Seeing as I don't post a lot, and an issue between two allies of IC Anagonia came up, I suppose I need to resolve it quickly enough before I get too busy again.

IC:

The Tri-Party Conference was established to finally broker a solid peace agreement between two of Anagonia's most valued Allies. That of the Hyperborian Khanate of The Steppe Empire, and the Grand Human Empire of Sephrioth. For many years, complaints from the two parties had entered Federation Offices across the board, but never before had any government entity within the Galactic Federation of Anagonia taken any action. Either because the politicians and military analysts believed that a war couldn't happen or, that if it did, it would end all too quickly for a Neutral like Anagonia to get involved in. That all changed recently when a private communication between the three powers formed an idea to once and for all vanquish any ideas of a Galactic War.

Surprisingly enough, it was the Galactic Senate that decided to take action after hearing about the communications results. Seeing as the Steppe Empire and the Human Empire had been reliable allies for a century or more, it was believed that as an acting Neutral Ally between the dispute that Anagonia would have a far better chance of ensuring a peace agreement than the two parties themselves. The Highest Levels of Government agreed to the conclusion, and the Grand Army of the Republic, with its vast supplies of ships and personnel, was conscripted to act as Border patrol for the two allied nations.

To formally enact and agree upon the treaty, a planet on the edge of Federation space was chosen. The location could have a line traced along it, starting from the Steppe Empire and ending to the Human Empire, a perfect neutral ground for diplomacy. General Octavius representing the Grand Army of the Republic was to be stationed there as the Neutral Diplomat. The Planet in question was named Ravengale, a quiet mining planet resembling that of Sol's Mars. The facility to hold the talks was a Grand Army outposts, stationing a few thousand soldiers and vehicles, with two Acclamator II's to act as defense. For the General's transport, a Venator-Class Heavy Cruiser had been dispatched, adding to the defense of the planet.

The interior of the Outpost was without texture and most recreational pleasures. A Command Center in the center of the complex was visible, the outlying bunker's and buildings housing supplies, sleeping quarters, and whatever few physical activity recreations. A landing pad for small craft or transports was on top of the Command Center, with a stair-well leading down to main corridors and walkways. In the room where the meeting was to be held there would be a round table able to seat eight command individuals with a viewscreen on the side wall acting as situational awareness. A holographic emitter would be in the center of the table, and in the four corners of the room various tall plants added some atmosphere. The walls were metal, plain grayish.

In the room in question sat General Octavius. His race matched that of the Sentient Droids, or Droidekans, whom resembled a B-1 Battle Droid. Experienced in command and control, his abilities lied mainly in defensive measures of planets and solar systems. His diplomatic abilities were a bit short, however he would adapt to the situation at hand. He sat on the opposite side of the round table, facing the viewscreen, awaiting the arrival of the other two representatives.

For going to sign the Treaty, The Hyperborians sent one of The Cimmarian Samurai, The Grand Master Shogun her self, Mia Kiyoshi to Diplomatic meeting. She her self was going on her own Starfighter, a Jalbaiam R-271 Long Range Intercepter, with Hyperdrive.

The Khanate was hopeing for in fact a peaceful end to The Cold War with Sephrioth, and to move on to other things. as Mia headed for the area the Treaty talks were to take place.

The Interceptor was picked up on Outpost sensors long before it neared the vicinity of the base, the orbiting capital ships adding to the warning. The small craft was allowed to pass without question, the Galactic Friendly or Foe tag giving enough proof of identity. Upon landing, other than a few soldiers equipped with Phase II Clone Trooper Armor (http://starwars.wikia.com/wiki/Phase_II_clone_trooper_armor#Variations) standing guard, there was no real formal greeting. A holographic display guided the Grand Master Shogun to the location of the meeting, where upon entering the room General Octavius was standing observing the entrance way as it slid open. Octavius metal skin was burnt orange, presenting a long and adventurous carrier as a soldier in the Grand Army. He gave a small bow of his mechanical elongated head in greeting.

"Shogun Mia Kiyoshi, it is an honor." He motioned to one of the seats at the round table, "Please, sit."

"Thank you, General" Mia said as she sat down. She was dressed in a Kimono, her more non-combat dress for diplomatic Meetings.

The General gave a motion of his hand, and then sat facing the viewscreen on the wall. He had welcomed Mia to sit in the chair to the right so she could easily see the viewscreen. He clasped his metallic hands on the table, not entirely interested in the dresses and wardrobes of his guest, and initiated the holographic projection system at the center of the table. It displayed a map of the Steppe Empire, along with four dots displaying four planets of interest along the borders of the Empire. Described beside it was a list of ships and supplies that were already calculated to be sent should an agreement be formalized.

"Shogun Kiyoshi," Octavius said gazing at the holographic display, "I believe we can discuss your end of the treaty until the representative from the Human Empire arrives." He turned his head towards her, "As you can see, we have interest in building four outposts on four of your border planets with a list of capital ships and troop compliments to be stationed on base and in patrol along your borders." His metallic finger touched the display and brought up the exact numbers. "For your empire, we believe around twenty ships and five thousand personnel would be enough to begin with. We would, with your governments permission, like to position more troops and ships at a later date." He tilted his head, "Do you have any questions?"

"Not that many Questions," Mia said, "even though Khan Ayame will think it is too much for the ships and Troops. I Think I will get to to accept the Treaty once it is signed.

"but one thing I like to know is who will be in charge of The Garisons on the planets?"

"The Garrisons will be controlled by the General's or Colonel's in command," Octavius responded in kind. "Of course your government will have authority to monitor and question the events of the base, and ensure that your Sovereignty is protected without any violations from our forces." He looked at the display, "In essence it will be joint control between your Government and the Grand Army of the Federation."

"That entirely depends on the Human Empire's position." He shrugged, "I firmly believe they will, considering Anagonia and the Human Empire have considerably good relations. However, it will entirely depend on practice of diplomacy present here and if he accepts the amount of military personnel we station in his nation."

Octavius pointed out something with the hologram, "I believe that one condition that he will go for is that neither nations military forces may enter without permission of said nation, and so it will be the Grand Army's job to prevent that breach of treaty." He nodded, "And considering that, I think they will agree."

"Good," Mia said, "what I hope that it doesn't turn into a war because of the boraders." Mia soon turned and looked at The Holomap, "One group that will hope for war will be The Chronosians, from what the Hyperborian SpyNet said, The Chronosians were behind the threat of war."

"I hope you are right." Mia said, still fearing that Chronosia was not going to see the Galactic Federation as a Threat, but something to be removed.

But then again, The Chronosians were busy with Daniel and The Jedi, who were giveing the Chaos Worshipping Chronosians a run for their money.

"Another one I fear is The United Terran Federation, whoes President threated the Hyperborian Race many times."

"I doubt our friends in the United Terran Federation will engage in an act of war against the Galactic Federation of Anagonia," Octavius stated. "They have been peaceful towards us, and we to them. Now, with our own peacekeeping efforts extending beyond our borders, I do believe the UTF will not take interests, seeing as they do not consider the Galactic Federation a threat either." He nodded, "On every end of the spectrum, if a war would break out against your people, Anagonia would surely be able to combat the threat with these bases in place."

He nodded, "On every end of the spectrum, if a war would break out against your people, Anagonia would surely be able to combat the threat with these bases in place."

"Ok," Mia said, "It is well known that The Hyperborian Khanate has been disliked for being Imperialistic because it wants to spread into other areas, since The Hyperborians have a dream for a empire that will be the most powerful in the Galaxy. But the again, there are those that hate one nation for anything."

"I can say that the Grand Army believes that a strong Galactic Federation equals a safe Federation," he shrugged. "As for your concerns, unless you provoke an all-out war than after this treaty you shouldn't be concerned about foreign empires invading you or your interests."

Ravengale - High Orbit - General's Flagship Warhammer

The incoming Human Empire ships were immediately detected, without much response. The Warhammer, despite being of the aging Venator designs, had updates to its weapons systems and hull configurations to make it a formidable opponent. Against fifty ships, however, it wouldn't last a minute even with the two Acclamator's nearby. But the Captain-in-charge merely gazed at the GFF readings and the transmission, placing on hold two more Venator's in a nearby star system should any trouble break out. The transmission played on the bridge.

Forgive my tardiness, The Imperium had a slight insurrection to put down. Permission to bring fifty of my veteran first company with me?

Obviously fifty ships was overkill, and seeing that the Human Empire flaunted its military power with such ease in a diplomatic meeting didn't play well for relations. The Captain was briefed on the military traditions of the Imperium well before General Octavius left the ship, and consequently saw this display as nothing more than an attempt to compensate for something. At least, that was his personal opinion. The Colonel-in-charge expressed concern that they could be Chronosian ships in disguise, but the Captain in question knew better than that.

"Chronosian ships," the Captain responded, "would not request permission, they would take it." He gazed at the Colonel, "More than likely by the point that any transmission was sent, we'd be in some kind of twisted reality where all our innards were fed to us from our ass." He gazed back at the Human Empire ships, "Since were not burning in an eternal hellhole, and seeing as were not dead the second they entered this region, I'd say were safe."

After a short nod, the ships were granted permission, so long as they didn't flaunt their power any further.
