As those in the know are aware, the High Kingdom of Atruria has been, for the past decade or so, illegally governed by a psuedo-democratic institution, calling itself the "Federated States of Atruria." The rightful ruler of Atruria, His Royal Majesty, Thomas II, his guards, his family, and associated members of his government were forced to flee the nation for security purposes as terrorists from the treasonous "Federal Army" stormed his palace. The monarch and his privy council have essentially spent the last decade aboard the royal yacht, HMS Valiant, and the few accompanying vessels, taking to port only for supplies and brief stops. For the past decade or so, this has been sufficient for the rightful government to conduct its business. The High King feels, however, that now is time to establish a more permanent base of operations for the Monarchist government-in-exile. The High King is searching for a property to purchase to establish as his own palace and the headquarters for his government-in-exile.

The Monarchy is searching for a large property of no less than nineteen (19) square miles to conduct its business. It must be somewhat flat, preferably with oceanfront access, and in or near the nation's capital city (or another major city within said nation). The High King is also seeking extraterritoriality for this property, in that it will be treated as sovereign Atrurian soil in the same vein as an Atrurian embassy or consulate would, and will not consider any offers that do not offer this.

Despite his exile, the High King maintains a vast treasury and price will not be an object. Any nation/corporation/person that offers help in this time of need will likely be looked upon in great favor when the Atrurian Monarchy is reinstated.

When you are willing to become leader of your kingdom again, the Imperial Lynion Forces (if its required) are willing to fight side by side with the loyalists.

Excellency,

It has come to Her Imperial Majesty's attention that HRM High King Thomas is living in exile presently. Normally, this would not be of much concern, as kings have been forced into exile before and they will be so again.

It strikes us an unacceptable, however, that the High King and his supporters must spend every day aboard a yacht, particularly if their are children aboard.

Romandeos is therefore willing to negotiate with this government-in-exile and its leaders as to the possibility of a land plot in the Imperial Federated States in proximity to the National Capital Region.

For the time being, this land grant would meet the minimum specifications laid in writing by yourself, Excellency. It would be nineteen square miles located a little more than 20 miles from the aforementioned NCR. It is also relatively flat in all, and is located within sight of shore, a small beachfront in its borders.

Regarding price, we will allow you to name a sum you feel is appropriate, and if we feel it is too low or too high, we will let it be known.

Finally, regarding extraterritoriality, the land plot would be granted this status in the traditional sense, that being it would remain IFSR soil, but would legally be regarded as exempt from most Imperial Law, day to day rule being handled instead by the exiled authorities.

It is indeed a sad day when a monarch is deposed of his throne; a terrible day when the divine right has failed, and it most certainly within our interests to restore His Majesty to his rightful throne. Though our suggestion may not be in the same vein as His Majesty proposes we hope it will be sufficient to elevate Your Majesty to a desired and rightful level.

The Waldenburg Empire, and it's constituent states offer the Principality of Liech in the former Electorate and Empire of Paloni. Though is may seem unduly large, we demand nothing for it other than your friendship and that it be governed with compassion and foresight. It boasts all the requirements you have made, if perhaps slightly grander than one would expect, and should hopefully suit as a base of power to launch His Majesty's campaign. However this is not a sale or a gift, but a loan, for ten years, after which a referendum will be made within the Principality to determine the future nature of it's government.

There are currently two Waldenburger divisions on the ground as well as an organized police force to maintain order. However we equally see that his Majesty may not be up to the task of governing such a nation with such a reduced staff; to this extent we offer him any portion of the country to make his own for ten years. When I was first informed of your king's predicament, I was moved to tears. No monarch of rightful birth and just cause should be forced to flee from his nation by a band of vagabonds and terrorists, and the fact that he has been holed up at sea for so long makes it all the worse.

We would be proud to sponsor your king's government-in-exile from our fair nation, and so would like to offer you a twenty-five square mile plot of land only one mile away from the gates of Hauptstadt, our prized capital city. From there, your government would be able to work unhindered by bureaucratic regulation and the prying eyes of foreign agents, and you would be able to plot out the future of your nation much more effectively than you would be able to on any yacht.

A team of government-hired builders would be provided to work diligently around-the-clock to ensure that every bit of architecture is to your liking, as well as teams of landscapers and gardeners to ensure that the land is fit for his royal Highness. Of course, since aesthetics and comfort are always important, we think it's important to say something about the climate. The climate of the area is generally cool in the summers, but in winter, a blanket of snow is laid over the land which would bring a tear to any monarch's eye--and of course, all buildings will be properly insulated.

Hauptstadt is situated on the banks of the river Herrz, creating an ideal area to dock your yacht (as the river is deep enough to allow most large vessels passage) and a beautiful view from the land which would be allocated to you. The land would be treated as if it was a part of Atruria itself, so you can expect absolutely no interference from either the police force or the Leistungi government unless they are called upon. Full diplomatic immunity would be granted to any and all members of the Royal family and their staff.

Security from outside nations would obviously be provided by the Federal Army of Leistung (the Bundesheer), but we assume that your king would prefer to have some sort of personal bodyguard for internal security. Though I'm sure a man of his importance already has some sort of bodyguard, I would like to recommend that the highly elite BVG-1 (Bundesverhinderung) aid you in terror-proofing the entire complex. The final decision would be up to you, however, and I would take no offense if you turned the offer down.

His Majesty's Government, while not seeking to interfere in the internal political situation of Atruria, cannot idle as a fellow head-of-state lives out his days aboard a royal yacht. Consequently, the United Kingdom is conditionally willing to cede 50 km² to His Royal Atrurian Majesty. Firstly, the territory must not be used as a safe haven for those seeking to restore the High King to the throne through armed means. The United Kingdom can, at this time, only condone the use of a negotiated settlement that restores His Royal Atrurian Majesty to the throne. Secondly, upon the reinstatement of the High King to the Atrurian throne, the status of the extraterritoriality shall be subject to review.

The United Kingdom has designated two parcels of open royal estate where High King Thomas II may establish his government-in-exile. The first available property occupies a hillside overlooking the Williamson River approximately 30 kilometres outside the capital, Georgetown. Surrounded by a royal estate, currently an undeveloped green site, the property is easily accessed from the capital while providing splendid views of the Williamson and the distant Brittany Range, which runs southeast to northwest.

If that site is not acceptable, the second property is an oceanfront property—however, it is more distant from the capital. Indeed, it is on another island entirely. However, located just north of the important port and transport hub of Rockingham, the site is readily accessible from anywhere in the Home Islands.

Regarding the exact price for the land, if either property interests the government-in-exile, the price may be negotiated at a later date along with discussions about necessary improvements to the grounds and local infrastructure. Security outside the properties would fall to the appropriate local constabularies, or in case of emergencies the Oceanian Army. In either case, such deployments are highly improbable.

His Majesty's Government hopes these proposals meet your approval and the United Kingdom looks forward to hosting His Royal Atrurian Majesty at the easiest possible convenience.
