Commander Leo Viteore visits Leistung (ATTN: Leistung)
OOC: I checked Leistung's profile and saw that he's read my warning thread.
IC: Commander Leo Viteore sat in his private jet. A new thought entered his mind. What if they didn't let him in, that would be the worst thing ever. They were approaching the border and were ready to land, they just had to get permission from officials.

A cool summer breeze blew into Chancellor Ringkampf's private office, blowing papers off his desk and shaking him out of his bureaucratic daze. As he got off his chair and bent down to pick up the stack of paper blown off his desk, one caught his eye.
"Hans, come over here a moment," he said, waving over the man at the next desk. "Hans, have you heard of this meeting Viteore is planning to have? LNI (Leistung National Intelligence) sent me a message about it. We really ought to attend, or at least send them a memo."
Hans darted his eyes around nervously. "Ah, sir, the meeting is for us. Lord Viteore is coming here later this afternoon by plane--I was just discussing this with you yesterday..." Brilliant as the Chancellor was, even he occasionally was overwhelmed by the stresses of his job, and the vastness and nastiness of the world he lived in. As Minister of Foreign Affairs, Hans got his own share of the workload, but it was up to the Chancellor alone to deal with the Leistungan people--a people which had deposed more than one leader in the country's history.
He quickly tried to cover up his mistake. "Ah, yes, of course! Lord Viteore! One of our allies in the...ah, 'the war that must not be named,' right?" The war against the United Government was one of the most trying in recent history for everyone in Leistung--most of all for the people--who hadn't quite gotten over how close they had come to inciting a full nuclear holocaust. Most government officials refused to acknowledge that the war even happened, lest they spark old tensions.
"Exactly," he replied. "Lord Viteore would be a valuble ally, as I'm sure Defense Minister Tirpitz would agree." He motioned over to the empty desk in the corner. The Defense Minister was down in Hafenstadt, the port city of the Republic, to oversee the refitting of several Wolf class SSK's, and had been out of the capital for a few days now. "He has long advocated the forming of alliances with foreign powers, especially those we know can be trusted. I'm sure he would agree with me fully that this meeting could be extremely beneficial to our national security."
"Of course," the Chancellor responded. "I'll head down to the airport as soon as we pick up Viteore's plane on radar. We'll give him a true Leistung welcome! Hans--break out the kegs!"
OOC: Sorry I meant that as a warning. I already read the post above.
IC: Leo's plane began to lower as the pilot saw the airport. He was excited to get this done. The Northeast was the most military active of all the 4 city-states.

A Leistungi delegation of twelve men waited eagerly on the tarmac for Commander Viteore's plane's doors to open up into the summer air. Chancellor Ringkampf was there as well as Minister Hans Kirsch and Bundesbeauftragte's (Representatives) Gruber, Blau, Wolff, and Eichmann from Parliament. Also present were six soldiers in ceremonial black and grey dress carrying ancient Kar98's, used entirely for aesthetic purposes. The real security was provided by the four teams of snipers perched on the airport control tower--though it was considered a near impossibility that something would happen that would require their attention.
Commander Viteore would be led immediately back to the Bundestag to begin the negotiations, but the Chancellor requested that Viteore be put in his personal limousine so that he could get some sort of an idea about what sort of man he was.
With a hiss the side door opened up and the Commander stepped down onto the set of mobile stairs (OOC: no clue what they're called) and made his way down. The Chancellor moved to the front of the delegation and shook Viteore's hand warmly.
"Welcome to Leistung, Commander."
"What a pleasure to be here. It's nothing like Rithian, this will be a great experience for me I hope. Where will we be holding the negotiations, hmm?" said Viteore.

"The Bundestag (Parliament) building. There's a conference room there that we use for these exact sorts of things," Ringkampf responded. "Please, Commander, come with me. It's just a short drive to the Bundestag." He motioned towards one of the black Mercedes-Benz sedans parked on the tarmac and began to walk towards it.
One of the soldiers opened the door and the Chancellor stepping inside, waving his had at Viteore to indicate that he should do the same. "So, Commander, what brings you to our fair city this afternoon?"
"Negotiations, if I'm lucky we'll have a mutual protection pact by the end of the day." he said as he stepped into the car.

"Right. So, Commander, why don't you tell me something about yourself? I am woefully uninformed about your position in government, I'm afraid, and I always make a point of knowing my allies," he said as the car began to move forward towards the autobahn leading to the Bundestag.
"Well you see Rithian is divided into 4 city-states, the Northeast, Southeast, Northwest, and Southwest. I am the head of the Northeastern government, so my title is High Lord. I am the second most important being in the Rithic government."

"That's actually a very efficient way to divide up your nation's resources. In Leistung, though, the nation is divided into eight counties, but all are under the control of the federal government in the end" he said. "Anyways, back to business. We'll be arriving in a few minutes, and I'd just like to warn you that our isolationist nature for so many years has made more than a few of our government Representatives wary of foreign treaties."
"The same on our side of the big pond." replied Viteore

The Mercedes ground to a halt in front of a large (yet somehow plain) red sandstone Bundestag building adorned with statuettes of famous Leistungi Chancellors and Ministers. Ringkampf opened up the door and stepped out of the car, his shoes crunching on the stone path leading up to the large black wrought iron gate.
"Welcome to the Bundestag, Lord Viteore--the nerve center for all of Leistung. Shall we go inside, then?" he asked, motioning towards the gates.
Viteore looked around at the building as he got out of the car. "Wow, it's normal yet elegant. Nice balance you have here." He said as he walked in.

"Alright, the conference room is just on your right. Follow me."
The congregation made their way to a red mahogany door with the words: Konferenzsaal [translation: conference hall] emblazoned in the center. The Chancellor knocked twice, and an armed guard swung open the door from the inside, revealing a small room with nothing more than a round table in the middle. He bid the Representatives sit before turning to Viteore.
"It's customary for leaders to sit opposite of each other, so if you'll just take that chair there..." he said, trailing off as he pointed to the chair opposite his own. "...we can get to business."
"Alright, I've seen your military's might, now, the people of Rithian think your too small a nation to be considered a worthy ally, but I know that size isn't always quality." said Viteore his chair making him relaxed. "So, I say we begin negotiations on a MDP, if that is acceptable."

"Yes, that would be acceptable," Ringkampf said, sinking back into his own chair. "What exactly do you have in mind?
"A simple Mutual Defense Pact and possibly a Optional Offense Pact if that's good." said Viteore. He pulled a piece of paper and wrote a Preamble:
Preamble to the Amethyst Pact
Signed in good faith that if either of the parties is drawn into a war of defense, the other party shall be responsible for coming to the aid(if requested) of the opposite party. This treaty is signed in recognition of enhanced diplomatic relations, and acknowledging that the world is in a tough time were anything is possible, and that a document of order can provide a lesser of stress.
He slid it to other side of the table and asked "Is this acceptable?".

IC: "Yes," the Chancellor said. "This indeed is acceptable. However, my administration makes a point of not signing Mutual Offensive Pacts with any one nation unless the pros vastly outweigh the cons. While we consider our two nations allies, we cannot see any reason at this time to move past a Non-aggression and Mutual Defensive Pact."
OOC: Note the words War of Defense that means the nation is defending from an attacker.

OOC: What I was referring to is if I say, "I'm going to attack so-and-so because I'm bored," you don't have to follow me blindly, and vice-versa.

"Well, we should also have maybe a few more articles about non-aggression, espionage, and breaking the treaty." he said. "You know, the basics."

"Seems reasonable," he responded, waving forward his adviser, who handed him a piece of paper with writing on it. "I took the liberty of drawing a little something up before you arrived."
Leistung-Rithian Pact
1) Neither nation shall engage in hostilities against the other.
2) Neither nation shall hold more than a 5% tariff against the other.
3) Nations agree to provide aid in humanitarian disasters or when called upon.
4) Nations shall agree to come to each others aid when called upon and when cause is given.
5) Nations shall agree to ease the process of visa applications and citizenship requests for citizens of the other nation. Dual citizenship shall be an option.
6) If said pact is broken by either party, it shall be cause for either war or heavy economic sanctions, whichever is decided upon by the government of the nation in question.
7) The nations of Leistung and Rithian will henceforth consider themselves allies upon the signing of this pact.
"That seems good." he said. He took the paper and wrote one more line on it. "Now read it."

The Chancellor read over the agreement once again. "Yes, this is acceptable to us," he said, knowing full well that the BND leadership would be after his head over the eighth item. He picked up his pen and signed his name at the bottom of the paper before sliding it to Viteore.
He scribbled his name down.

The Chancellor stood up and shook Viteore's hand warmly. "It's been a pleasure. I trust that you can find your way out, as I have several pressing matters of state to attend to."
"Yes of course, and may our nations have good communications in the future." said Viteore.
