Treaties
In addition to formal diplomatic relations The Commonwealth wishes to establish a foundation for good international relations through the security of international treaties. All treaties submitted on return will be assumed as ratified and binding.

Treaty of Friendship and Understanding signatories recognise the sovereignty, territorial integrity and inalienable right of each state to exist; agree to pursue friendly relations with one another and to seek international mediation in the event of disputes
Treaty of Mutual Non-Aggression signatories disavow the use of armed force, violence and other acts of aggression or sabotage against either state

The Following Are Conditional Upon Prior Ratification of the Treaty of Friendship and Understanding
Treaty of Aid and Development Assistance agreement to provide ongoing provision of appropriate civilian aid and development assistance (donor country; excludes military assistance)
Treaty of Shared Research and Development signatories agree to the option of undertaking civilian research and development projects with the division of costs, resources and possible subsequent benefits to be negotiated on a project-by-project basis
Emissions Trading Treaty signatories agree to implement a standardised greenhouse trading system which will be overseen by the International Emissions Trading Commission which will collect data and provide accreditation for trade partners.
The Commonwealth applies a Currency Tax of 0.01% on all international currency exchanges which will not be condition to negotiation.
An Emissions Tax of (VLO) 0.5/1m3 per unit is applied on all imported goods. Individual companies or businesses located in ETT signatory states will have their emissions offsets recognised. All others will not.
The Commonwealth does not trade with fascist states

As fond as we are of having our capital buzzed with dis-armed military helicopters we do have to draw the line somewhere in the shifting sands of international diplomacy (and the voting public's standard of decency). Our conditions are that not only will your pilot be required to undergo standard testing and license renewal but all aircraft are subject to the scrutiny of the Civil Aviation Authority. These options are indeed tempting. In exchange for the goods you wish from us, we would like 13% each of your surpluses of steel, aluminium, general metals and textiles.

Regarding the partnership terms you propose, they are more than acceptable. Therefore, the Emperor has instructed that the Imperial Bio-Fabrication Corporation be chartered as a Crown Corporation, that facilities conforming to both Biotopian and Imperial environmental laws be established within New Chalcedon, and that the new corporation be granted tax breaks as befits a new industry within the Empire.

As far as the exchange programmes are concerned, the Imperial College of Arts and Sciences (based in Constantinopolis Secundus) is perfectly prepared to send and receive students in several fields. The IC's Political Sciences programmes are extremely well thought of internationally, as are its Economics and Computer Science programmes.

We trust that Ambassador Teriahnia will be able to deal with the arrangements upon arrival.
