Dear Foreign Ministries of the World,
The Grestonian Foreign Ministry is establishing an easier and a more comprehensive approach to diplomacy. At our new diplomatic centre, we are accepting applications for embassies, consulates, trade agreements and treaties. Such diplomatic means are nessecary to smoothly run a modern, civilized nation. This programme is modelled after the past Grestonian Embassy Centre as well as the very succesful Zinairian Embassy and Consulate Programme.
The Grestonian Federal Parliament finds it ideal to ally herself with nations of all idealologies; an embassy application, whether it be from a capitalist or communist, shall be reviewed. Despite our open system to various, different idealologies we have the right to refuse an application without justification.

Regulations Governing Embassies in Greston
Article I of Section I
Rights and Treatment Protocal of Embassy Staff
All ambassadors and diplomatic staff are offered full diplomatic immunity. This means that no embassy personnel (excluding service staff and any other domestically hired personnel) can be charged with a crime while in Greston. However, Greston maintains the right to expel any members of the staff suspected of criminal activity and in some situations we may ask that nations waive their diplomatic immunity so that offenders can be prosecuted in Greston. Especially haneous crimes (such as rape and/or manslaughter) shall be dealt with swifly and all such diplomatic immunity will be wavered, but after consulting a local consulate. Traffic tickets may be issued but they should be paid by the mission rather than the offending individual.
Full background checks on all personnel will be conducted before the arrival of your delegation, any criminal histories will be noted and the embassy staff members with such pasts are subject to deportation upon arrival or may not be allowed to travel to Greston at all. Upon arrival all luggage and baggage of the embassy personal will be searched for illegal substances (illegal weapons, drugs, animals etc., etc.). If any illegal products are found while searching the embassy staff's luggage, the owner of said substance is subject to a curfew and further polygraph/drug testing, as well as the mission subject to a five hundred universal standard dollar ($500 USD) or a six hundred fifty marble (£b650 MBL) fine.

In the event of such an expulsion, national police will arrive at the embassy to serve the Order of Desist. All embassy staff (except for those that are of Grestonian citizenry) will be immediately taken into custody, for a seventy-two (72) hour hold time, pending deportation. If said even is to occur, embassy staff should be advised to hand over the embassy building and personal without resist. If any form of resist of arrest it acted by the embassy staff the officers sent to detain said staff have the right to deadly force.
All embassies, while run under the government controlling it, are still Grestonian property and it is still on soil owned by the Grestonian government. However, due to the pending fact that the embassy it controlled by the foreign govenment they are exempt from Grestonian laws, except for the above statement. Grestonian police authorities have the right to search and seziere of any suspected embassies for undeclared weapons, alchohals, drug substances, and personel.
If any embassy is found harbouring a fugitive or an embassy staff has been proved for commiting acts of war towards Greston will be sactioned. The embassy staff will be evacuated by Grestonian forces and placed under custody for a maximum of one hundred-twenty (120) hours, for the embassy's government to take responsibility of the staff.

Location, Security, and Staffing of Embassies
Embassies will be located, except by special arrangements, either on Presidential Square, Codrington Avenue, Victoria Road, and Merveilleux République Lane of Central Easen, Easen the capital of the Imperial Republic of Greston and Her Crown Colonies. Presidential Square and Codrington Avenue are centralized in downtown Easen, the placing of almost all of the main governmental buildings. Presdential Square is placed in a half circle in front of the Presidential Plaza, placed conveniently in front of the Presidential Palace to the center, Foreign Affairs Ministry to the left, and the Clarkson Tower to the right.
Victoria Road is one of three routes to the centralized Supreme Court Building. The other route is Merveilleux République Lane, which circles around the giant Federal Parliament Building and the Lady Victoria Statue and Fountain.
Due to the highly potential risk of a terrorist threat there are certain measures of staff numbers for embassies. Downtown embassies have underground garages for up to five (5) regurally-sized vehicles and office space for approximately fifty (50) diplomatic staffers. In addition, there are quarters for twenty (20) employees who wish to live on site in addition to a suite for the ambassador and his or her family. The maximum amount of political staff per embassy is appoximately forty-five (45) but we recommend around twenty-five (25). As for a security force, the amount of soldiers necessary for the protection of the said embassy is twenty-five (25).
Fixed-wing aircraft and helicopters belonging to nations with downtown chanceries may be stored at the Sovereign Grestonian International Airport, located in Easen. A maximum of one (1) of each type per nation is enforced.

Vehicles are limited to the numbers listed in Article III. All vehicles must be unarmed and of civilian design (no APCs, tanks or other military vehicles). Armored vehicles are permitted but maynot be equipped with weaponry. Luxury vehichles such as limosuines and other stretched cars are allowed but should be limmited to one (1) per embassy. We are happy to provide automotive stations to purchase alternate vehicles during the mission's stay in Greston. Vehicles produced more than thirty (30) years ago are not street legal in Greston, due to common breakdowns and the severe possibility of a fatal accident. We would also discourage the use of bicycles, not only because of the obvious security threat but because bicycle lanes and other such amenities are uncommon in Greston.
We ask that weapons are limited to a single side arm and maind armament per guard/soldier. Machine guns, all explosive devices (including rocket/grenade launchers, hand grenades and all manner of bombs) and armor-piercing weapons, both lethal and non-lethal, are all strictly prohibited and will immediately be confiscated, and the embassy mission given a six hundred universal standard dollar ($600 USD) or a seven hundred fifty marble (£b650 MBL) fine. Riot gear and equipment is also allowed but has strict regulations, as the Easen Grestonian Police will be called in to handle any demonstrations or mobs. Sniper rifles and hand-to-hand weaponry, such as bladed weapons and staves, are given on an individual basis and only allies have a relatively good chance at permitting this weapons. If you would like to bring such weapons, please justify your request in your application, but if refused permission you are asked to stop. All nuclear, chemical and biological weapons are absolutely forbidden and possession of such WMDs will result in deportation of the entire embassy staff and permanent expulsion from the embassy programme after a seventy-eight (78) hour holding period, followed with a ten thousand universal standard dollar ($10,000 USD) or a twelve thousand marble (£b12,000 MBL) fine.

On the situtation of animals, only small to medium sized domesticated animals are permitted. Animals such as cats, dogs, small birds, fish, rodents, and other non-exotic animals are permitted, any animal that does not follow these guidelines are not. However, any animal to be taken to our nation must remain in ambassador's suite, with the exception of walking a dog for bladder reasons. Any animal feces must be picked up by the owner, so to keep our nation clean. All animals must be inspected for health and/or behavioral problems.
We will permit diplomatic parties to bring up to one (1) casket of alcohol into Greston without cultural or religious justification. With justification, we will allow an additional two (2) caskets. Without justification, drugs (all drugs, save those prescribed by an accredited doctor are illegal in Greston) are strictly prohibited. Please provide cultural or religious justification and your case will be considered. In all cases, security and other armed personnel are prohibited from ingesting restricted substances. Due to cultural differences, one (1) casket is equal to fifty (50) bottles.

In some instances, consulates may also issue visas or passports, this matter should be discussed on an individual basis. The consulate-holding nation is required to pay for all utilities as well as repairs and improvements made to the consulate. The latter two must be reported to the Foreign Minister and the Ministry of the Interior so that we may monitor the improvements and keep them by standard laws.

Consulates can be located in any city throughout Greston. Places to establish a consulate where it would be more effective would be in either Jast, Easen, Ellington, Vera Cava, Rellington, or Bernford. Such a location as Easen due to the close proximity of the embassies as well as the obvious fact it is the head of all Grestonian Governmental activity. Ellington, Vera Cava, and Rellington are all major tourist attractions as well as major military bases, where laws are much more strict then in Central Greston. Depending on the city, most consulates have a garage for three (3) cars, office space for twenty (20) personnel and living quarters only for the consul and his or her family. The consulate-holding nation is required to pay for all utilities as well as repairs and improvements made to the consulate. The latter two must be reported to the Foreign Minister and the Ministry of the Interior so that we may monitor the improvements and keep them by standard laws.
Article III of Section II
Location, Security, and Staffing Consulates
Consulates can be located in any city throughout Greston. Places to establish a consulate where it would be more effective would be in either Jast, Easen, Ellington, Vera Cava, Rellington, or Bernford. Such a location as Easen due to the close proximity of the embassies as well as the obvious fact it is the head of all Grestonian Governmental activity. Ellington, Vera Cava, and Rellington are all major tourist attractions as well as major military bases, where laws are much more strict then in Central Greston. Depending on the city, most consulates have a garage for three (3) cars, office space for twenty (20) personnel and living quarters only for the consul and his or her family. A service staff of less than five is needed to maintain most consulates and we ask that security forces not exceed ten (10) personnel.
Consulates are also permitted one fixed-wing aircraft, one rotary aircraft and one small watercraft (in costal cities).
Article IV of Section II
Equipment Protocal and Standards
Vehicles are limited to the numbers listed in Article III. All vehicles must be unarmed and of civilian design (no APCs, tanks or other military vehicles). Armored vehicles are permitted but maynot be equipped with weaponry. Luxury vehichles such as limosuines and other stretched cars are allowed but should be limmited to one (1) per embassy. We are happy to provide automotive stations to purchase alternate vehicles during the mission's stay in Greston. Vehicles produced more than thirty (30) years ago are not street legal in Greston, due to common breakdowns and the severe possibility of a fatal accident. We would also discourage the use of bicycles, not only because of the obvious security threat but because bicycle lanes and other such amenities are uncommon in Greston.
We ask that weapons are limited to a single side arm and maind armament per guard/soldier. Machine guns, all explosive devices (including rocket/grenade launchers, hand grenades and all manner of bombs) and armor-piercing weapons, both lethal and non-lethal, are all strictly prohibited and will immediately be confiscated, and the embassy mission given a six hundred universal standard dollar ($600 USD) or a seven hundred fifty marble (£b650 MBL) fine. Riot gear and equipment is also allowed but has strict regulations, as the Easen Grestonian Police will be called in to handle any demonstrations or mobs. Sniper rifles and hand-to-hand weaponry, such as bladed weapons and staves, are given on an individual basis and only allies have a relatively good chance at permitting this weapons. If you would like to bring such weapons, please justify your request in your application, but if refused permission you are asked to stop. All nuclear, chemical and biological weapons are absolutely forbidden and possession of such WMDs will result in deportation of the entire embassy staff and permanent expulsion from the embassy programme after a seventy-eight (78) hour holding period, followed with a ten thousand universal standard dollar ($10,000 USD) or a twelve thousand marble (£b12,000 MBL) fine.
Article VI of Section II
Animals and Medical and Alchohalic Substances
On the situtation of animals, only small to medium sized domesticated animals are permitted. Animals such as cats, dogs, small birds, fish, rodents, and other non-exotic animals are permitted, any animal that does not follow these guidelines are not. However, any animal to be taken to our nation must remain in consul's suite, with the exception of walking a dog for bladder reasons. Any animal feces must be picked up by the owner, so to keep our nation clean. All animals must be inspected for health and/or behavioral problems.
We will permit diplomatic parties to bring up to one (1) casket of alcohol into Greston without cultural or religious justification. With justification, we will allow an additional two (2) caskets. Without justification, drugs (all drugs, save those prescribed by an accredited doctor are illegal in Greston) are strictly prohibited. Please provide cultural or religious justification and your case will be considered. In all cases, security and other armed personnel are prohibited from ingesting restricted substances. Due to cultural differences, one (1) casket is equal to fifty (50) bottles.
