montecirino towered over the older parts of the city, forming the capital's largest concentration of glass, steel and concrete buildings. As the party admired the view, and the Ruccolian President pointed out the various landmarks of Arugula, Prime Minister Tuono made his way up the dome and rejoined the group. "How is the scenery?", he grinned.


OOC: To help you envision the setting, I've always imagined Arugula as a city that balances the new and the old, with inspiration from Rome, Milan, Venice, Florence, Paris, London, Washington, Ottawa, Montréal and Hong Kong.

Parliament Hill

"Well, he seems to make himself busy, even in the company of a guest. Yeah, he might upset some uptight dignitaries, however, if he's working, he's in a best place possible for him." Leon smiled as he would nod to Marco, of which they had yet to spend time speaking to each other. Leon knew little of the mannerisms of President Castello which seemed out of respect, hesitant toward Leon. He dismissed it, as the small group of them would follow, trailing the Ruccolian President as they went along. They would make way up the stairway, finally reaching their destination over a silent, however quaint walk to the dome of the massive building. Upon reaching the top, Leon would awake to the sharp and crisp torrent of air that crossed along the dome, along with the breathtaking view of the clashing city. From his stance, it appeared a segregation from the Modern to his right, with the historic city to his left, noting the many national monuments throughout. He smiled, through the explanation of the city, as the President interpreted the view.

"Wonderful," he shortly commented as he wished for a photograph, settling for a mental image. That of the government watching over both the old and the new. A wonderful thought, indeed and the perfect place-setting for the center of the Ruccolian government. He simply glanced out into the distance, as the city basked itself in the early-afternoon sunlight. The skyscrapers would sparkle, the various castle and monuments refining in the golden rays. It was indeed a sight to behold for those present.

Giustino smiled as he heard the President's remark. After several more minutes spent gazing down at the city below, he beckoned the group to begin their descent to the ground floor of the building. "Come, it's time to make our way to the National Museum." The Prime Minister took them down the dome on a similar route, although he utilised a different set of spiral staircases this time. Conversing with his guest along the way, he asked, "What was the one thing that struck you the most from the view up top, Leon?"

Within a matter of minutes, the leaders and their entourage had arrived at the central rotunda, and were proceeding towards the front entrance, where the combined motorcade awaited them. "Leon, are you ready for a Ruccolian history lesson?", chuckled Marco, as they exited the building and stepped out into the vaulted portico.

Once the dignitaries had boarded their vehicles, the procession steadily advanced down Parliament Hill and up the northbound lanes of Republic Avenue, passing the Ministry of Home Affairs, the National Archives, the National Library, the National Opera House and the Ministry of Commerce before pulling up at the main entrance of the National Museum on Museum Road.


National Museum

A neoclassical landmark constructed out of white marble, the Museum was intended to complement the Parliament Building 1.6 kilometres away on the opposite side of Republic Square, with its similar colour scheme and its seeming deference for the dominance of Parliament over the area's landscape. The party then disembarked and walked up the steps leading into the building, past its Corinthian columns and into the entrance hall, where one could see a large marble statue of one of the Sericanan kings of old, dating from the seventh century AD. Addressing the Allician President, Giustino enquired, "As you already know, Ruccola has a long and rich history. Would it be alright if we started at the beginning?" Smiling, he added, "And would you like a bottle of water before we tour the galleries?"


Ruccolian Airspace

Meanwhile, President James's new executive aircraft carrying additional members of his administration and equipment that was now required for his visit to Ruccola had just been handed over from the Porto Verde Flight Information Region to the Arugula FIR after a long flight from the Alliance Star Confederation. The aircraft and its military escorts had been cleared to land at the same airfields hosting the Allician aircraft that had arrived with the President the day before, and were less than an hour away from the capital.

He smiled toward the recently arriving Prime Minister, and then nodded toward the President as the departed from the top of the dome. As the headed down the staircase toward the atrium of the building; a question was proposed by the Prime Minister to which he would reply in kind. "Well, I loved the view of all the historic buildings and how you were at the right position to glance the cityscape, as it seemed a wonderful blend of old coming into contact with modern." He smiled, as they made their way from the building to the motorcade and made their way down the secure route to the National Museum.

National Museum

He would exit his motorcade amongst a storm of press photography as he smiled and waved with his Secret Service detail and a few staffers upon entering the large building. He would proceed up the stairs as the statue would take dominance of his view with the joint-nation party would approach it, stopping to allow his hosts to speak. Giustino would propose the question over the bottle of water, as the President would take a moment, and then candidly reply, "Please, and thank you." He smiled, as he looked throughout his immediate area noting the few national artifacts that were icons of the history of the nation.

Ruccolian Air Space

Two VC-25As, along with a pair of C-5 Galaxys toting various vehicles and equipment, and six more F-35As made their way toward the Air Force Base runways touching down in pairs on the open runways. The large 747-200B roared down the runway as they touched down on the pavement, then to a few more hangers that the Allicians were occupying during their stay within Ruccola. The modified 757 was ordered to leave Ruccola, and return to the Constellation Islands to preform its new duty as the Executive Transport of the Vice President. The pair of transports would also offload a pair of VH-60Ns used at the helicopter transport of the President alongside twelve more Modified Chevrolet Tahoes, and additional equipment for both the President and the Secret Service. Three of the Tahoes immediate left the airport with a few members of Leon's staff inside including a former President, and made way for the President's location.

National Museum

"You're welcome," beamed the Prime Minister, who, along with the rest of the group, was then handed individual bottles of mineral water sourced from the Ruccolian Alps by the museum staff present in the hall, who respectfully bowed as they did so. "In the interests of time," explained Marco, "we'll only be showing you the highlights of each historical period. After all, one could spend more than a whole day here if he or she so wished," he chuckled.

Ushering the Presidents and the joint security detail into the first gallery, which covered the first segment of the country's history, Giustino directed them to a display showcasing an ancient map drawn with black ink on a set of wooden blocks. "This is one of the oldest artefacts in the museum's collection, and was dated to approximately 225 BC, long before the invention of paper. You might notice that it depicts the earliest cartographic efforts of the Chinese settlers on these shores." Moving on to the next gallery, he led the party to an array of bronze bells (http://en.wikipedia.org/wiki/Image:Bianzhong.jpg) which hung from several hardwood beams. "Forged in 173 BC, this is an ancient Chinese musical instrument that came into widespread use during the Lucai period," remarked the Prime Minister. "A wooden mallet was typically used to generate varying tones, and these bells had an important place in the orchestras of the time." Proceeding to the following hall, they then came to a glass case enclosing a burial suit (http://en.wikipedia.org/wiki/Image:JadeBurialSuit.JPG), which shone under the bright lights of the display. "This era of our history was marked by subjugation and oppression under the Han Dynasty of China," said the Ruccolian President. "The burial suit before us was found in the tomb of a Han official sent to govern what was then named Fengyuzhou. Made of jade and gold thread, it speaks of the ancient belief that jade would prevent the decay of the body."

Taking the Allician delegation to the succeeding gallery, the Ruccolians drew their attention to two respective exhibits: a collection of pottery embellished with a variety of motifs and a large, colourful specimen of silk fabric. "Back in the second and third centuries," commented Marco, "ceramics and silk formed the backbone of Ruccolian trade with the outside world, particularly the Roman Empire, which gave rise to our first export sector in recorded history and eventually led to the mass migration of Romans to our land." The Prime Minister then guided the group to a massive mosaic in the next hall which appeared quite Byzantine yet Roman in form, with goblets, vines, olive leaves and a portrayal of Christ teaching a crowd on a hill as its central image. "Dating from 869 AD, during the Kingdom of Sericana," stated Giustino, "this mosaic was salvaged from an ancient church that was destroyed by an earthquake and subsequently forgotten until its rediscovery in the late nineteenth century. As you've probably already guessed, it's an illustration of the Sermon on the Mount." After a few moments spent admiring the mosaic, the party went on to another magnificent work of art in the following gallery, where the Prime Minister continued his commentary. "This painting was commissioned by a member of the Sericanian royal family in 1027, shortly after the division of the country, and was finished three years later. It's a panorama of Arugula during Chinese New Year, and celebrates the festive spirit of the holiday as well as the many activities that go on at the time. Thankfully, this masterpiece was left untouched despite the four centuries of strife that followed its completion."

Giustino couldn't help but grin as he brought the entourage to the gallery encompassing all archaeological findings and items relating to the reunification of the country and the subsequent Kingdom of Ruccola. Within this section of the museum was an underground extension that housed one of the most treasured pieces of the collection: a 450 foot long and 180 foot wide shipwreck that was surprisingly well-preserved for its age. A favourite of the Prime Minister, he was excited to show it to the Allicians, and hoped that the President would especially enjoy it thanks to his naval background. Ushering the group down a corridor and into the hall where the ship lay, he pointed out an assortment of prints (http://upload.wikimedia.org/wikipedia/commons/7/7f/ZhengHeShips.gif) and other exhibits documenting the vessel and its purpose. Turning to Leon, he said, "This beauty was discovered in the deep sediments off the western coast of Ruccola in 1995, and was found to be a part of the Ruccolian commercial fleets that sailed between Ruccola and Italy, based on the cargo found in her hold. She was estimated to have sunk in 1558, when a particularly violent typhoon changed course and overwhelmed a merchant fleet sailing towards Venice." Apart from the missing masts, the hull of the ship was largely intact, save for a gaping hole on the port side which proved fatal for the ship and its crew. Perhaps one of the other vessels accompanying it had been driven into a collision by the high winds and rough seas of the typhoon.

Eventually, after several minutes spent examining the wreck, the delegation made their way back to the main complex and toured the penultimate and final galleries, which described the colonial and post-independence eras of the nation's history. Marco directed them to a black steam locomotive that sat in the centre of the former gallery, and began his explanation. "Introduced to Ruccola in 1830, this is the first locomotive that the British used in our country, and as such is a symbol of the age of industrialisation." He then took the party to an old Ruccolian flag encased in a glass box, noting that it was the first national flag ever made in the country and was sewn by a group of independence activists in 1918 after the end of the First World War.

With their tour of the National Museum now complete, the dignitaries returned to the front entrance to board their motorcade, which was now in position and ready to depart. Along the way, Giustino smiled at his Allician friend and commented, "I hope you enjoyed this overview of the museum's collection. We could go far more in-depth into the annals of history, but I personally wouldn't want to bore you," he chuckled. They then set off in their respective vehicles towards the presidential palace, where bilateral talks would continue.

National Museum

The President walked along with the delegation throughout the museum as they took into note the various artifacts and topics throughout the museum. The small group would move throughout the empty campus, as the Prime Minister himself would dictate the various subjects and items to the President, his Body Man, and his Secret Service detail. All of which would enjoy the tour, most taking various subjects into light according to their personal preference. Coming upon the large naval vessel would be of significant notation to Leon, as he simply took a detailed metal image of the vessel and made sure not to forget it, as it was truly the oldest ship that he'd ever seen. He smiled, as he inspected the ship, time and time again as he loved every moment that he was there.

He would then proceed along with his counterparts to the steps of the of the historic campus, smiling as the multinational press wash would screen the group in photographic flashes and respective video cameras from their news outlets. His detail alongside the Ruccolian security service in their way to the joint motorcade, which had finished securing the street for the security and clearance for the President and the Ruccolian President and Prime Minister. On their way, noting the "statement" made by Giustino, as he smiled and continued to his modified limousine, with his Body Man trailing him. "No, no. I loved the ship. I simply loved it. The tour itself was great, but I LOVED the ship. It was wonderful." He would nod as they entered their respected motorcades, and proceed to the Presidential Palace, where the remainder of his arriving staffers were assembled. Both the new arrivals and those that traveled with the President.

Palazzo Montefiore

The joint motorcade pulled up at the main entrance of the presidential palace, concluding its relatively short and uneventful journey from the National Museum at the northern end of Republic Square. Allician and Ruccolian agents and diplomatic staff lined the steps leading to the front doors, ready to welcome their respective heads of state, as well as the Ruccolian Prime Minister. After the dignitaries had disembarked, and the relevant formalities had been performed, Prime Minister Tuono led President James and his party to the expansive garden that lay at the centre of the palace complex. On the way, the Ruccolian President politely took his leave and wished the two statesmen all the best in their discussions, returning to his office to attend to his everyday duties and responsibilities.

Coming to a small garden table and two cushioned chairs shaded by a grove of poplar trees, Giustino motioned for his guest to take a seat before taking his own. Smiling, he asked, "Leon, what would you like to drink?" Two attendants stood ready to prepare their orders, and a variety of beverages, both hot and cold, had been arranged on a nearby table for the occasion. Once the Allician President had made his decision, the Prime Minister ordered an apfelschorle (http://en.wikipedia.org/wiki/Apfelschorle) and opened a file handed to him by one of his aides. Making eye contact with his counterpart, he said, "Let's get back to business, shall we? With regard to the topic of bilateral student exchange programmes, I was wondering which academic programmes in Ruccola are of most interest to Allician universities participating in this initiative."

Presidential Palace

The ride was quite uneventful as the President made his way inside just evading the multinational press corps; either intentional or not. Leon smiled, as he briskly jogged inside the building alongside the Prime Minister as he went along. He'd gather a pair of sunglasses for his venture outside for the meeting, as he would eventually reach it alongside the Prime Minister.

The view was surprisingly pleasant and peaceful and nearly devoid of people save a few attendants and a spartan amount of security personnel, that were present for a many of reasons. He dawned the sunglasses and was followed yet again by his "body man" with contents of the various subjects that could have be thought of previous to the encounter. When he was propositioned of his selection of beverage, he took it upon himself to make it as he wasn't sure if they could make it how he liked it. He gave the attendee a ₡20, as it was worth just over ₳10 within Ruccola as Leon was unaware of the sitting exchange rate from the top of his mind. He'd take seltzer, whole milk, and chocolate sauce, and add it in a specific amount and order in a large glass forming a means of an egg creme (http://en.wikipedia.org/wiki/Egg_creme). He'd quickly wrap up, as he'd join the Prime Minister in the conversation at the selected seating taking a sip just before the Prime Minister introduced the subject and the question.

"Well, I'm sure the studies of respective law and medicine would take precedence followed by foreign languages and political science as taught by your country. I'm sure the draws in comparison and contrast would be quite amazing between our two nations. But, my big question is whom should determine the credit value, term length of semesters, and type of credit awarded and to what means? The respective university or the respective national board, panel, and/or department of education and the like?" He'd question, as he took another sip while his body man slipped him his folder with the needed contents alongside a White House pen, and slipped away with little notice.

"I believe those should be determined by the institutions involved, and that each university could enter into any number of bilateral agreements in accordance with its respective needs and desires," remarked Prime Minister Tuono, briefly eyeing the President's egg creme as he spoke. An ardent fan of all things chocolate, he secretly craved some and made a mental note to try the concoction later on in the day. "In terms of programmes that would appeal most to Ruccolian students," continued Giustino, "I'm inclined to say that business, science, engineering and the humanities will all prove popular, the latter of which will certainly include the fields of geography, history and political science." He momentarily thought back to his university days, sipping his apfelschorle before raising another question. "Is there anything you'd like to know about our education system or any particular schools?"
