Fukada yawned as he walked into the expensive suite known as the President’s Office, flanked by two bodyguards. Laid with a regal red carpet, inscribed with the words “平和は繁栄である!”, or “Peace is prosperity!” He shuffled across the carpet to his desk while gulping down the last of his apple and lychee juice, flipping the switch under it to load the touch screen.

After a moment of booting, the interface of the Yushu OS appeared on screen, along with the symbole for a waiting conference call in the top-left corner. “What the…” muttered Fukada, flicking the icon. The icon expanded to fill the screen with the face of Fukada’s Chief Advisor and close friend.

“Someone named ‘TKazuka71’ left a message for you. Seeing as it’s the name of your predecessor, I took it…”

Kazuka? “Very well, forward it to me.”

“Yessir,” finished the Chief Advisor, cutting off the feed. A few seconds later, the e-mail icon flashed. Opening it, he checked the message.

The bodyguard was surprised by the sudden movement the President made. Less than a minute after he had started reading it, he suddenly reached for the ceremonial katana in the office and locked the sheath to his belt, while hastily smacking at the screen’s shutoff button. Hurriedly moving towards the door, he beckoned for the bodyguards to follow him. Running rapidly down the halls of the Government Center, he raced for his car, praying to the spirits the media wasn’t there.

Old Shansek Palace

Fukada walked quietly down the 1000-year old palace, over stones laid by long-dead natives. As the palace was closed to visitors, no one could notice him – especially as he had left his bodyguards outside. With a smile, he walked through the prohibited door to the throne room, already unlocked by those who called him.

Walking past the throne on which all power in Shansek once resided, he entered the secret backroom. Seeing the chair with a small spotlight on it, he sat down on the chair, clamped his hands together on the table, and waited patiently.

After a minute of silence, a voice suddenly broke through the darkness. “Ah, so the man is here.”

“Yusuke? What a surprise.” smirked Fukada. “So where’s the rest of the group?”

“Right to the point as usual.” remarked Kazuka Tamo, jovially. “Well, I’m obviously Kazuka, and there’s Yusuke. We also have Kana here.”

“Nokazu?” asked Fukada questioningly. “He’s over ninety years old by now-“

“And right here,” croaked Nokazu Kana, “Fukada-kun.”

“So you’re really here, Nokazu-sensei. Been a long time since you taught me basic naval strategy, eh…”

“Almost exactly forty years, Fukada-kun. Since that time, you’ve caused quite a bit of commotion. After all, you veered off the plan we made so many years ago.”

“Quite. The populace is fine with a federation.”

“Not all of it is,” said King Yusuke, “but either way, I’m sure that you remember that-“

“We planned the federation as a stepping stone to allow the monarchy to take Shansekia-“ cut in Fukada.

“In one leap, not tiny steps against other city-states.” finished Nokazu. “Yet, you continue to fragment the nation into a bipartisan mess. The planned integration will definitely occur, but you’ve made it much harder.”

“And I’ve been called here to help solve the problem.” smiled Fukada. While speaking, he made a subtle movement for his katana.

“Don’t reach for the katana,” came the voice of Yusuke from behind.

“Fast as always, Yusuke.” muttered Fukada, smiling. He took his hand off the handle of his sword. “What are you going to do, kill me?”

With a creak, Nokazu bent over the table into the spotlight. “You were always quite clever, Fukada-kun. But you could never beat me when we were practicing on a board, could you?” Nokazu reached into the shadows and withdrew a katana, holding it to Fukada’s neck. “Think of it like this: you’re the pawn, not the player.”

Fukada smirked. “You and your stories, Nokazu-senpai.” With a flurry, he ducked under the sword, kicking the chair back behind him into Yusuke while grabbing his katana and withdrawing it. He smacked the lamp with a loud ding, sending it swirling and revealing the four people there.

Nokazu chuckled. “We may both be kenshi, but my skills are far superior. Stay away Yusuke, Kazuka; this is my fight.”

“No need to tell me,” groaned Yusuke, still hurt from the chair shoved into his chest.
With a flash, Fukada charged boldly towards Nokazu. Smirking, Nokazu easily blocked Fukada’s first strike from above at the face. Quickly, he pushed Fukada’s sword out of the way and stabbed Fukada in the chest. Fukada dropped his katana but still managed to stay upright, blood starting to flow out of his mouth. “Still strong for an old man, eh?” With a smirk, he pointed at the tear in his suit. Under it was a plate of armor, dented but unpunctuated.

“Don’t think help’s coming, Fukada-kun. Your bodyguards are being taken care of” Nokazu kicked Fukada’s sword into the air and grabbed it with his free hand, double wielding them. “I know you have something else up your sleeves.”

“Literally, senpai.” grunted Fukada, reaching into his left sleeve and withdrawing a small, golden dagger. On the handle was a red ruby, glowing in the dim light.

Yusuke laughed. “Trying to be ironic? I gave that dagger to you over thirty years ago.”

Before Fukada could answer, Nokazu swiped at his head, cutting a gash across his neck. Fukada fell silently to the ground, as if he was already dead. Nokazu ran up and kneeled next to the body, checking for a pulse. As Yusuke and Kazuka arrived, Fukada seemed to mutter something before falling unconscious. “What did he say, Nokazu?” questioned the king, inspecting the wound.

“Nothing,” murmured Nokazu, taking a body bag from the corner and placing a mockup of Fukada’s dead form into it. Sealing it, he connected a nozzle from a tank of napalm to the bag, and switched the nozzle. “So, what shall we do?”

“Leave it here for the tourists to find.” sighed Yusuke, dragging the real Fukada away. “If only he had listened…”

Shansek – Grief and horror struck Shansek today as the body of President Arnold Fukada was found in a dumpster next to the popular night club Ashito this morning at 8:13. The body, found by the club’s day manager, seemed to have first been flamed mercilessly with napalm, then unceremoniously thrown into the dumpster, breaking several bones. Forensics experts continue to have difficulty identifying which injuries were post-mortem, complicating the investigation.

Citizens were only alerted of the horrible incident during morning rush hour via radio, and several long delays and car accidents resulted. Attempts to interview people usually resulted in either extreme grief or hysterical cheering. However, we managed to get several people who were calm enough to answer.

“It’s tragic that he died.” says one such person. “Yes, I disagreed with some of policies, but killing him is way too far.” More interviews can be found on our website.

Born on July 6, 1952 in Shansek, he was raised next to the Sukake River as one of the many middle-class citizens living there. A polite, smart student, popular among his classmates, he excelled at academics. Joining the Royal Shansek Navy, he participated in several peaceful war games against Coriler and attained the rank of Rear Admiral. Later, he presented the idea of a democratic style of government along with several others at the Second Xoranth Talks, helping the negotiations end in a unified Shansekia.

After joining ICED, he became a PM for the Shansek Prefecture in 1996, and was reelected 1998, during Tamo Kazuka’s presidency. During the 2000 General Elections, Fukada swept the nomination and grabbed the presidency with ease, as with all previous elections with ICED. His bold policies and controversial decisions, including deciding to join the Zukariosphere, dropped his approval rate harshly. He managed to skim the 2004 General Elections

The death of President Arnold Fukada leaves the Shansekian Parliament in control of the government and the Presidential Cabinet dissolved. This will continue until emergency elections will be held in late August; the date is yet to be set.

Fukada does not leave behind a spouse or any children.

Shocking Merger Consolidates Power

MP and party leaders shake over the merger

In a clear shock last night, leaders of the Royalist and ICED parties reached a surprise merger deal. Each party’s members voted near-unanimously to accept the deal, which detailed a complete merger and a compromise that would unite the two parties as simply the “Royalist Party”, and would give full support to King Yusuke IV’s bid for leadership, as well as dropping the democratic system. This comes only few hours after former President Arnold Fukada’s burned remains were found dumped outside a popular nightclub yesterday morning.

The general public has taken the merger by surprise, and controversy has broken out. However, no violence has yet been reported, and many people, especially the youth, are ready for a monarch to once again take over.

“This is happening really fast,” said one 14-year old. “I expected to be 18 before something even close to this ever happened, and now we teens can witness a historical event for ourselves.”

Meanwhile, an emergency parliamentary session was called this morning by the new Royalist majority, to be held after lunch. Many expect a new constitution to be quickly voted in as an amendment, therefore following the current constitution’s regulations on passing new amendments. A unanimous ratification by all prefectures will be required, however, and mad scrambling has already surfaced on the internet by both those who are trying to convince their prefecture’s parliament to ratify and those that wish otherwise.

This is Reporter Ozaki Sakasuzu, reporting live from the scene of the palace where the king is scheduled to make a speech in a few minutes. Let's recap.

At an astonishing speed, Shansekian Parliament quickly passed a new constitution into force during the Emergency Session at 13 o'clock. Presidential approval was not required, as the death of Arnold Fukada had left the parliament in control. Prefecture parliaments assembled within minutes and ratify the constitution with only a few minutes of debate. It seems that little resistance was met, and it seems that those who did not support a Shansekian kingdom have been resigned to there fate.

Ah, there's a PM. [Runs up to PM] "Sir, how do you feel about the new constitution and Yusuke's return?"

"You know, I really wasn't ready for this. The session was called too fast, the constitution voted on too quickly. We should of have time to at least discuss the thing for real. We haven't even had a funeral for Fukada yet!"

"Thank you, sir. As you ca-that's Yusuke coming out!"

[An ominous quiet settles over the area as King Yusuke IV walks out onto the platform.]

"My people, I thank you for taking your time out of your precious dinner to watch this speech. This is a new and glorious time for our nation, as we achieve perfection in government that will allow the perfection of our people's freedom."

"Many years ago, my grandfather was assassinated only a month after having his son, the third Yusuke. He had me, and he died twenty years ago of natural causes. When it came time for Shansekia to reunite, I, the reigning king of Shansekia, could not meet an agreement with my fellows at the Second Xoranth Talks. However, a young Rear Admiral of mine, by the name of Arnold Fukada, came to me."

[The crowd murmurs during the short pause in the speech.]

"He gave me the idea of a democracy, a way of disposing the government and getting what the people want. I agreed, and together we presented the idea. That was when the federation was founded."

"He and I may not have agreed on much, but we were friends then, and I'd like to think of him as one now. I would like to dedicate this time to Fukada."

[A short silence.]

"Now! Let's begin! As voted on by the parliaments of this nation, I am now the leader of this country and able to do as I wish. I will, however, maintain most of the current government systems. The largest changes, however, will be in the appending of the word 'Royal' to many arms of the government, and a large change in foreign policy as well as domestic."

"A culture revolution, which can start soon, will bring us back to our ancestors while maintaining our status. I believe the renaming of several cities back to their proper romaji will only be the beginning."

"Shansekia is the gem, the asian tiger, of Haven. Why don't we bring ourselves to the world? Our new foreign policy will involve actively making friends with the world and coming out of our little turtle shell."

"More details later, I must eat!"

[Cheers ring out as Yusuke walks into his palace]

"Well, there are a lot of questions left from this speech. What is this mysterious 'Culture Revolution' he speaks of. Does he intend to join one of many alliances within Haven, or to create one himself? We don't know, but do you know? Either way, you heard it on TV Shansek!"

"Either way, you heard it on TV...." *click*

Ravenholdt, prime minister of Sultenia turned off the tv, put away the remote and turned his chair to his govermental ministers.

"So, what do you think?" The PM asked to the group.

"What a load of bollocks, this smells coup d’état a long way away if I might say so." The political advisor explained.

"Never mind that, the questions is how do we profit from this? The media does not seem to be censored and for some reason his nations seems happy to go back to old habits. So long his goons don't execute people in masses maybe we could strike some trade deals with him and get a new potential allied, one thing kings have in common is that they love their military and exotic food, guns or spice, either is good as long as money keeps coming in." The economics advisor spoke out, then camly picked up a peanut from the bowl of snacks on the middle of the table.

The politcal advisor looked a little puzzeld from that remark. "I don't really have anything aginst this, I just pointed out that if it is what I think we should keep a seperate eye on him in case we do make trade deals with them, or he might even be a crazy man."
The economics advisor lightley laughed at the remark and took another peanut.

The PM was reading through a very thin file case about this new king.
"This leaves not much to go on gentlemen." He threw the file away and lit up a cigarette, the PM is a heavy smoker like most Sultenians.
"Ok, write a letter to him that we wish a formal audience with his highness, one of our diplomats will visit him, record more information about him and bring forth our interests in trade agreements and diplomatic cooperation, this royal might be a good man and if he is in central power and not a puppet, things might be done faster than usual. Pick the best diplomat, i'd hate to see the headlines if this is done in the wrong manner."

Advisiors nodded their heads in general agreement, they didn't really think this would be such a big deal.

"Inform the IAOFR and ask'em to prepare a letter, when the draft of the formal letter is done we meet agin, discuss it and sign it. Make it a royal like, use many words like "your highness" this and that, let it show we have good intentions but don't make it look like we are weak and submissive. This must be done on equal terms. Thats all gentlemen."

Everyone was in bit of a cheerful mood, this might bring new funds to the coffers and improve Sultenias face outwards. The economics advisor clearly got dollar-eyes just thinking of the possibilities. The PM left the room, still smoking a cigarette, browsing through his papers for his next appointment just thinking about so many good things that had been done in such short time lately, this might be another goldmine for the nation.

[Yusuke]
"Fellow Shansekians, the time has come for the first of changes. I will today issue an Royal Decree, renaming our cities to there proper romanizations. The name 'Shansek', for example, is a mere memory of ancient natives. We will, however, keep the name 'Shansekia'. The name is much simpler to pronounce, and I personally think it's got a nice ring to it."

"We will also be rapidly increasing our military and educational expenditures, allowing us to keep us properly protected and provide more scholarships to the young potentials who cannot afford education. There will be no rise in taxes, however - the budget will be reorganized so that the burden of commerce and trade will be laid on corporations. I'm sure it's not a problem in our continually expanding economy."

"There will be more to come - just be patient with me a few days."

[Yusuke walks back into the palace]

"A relatively short speech, but he has already announced to prominent changes. We'll see how the political experts will take this. This Ozaki Sakasuzu, signing off. Back to you at the stud..."

Recent events has caught the interests of govermental and diplomatic officials of The Emirate of Sultenia. As new goverments emerge, The Emirate and the people of our nation feels that it is imperative to build new trade routes and further diplomatic relations to ensure mutual understanding. The former goverment of your nation had a very closed agenda towards us mainly because at that time our nation was in no position to have any kind of diplomatic relations mainly because of our own "interior problems".

As these problems have been solved our nation now expands the horizons looking for new trading partners and compassionate, competent rulers and representatives to negotiate with.

As The Emirate of Sultenia is short of information regarding your nation and her policies we wish these to be presented to us as we aim to in the near future send one of our representatives to learn more about your country and hopefully bring forth proposals and offers you will find interesting for the benefit of our countries.

I'd like to inquire, however, as to what your nation's foreign trade policy is. Shansekia has never enacted tariffs, and never plans to, so we rarely hold trade talks of any kind.

Govermental Letter

From: Prime Minister Vogel Ravenholdt, Sultenia
To: King Yusuke IV, Shansekia

As your response is a first step to diplomatic communication between our goverments and our nations I myself thought it would be proper to answer your message personally as my diplomatic office (IAOFR) sometimes are too impersonal.

As your majestys nation is currently in a transitional period my goverment, my advisors, me personally and my people think it is important to show our interest as the world change around us. We wish peaceful co-operation between our nations and it is important that my people knows that Sultenia will always act with a peaceful agenda towards new goverments and rulers.

On the topic at hand, my goverment is always interested in gathering knowledge about foreign nations in terms of culture, policys, local history and other political information. Furthermore we wish to open up new trade routes as economy gets stronger with international trade. Your goverment seem to have little interfearance with international trade, corporations and commerce and based upon this we assume Shansekia maintains "free market" as an agenda. A free market is a base of our economy here in Sultenia, however as we are a moralistic, conservative and nationalist society we have an old tradition that we aim to keep in our nation, that is that we always ask of the local goverments permission to enact free trade before we open up the trade routes for the corporations, as a traditional, symbolic act of courtesy, it has been done for ages before our people was unified as one.

Therefore, we want to send one of our representativs to visit your majesty and hopefully you will sign a piece of paper giving our national corperations and markets the rights to export and import goods to and from your nation. We did not have this with your prior goverment, when they were in power, our nation was still in a civil war.
This act is mearly symbolic, more diplomatic issues will of couse be discussed if your majesty or representatives of your majesty has the time.
The visit would be good publicity for us both to show our nations that we are on good terms.

"Sorry for the late transmission, alright, here we go."

"-long days of change. Already, the first stages have been enacted in my reforms. I would now like to announce several more."

"We will begin ramping up production of navy ships, building two more strike groups and more reserve ships, as well as 20 new cutters for the Coast Guard."

"My cabinet and I have begun drawing up plans to prepare for new Shansekian Colonies across Haven. In this, we can expand our influence as well as lower our population cramping."

"And finally, Shansekia is joining the Royal Georgian League."

[Gasps flutter through the crowd]

"Yes, the Royal Georgian League. Shansekia will eventually send a fleet into the general conflict area near Doomingslad, but it will take about a year to get there. By that point, fighting should be over. We have currently been accept as a probationary member by our new allies; Praetonia, Cotland, and Clandonia."

"There troops will also temporarily station in Shansekia over the coming years to help defend our nations, and ours will eventually do the same for them."

"This is a great period of time, my people. Let us rejoice, for Shansekia is now on the world scene!"

[Mixture of cheers and confusion embed the crowd]
