In the past, the great nation of RyanBrum has gone through three government changes. From a Republic, to an Empire, then back to a Republic. Now there is no government at all. Despite this our nation has managed to create a city that floats on a giant lake and made it our new capital, we have developed a new missile program, lost our dependency on fossil fuels, and developed a space program. However I need to develop an senate and house branch, along with a King and Queen. I need ideas on how to operate this government and any other pointers you guys might have.

Why bother governing yourself when you can join the Imperium of Belkaros? Our government system is similar to that you are seeking, and would install a House and Senate, plus a territorial Emperelli, who can be chosen by your people, along with all representatives. Your nation would be free to live as it has, with a small tax increase to fund the social, economic and infrastructural improvments our nation would install and maintain.

Sounds like you want a Constitutional Monarchy. A Royal family with some power, that can be checked (and in turn check) a legislative branch that's elected from the people (or composed entirely of landed gentry, etcetera, the choice is really yours).

What one could do is (just to make an Intresting RP) is start a civil war with a few factions representing different government choices and who ever wins that war is your new government. And in the process the factions can ask other nations for assistance and your nation could gain valuble allies after the war.

I am listening. Although Salzland makes a good point, I do want a Constitutional Monarchy, however I have also been looking for an alliance since the fall of Rouge Brotherhood. Why don't you TG me your requirements and mabey we can work something out.

The Nebarri Empire can only suggest its governing system:

Emperor or Empress is an Absolute Monarch(with the exception of their ability to choose their successor, selecting the Ruling Council, and with 3/4 support of the Ruling Council can be removed from power.)

after the Monarch is the prior mentioned ruling council, this council is elected by the people in various regions of the Empire to share their concerns and suggestions with the Monarch, they are also there to select the next monarch in the event the raining one is dying or declared unfit to rule.
