What a fine mess we've gotten ourselves in

What is Adopolis? It is a city state. What is a city state? A state that happens to be a city. Or a city that happens to be a state. Either way it was a small nation. Indeed, it had to be a small nation because it was a city state. Thankfully it wasn't a city state in the middle of a giant continent surrounded by angry nations who were always destroying each other (which seems to be the norm) but they were on an island. How big was this island? Well it was big enough to hold a city of 5 million and alot of farmland. If you want specific details then you are out of your mind because I have a life to live. Sorry, but narrators do have families.

So how would a person describe Adopolis from a practical level then? Well it was a deeply "spiritual" city in the sense that the First Church of Adopolis and the State was intertwined. Even though caesaropapism was not an official doctrine... everybody was part of this Church. Everyone.

Well of course then you had the Government. There was no President, why would there be? Instead there was a council of ten (called the Assembly) that represented the needs of everybody. Quite, one member per 500,000. And 500,000 times ten equals five million. See, simple math. As per their economic policies? Well you could call them normal but the average man would say normal is relative.

But it was neither communist nor libertarian. Just right. Like porridge.

Now on to the people. How were the people? Well they were people. They bought things from each other. They got together. They made love. They had babies. They got divorced. I mean... it was life.

The military? Well. There's a police force. There's a specialized ground force of 250. But they're special! They know how to kill a man fifty places, with a toothpick. Blind. They're crazy.

A Navy? Errm. There's a battleship. But it's a nice one! We clean it everyday. Maybe two three frigates. And a submarine.

Air force? Well. There's like twenty five interceptors. Why bomb things? Nobody ever invades us. And like, forty helicopters. But they belong to the police. And they're all Hueys.

But that's not the point. That was just background information. If you've read to this part, I just wasted your time. Let's go start a story. Whether it ends in explosions is up to you.

The Assemblage

The Assemblage? It's a palace. For an assembly. It's just that. I'd rather just find a picture and post it, but I'll do that later.

But let's transport ourselves to a meeting. How did the room look like? It was a round table really. With coffee and biscuits. Also large screens. But every meeting place needs large screens. Again I'll use pictures later.

"Look I'd rather stay isolated." Said Alexander, one of the Assemblers. "Seriously. I mean every six months somebody gets blown to all hell. I mean haven't you heard of that British nation especially? He always gets glassed by that random continent... Shaven? Ahh who knows."

Dionysus, another member, sighed. "Look. We have all this crop. We have a surplus. The other choice would be for our city to become obese. And we don't need. Let's make money and sell this stuff. If anything what's the worse that can happen?"

Another member intervened, Sergius. "Hell I'd have to agree with Dionysus here. I mean, what's the worse that can happen."

Arius, yet another member, rolled his eyes. "Look at the papers! There's always a war going on. I mean especially this one country, Doomingsland. They broadcast their genocides live. We as a Christian nation-"

"Oh shut up with that Christian nation crap." Paul, another member, said. "They have sex on Saturdays and have sex on Sundays. We're as secular as everyone else anyway."

Sergius looked at the Assembly. "If anything, we can always try to get the patronship of another large nation. Temporarily but, hey, whatever. If anything... you can always hang me if we go to war."

Eusebius, another member, raised his eyebrow. It was a very fine eyebrow. "I vote yes then. On the condition we can hang Sergius if this goes to hell."

And alas everybody voted yes. Yes to a new chapter and yes to the end of Sergius' life if this goes to hell.

Alexander turned to Sergius. "You make the announcement then..."

The Great Forum

This was downtown. Right where the Assemblage was located. Everybody did everything there. And thankfully there was a large balcony from which proclamations can be made. The media was alerted, the populace gathered, and the babies? Banned because they're annoying.

"My fellow Adites!" Sergius stated. "Today we open our doors to trade, diplomacy, and the world. We must go join the tide of globalization. We must become one with the world. We must become part of the salad that is diversity. We must modernize moreso! We must - if not anything else - show the world that we too are important! Who's with me?"

Silence.

Sergius sighed. "There's cake involved."

Cheers.

Sergius re-entered the Assemblage whilst the mass cheered and ate free cake. He smiled. But it wasn't a normal smile. It was the kind of a smile a murderer would use before killed somebody. "This is going to be fun."

I hope it's fun too, man.

Official Communique from the Volzgradien Government

First, we must congratulate the people of Adopolis for entering the great world scene. Second, we in Volzgrad believe we may have an interesting proposition for the Assembly. We would like to propose the joining of your city state to our Empire. However, if you do not enjoy being controlled, you may simply join us as a Protectorate.

If you do decide to join the Volzgradien Empire, then Adopolis will receive bountiful advantages. A large portion of the Volzgradien military (10,000 personnel) will be stationed at all times within your nation. No one will dare invade you with such a substantial military force within. Trade with your nation will also flourish since we allow free trade and (to an extent) a Free Market economy. You will also receive a yearly supply of 50 million dollars to keep your city state in tip top shape.

If you join as a protectorate, then you will also receive benefits, albeit much less. If you wish to be a protectorate, then you will only have a fairly small (4000 personnel) contingent of Volzgradien soldiers stationed in Adopolis.

Alexander sighed and did a facepalm. He showed the Volzgradrian document to the Assembly. Especially Sergius. "Look at this. Now some red empire wants us to be part of his state. We'd have a semi free market. And soldiers." He said the last part sarcastically.

Sergius looked at the document. He chuckled. "Surely our heritage as a Christian nation-" He looked at Arius. "Has proved that we just don't open our legs for anybody. Besides, I doubt the populace would be happy being part of a communist empire. No, I think that if we do get the patronage of a large nation it'd have to be after a long period of time."

Arius scoffed. "Oh that's nice! Now we're a Christian nation."

Sergius took out another document. "If anything this DaWoad nation is interested in us. I say we invite them, both nations, to have Consulates and see what happens."

Alexander leered at Sergius. "We'll see..."

Greetings,

We, too wish to give congratulations to you for being so bold as to enter the international community. It can be so messy sometimes, really. Being so small in comparison to those around you it is quite likely your nation will find that it is very short-lived as an independant country.

We notice that Volzgrad has already offered you Protectorate status or even integration into its empire. This sort of thing is a sound idea. However we are not so sure you should accept it. In both cases the terms require that forces in the Empire's military service be stationed in your city.

We feel this is asking too much from you.

In order to give you some additional options when it comes to who you make international ties with, we would like to offer you Imperial Protectorate status in the Imperial Federated States. What does that status entail? We'll tell you.

Free Trade Agreement
Mutual security agreement
And more...


What would be expected from you in turn? Not much, really. Primarily you act in the same way you always have, as an independant city-state. However, it is requested that all Imperial Protectorates fly the Imperial Flag next to theirs in appropriate situations such as at public buildings, during parades and so on in order to acknowledge their status as a Protectorate.*

In addition you would also be required to acknowledge the Imperial Sovereign in office as yours, though he/she would hold no direct authority over you. It's mainly a symbolic thing, really.

Note that your status as a Protectorate would not require you pay any taxes in light of the fact that you have a fully functional government, which we are in no way responsible for constructing.

If you are not interested in this offer, that is fine. We are also open to basic mutual trade ties and so on.

* Note that this does not apply to private citizens.

Indeed, it seems people in this world are power hungry war mongers who wish to have nothing more then land. Indeed, it seems their lusts will never be satisfied. We, the Assembly, do realize the precarious position we have put the City in. But, we have faith in God Almighty that we will be protected from any marauding rogue forces. Now of course you must realize that your offer is not rare. But alas, we must refuse. We have enjoyed our freedoms for quite a long time. A very long time. Since the times of the Great Alliance Wars.

However, you are invited to have a Consulate in the City. Indeed, you are even invited to fly in and discuss different terms. But if like every other nation, you refuse said offer, I guess we will have to mark you as yet another nation who wants another small piece of land.

You are invited to diplomacy. You are invited to trade. You are not invited to be our sovereign leader.

We extent our greetings to the beneficient, powerful, and eternally wise assemblage of Adopolis. Our Holy and Glorious Empire is glad to see yet another nation join into the eye of world. We see the possibility of a rise of a strong and incredible world power.

We would gladly open trade relations; but sadly, one of our greatest exports is in redundant foodstuffs. Your nation would have little to export in return. Whilst this oppurtunity for greater relations is a sad casualty, we do direct your attention to several unused, but spacious islands within you area of domain. It would be good to maintain a stranglehold of these areas before other nations steal what is the birthright of Adopolis.

Jerry Reyes surveyed the slightly run-down property in a less-than-reputable section of Adopolis' port district.

"This works perfectly. Draw up the appropriate paperwork and we will wire you the money in the morning."

The real estate broker scurried off, thrilled at the price he had extracted from this foreigner.

Reyes was, on the surface, the local division head for NewPo Oil, the largest (and most rapacious) oil company in the Republic of New Potomac. This new facility, when renovated, would serve as NewPo's regional headquarters, co-ordinating its exploration and off-shore drilling activities in an area that was turning out to be quite a promising oil patch. NewPo was in on the ground floor, and was determined to take as big a piece of this pie as it could.

But Reyes had another job. He was also an agent of New Potomac's External Security Service. The ESS was tasked with keeping an eye on threats to New Potomac's government and its business interests (cynics might say the two were the same, and Reyes didn't necessarily disagree). The government of Adopolis may not know it yet, but the city-state's central location was turning it into an attractive transhipment point for all sorts of naughty people.

Reyes got back into his Land Rover. Along with the two security consultants (read: mercs) from Strategic Corporate Services sitting in the back, Reyes' number 2, Linda Singh, sat in the passenger seat. A former naval officer turned businesswoman, Singh was a tall, lanky woman with jet-black hair and piercing blue eyes. Reyes suspected she was still on the payroll of Naval Intelligence.

"We all set?" Linda asked.

"Yeah. We'll start renovations within the week, though a lot of the property is already usable. There's a freighter inbound that should start delivering everything we need in a few days."

"Let's go see if we can't make some connections with Adopolis' police force. I'm starting to get concerned with those reports about those guys from the People's Liberation Front nosing around Adopolis. You remember our problems with those guys last time, right?"

The PLF were a neo-Communist revolutionary group, interested in nationalizing pretty much everything and turning it over to "the people" (which meant the leadership of the PLF). They'd caused problems for NewPo before, and Reyes wasn't confident that Adopolis' government was ready to deal with such a sophisticated bunch of trans-national terrorists and revolutionaries.

Sergius was reading the Abolition of Man when Admiral Maxim entered.

Admiral Maxim, indeed the only Admiral in Adopolis, was an old man. Sixty years old. Though I can say he looked like Clint Eastwood. So automatically that means he's cool. He had that stereotypical white uniform, with the nice hat, with the medals, and he was battle hardened. Indeed he was of the old guard. He was of the old times. Also a furious smoker. Always chewing on a cigar. In his hand? The recent of offers from some Magistrate.

"Well then Assembler." He said in a gruff, yet pleasant, tone. "Apparently he thinks that there are islands that are ours near us."

Sergius raised his brow. "Those things? Those are common property. I mean we couldn't legally stop him if he wanted those islands. It's anybody's."

The Admiral chuckled. "He says he wants to protect our birthright."

Sergius smirked. "I saw. It's certainly a change. Still, I doubt a nation would be that nice. Keep your eye on this situation Admiral. I need to write a note."

Maxim nodded. "All right Assembler..."

Finally, many projects are being halted by the area that is occupied by agriculture, and due to the relaxed situation of our maritime claims, expect that coastal city-States of the Confederacy will become interested in importing food to allow their space to be used for high technology industries.

Not at all, prestigious assemblymen. We merely took the liberty of giving you a 'heads up' if you will. Eventually, your people will need to expand, and space is at a premium in our world. Expanding the duties of your navy to account for this may ensure righteous prosperity for your people. We also understand if you find our concern to be...incinscere. Besides, our navy is run by bunch of monkeys with no idea how to wipe their arse if if bit them in back. Their only saving grace is that they're going to die of Alzheimer's someday, and we can put competent men in their place.

Moreover, your offer of a consulate is gracious. We gladly accept any extension of possible communication between our two nations.

"On behalf of the people and the government of the Republic of New Potomac, we would like to invite you to the opening of the new regional headquarters for NewPo Oil in the Port District of Adopolis. New Potomac's government and its numerous companies look forward to long and fruitful relations between our peoples.

This event is jointly sponsored by the government of the Republic of New Potomac, NewPo Oil, Pacifica Mining Corporation and New Washington Global Shipping."

Hand-delivered invitations went out to the leading member of Adopolis' government, and the burgeoning international community in the city.

Sergius grinned when he received the offer from the Praetorian Government. They were highly feared for many reasons, but mainly because of their Naval prowess. This was exactly the sort of thing that he was wishing for. Of course he would say yes. Mind you, they probably did not care much for their nation but they probably needed the food. And food is always good.

He chuckled. "Alexander's in for a treat..."

I didn't have any specific requests in terms of your government becoming a vassal state or anything like that, so I figured actually setting up our embassy would be non-controversial for everyone. I tend to take the RP approach that if what I'm proposing can't harm anyone, it can generally be done to advance the plot.

Adopolis

Adopolis, in the Greek and the non Greek sense of the word, was prospering. Money was starting to flow in from different nations. Exotic goods were being taken from the ports to the stores, small businesses were selling new wars, and the people were content in the fact that they were suddenly experiencing a tourism boom.

And why wouldn't it? Indeed, Adopolis was a beautiful city! Glass buildings, beautiful Greek cathedrals, a downtown area boasting a vibrant nightlife (legal or otherwise), and of course, the beach.

Now because Adopolis was on the coast, it meant that there was a giant port. Indeed, it had no name, it was simply referred to as... the Port. That's right, a capital letter. But was there a beach? Was there a place where there was clean water not infested by fishing boats (a huge industry) and vulgar sailors... no. Yes the beach was fishing boat free but there were still vulgar sailors. In fact there were alot of vulgar things. But it is the beach, and it is to be expected when you can legally wear almost nothing to a place just because it has sand in water.

Not to say it wasn't family friendly!

Now where was this beach located? Just outside of the main city, even though it was still under jurisdiction. Just take AD1 and you're there. Saying that...

... it's time to move on. The people were happy. The Assembly? Eh.

The Assemblage

It was time to have another meeting, it was always time to have another meeting. There was always a meeting, once a week, to discuss the needs of the people. Specifically, their survival.

Sergius entered the room with a proud look on his face. "I would just like to announce that we are starting to become semi respectable on stage. Indeed, in this great play called world politics, we are a recurring role."

Alexander sighed, bitterly. "Well I suppose this is working, but..." He takes out a document labeled C Plans and slides it towards the middle of the table so everyone can see. "What is this? Why wasn't I alerted?"

Paul raised his brow. "I was told... I think everyone was told."

Arius nodded. "I declare under the name of the Church, I was told as well."

All the other Assembly members started nodding in agreement that there were told of these, plans. Man Alexander has it bad. "Blagh!" He shouted in disgust. "So what in the hell are these, plans?!"

Sergius chuckled. "Brother, it's the new Consulate building! It's going to be a magnificent thing. It's going to be built in the downtown area, where that old hotel is. It will house a foreign delegation in his own office. You know that I would never authorize the construction of a full blown Embassy. Especially for all the hundreds of nations out there, we need the space."

Alexander was an old man. He was 57. He did not tolerate a young man such as Sergius trying to pull something in a different direction, especially when they've been on the same route for quite a while. Imagine you're headed towards Los Angeles from New York, with a friend driving, and half way your friend changes his mind and decides to go to Detroit.

Yah I'd be pretty pissed off too. Thus, Alexander.

"Well..." Alexander paused. "As long as it stays under budget, I don't have any problem. Anything else on the agenda?"

Paul took out two offers originating from the Silver Sky. "As you know, I like to blow stuff up." He said in his gruff voice. "This Skyian Conglomerate is offering to sell us things that can blow stuff up. Our weapons work..."

Sergius cut in. "But they could be better! I totally agree. In fact, I suggest that we have a normal, military force, of 1,000 men."

Alexander blinked. "The Byzantine Guard is already good enough. Do you realize that they can kill a man in fifty places, with a toothpick, blind? It's in the brochure!"

Dionysus nodded. "Yes, but 10,000 men can kill us quite easily. Especially from the air. Or the sea."

Josephus, another member of the Assembly, shrugged. "Really now, we have a large monetary surplus, 1,000 men are not going to drain the treasury."

Arius looked at Josephus. "And building the place in which to house them and train them won't?"

Sergius looked at the Skyian offer. "... I say we invite them over, or at least give them an inquiry. That won't cost money, right Alexander?"

Alexander nodded, in defeat. "... fine. I vote we contact them."

The Assembly nodded in agreement.

Paul took out the second Skyian offer. "I assume we contact the government as well?"

The Assembly voted another yes, though most of them seem to have been apathetic to the whole ordeal. They just wanted to go already. These meetings can be so stressful, especially when nobody agrees with you.

Sergius took out the New Poton offer from his pocket. "It seems a Poton company built an oil base in the port. More money for us of course but we also got invited to come to some sort of meeting. I say Alexander go, get to meet new people." He smirked.

Alexander stood and removed the document from Sergius' hand. "Fine! I'll go! But I was killing men with a toothpick whilst you were still a bright spot in your father's eyes!"

Arius coughed. "Meeting dismissed?"

... the Assembly, I don't think, would enjoy having a foreign fleet outside of the City, if only because half of them are slightly xenophobic. And to be honest, I'm not as excited about the idea either. Maybe if you sent an Ambassador and discussed it with the Assembly, it could pass, but other then that... no idea.

Nonetheless we are glad to have any free trade, if you wish it, and a Consulate. Forgive me for not offering an Embassy but, Embassies are large. Consulates are small. We are a city. Right now small is good. Take care of yourself.

The people on board had a dual mission. First they had to establish formal, continuous contact with Adopolis. Second, they had been tasked with attempting to secure Adopolis as an Imperial Protectorate.

Finally approaching the city, they requested landing clearance.

Ilyanus International Airport

The airport was quite busy these days, well, it was always busy. State of the art towers of towerness, runways that are plenty long and might hard, and workers are dead inside. Customs was as regular as the customs of any nation... well, at least those nations that aren't afraid of being attack; which doesn't exist anyway.

It was a rather large airport, and like the beach it was located outside of the main city. It could've never fitted in the middle of the city anyway because, well, it's a city and it's a large airport?

Dimensions? Err... no idea. I'll tell you in the future.

"You're cleared to land." An operator said.

And now if you excuse me, it is time for me to take control of the plot.

The jetliner landed on the runway, as most planes have to do eventually. Thus why there were also alot of planes landing at the same time. Some national, some international, and some bi-national... they're a confused brand of jet, unfortunately.

Waiting for them on the runway, was a... limo? Er, not really. More like a state sponsored sedan. But it was a nice sedan, with air conditioning! It also looked pretty good, I would think anyway.

The driver turned to the pair, he was a young man, in his 20s, and utterly confused. "I guess you're the ones I need to pick up?"

Adopolis

The pair entered the sedan. And thus they took off towards the AD2, another highway.

The pair could see cars speeding back and forth, usually pressing 90 mph. See as the highway system was modeled off the Autobahn, there were no speed limits. Indeed, most people could go as fast as they wanted, as long as they were nice. Fortunately most residents were nice in the first place as they had no reason to be mean. Well, unless you tried to kill them, but that's perfectly understandable.

After a respectable time slot they entered the city. The city itself was a majestic site. Modern day buildings, shopping areas, restaurants. Indeed, it was a modern cosmopolitan beauty. It could be compared to other cities such as Hong Kong or Singapore, except with not alot of Asians and less caning.

Traffic was not good these days, alas. All these new arrivals flooding the streets, but at least the new car rental companies were making some money as alot of Adonites walked everywhere, but tourists didn't!

At last they arrived at the downtown area. The heart of the city. If you wanted ridiculously expensive food, this was it. But right now we had to avoid all that and indeed they were driven towards the Assemblage's parking lot.

The Assemblage

The car stopped, the door opened, and there stood a soldier of the Byzantine Guard. He was in ceremonial uniform, but he could kill a man fifty ways with a toothpick, blind.

He led the pair inside the lobby, which was busy as always, and the receptionist was not caring, as always. After a few twist and turns they arrived.

Ten men in suits, one smirking, the others looking at the foreign pair as if they've never seen human beings before.

"Welcome." It was Sergius who said this, that smiling man.

Jerry Reyes almost killed everyone in his Land Rover. It wasn't really his fault, though- the buxom, nubile and mostly unclothed women of Adopolis frolicking on the beach were a hazard to navigation. Escpecially for a guy used to driving really, really fast in the hopes of not getting hit by an insurgent wielding an RPG and screaming "Allah Ackbar!"

But RPG's weren't a real danger here- the shapely figure of a barely-legal Adopolian were what almost did in this veteran of a dozen conflicts around the world.

Linda Singh raised her eyebrows at him, as Jerry barely avoided getting them all pancaked by a garbage truck that had pulled out of an alley. The woman was unflappable.

The rest of the drive to police headquarters was, thankfully, uneventful. Jerry and Linda had a folder full of information on the People's Liberation Front, plus some especially grisly pictures of their atrocities in some faraway land.

The problem was, the Adopolian police force wasn't too receptive to listening to foreigners, and Jerry couldn't very well come out and say that he was a foreign intelligence agent working illegally in Adopolis. He wondered who he would get to meet with in police headquarters, and if that person would have any interest in what he had to say?

Downtown Adopolis

Downtown Adopolis was a sight to see, quite frankly. People walking back and forth between expensive shops like Eternally Yours, Remote, and Mango Federation. Well they're not expensive, but honestly yours truly would prefer to go to a Ross. They sell nice shoes for thirty bucks, man! But nonetheless stores such as these were popular. There was also the National Mall, and it was called the National Mall because it was the only mall in the nation, being that the entire city was the nation... so it kinda makes sense.

Moving on, you also had your assortment of nightclubs, lounges, restaurants, the National Library, and what have you.

But that's the cosmopolitan view of downtown. As with every city there are some slums. And guess where the police station was located... in the slums. Yah. Clever aren't we?

And that's where Linda, Jerry, and company were. In front of a massive green building with cops walking back and forth, some prisoners in handcuffs, and in the distance buildings that looked only a bit too sketchy. Well, thus what happens when you work in a ghetto. Sorry.

As the cops were walking back and forth, and the four Potites stood there confused as a Roman Catholic in a Pentecostal service, a friendly policeman dressed in blue approached them.

"You don't look like you're from around here."

Seeing as most if not all Adites were Greek, they had a way of knowing who was a foreigner. Not only that, they looked intensely uncomfortable. I would be to if I were an illegal superspy looking for communist terrorists in a city full of xenophobes... I just described Miami! Scary.

The policeman chuckled. "I guess not. My name is Orphius. But you can just call me sir since I'm a cop." He was about 35. His cheerful demeanor? Well, you'd be happy too if your stock went up because you invested in a foreign oil company. "You two seem lost. Are you looking for the shops? The clubs? Because quite honestly there's nothing here but drugs, broken dreams, and angry young men."

You could say that again, but don't because I hate narrating sometimes. I need a cigarette...

The Assemblage

Man I love nicotine. Anyway, seeing as another Skyian offer of arms penetrated the shield of bureaucracy within the City, it was time for an impromptu meeting.

As another small nation enters the world, one wonders of the motives, (-and, dare I say, mental faculties-) of the numerous fledgling empires that attempt to colonise small nation states without so much as the blindest attempt at self awareness on the international stage. You are not the only person to give us this offer. I do not know if you have noticed, but we already have one or two nations that "guarantee" our independence, very large nations. Also we are not that young, we are just small. Of course you're going to be small when you're a city, hm? Now let me refute some points.

Number one, you assume that we are incapable of defending ourselves. Yes I will admit that the Adite military is small compared to the obscene armies of the super empires, but we know this island like the back of our collective hands. Indeed, we also have Divine Providence on our sides... at least that's what Arius tells me.

We do not need your large armies, we spend our time actually helping our people.

Number two we do not need economic aid our economy is reasonably well. Yes it is not like the economies of the super empires, but nonetheless it functions. We are trading enough.

Number three, allies? Do you know what that word entails? It means that if you ever get in a mess it means that we have to help you. What do you think that we want to get involved in your messes? If you want to be our ally, prove to us that you are worthy of our time.

Now if you want a consulate, and you wish to trade, we are open to that. But do not assume that we are a helpless little beast... we're little but far from helpless.

Somebody should stop giving the letters to Alexander...

On the offer for the school, the Assembly will most likely vote yes... at least for our public university, Adopolis State. We have two private universities. St. Michael's University, which is run by the Church, and Rouge Isla University, a private, secular, university.

But when it comes to the public university, I can see no problem.
