The Altani Federation is pleased to announce the launching of its Diplomatic Program. We have emerged from a long period of internal strife and are now resolved to develop warm and mutually beneficial relationships with the international community through the establishment of diplomatic relations.

Note: If you previously had diplomatic relations with the Constitutional Monarchy of Altanar, we respectfully ask that you reapply for diplomatic relations with the Federation government in Natascora by filling out the required form as well.

Information for nations seeking to establish diplomatic relations: The Altan Steppes is a federalist democracy, but welcomes diplomatic and trade relations with all states who are interested. The principles of extraterritoriality and diplomatic immunity are honored by the Federation, provided that they are reciprocated by the other nation.

Information on Natascora and embassy locations: The city of Natascora is a "new city" purpose-built from the ground up to serve as the capital of the Federation. Embassies are located on the International Concourse, which begins at its intersection with the Altan Concourse in downtown Natascora and runs north-south towards the northern wards of the city. The International Concourse is protected by a garrison of the Federation Police Service. Several units of the Federation Defense Forces and the Federation Security and Intelligence Service also help secure the International Concourse, and the Federation Capital District Municipal Police Service secures the immediate area around the capital. Nations establishing embassies are welcome to set up their own security arrangements at their embassies, providing they fall within our requirements. Available addresses range from 100 International Concourse to 1000 International Concourse. Addresses with lower numbers are closer to downtown, as well as to key government centers such as the Hall of Legislation and Oratory, the Sheloran House presidential residence, and the towers that hold key government departments. Addresses with higher numbers are closer to transportation hubs such as the city's main airport, main rail/bus terminal, and river port.

Spence paused at a mirror to check his uniform while his staff continued its work clearing out the old embassy in Ael Khalas for new digs in Natascora. He had opted for full Army dress for the occasion, albeit sans the saber. Sure, he'd already presented his credentials before to the Altanari government, but all the same he figured he'd honor the new Altan nation by dressing for the moment. He straightened his smart gold-trimmed navy blue jacket, with the silver captain's insignia gleaming on his shoulder (the army had promoted him when he was made ambassador to the federation), and carefully adjusted the ribbons on his chest. Satisfied with his appearance, he negotiated a narrow hallway lined with neatly packed and labeled cardboard boxes, to the beautifully carpeted landing at the head of the stairs, where he encountered Assistant Secretary Jack Riley.

"Er, Jack. What are you doing here?" Spence asked uneasily, hoping for an answer, any answer, that didn't include the words "international incident."

"Manning the camera," said Riley, holding up a small digital camcorder. "Also, because Cdr. Chiang is in one of her moods and I don't want to be around her."

"Then what is Cdr. Chiang doing here?" Spence wondered.

The sexy leather-clad Asian commando observed the party with a stern expression. "As a none-too-subtle reminder to our friends the Altanari of their obligations under the AAA treaty, now that their colonials have signed," she told him. "Also because the administration thought I'd be better suited to the task than a pushover like Sammy Faisano."

"Then what's Sammy doing here?"

A swarthy twentysomething with unkempt hair and a goatee stepped forward to greet Ambassador Beuerman. "'Cause my little sister thinks you're cute and wanted to meet you" -- he annoyingly designated the shy teenager behind him -- "and I couldn't get Jimmy to keep her occupied."

"Then what's Jimmy doing here?"

"Just in case Susa tries to set himself off!" said Jimmy. Susa peered out from behind him and waved.

Spence grumbled. "Let's get this show on the road then," he told them, and stalked for the stairs.

George Valstrum, personal friend and Secretary of Foreign Relations to President James Gatsfield, pushed aside the tent flap and dropped yet another communication on the folding desk. Gatsfield peered over his sunglasses. "Another application?"

Valstrum shrugged. "No one said restarting a country was easy," he said, and turned on his heel. Gatsfield sighed and started on the letter, and brought it out to the communications center. He laughed to himself, seeing as how the 'communications center' was a bombed-out Infantry Fighting Vehicle with 'COMMUNICATIONS' spray painted on the side. It was just lucky enough to have a working satellite phone.

I am mortified to admit this, but thought it necessary to inform you. I wouldn't want your ambassador to expect something we simply cannot provide.

Feel free to bring any sort of prefabricated building or any type of construction. Note that landing outside a 100-mile radius of the Provisional Regulatory Establishment is not encouraged due to irradiation.

The "new city" of Natascora sparkled in the midsummer sun as the OMGTKK delegation arrived. The brand-new city next to the Lifeheart River gleamed like only something new can. But as is often the case with something new, not all the bugs had been worked out yet. As a result, Sheloran House, the presidential residence, was not quite ready to receive visitors yet. The President decided to meet the OMGTKK delegation at the new home of the State Department, the International Center (http://i141.photobucket.com/albums/r56/smurfie_bucket/state.jpg), which was ready.

As the sizeable OMGTKK group arrived, the Federation Security and Intelligence agents were a bit wary. Kasimira had just barely avoided an assassination attempt on their watch, through a mix of dumb luck and bravery. Even for a friendly nation's delegation, polite smiles and watchful eyes were the order of the day as the group was brought to a balcony at the top of the tower.

President Kasimira (http://i141.photobucket.com/albums/r56/smurfie_bucket/kasimira3.jpg) stood up to greet the group as they arrived. "Welcome to Natascora, Ambassador," she said, shaking Beuerman's hand warmly. "I'm glad to see you've all arrived safely."

Spence smiled nervously as he grasped Kasimira's hand, daring not look back upon the entourage that had accompanied him to this supposedly routine presentation of ambassadorial credentials. And when that entourage included the national security adviser, the secretary of state, two former treasury secretaries, the entire WA delegation, and a recovering mental patient like Jack Riley, the event was hardly routine. It might have been a mere expression of respect and affection for an embattled ally like the Altan Steppes, except for the presence of Cdr. Chiang. Whatever expressions the commander's person conveyed, they certainly weren't "affection."

"It's so nice to see you again, Madame President," said the ambassador. "I can't believe it's been so long since we met during the campaign." Spence had to choke back a laugh over this, for the meeting to which he referred did not go well, not after he got violently ill due to a nut allergy (he did not realize the dip contained peanut oil) and his lips swelled to the size of cucumbers.

"At any rate, you look lovely," he added with a genuine smile, which managed to hold, despite his worries that Jack Riley might start laughing out loud at any minute. He and the commander had remained behind in the limo for nearly fifteen minutes in to warn Riley about the "sensitivities" involved with this meet. It mostly involved the repeated exhortation, "Do not call her a freak!"

Moving on, Spence pulled an envelope from his inner coat pocket. I wish firstly to convey the sincere satisfaction of the Biotopian government to the response of The Altan Steppes government. As part of our regional initiatives program the Commonwealth would be pleased to accept the FIU campus in the city of Wallam (see maps in E&T thread).

In regard to the AIMS the Commonwealth government does not currently grant transmission licenses to foreign television services however CBCB Television is open to joint-production and the Commonwealth Broadcasting Service (CBS) is dedicated to multicultural content and may be interested in purchasing/distributing/co-producing television material with AIMS. AIMS is eligible for a single-station radio transmission permit and is free to sell its published material (incidentally we have a very large publishing sector) publicly. AIMS journalists are of course welcome to travel and report freely within the Commonwealth.

The Commonwealth is also an un-aligned and non-aggressive state. We have pre-existing mutual port-of-call agreement with Ok-La-Ho-Ma and would be happy to extend it to The Altan Steppes. As we wish to secure a strong friendship with your neutral state the government offers to provide the port of Helko as your “home port” (which is not a naval base, largely a ceremonial title since the TAS navy is welcome in any port). The government would also be pleased in entering into a military staff swapping program and a joint research and development program on conventional weapons. Current Commonwealth law does not allow for the training of foreign troops however I’d like to propose the holding of joint military exercises to be conducted every four years between our armed forces.

On a more sensitive but related issue I’d like to raise the possibility of establishing a Biotopian intelligence station within TAS territory to be overseen by the Biotopian Strategic Force with the on-going agreement that the Commonwealth will share any and all information relevant to national security issues. The base will be used for the interception of (exclusively) foreign communications and the transmission/reception of data between our space satellites. I understand that this is a contentious request however I make it in the spirit of co-operation and mutual interest.

As to our own embassy, we have decided to name former War Minister Andrâs Horânyi, who has worked in government for almost forty years, twenty of which was as First Minister of War. He is an accomplished scholar, having achieved the rank of Inquisitor 15th Grade, specializing in military science and international relations.

As for the location of our embassy, 130 International Concourse would be most welcome as a spot. Closeness to government is infinitely preferable to the ability to escape quickly, as it were. It is my very great pleasure to be writing to your Excellency on so auspicious a matter as that with which I have been charged, namely that owing to the blossoming trade relationship currently underway between the Confederated Sublime Khanate and the Trilateral Federation it is the desire of the government of the Emperor of Urgench that a formal trade agreement be negotiated to further augment and solidify this relationship.

The Divan has instructed me to propose that the private businesses of the Trilateral Federation have free and open access to the not insubstantial internal market of the empire, enjoying the same legal protections and and fiscal arrangements as those afforded to domestic businesses in exchange for allowing Urgench's Yorta Corporation to establish a subsidiary in the Altan Steppes with exclusive rights to sell all of its current and future pharmaceutical products there, subject of course to the rigours of testing for safety as imposed by your government , and to establish laboratories for this purpose also.

After reviewing the proposal of the Divan with our President, I have been given permission to conclude an agreement which would grant special trade and transit privileges to your fine nation, in exchange for reciprocal agreements. Due to existing agreements with other states in our region which the Federation is bound by, we are unable to grant MFN trade status at this time. However, we are able to grant FFP (Favored Foreign Partner) status. This will reduce any potential tariffs on goods or services to 1%, and will grant citizens of the Confederated Sublime Khanate the right to transit within Federation territory similar to that which Federation citizens enjoy. This would also give the Yorta Corporation exclusive right to market, distribute and sell its products within the Federation.

Naturally we would be happy to honour the Altan Steppes pre-existing international commitments in whatever agreements may be made between our states. If it is not possible for the Altan Steppes to enjoy Most Favoured Nation status with Urgench then so be it. For our part we would be honoured to accept your government's offer of Favoured Foreign Partner Status under the terms you describe. We would be prepared to continue to offer the private businesses of the Altan Steppes full protection and access to our markets as previously described, tariffs levied on goods and services under this arrangement would be set at the rate of 0.6 %, and we would be happy to continue to offer full and complete freedom of entry to and movement within the CSKoU to all Altani citizens.

We would be prepared to also offer Altani citizens the unrestricted right to settle and work within the empire should they wish to do so, we ould be further prepared to offer prioritisation of consideration to all extradition requests made by the Government of the Altani Federation.

Our only proviso, in light of the slightly less comprehensive reciprocation possible on the part of the Altan Steppes due to its international obligations, would be that the Yorta Corporation's subsidiary within the Federation would be afforded a special and absolute assurance of its intellectual property rights and patents with a guarantee that should these be infringed upon by any party within the Federation's jurisdiction that this subsidiary will be able to seek a legal injunction in regard to maintaining absolute discretion as to the nature and content of these rights and patents and that if such infringement is proved that the most stringent penalties available in your civil courts may be applied to those found to have infringed the Yorta Corporation's rights and patents.

This is in light of the fact that much of the work done by the Yorta Corporation is of the utmost importance to the empire's national security and it's ongoing internal stability.


I hope that these generous terms would be an honourable compliment to those offered by the Trilateral Federation ( O.O.C. or is it the Altani Federation now ? ) and would be acceptable to it.

In addition, I can assure you that the Federation respects intellectual property rights. The Yorta Corporation's subsidiary within the Federation will be given the same legal protections, and right to pursue remedies through the courts in the event of infringement, that all domestic and foreign companies doing business in the Federation receive. We have very strict penalties and zero tolerance for businesses that violate patents or intellectual property laws within our jurisdiction, and your nation's companies, including Yorta, would of course fall under those protections.

O.O.C. OOPS! Considering how much I've been prattling on about it recently ( I'm even boring myself lol ) I can't believe I didn't notice that this-



Was illegal under the CoCR. That's because if Urgench allows Altani citizens to settle in the empire they would become inhabitants with a legal entitlement to their rights in national and international law which could not be revoked by their nation of citizenship.

So shall I retcon that a bit ? Maybe offer a more streamlined extradition agreement or something of the sort instead ?

OOC: I'd just retcon that portion of it, and offer something else up instead if you like.
