ILE DE L'EVEQUE– Prospectors made a surprising find last week when they struck black gold off the Zinairian coast. The government employees were surveying the newly acquired and uninhabited Ilê de l'Évêque when they discovered telltale signs of oil. A team of geologists were called in to further survey the find. After using a variety specially purposed instruments– not the least of which their brilliant scientific minds– the specialists confirmed that there was indeed a high probability of sizable fossil fuel deposits.

In a rather surprising move, which some attribute to the recent Zinairian trend towards alternative fuels, the drilling rights have been sold to a foreign oil company– Neucom Incorporated of Neo-Erusea. The exact details of the sale are unknown, but drilling is slated to begin within days.

Ilê de l'Évêque, 1000 Hours:
The Land of Tropical Promise, thought Erusean geologist Victor Borakov, looking from outside of a private Neucom yacht carrying the company's geologists and other important person's deployed to Zinaire. Quite a promise... He stood outside of the cabin on the deck of the ship, feeling the cool ocean breeze blow against him. The relentlessly hot sun bore down on his neck and exposed skin, and he realized that the beautiful crystal-clear water was reflecting sunlight at him acting like mirrors used for tanning. "Careful Borakov," said a sailor, "the sun here will cook you a lot faster than in the deserts."
"So I've heard," replied Borakov over the blowing winds on the yacht, "but the sea breeze and the view makes it worth it!"
"You'll be thinking that over after you get burned!" joked the sailor. Both men could see each other chuckling, and Borakov turned around again to look off into the island.

The vessel docked at a small port while larger container ships had already arrived with equipment for locating and drilling the oil. Neucom private TB-9 Dolphins (http://wikistates.outwardhosting.com/wiki/TB-9_Dolphin) flew rounds helping transport passengers to the drilling sites and helping move some equipment, while the rest was to be brought in via Zil trucks. Borakov, Neucom's lead geologist for the find, was brought in using a Dolphin, and brought to the area to look over operations. Neucom engineers prepared to set charges off underground and record seismic waves to find the oil.

"Okay men," said Borakov, "you know what to look for. Fire the charges on my mark." He looked around to see the geologist at their screens. "Okay, Five... Four... Three... Two... One... Mark!"

The charges were detonated, and the seismic waves were recorded by the analysts on their computers. Many geologists made small comments regarding the size of the oil pocket, and the various locations of such sites. But shortly after, an overseeing Neucom official saw on his screen something which he did not believe: An oil deposit, which no one was told about, further north into the Zinairian mainland. The oil field there was very far, and to be picked up it had to be very, very large. That man sent a message back to to the Neucom board of directors for speculation on what path to take.

Farbanti, 1200 Hours: An emergency meeting had been called into order by CEO Jonathon Keryan after being informed of the accidental find into southern Zinaire. The area was mostly uninhabited, and illegally constructing oil drills that were disguised as other buildings to prevent suspicion was not out of the question. "Gentlemen," began Keryan, "I have brought you here today in this emergency meeting, on such short notice to discuss a very important issue about our drilling rights in the Ilê de l'Évêque. Some overseers have reported that testing has shown a very large pocket of oil in the southern portion of Zinaire. The thing is, the Zinairians probably don't know about the deposit, and that area of the country is heavily forested. It is, otherwise speaking, uninhabited. So the question at hand is, should we notify Zinairian officials and end up having to outbid international oil companies for drilling rights to that pocket, or..." Keryan looked around at the directors and grinned, "Do we quietly cut down some of that forest and drill there inconspicuously, without paying their government. It is risky but from what I understand that is a portion of the country that remains left alone, and I believe we can pull off operations there without getting caught."

There was discussion among the other directors, and after a few minutes of deliberation it was decided that the monumental amount of money that could be earned and saved from drilling there illegally is worth taking the risk. The message was sent to Neucom personnel in the Ilê de l'Évêque to continue operations there as planned, and help move equipment onto the Zinairian mainland.

The next day, several bulldozers brought in to help construction in the island were on the southern coast of Zinaire, destroying forest, and other construction workers were preparing to construct oil pumps to get the black gold flowing...

Jungles of South Zinaire, Near District 3 (SE) A/AF Base

"This is Sierra-1," Whispered a soldier into his radio as he crouched behind a fallen tree, "I've spotted something up ahead, moving in."

As the soldier poked his head above the log and looked around, there was the sudden sound of shots and his helmet was spattered with red.

"Damn it." He muttered, as he lay down to play dead for ten minutes, wiping the red paint off his helmet.

A couple dozen meters away, two soldiers crouched in the brush gave each other high fives.

"This is Indiana-4, we've taken out a tango. Preparing to move on blue base."

With plenty of time before he came back to life, the two red soldiers ran over to the fallen blue and searched through his things, finally just taking his three helical magazines of AVIR ammo, including the one currently on his gun.

The reds then moved forward, pushing through the underbrush.

"There's a clearing up ahead, we're coming up on blue base. Other units in position?"

"Affirmative." Came the garbled reply from the radio.

"Alright, all units, move in."

Almost half a kilometer away, the other units of red team got a nasty surprise as, without a critical component of their assault, the defenders of the blue base made short work of them.

"Where the hell are they?!" Shouted one of the attacking soldiers. "They said they were in position!"

However, Indiana-4 and his fellow soldier just got a much larger surprise.

"This is Indiana-4 and I'm not sure what we just found, but it sure as hell isn't blue base."

District 3 (SE) A/AF Base, 3 Hours Later

"I'm not sure what it was." Explained Private Al Norman, AKA Sierra-4, "There were some guys and a bunch of heavy equipment."

"Heavy weapons?" Asked the Major he was telling the story to.

"No, construction equipment. Looked like they were building something."

"Did they look Zinairian?"

"I dunno, it was hard to tell. Most were really pale, didn't look like they got much sun. Not like around here."

"And you're sure they didn't see you?"

"Yeah. They were all turned the other way."

"Okay, thank you. We'll get some satellite images and we'll fly a Global Hawk over there."

Jungle:
Neucom construction crews and geologists were busy clearing the forest and preparing to construct oil pumps to steal the oil from southern Zinaire. Their operation was planned to be careful, large camouflage nets were delivered to the Neucom workers to hide their vehicles, and they would create the pumps in the forest clearing a minimal amount of trees in order to hide their operation.

"This doesn't exactly seem like a smart idea," said Victor Borakov to one of his colleagues. He looked around in the forest, which was helping cover the noises of the machinery with calls of animals and the constant chirping of insects.

"Well Victor, we're stuck here plus we're being paid extra to keep this operation hush hush. No need fret my friend, this kinda thing probably happens all the time." replied his friend.

"Yes well, I wonder how long this can go on without us being spotted..."

The location was busy with workers, and Neucom had people working as lookouts to keep outsiders from finding the base. They had not come into contact with the Zinairian training units, however, and were not equipped to locate high flying aircraft such as the Global Hawk, which would spell an early end to the drilling...

District 3 (SE) A/AF Base

"There's definitely something going on down there." Said the Major, watching the feed from the Global Hawk. "Looks like they're trying to hide it too. We're going to get a hold of the ZNPD, they'll know if anyone is supposed to be down there and they'll handle it if they're not. Someone get me the Domestic Authority on the phone too."

Lower-ranking troops scrambled to get the agencies on the phone.

ZNPD HQ, Blair, 20 Minutes Later

"The DA doesn't have any record of authorizing activity there either." Said Terrance Dunn, the director of national polce, "It's obviously criminal. I want someone to get ahold of the Coast Guard and have them block off the coast near there. Then, we're going to send all backup units and whatever Tiamona can spare to the D3 base and then they're going to hitch a ride with the army to that clearing."

Once again, there was a flurry of motion as lower-ranked personnel hurried off to do their superior's will.

Zinaire Southern Coast:

Two Neucom TB-9 helicopters were flying patrols down the coastline, keeping an eye out for anything that could reveal their operation. They had the radars on, keeping an eye out for ships and other aircraft. The aircraft had Erusean civilian aviation markings, and a large Neucom N-logo on the fuselage. Three more helicopters remained at the Ilê de l'Évêque, on station and occasionally flying supplies to the workers on the mainland. On the ground, the workers were completely unaware that their operation had been comprised.

That Base

Over the course of several hours, ZNPD agents trickled into the base. The ones from Blair in the north arrived mainly by cargo helicopter while the ones from nearby Tiamona drove. In total, 108 national agents arrived at the base. Most were reserve units stationed at ZNPD headquarters in Blair, but some were assigned to the city of Tiamona. Of the nearly 110 men and women, thirty were SWAT while the other eighty or so were in six-man special response teams (SRTs). (OOC: you may have already, but you can read more about ZNPD structure and equipment on their WS page (http://wikistates.outwardhosting.com/wiki/Zinairian_National_Police_Department)).

The agent in charge, National Agent Megan Field (OOC: OMG a girl in charge of a police operation!) met briefly with the army Major that had first been briefed on the trespassers.

"We're operating under the assumption that they're loggers, or possibly miners. That would explain the heavy equipment your troops saw." Said the agent.

"What if they're something worse? Gun runners or drug smugglers or terrorists?" Asked the Major.

"I doubt it. That simply wouldn't explain the heavy equipment. And of course, we'll have plenty of agents and more firepower than usual."

"This isn't going to turn into a media circus is it? The army would really rather not get involved in something like that. I can just see the headlines "ZNPD Massacres Campers in Army Helicopter."

"Those aren't campers. And anyway, we have a warrant." NA Field removed the warrant from a pocket in her tactical jumpsuit (OOC: it sounds a lot cooler than "black unitard") and showed it to the Major. "If things go south, we were just doing our job."

Convinced that the conversation was over, the commander got up and left the room to tend to her agents.

The agents were loaded into helicopters and vehicles. Each SWAT team would travel in a ACI-39 Bellicus helicopter gunship/transport. Four AH-72F Viper attack helicopters would be on standby in case they were needed. The thirteen SRTs would travel in VLT M6Bs– one apiece.

Jungle, Near the Clearing

The M6s had been creeping up on the clearing for several minutes, trying to get close without making much noise. They formed a circle around the drilling operation with the weakest spots on the eastern, shore-facing side. Coast Guard boats and helicopters were standing by to intercept anyone that slipped through. Now, they just had to wait for air support and hope they weren't discovered.

Drilling Site:

Neucom pilot Pasha Stormonik walked on a trail to his helicopter in the landing area. His copilot sat in the left seat, having already started the helicopter. "Hello there Pasha!" exclaimed the copilot inside of the TB-9.

"Hey there Petrovic!" replied Pasha loudly, "time to get out of this damn jungle!" He smiled, and opened the door to his seat in the helicopter. Inside it felt five to ten degrees cooler to the pilot, who had been outside in the hot and humid rain forest. He looked around him, and the clearing was free of anything that should have been moved before he took off. He eased up on the throttle and felt his machine lifting up into the sky. Moving over the forest, he began to rotate left to face the shore.

"Pasha, is that a helicopter?" asked the surprised copilot.

"What? Where?" responded Stormonik anxiously. He looked down at his radar, and there indeed was another helicopter towards his 2 o'clock.

"Dammit," swore the pilot under his breath, noticing two Coast Guard boats and other helicopters, immediately contacting the main base on the other island.

"Control, this is Stormonik, I have reason to believe our operations have been compromised. I repeat, I believe our operations have been compromised!"

On the island, the radio operators rushed frantically to analyze the situation. Neucom personnel managing the operation were brought into the room to make on the spot decisions and report to the Board.

"Call in some transport planes," ordered the director of the operation, "Just in case anything goes wrong we should begin evacuation to avoid arrest."

The seriousness of the director's statement made the situation into a much more frantic one. Employees on the island became afraid of what would happen, and getting arrested in a foreign country most have never heard of before. Neucom operated Antonov An-72 Coaler aircraft took off heading towards the island to land at a small improvised runway, to evacuate personnel working there, hopefully in time before a Zinairian police raid in retaliation for illegal drilling on the mainland... All six of the TB-9 helicopters present began take off procedures, the to be used in evacuation and the rest to be flown to a cargo ship in international waters for safety.

Back in Zinaire, radio personnel were panicking on what to do and waiting for their helicopters to arrive, while many others were blissfully unaware of what was going on.

Above the Jungle

"This is Alpha Romeo-1, we have spotted a tango on radar. They are heading for the coast, so we have notified the Coast Guard. We should be arriving at the site momentarily."

"Roger that, we'll hold our positions until then." Said NA Field on the ground.

Two Coast Guard AH-96C helicopter gunships, receiving the page from the ZNPD craft, moved in on the Neucom chopper. One of the gunships radioed the foreign helicopter.

"This is the Zinairian Coast Guard, by order of the Judicial Authority, you may not proceed farther. We will escort you to a landing area and any resistance will be met with force."

The ZCG helicopters fell in with the Neo-Erusean one, menacing the craft with their loaded missile mounts.

In the Jungle

The M6s were stopped, still waiting for air support. Suddenly, NA Field turned to the agent next to her.

"I just had a horrible thought."

"What?"

"You know that drilling company that moved in off-shore? What if it's not a coincidence that we noticed these guys two days later?"

"And that would explain the equipment."

"That's got to be it."

NA Field picked up her radio and called Alpha Romeo-1.

"Field here. I think these guys may be involved with the drillers on the island. Get the Coast Guard out to that island now and have the Vipers circle over this site and the island."

"Roger that. There's one Lancer out there already, but we'll have them send some more down."

"Okay, all units, move in!"

The M6s engines started and all thirteen rushed into the clearing. Using the armored doors as cover, agents began to load out.

"This is the Zinairian National Police!" Called NA Field over a bullhorn, "Everyone put your hands on your head!"

TB-9 Dolphin:

Stormonik was busy staring at his radar, then looking to his sides where gunship helicopters closed in on his bird. He could make our the machine gun in its nose and its rocket pods. Neither a good sight. Then, he was contacted on the radio. Hesitating, Stormonik slowly thought his words out.

"Affirmative," he began, "We will comply. Please do not shoot."

He pulled back on his stick and brought his helicopter to a hover, turning it to face the Zinairian Coast Guard gunships.

Ilê de l'Évêque:

The most important Neucom personnel were waiting by the makeshift runway, watching the AN-72 Coaler touch down and quickly slow to a halt. Immediately they were driven into the plane, and once loaded up the plane yawed to the left and readied for take off. Slowly, the large cargo aircraft began rolling down the runway, while the pilots, noticing incoming vessels and aerial vehicles approaching on radar, proceeded to move faster and take drastic measures to escape.

Other personnel on the island pondered their options, Neucom security personnel were lightly armed and would not stand a chance even for a minute or two against the Zinairian police forces and their helicopters.

Drilling Site:

Look out workers noticed Zinairian police approaching, and panic truly broke out in an every man for yourself fashion as workers were scrambling to run and hide. As orders were being barked at them through the bullhorn, a good portion of workers complied and got on their knees with their hands behind their heads. Others farther away turned and ran hoping to escape.

Farbanti:

"What the fuck is happening here?" yelled out the Neucom CEO Jonathon Keryan, enraged by the news brought to him. The entire Board of Directors looked at him in disapproval, and he knew all well he was to blame for sending his employees illegally into a foreign country, and even more for expecting to get away with it.

"Well, sir, I would say I told you so... But right now I cannot think that is appropriate," said the Chief Financial Officer.

"You know what? Stow it!" snapped Keryan, "I want you guys to contact Farbanti. Tell the government boys all about it, maybe there is something they can do...."

Above the Jungle

"Copy that, we will not fire unless you try anything. We will now take positions on either side of you and lead you to the landing site."

The Coast Guard helicopters took up positions on either side of the TB-9. They flew a short way to a flat section of beach where the helicopters could land. Two costal patrol ships floated off shore. The first AH-96C touched down

"Land next to that helicopter, kill the rotor and come out with your hands on your head." Instructed the second helicopter.

Ilê de l'Évêque

OOC: That plane got there awful fast, didn't it?

The single Coast Guard patrol ship was still waiting for backup when the plane took off. It scrambled its single gunship, knowing that it would be of little use. Next, it radioed the ZNPD.

"One large plane has taken off from the authorized drilling operation. We have scrambled a helicopter, but we doubt it will do much good. Should we request that the air force or naval air pursues?"

"No." Said the agent on the other side, "These are criminals, not enemies. I don't want to start shooting down non-combatants over international waters. Let them go, we'll catch up with them back home."

"Affirmative."

Meanwhile, the gunship was paging the plane.

"This is the Zinairian Coast Guard, by order of the Judicial Authority, you are not permitted to pass. Turn around and land immediately or face forcible intervention."

As the plane took off, the Vipers were just arriving. They circled above the remaining personnel, making it clear that anyone who tried to escape wouldn't get far.

"Alpha Sierra 3 and 4 in place. Awaiting ground personnel to transport suspects."

"Roger that, they'll be there soon."

One of the gunship/transports carrying a SWAT team was being diverted and would arrive at the island soon.

Drilling Site

The agents on the weak, shore-facing side of the ring noticed drillers running towards them. As one man approached, an agent thrust his G36C at him, using the side of the rifle as a blunt instrument. Other agents did the same, although some drillers escaped the clearing, heading towards the coast.

"Coast Guard, this is the ZNPD, we have some suspects headed your way on foot. They appear to be unarmed."

The agents that didn't have to deal with runners made their way slowly through the clearing. Whenever they came across a surrendered driller, they patted him or her down and placed them in PlastiCuffs to be transported once the area was clear.

OOC: Ah forgive me for misinterpreting the time scale... Moving on?

IC: TB-9 Dolphin:

Stormonik swore under his breath again, almost being in a state of denial of the course of events that have befallen him. He pushed his stick down moving his helicopter forward through the air alongside the Viper gunships. As one of them touched down, he circled his helicopter around for a suitable area and landed it. He shut down his bird, and slowly exited with his hands behind his head, his copilot following suite. Stormonik got on his knees, staring down at the sand below him.

Ilê de l'Évêque:

The An-72 pilots listening in on the commands coming to them from the Zinairian authorities, with a Neucom manager standing behind them.

"Don't listen to them," ordered the man, "just keep on flying, full throttle and climb as fast as you can."

"Yessir!" replied the pilot. Ignoring the Coast Guard's demands, the pilot pushed his throttle forward and raised his flaps and landing gear. Then, pulling back on the yoke, the plane's nose pitched up and it began to climb. Other Neucom aircraft heading towards the island aborted the flight and turned back home for safety.

On the ground, workers panicked and stood still, like helpless animals waiting to be slaughtered, staring upwards at Zinairian attack helicopters encircling their position. One man decided to run, and picked a direction and took off as fast as his legs could carry him. Stumbling in the sand, he fixed his balance and ran to hide somewhere, hopefully being able to avoid arrest.

Drilling Site:

Workers were caught completely unprepared for the police. Those already arrested stayed their on their knees, handcuffed and immobilized. Others that ran tried to escape but would come to no avail.

One Neucom worker, a female geologist, was running when she was met with a surprising rifle to the face. She was instantly knocked down by the agent, her nose bloodied and unconscious on the forest floor. Others were dealt a similar fate, and a few managed to escape running away. Once they reached the shore, however, they could only turn back and look into the forest.

"Now what?" asked a worker.

"I don't know," replied another.

"Shit, there's Coast Guard boats in the water," explained another worker. The escapees looked around, out of options, trapped against the water's edge...

Beach

OOC: Technically, these are the gunship variant of the Jaguar helicopter. The Vipers are doing something else.

As the men exited the Dolphin, the three-man crew of the first helicopter jumped out, wielding their HK USPs.

Two men searched the Dolphin's crew while another stood by, his weapon raised. Finally, the two searchers PlastiCuffed the Neo-Eruseans.

"This is the Coast Guard, we've got two prisoners in need of transport on the beach."

Ilê

The helicopter's gunner snarled and fired some rounds from the .50 gatling gun into one of the plane's large engines.

"What'd you do that for?" Asked the pilot.

"They're criminals, they can't just get away."

"But we're not supposed to kill them. Just don't do anything else stupid."

As the man ran, one of the Vipers was tempted to unload its 30mm autocannon into the man. However, realizing that the man had nowhere to run on the small, rocky island, it simply took off after him, leaving only one gunship to watch the others. However, a couple of minutes later, a Bellicus appeared and quickly landed on the flattest ground it could find. The SWAT team dismounted, wielding a variety of weapons.

"National police! Everyone, hands on your head!"

Drilling Site

"Two units! Head towards the beach in pursuit is escapees!" Yelled NA Field.

While two M6s speed out of the clearing, the others loading prisoners into M6s. Each had a capacity of four in addition to the SRT it transported.

NA Field got on her radio again, this time to the army base.

"We have some injured suspects. Can we get three M6 medical units out here?"

"Roger that, on their way."

The police cuffed the six injured suspects, awaiting the military ambulances.

Another Beach

The Coast Guard ships noticed the suspects emerge from the jungle. There was a splash as one ship's RHIB went overboard and was loaded with a landing team. As the boat approached the shore, the crew of the other ship trained their guns on the escapees.

Beach:

Stormonik and his copilot were on their knees and under arrest by the Zinairian helicopter crews. Stormonik looked up towards his helicopter, resenting the fact that he had to be taken down this way.

Ilê de l'Évêque:

The An-72 pilots were steadily gaining altitude, and sure that their escape would be successful. However, as the plane continued to lift up into the sky, it was hit by Zinairian 12.7mm rounds in the right engine. The bullets pierced through the thin metal skin of the aircraft, and tearing up the delicate turbofan inside. Alsmot instantly the engine began to trail smoke, and the pilots felt the loss of power and were being overwhelmed by an overture of alarms.

"Jesus we took a hit!" cried out the pilot.

"What!?!" yelled the Neucom manager on board, "How can this have happened, how bad is the extent of the damage?"

"We've lost engine 2," said the copilot, "we're loosing power and the hydraulic system has taken quite a hit."

"The right wing's fuel tank has been ruptured," said the pilot, "We will not make it to Erusea, and at the rate we are loosing fuel I doubt we can cover even 100 kilometers. We have to turn back."

"What? No, that's insane, we'll be arrested! Continue the flight!" barked the Neucom manager.

Enraged, the pilot unveiled a handgun from a compartment in his aircraft. He aimed it at the Neucom manager and said, "This is my airplane! Sit down sir! As pilot in command it is my duty to ensure the safety of this aircraft!"

Reluctantly the Neucom manager left the cabin and took a seat in the back. The pilots tried to maneuver the aircraft to land back on the island.

"This is Neucom Air Flight 202," began the pilot on the radio, "Our aircraft has been damaged and we need to commence an emergency landing!"

The pilot, without waiting for any clearance, tried to bring his plane to the runway. On the ground, personnel stared as the large cargo plane trailed smoke towards landing. And then the unimaginable happened: The right engine's turbofan became caught on a bullet. The moving parts stopped, and the tension buildup caused the blades in the fan to shatter, sending shrapnel through the right wing. Shrapnel caused sparks in the wing's fuel tank, causing a fireball to envelope and consume the aircraft five hundred feet in the air. Heavy, burning parts of the An-72 Coaler rained down below harmlessly into the ocean, leaving no survivors.

Once more panic and disbelief befell the arrested Neucom personnel on the ground, who were all now beginning to question their own fates.

As the radio transmission came through, the coast guard pilot smiled at his gunner.

"Maybe you did alright, kid. If they all land safe–"

At that point, the plane erupted into a ball of fire and crashed into the ocean.

On the ground, the agents were just as horrified.

"Oh shit, that's not good." Muttered the SWAT grenadier.

The SWAT commander hurriedly picked up his radio, "This is Dunley on the island, we have a situation. A plane carrying escaping suspects just blew up, everyone's dead."

"If you're dead–" Came the voice on the radio.

"No, you retard! Everyone on the plane!"

"Oh, oh, copy that."

"And can we get a transport heli out here? I have prisoners coming out my wazoo."

"It's on its way."

Mainland Beach

As the ZCG RHIB approached the shore, the landing team, armed with HK416s, jumped out.

"Get on the ground! Hands behind your head!"

At that moment, the two M6s came out of the woods, the agents onboard jumping out and yelling more or less the same thing.

Premier Marshal David Mondol had declared an emergency meeting with his cabinet and high ranking military officials. They had received word from Neucom's board of directors of the incident occurring in Zinaire. The military government was not pleased at all of the news from the location, with Erusean nationals being arrested in another country.

"Sir," began a military officer, "the Air Force has... Directed a satellite over the Neucom island of Zinaire, and well..."

"Well what?" snapped the Premier, interrupting the Air Force officer's pause, "there appears to have been an explosion over the ocean nearby. An airplane sir, destroyed. From my opinion its remains look quite like an aircraft in our inventory, and used by Neucom Air; the Antonov An-72 Coaler. It is suspected that the plane may have been shot down by Zinairian forces. It is strange though, the plane looks as if it was heading towards the island."

"Never mind the details," remarked the Premier, "people were on this plane. And they are dead. And still others are under arrest in Zinaire, that is unacceptable!"

The dictator's national pride was showing, and the thought of this news getting out publicly made his skin crawl. It was an insult to Neo-Erusea.

Beach:

It didn't take much to stop the six escapees that had run out of the forest, when they were met with armed police units they raised their hands up in the air, motioning their surrender.

Soon, a military CH-105E appeared above the island and gently touched down. The agents put the cuffed prisoners into the cargo helicopter then, leaving four behind, they piled back into the Bellicus to track the escaped man.

Drilling Site

The three military ambulances came through the the underbrush into the clearing. The agents quickly helped to load the six injured prisoners into the ambulances. One agent hopped into each and the ambulances left, heading back to the base.

"Let's do a final sweep then we'll go back too!" Shouted NA Field.

As you probably know, Zinairian National Police, with assistance from the Coast Guard, recently arrested xx (OOC: How many was it, anyway?) Neucom employees drilling for oil in Zinaire. While Neucom did have the rights to drill on a small island off the Zinairian coast, many of those arrested were drilling on government property on the southern side of the mainland. This operation was not licensed and the Zinairian government had no knowledge of this second operation unit military personnel stumbled upon it.

Police eventually raided this secondary drilling operation and, realizing the connection to the legitimate operations off-shore, a second team was sent to take Neucom personnel on the Ilê de l'Évêque into custody.

In all likelihood, you have probably received reports of an extremely unfortunate accident involving a plane filled with escaping Neucom employees. Agents on the scene describe the plane as bursting into flames very soon after it declared that it would be returning to the island for an emergency landing. An investigation of that incident is still underway. Besides those aboard the plane, no one was killed in either of the police operations.

Most of those arrested face charges of trespassing on government property or conspiracy to trespass on government property, drilling without a permit or conspiracy to drill without a permit, and, in some cases, resisting arrest. If found guilty, all personnel will likely be out of prison within fifteen years if not sooner.

Our government expresses its concern over the actions of the Neucom corporation's illegal actions in foreign territory. We apologize for any inconveniences caused by Neucom personnnel in the Zinairian mainland.

However our Premier has requested that all Erusean nationals arrested in the raid be extradited immediately, all other's workers our no longer of our concern. He has expressed a great interest in learning what was the cause of the loss of the Erusean aircraft over Zinairian waters and wishes to deploy personnel of Forensics and Investigations to assist investigations of the aircraft. Hopefully their knowledge of these aircraft wlil prove invaluable to the effort.

"They want access to our 'investigation' of Neucom," reported the Foreign Minister. The room of government officials was quiet, everyone waited in silence expecting a decision to be made by the Premier.

"Do not reply to them anymore, Grisal," ordered Mondol, "I want MIR to find out where the prisoners are being held, I want them to find Zinaire's most important ports and docks, and I want them to find the headquarters of their National Police Department."

"Yes sir? What do we need this information for, sir?" asked the National Safety Minister.

"I want Spatsnaz forces to raid all of these locations. I want our citizens rescued, and I want to teach those Zinairians a lesson they will never forget."

"Yes sir," replied the National Safety Minister.

Various Military Bases

Erusean spetsnaz commandos were prepped, being briefed on their soon to be coming missions. MIR would be researching to locations facilities they would raid, and perhaps conducting espionage against them. All of this truely didn't matter in their training, like tools their purpose was simply to lead the attacks on their targets.

It is most unfortunate that you think that. Considering the circumstances, the prisoners will remain in Zinairian custody until the end of their sentence at which time they will be free to find their own way home. Because they were foreigners, the prisoners were being held in one of just three prisons rather than being sold as cheap labor. The ZNPD was wary, so they had been sent to the most secure: Blair Max.

Blair Max was where the very worst of the violent Zinairian criminals were kept and sat up against a mountain. The cells for high risk prisoners as well as some critical facilities were actually inside the mountain. Prisoners were kept clean and fed, but they were permitted no visitors and they were never permitted to go outside. The prison also produced all its own power and had backup systems coming out the wazoo. Any loses of power or suspicious activity triggered blast doors at all entrances and exits. The outside of the facility was lit up light day 24/7 and from Blair the prison looked like a giant star fallen to earth. The heavily armed guards had orders to shoot to kill anything or anyone approaching the prison.

The military sector of the port at Comberth Harbor became increasingly active, full of movement and livery as the Erusean special forces were preparing an assault against the Republic of Zinaire, which had just finished raiding and arresting Erusean nationals drilling in the country. Spetsnaz, the Russian word by which these special forces were referred to, were the highly trained and potent commandos of the Erusean Republican Guard. The soldiers were all getting ready, most assembling their ShV-17 (http://wikistates.outwardhosting.com/wiki/ShV-17) bull-pup assault rifles, the Erusean gun meant to replace the AK series but used mainly by Erusea's fighting elite. The soldiers prepared their armor vests and equipment, ranging from flash bangs and fragmentation grenades, to more powerful C4 and explosives, to grappling hooks and their combat knives.

"Alright men, listen here!" called out a commanding officer, "you will all be participating in numerous operations inside the Zinairian mainland. This is a very foreign nation we will be dealing with, with a very professional yet undermanned military and police force, which we must take advantage of. You remember your training!"

"Yes sir!" was the unanimous reply. The commandos had ski masks and wore their green STSh-81 helmets, and holding a variety of weapons other than the ShV-17 assault rifle. The group was armed with PKM machine guns, Dragunov SVD sniper rifles, M93 Black Arrow anti-material sniper rifles, RPG-7's and RPG-29's varieties of handheld surface-to-air missiles (mostly the 9K38 Igla 'SA-18' missile), Saiga-12 shotguns, AK-74U and other submachine guns, and various handguns. The men would deploy to cargo ships for their main form of transport, but some would be transported on smaller vessels. Erusean paratroopers were being prepped as well to fly to Zinaire and drop onto their targets...

Port of Zinaire, Zinaire City

The largest port in the country was flush with activity. Large cargo ships unloaded their cargo under the watchful eye of the Bureau of Immigrations and Customs. Port Police along the docks and past shipping containers, mainly on the lookout for thieves trying to make off with imports.

About a kilometer out, several Coast Guard ships sat anchored, their crews maintaing a lazy vigilance over the port.

Port of Zinnia Cove, Zinnia Cove

In contrast to the hustle and bustle of Zinaire City, Zinnia Cove was relatively quiet. Container ships were outnumbered by cruise ships and ferries as tourists poured into the popular vacation destination. The few Port Police served mainly to direct lost tourists and discourage pickpockets.

Again, there was a Coast Guard presence, prepared to guide wayward ships or fight off the rare pirate attack against a cruise liner.

Port of Belle-Côte, Belle-Côte

Striking a balance between Zinaire City and Zinnia Cove, Belle-Côte received fairly equal amounts of cargo and tourists. Here, where pirate attacks were most common, the Coast Guard was joined by ships from the nearby District 4 Naval Base.

Off the Zinairian coast:

Erusean spetsnaz fighters were in their cargo transport ships, having taken the long trip to Zinaire somewhat seriously but not been on full alert for anything. The atmosphere was one for preparation but at the same time leisurely, as the Erusean men stood around and lounged in the ship. Most had their armor on but did not wear their heavy helmets, and were certainly not wearing their masks.

"Vnimaniye!" called out an officer, who took a step on top of a vehicle to get the troops attention, "U vas odin chas do razvyert'vaniya, poetomu puigotovit'sya!" (You have one hour until deployment, get ready)

The men all reported back to their quarters, making sure that their equipment is accounted for. The time for the attack was nearing...

Zinaire City, Zinaire
0600 Hours:

Sotnik Ivan Reznov was inside of one of the cargo ships, flying under the flag of a small random nation in some unknown land, which slowly sailed into port. The "captain" of the ship remained quite as a MIR officer trained his voice as to not give away themselves when talking over the radio. The men inside the ship were all ready for their mission, to raise havoc, take some Zinairian hostages, kill as many of the dogs as they can, and get the hell out. Supposedly an Erusean fleet would pick them up somewhere in international waters, to make sure they would be hunted down during their escape.

Spetsnaz commandos entered the ship's containers and prepared for their assault. Gently one group was lifted up to be put on the ground in the port. As the container would open they would come out guns blazing, while the rest leave the ship and commence the operation.

OOC: For the sake of simplicity let's do the three theaters of the operation one at a time, ya?

A young BIC officer stood by as the containers were weighed. As each weight appeared on the large scale, he checked it against the weight listed on the manifest. With each container, his brow furrowed more and more. By the time the last container had been off-loaded, he was in a right state.

The officer turned to the longshoremen working with the containers, "Keep all of these tightly closed until you hear otherwise directly from the Bureau."

He then unclipped his radio from his collar and spoke into it, "This is Stevens on Pier 19, we've got a ship from some country I've never heard of that's supposedly carrying automobile components, but none of the weights on the manifest match up. Can you send someone out here?"

Several minutes later, a white SUV with the BIC logo stenciled on the side pulled up. Two BIC officers jumped out and approached the junior officer.

"This the ship?" One asked, indicating the Neo-Erusean ship.

"Yeah, that's it." Said Stevens.

The other two officers nodded and headed up the gangway to the ship. They approached the bridge and knocked at the door.

"Bureau of Immigration and Customs!"

The captain of the ship and the commanding MIR officer noted the Zinairian customs officials boarding their ship via the cameras. They did nothing but wait until the men presented themselves. It was only then until they announced their police-like intentions which they became a concern, a problem to be dealt with. The ship's captain pressed a small red button, and turned around to the door. He refused to open it, instead in another room four armored men with ShV-17 assault rifles and two with PP-90M1 submachine guns received the alert and had access to several cameras of some hallways and rooms.

"Eto nye moxyet bi'ti xoroshim... Ve'ytey!" (This can't be good... Move) ordered the leader of the squad.

He opened the door to his room, and the men quickly made their way to to bridge. The men with the PP-90M1 submachine guns equipped them with suppressors, and upon turning into the bridge they without warning unleashed a few bursts of silenced gunfire at the BCI agents at close range. Meanwhile, the MIR officer in the bridge sent out an encrypted message which would be interpreted by the commandos to breach the cargo doors.

Inside one container holding the Spetsnaz Sotnik Ivan Reznov, he and his squad waited ready for the Zinairians to open the container door for inspection. However, it never came.

"Eto nye rabotayet, to pochyemu eto nye otkr'vaniya dvyerey?" (This can't be working right, why isn't the door opening?) stated the squad leader, wondering what was going on. However, he received the command to move on to plan B.

"Vremya na plan vtoroy!" (Time for the second plan) commanded Reznov, placing a small charge inside the container door. It made a small bang and bright orange flash, destroying the lock of the container, and then the container door was kicked open, to men coming out fully armed to the teeth. This happened similarly to the other eight containers removed from the ship, and other men waiting inside the vessel waited for their part of the operation.

The two BIC officers were killed instantly as the bullets ripped through their uniforms and thin bulletproof vests.

Stevens heard the suppressed fire and looked up to see what it was just as the container doors burst open. Luckily, he was standing out of the way of the doors and had time to scream into his radio:

"Terrorist activity at Pier 19! Heavily armed terrorists have come off the [ship name]!"

Domestic Authority Command, Port of Zinaire

The command room that controlled both the Coast Guard and the BIC at the Port of Zinaire sprang into activity after the distress call came in.

"Get the ZNPD rolling now!" Screamed the officer in charge, "Have the Coast Guard surround that ship and prepare to board at our call! Get Port Security Teams rolling to Pier 19!"

There was a flurry of activity as staffers carried out the orders.

"ZNPD SWAT is rolling!" Shouted a staffer, "ETA is ten minutes! Choppers will be here in five!"

"All six Port Security Teams will be there in three!" Shouted another.

Coast Guard Garrison, Port of Zinaire

Four coast guard cutters sped out of their docks at full speed. On the shoreside part of the garrison, six MOWAG Eagle IVs sped out of the garage, their sirens blaring. Inside each vehicle was a five-man Coast Guard Port Security Team. The teams were fully armored and armed with HK 416 rifles.

Zinaire City ZNPD Field Office

It was organized chaos as a substantial portion of the Zinaire City field office mobilized. Six SRTs, 4 SWAT teams and an ART rolled (or flew, as the case may be) out of the field office. City police had been instructed to keep the roads to the port clear.

An agent in the lead vehicle got on the line with the Domestic Authority Command, "We're making good time, ZNPD SWAT will be on the scene in seven."

ZCGV Fortitude, Port of Zinaire

The Fortitude was one of four Type 07 avisos anchored at the mouth of the harbor. It and one other ship pulled up their anchors and began making their way towards Pier 19. The Fortitude also launched its SH-79B Barracuda, which made a beeline for the container ship.

"Take out the gangway as soon as you're within range." Came the order from the Fortitude.

The captain of the vessel, the Sea's Independence, slightly grimaced at the sight of the two men being cut down outside the bridge. The MIR officer was not at all moved by the occurrence being so used to killings and such from his career.

"Oni to, cho blixayshiye k nim." (They had what was coming to them) claimed the MIR agent out loud. He walked forward, up to the bullet-proof glass in front of him, looking outside of the ship. The containers were being breached and the men got out into position. It would only be a matter of time before the authorities came to show up.

They probably think we are a bunch of mere terrorists or pirates, thought the MIR agent, I could only wish we can just tell them who they are really dealing with.

On deck, Erusean TB-9 Dolphin helicopters were being prepared for flight, and would drop off men and supplied from the vessel to the ground and also move troops around the area. A ramp was being set up from the ship to disembark four Vodnik armored vehicles with supplies.

Squad leader Sotnik Ivan Reznov of Varyag team moved through a row of containers, he and his squad were following orders to find dock workers and any civilian personnel to be taken hostage.

"Vsye mukchin', raspostranyeniye i prinimati zaklyuchyenn'x. Nam nuhkno ctoliko Zinairiy, kak m' mohkyem poluchiti," (All men, spread out and take prisoners. We need as many Zinairians as we can get) ordered Reznov. He and his men moved along with the many others to take their hostages and fulfill their duties.

As the Barracuda approached the ship, it radioed back to the Fortitude.

"It looks like they've got some some helis and some heavy armor. They're preparing to unload it."

"Roger that, fire at will. Stand clear for Tomahawk launch."

The Barracuda fired several four-shot volleys of Hydra-70 missiles, targeting the helicopters, the armored vehicles, the ramp and the bridge. It then pulled back as the Fortitude launched four Tomahawk Anti-Ship Missiles from its armored box launchers.

On land, the Port Security Teams were just arriving. They used their vehicles to set up a permitter to prevent the commandos from leaving the area of Pier 19. Then they took cover behind the vehicles and waited for backup from the ZNPD.

The first of this came mere minutes later as the ZNPD Aerial Response Team showed up. As it circled over the pier, with two machine guns sticking out the windows, a voice came over its loudspeakers.

"This is the Zinairian National Police Department! You have exactly ten seconds to drop your weapons and place your hands on your head or you will be shot! You will not be warned again!"

Zinaire City

The ZNPD ground support was within two blocks of the port. As they approached, the gates opened and they sped in. ETA was one minute, thirty seconds.

Pier 19 Port of Zinaire
0605 Hours:

"Oh shit!" cried out the Captain of the Sea's Independence in Russian, "Missiles!" He and the rest of the men in the bridge immediately ran for cover, and the men onboard the vessel scrambled in every direction. The Vodniks drove off of the ramp and headed for cover through cranes and stacks of containers and anything else in the pier and released smokescreens which also worked to retard infrared missiles, and the helicopters were abandoned on board as they had not even started up.

"Brace for impact!" cried the captain. The Hydra missiles certainly found their marks on the boat's ramp and its helicopters, destroying them completely. No Vodniks were caught in any explosions but one was damaged in a collision in the base of a crane.

"Kill those Zinairian dogs!" cried out the MIR officer over his radio. Six commandos on board the ship unveiled their Aequatian FIM-339A Star Flare (http://wikistates.outwardhosting.com/wiki/Star_Flare_missile) missiles acquired from Ustia during the Dinsmer War.

"Get him," ordered a soldier to a missile operator. He heard the buzz confirming that the missile locked on to its target, and fired it at the Barracuda. The rest saved their missiles and waited to fire a shot.

"More missiles!" proclaimed the ship's captain as he spotted them on radar. The men on board engaged those with their Star Flares and some SA-18 missiles.

Back on the pier, the ground forces pressed forward and met with the helicopters over them. The ZNPD police chopper were met with RPG-7V's, and small arms fire.
