"In honor of his Imperial and Royal Majesty, Emperor Nicholas, the Holy Geschke Empire hereby institutes the following changes into the government and society in general until the duration of the emergency of rising crime has been so forth passed.

Right to assembly- Suspended.
Right to Habeas Corpus- Suspended.
Right to Freedom of the Press- Suspended.
Right to representation- Suspended.

It is his Majesty's wish that these changes may so forth restore order and efficiency in the Holy Empire and it's provinces, until said time that these changes may undone. In their place, the following declarations also shall be instituted as temporary designs upon the government and it's policies.

Anyone found affiliated with Terrorism, shall be hung by the neck until dead.
Anyone found associating with a person convicted of Terrorism, or associating with terrorism in any way, shall thusforth be shot until dead. Until the duration of the emergency set down by these thieves and conquerors passes, these institutions are placed upon all citizens.

The republic and its citizens do not support the actions of the government of the Geschke Empire, and we strongly urge the Geschke Emperor to lift these sanctions he has imposed, if only for the sake of the rights of man.
The National Assembly has likewise passed a bill, which both imposes sanctions on Geschke, and also offers political asylum to any refugees that the repressive measures of the Geschke government may create

We feel it is necessary to crack down on criminals, but denying the right of Habeas Corpus, Freedom of Press, and Right to representation is just play wrong. And what if association means they were friends who had no knowledge of what they did for a living?

Your Excellency, your letter brought not only disturbing news but a rather large amount of anxiety to my advisors. As such, I ask what it is that my Administration shall do in light of the recent attacks, and yes, attempts on my life. These Terrorists claim that my government has been, (in their words) 'Prostituting our country to the outsiders, destroying our culture.'

As such, they have attempted several times to assassinate me and my family, several times they have been thwarted through the quick thinking of my greatest Imperial Knight: Yima Qwin. Captured Terrorists claim they are doing what is absolutely necessary for our nation before, (In their words) 'Our country becomes a whore-house to the outsiders'.

It is true, while nationalism is common amongst my people, my administration shall not tolerate these acts; and as such we ask for your help in resolving this crisis before that it becomes a regional problem.

As such, I agree, I will lift the restrictions placed, but as such I request your assistance in this matter of stopping these terrorist acts.

It has come to my attention that your nation has recently placed sanctions upon my Empire, as you must already know: My country is dependent upon Uraniam and Food exports to fuel its economy, and your sanctions present a major problem to its thriving trade business.

I regret to hear how that this has also placed strains upon my great nation's foreign relations as well. Because I am a young Ruler, barely of twenty, I ask what it is that you suggest what my country do in light of the recent acts of terrorism commited upon by angry citizens who claim that my country is upon the brink of being: 'A whore-house to outsiders.'

The Nationalist party has been stirring as of late, but really, it breaks my heart to hear such talk from my own people. A recent attempt on my life was made, and your sanctions only increase the already considerable tenshion placed upon my country.

Therefore, responding to both your and the Tharran Republic's demands, I will lift the restrictions imposed upon my country; however, in return, I ask for your aid in halting these terrorists before they can further threaten my people.

We suggest that instead of suspending rights, you should restrict some of their freedoms. Instead of banning the press itself. You should try to censor certain things... Not too much, but just enough to get your message across and allow them to print the news. Also restrict travel, terrorist can hijack planes, cars and buses, and do not allow assembly, terrorist can hide among the crowds. However, suspension of Habeas Corpus is not necessary. If you have evidence, good, you can arrest him. If you don't, then you don't know if they commited the crime.

Anyways, Ascelonia lifts sanctions.

Those all are useful suggestions, and as well, the nature of these attacks seem more national than Political in nature. Captured subjects indicate that they believe that they are in fact, doing what they believe is best for our nation by preventing foreign products from fueling our economy. Apparently, they believe that the Nation is, "Selling itself" to foreign lands and that their leader, a shadowy figure as yet unidentified, is the one fit to rule this nation in my stead.

The captured Terrorists as well do not seem to know this figure, as they state they follow a chain of command that seems to lead up into the higher branches of society. It is suspicious, and I am beginning to wonder if I am safe even in my Palace; which is in itself the most fortified part of the most secure area of the Empire.

This figure who leads these Terrorists shall be brought to justice as soon as he is located. Until that time, I request your aid in assisting my Police forces in locating this figure. The only clue we have as of yet is that he is a high-ranking member of society; as he clearly seems to be a charismatic figure as several provinces have begun to show signs of fostering rebellion.

My thanks for your lifting of your nations' sanctions; it has helped to improve the considerable economic situation my country is facing.

The Federal Piccavian Commonwealth is most disappointed in the sharp disappearance of civil liberties within the Holy Geschke Empire. The abrupt suspension of human rights that the Commonwealth deems integral to basic human dignity raises serious concerns within the Piccavian parliament, and, as such, the Chancellor has decreed that all trade with the Holy Empire is to be terminated at once. Furthermore, the government of Piccavia wishes to inform you that, as a punitative tool, letters of marque and reprisal will be issued against your naval assets, military or otherwise, unless Your Majesty abrogates the declaration in question.

I have sent this letter to inform you that while the current government of Emperatium Drakonicum understands the catalysts for Gheschke's suspension of rights to the peoples whom it was created to represent. While we may find the methods distasteful, many others have presented the stick to make you revise your stance to more palatable measures. We will not, instead we present the carrot.

If your government will suspend FREEDOMS rather than rights as suggested by the government of Ascelonia, our government will give you support and aid of whatever means you deem appropriate to settle this internal agitation.

We hope this matter will resolve itself, but we have personal experience and know that this sort of attitude to foreign relations is not one that fades easily or quickly.

Dear Minister, I have agreed with the Government officials of two countries of neighboring regions; as such I have removed all the restrictions placed upon citizens' rights and freedoms, granting them full responsibility for their actions and restoring the nation to what it once was.

However, it concerns me of your declaration and in light of my undoing that which has created this problem, I respectfully request you to be reasonable and resume trade with my country as soon as possible; my country is in need of raw materials in place of the Uranium and food exports that we have agreed to send to all of our trade partners. And as well, my men are currently sweeping the nation for these terrorists and are confident that the situation will get under control once their leader has been brought to justice.

Therefore, I humbly request that you lift this ban and resume friendly relations with my Empire as soon as you are able.

Declaration to all citizens and to all who are willing to listen!

His Majesty has declared the previous changes to be undone as soon as Humanly possible, and so forth the restrictions placed upon the citizens shall immediately be undone. We ask for your cooperation in bringing these terrorists to justice and to help us in our efforts to restore peace and order in our troubled country.

His Majesty expects and believes that the following reforms will help restore said balance in our nation; to lead the Holy Empire into a new age of prosperity and freedom.

First: To ensure a stable economy, we thusforth shall institute a new system of trade which shall exchange all goods accordingly with neighboring countries and regions free of the fear of terrorism by attaching small security details onboard the ships and planes. All guards shall be trained to identify and halt potential threats with maximum efficiency and minimal amount of bloodshed, whilst making for a secure deal in the trade business.

Second: To assist his Majesty in his rule, new councils of Elected citizens, headed by the governor of each province shall be instituted as direct representatives of the people to the crown.

Third: The Holy Empire as well shall refuse any demands of terrorists and shall impose a new type of prison to hold said criminals until fair trials can be brought forth to decide their fates.

Fourth: To ensure friendly relations, the Geschke Empire also requests that all citizens reframe from speaking against our neighbors and control their tempers before they give way to acts of unlawful terrorism. Also to this end, refugee camps and other sites for those who are of foreign backround shall be constructed in every province in the coming weeks.

His Majesty hopes that these reforms will help guide the Holy Geschke Empire on the path to glory, welfare and safety.
