About Overwatch Incorporated
Overwatch Incorporated was founded in 1979 in Droskev, Agrandov, as a private security company, offering protection to the famous and infamous of Agrandov. It quickly established a reputation for overt displays of force, and by 1983 it was almost a requirement to be flanked by Overwatch employees in order to make it in politics or show business. The Droskev Disaster in 1986 was the catalyst for Overwatch, as overnight huge areas of their home state became a lawless nightmare. Demand for their services soared and by 1989 the company reached the milestone of 50,000 combat employees.
In 1993 - now with almost 100,000 combat personnel - the corporation jumped head first into the arms manufacturing industry. Buying up several small arms manufacturers, primarily in Western Agrandov, the corporation released two semi-successful handguns within six months. By 2000 the company had released a total of 37 weapons, registering 103 patents and consolidating their position in the market. They compounded on this success in the 21st Century, with highlights being the extremely popular AC11 civilian rifle in 2003 and the RT06 10x rifle scope in 2006. The K274 Automatic Rifle of early 2008 was considered for military service, but was swiftly replaced by the new K28.

Design Philosophy
Despite the official adoption of the AVIR assault rifle, replacing the SSA1, SSA2 and SSB1 rifles was a slow and difficult process, with only 15% of the target number being delivered. The vast majority of AVIR rifles produced in Agrandov were released for export, as it became apparent that the rifle was an international success. However, the Agrandan military was sceptical of several aspects, such as long-range performance and the overall ergonomics of the rifle. These doubts kept the older rifles in place, and with the advent of the AVIR 2 a formal contest was held to replace all rifles in Agrandan service.
These tests, taking place in Q1-Q2 2008, were attended by several arms companies in Agrandov, presenting a variety of weapons for examination. Among these were the AVIR, a late AVIR 2 prototype, the K274, the E190, the SAR-40 and the MSA12. Also competing were various modernised iterations of the SSA1, and even a revision to the obsolete A45. The results of this competition were almost immediate, as the AVIR, AVIR 2 and K274 stood above and beyond the competition. The K274 established itself as an accurate and reliable rifle, firing a relatively heavy round with ease. It was seen as superior to the AVIR and AVIR 2 at range, but it's size and weight limited it's effectiveness in close-combat environments.
Overwatch Inc. were quick to respond to these complaints, and by Q3 2008 presented a vastly upgraded K274 as the K28. Coinciding with the completed AVIR 2, the competition was reduced to only two rifles. With the AVIR 2 superior at short range, and the K28 demonstrating it's effectiveness at long distance, the real battleground became the medium range envelope of 300-600 metres. With it's long barrel and advanced Amastoli optics the AVIR 2 looked set to win, but the performance of the 6.7x35mm CTA at the upper edge of the envelope was markedly inferior to that of the 7x50mm CTA: the round used by the K28.
Reliability between the two rifles was indistinguishable, but what settled the dispute was the K28's ease of use. Despite ergonomic improvements in the AVIR 2, the K28 was simply more comfortable; a factor considered invaluable to accurate shooting. Although an AVIR 2 in 7x50mm CTA was considered, it was eventually decided that the existing AVIRs would be replaced by AVIR 2's, and all other rifles would be replaced by the K28. This arrangement allowed the K28 to be used as the primary service rifle of the Agrandan military, with the lighter AVIR 2 used as an SMG in PDR configuration.
Technical Description
The K28 is similar to the K274 in it's choice of materials; although the second polymer used for grip surfaces was deemed unnecessary. The upper receiver is made from stamped steel with machined inserts for added strength, with steel also used for the attachment rails and barrel. Unlike the K274, the polymer components of the K28 have a light steel frame for added strength. Although weight is increased slightly, the K28 is slimmer and more ergonomic than the K274.
The single piece of polymer that formed the stock and lower-receiver in the K274 was replaced with an improved lower receiver that boasted a flared magazine well, reshaped safety catch and an improved magazine feed angle. The stock was replaced with a removable folding and adjustable stock that has six positions and 9cm of pull. An adjustable cheek piece is present, with three positions at 1cm intervals. The stock attaches to the hinge that facilitates folding, which in turn attaches to the main body of the rifle. This hinge can be mounted to fold either left or right, allowing for an excellent level of customisation in the K28.
The upper receiver was also improved, with the action moved back slightly to save space and improve ammunition feeding. With the addition of an extra ejection port, the user can quickly switch between left and right ejection for maximum ambidexterity. This is done by pressing a sharp object - usually the standard push-pin removal tool - into an opening just in front of the ejection. When active, a white marker is present behind the ejection port to inform the user.
The charging handle was also improved, being moved forward so as not to interfere with attachments or ejection. The charging handle is large for ease of use, and is present on both sides of the weapon. A problem area with the K274 was magazine release, as it required two hands. This was addressed in the K28 with an improved release that can be operated by either hand for faster reloading.
The basic operation of the K28 is identical to that of the K274; using a hybrid closed-open bolt system to deliver accuracy for single shots, and endurance for suppressive fire. The M209 and M19 rounds remain unchanged, although the K28 has been tested with an experimental, plastic-cased CTA round designated XM231. The 7x50mm line now also contains the M290; a fragmentation round that is safe to use in areas such as aeroplanes, small boats and civilian urban areas. A less-lethal round is also in development, designated as the XM403.
Performance
The K28 is almost identical in ballistic performance to the K274, but has been vastly improved in almost every other aspect. Performance has been marginally improved however due to improved manufacturing methods and the use of higher-quality materials in comparison to the K274. Because of this, less space was required between the moving parts to ensure reliability, resulting in improved accuracy.
The closed-bolt/open-bolt nature of the weapon allows it to function as a precision rifle for a sniper at squad level, and also as a capable support weapon on the same scale where MMGs are not available. During open-bolt firing the rifle is air-cooled from inside and out, making it practically immune to overheating problems. In its primary role as an assault rifle, where the user can be switching frequently between semi- and fully-automatic modes, the option to quickly close the bolt with the forward assist has proved vital in getting the maximum accuracy from bursts of fire.
As a result, the K28 is capable of performing as an Assault Rifle, a Designated Marksman's Rifle or as a Light Machine Gun. Instead of adjusting the weapon internally for each of these roles, it was decided that adequate effect could still be gained from external attachments and alternative loadings to the 7x50mm round. As a result, the basic configuration for the K28 is with a 30 round magazine and the O1A2 combat sight. A variation on this set-up includes the GL-2C 40mm Grenade Launcher; an attachment developed especially for the K28 that is of conventional design.

Option 2: Open Production
Under this plan, there is no limit placed on the buyer's ability to produce the K28 or the barrels of any length. A fee of $5,000,000 NSD will be charged in advance, with a further $150 fee on every rifle produced under this plan. Ammunition may be produced freely.
