A Decree From Tzargrad (Open: Attention Lord Sumguy, Faxanavia, Hegemony Nations)

OOC: I'm withdrawing from the Hegemony; plain and simple.
-----------------------------
IC:
The Ixanian Empire had been a dormant member in the Hegemony which had been embroiled in a number of conflicts recently under the leadership of Lord Sumguy who had visited Ixania on a number of occassions. Lord Sumguy did not know that many Ixanians frowned upon membership in the Hegemony as being an affront to their values and many of them sent messages to the government exhorting Her Majesty to carry out withdrawal immediately before Ixania, in the words of one college professor, "suffered at the hands of people who we have never once considered going to war with but would if we are to stay in the fold of the Sumguaians."
The Ixanian Government itself had many people demanding withdrawal from the Hegemony including the Foreign Minister, Ivan Rucinsky, who had written numerous messages to the Empress to show his "honest discontent" with the Hegemony's ideals and how: "Membership in this brotherhood of leaders will only lead to our ruin. I must ask you, Your Majesty, to consider withdrawal immediately and to notify Lord Sumguy of your decision. Ixania must be safeguarded from needless bloodshed."
The Empress had often considered withdrawal in the face of her own values which she had never ceased to hold dear since the crown was placed upon her head. She did not think that it was wise to commit her nation to wars with LION which was an alliance she knew little about save for Faxanavia, an allied nation, being one of its major members. During meetings with her ministers, Anastasia II decided that she would do nothing more than safeguard Ixanian independence. It was one day after the last meeting that a message was read to all Ixanians:
"Her Majesty's Government, in light of the recent state of affairs in the world concerning the Hegemony, has decided that it shall pursue a policy of disassociation with the said alliance but that it shall do nothing to negatively impact its policy of seeking diplomatic relations with Alfegos which has often showed itself to be both friendly and trustworthy. We shall do what we can to ensure friendly relations with Sumguaia and other nations and hopefully we shall be able to secure a brighter future for our people. The Empress has declared that, as of this moment, Ixania is no longer a member of the Hegemony."
As the message was being spread like wildfire across the Ixanian Empire with haters of the Hegemony parading in their homes or wherever they recieved the message, Anastasia II looked out one of the windows in her office while contemplating the decision she had just made. It was not to save her own skin but to save those of the people she ruled. Why should they die for a cause not their own? Did Ixania do anything to insult the governments of nations like New Greston? No. It was only a target due to being a member of the Hegemony and she did not want Ixanians to suffer because of it. Everything she did was for them. As she stood at the window, Ivan Rucinsky walked into the room. "Ivan, have you sent the message?" Anastasia said calmly while looking out the window. The old image of an outgoing and carefree woman seemed to be replaced with a coldhearted and ruthless lady who was bent on ensuring safety for her people. "The message has been sent. The Hegemon should recieve it soon. Are you sure this is what you want?"
Anastasia turned around sharply and smiled. "Of course, Ivan. I do not think we need to bother ourselves with membership in this internationally despised alliance at all any more. We must ensure a future for our children and I do not think that blenders and bloodshed really makes a bright future for them. If Lord Sumguy is saddened by my decision, so be it, for I have the free will to do this deed. It is what the people want. If he wants us to stay...let him appeal to the masses!" Emphasizing the final words of this brief speech, Anastasia took hold of some reports and sorted through them with a smirk upon her face. "The Hegemony is dead to us now but our friends within are not. We must not let them think we want to disassociate ourselves from them. We must make them know that we still want to keep our ties strong. I want you also to send a message to the leaders of Faxanavia to discuss our alliance. We must not lose an ally because of squabbles that do not really concern us."
Ivan smiled. "You have learned much from your father, Your Majesty and I am sure he would like seeing you today with how you have carefully and efficiently managed this nation of ours."
Anastasia giggled a little before she took her seat at the desk. "I am sure my beloved father who worked well to raise me with my caring mother would be very proud of me. Now, go, and do what I have asked you to do. Time can not be wasted in times like these."

Her Majesty, the Empress of Ixania, wishes to learn whether or not your administration is willing to renew the alliance made between our nations before your ascension to power in Faxanavian politics; wishing you to know that she had already signed a decree making Ixania no longer a member of the Hegemony in the hopes of avoiding unnecessary bloodshed. If you are willing to renew the Ixanian-Faxanavian Alliance then I would be more than glad to arrange a diplomatic meeting between our two nations to discuss such a topic. If not, then hopefully we shall not be forced into a conflict based on something which is no longer a fact due to recent events. I look forward to your reply.

Message to the Ixanian Government
Hail and fondest greetings to you, Empress Anastasia II and ministers. We, the Senatus de Roma V, have recently come across some news that your nations has broken away from the Hegemony Alliance. We would first like to congratulate you on making such a bold move. Especially when most of the Hegemony nations are embroiled in some conflict.
While we realize you may not be seeking new alliances so soon after leaving Hegemony, we have a proposition for you that you may be interested in. Emperor Quaeus has requested we send you this message to propose that you join the reforming Roman Empire. Membership may not be as large as Hegemony but we may be more appealing as our agenda is centered around peace and the settling of conflicts, an agenda shared by your own nation.
Membership entitles a seat on the Praetorian Council, a council of the leaders of nations that are part of the Roman Empire who will make unified decisions for the Empire such as roles in conflicts, embargoes against a nation, or so on. Ixanian citizens who may travel to Roma or other parts of the Roman Empire will have relaxed immigration and citizenship in the other nations and vice versa for other Roman Empire civilians to not only unify our nations but our peoples as well. Free trade is encouraged to complete a sense of a shared identity by all members. You would be asked to also change the name of your currency to the denarius.
Think of it as less of an alliance but the combining of your nation with others to create an entity both feared and respected in the world stage. Your nation would still be left to govern itself, elect rulers, change government policies and so on.
If you are interested, or have questions, we welcome you to mention them in a reply to us.
Respectfully Yours,
The Senatus de Roma V

OOC: This is an open thread but I made it more so for members of the Hegemony and LION so that the Hegemony would know about the withdrawal and so that LION would not attack Ixania as a Hegemony member when, in fact, it has taken its leave of the organization. Lord Sumguy, your leader can still meet with Anastasia but she will, without a doubt, reject any plans to return into the fold but she will still seek the maintenance of good relations between Ixania and LS, Alfegos, and so forth. That is the Ixanian policy: we may not agree with what you believe in but we are still willing to make you into a friend. :)

"The Roman Empire? Intriguing but would Anastasia actually consider it?"
Ivan Rucinsky looked at the letter from the Roman Senate that he had recieved just moments ago from his hard working secretary who was busying herself with sorting papers and other documents. It had not been long since Ixania had taken its leave of the Hegemony although it was unknown as to the fate of the Abrahamic League's branches in Ixania, if any, since Her Majesty's Government had not yet made a decision concerning that group but Ivan knew it was in the process of doing so. He had already celebrated Ixania's withdrawal from the Hegemony as he never really liked it and felt Ixania would be better off without it. He would, however, support the ties his nation had with Alfegos as did Her Majesty from the confines of her imperial home. The Empress of Ixania seemed to be more involved in political affairs since the outbreak of hostilities between the Hegemony and LION. She had even read the satirical cartoons about blenders with people offering milkshakes made from the leaders of the Hegemony with the leaders of LION's nations each drinking from them. Ixanians did love their satire. Anastasia II looked upon her own copy of the Senate's letter with an intrigued mind. She had been intrigued by the offer and would consider it.
Official Response of the Ixanian Government
It has come to our attention that the esteemed Roman Senate has offered our beloved nation the chance to join the Roman Empire and such an offer has intrigued Her Majesty's Government significantly although we must say that we need to consider the offer for a while until an official decision can be made. Her Majesty would like to know more about the Roman Empire and about its members. She would also seek to know more about the Charter of the Empire, if one should exist. It is Her Majesty's Will that the Ixanian Empire not fall into needless bloodshed so all measures must be taken to ensure that end. We are, so to speak, political empiricists. Her Majesty must also commend Roma V for sending the suitor, Lucius, who she has admitted to being quite fond of and who she would like to meet again even if he is not chosen. In fact, she would not mind visiting Roma V to meet with your Emperor who she had the pleasure of meeting during the peace talks with Empress Isabella of the Ryou when she served as the third party leader.
The Ixanian Empire also wishes to inquire as to any other compulsory requirements that the Roman Empire may demand of its members other than just the changing of currency to the denarius. As one writer said: "Better to know all and move and know nothing and lose."
This is all that our message shall entail. We look forward to your reply.
Signed,
Ivan Rucinsky,
Foreign Minister

Further Inquiries made by the Ixanian Government
Greetings to you, Foreign Minister Rucinsky. We, the Senatus de Roma V, are most glad to hear our offer has intrigued her highness, Empress Anastasia II. We also respect that such a decision will take much time to consider and we will do our best to answer the questions the Empress would like answered to help in her making of her final decision.
Currently, the Roman Empire only consists of The Empire of New Chalcedon and The People's Republic of Roma V. However, The Principality of Northern Rangeria is one nation who we have plans to also approach about joining. The Roman Empire currently has troops deployed in Northern Rangeria to aid our Royalist allies against the coup which has split the nation in half.
A charter is still being drafted in cooperation with members of the Chalcedonian government and our own but if you wish we can provide you with what we have so far. Other requirements will be addressed to you as they find their way into the draft.
On another note we are most elated to hear Senator Lucius has impressed her highness and we hope his chances to win her heart and hand are well. As for a visit to Roma V, Emperor Quaeus is currently away in Lynion however he will be coming home soon at which point we will discuss with him the matter of a visit to Roma V by the Empress. We are certain he would enjoy it as he has been following the young Empress's career with great interest.
We hope we have provided suitable answers to accommodate your questions but do not be afraid to ask again for clarification purposes. We look forward to hearing from you once more.
Strength and Honor,
The Senatus de Roma V

Dear sir,
I must say, I am surprised at the actions of the Ixanians. Your withdrawal from the League is a surprise to us, but, I must say, not completely so. The Hegemony's fate, which is bleak at best, leaves this your most logical course of action.
However, I am unsure as to our alliance. The state of alliance between the nations of Faxanavia and Neo-Ixania was first established during the reign of the dictator Hephaestus Blackforge- two years of bleak oppression within the Faxanavian nation. We have found ourselves unwilling to trust any person or nation who knowingly aided this tyrant, and as such I am unsure as to our course of action. On one hand, we do not wish to support a nation who would support the autocracy. But, on the other hand, we must congratulate your leaving the League. As such, I will be willing to accept your offer, as I am interested to see if we can put the past behind us and go ahead into the future of our two nations.
Respectfully yours,

"Faxanavia has accepted our offer of renewing the alliance and Barronia has declared us immune from the bloodshed. So far we have recieved word that Alfegos has declared its neutrality and we have had no response from the Hegemon or any of the Hegemony's members."
Ivan Rucinsky had often been seen in the company of the Empress whenever she wanted to discuss something related to foreign relations; trusting in the veteran of the court, Rucinsky, who had served her father during her childhood as a young and handsome diplomat before rising through the ranks to become the Foreign Minister of Ixania. Anastasia had trusted him the most out of all her advisors and it was said that she was quite fond of him and that she was close to his wife who was one of her many friends. Mrs. Rucinsky was a beloved confidante. Anastasia II listened attentively to Rucinsky read outloud from his report in his booming but calm voice. The Empress was pleased with the results, the fruits of the declaration, and she could care less about what the Hegemon thought about it. If he wanted her to reconsider leaving, she would calmly tell him that Ixania would reject rejoining the Hegemony and that the only way to persuade her would be by force albeit she doubted that Lord Sumguy would actually attack Ixania. She did not believe that Ixania needed to fight LION and thus declared her nation's membership in the Hegemony to be null and void. Lord Sumguy had not responded yet but Anastasia was sure that he would send a message concerning the withdrawal.
"It seems everything is working out well for us." Anastasia said to Ivan with a smile while adjusting the collar of her business suit. She often wore suits whenever she was working and dresses for important social functions and usually a corset underneath her clothes. Ivan nodded his head. "I shall go to Faxanavia to meet with Mr. Linares like I did with Mr. Blackforge. I believe that Madam Sturmer should be back soon to handle meetings with other nations' diplomats in my absence."
Anastasia briefly thought about Svetlana Sturmer for a moment; she had known her to be the Russo-German workaholic who was involved in an alleged date with a Hispanic bus boy. She was roughly a middle aged woman with plenty of charm and beauty albeit they were hardly put to use since she was obsessed with her work too much to consider finding love but usually it ended up finding her instead. "Svetlana deserves a vacation, Ivan. She has done good work for us."
Ivan smiled before he got up to walk to the door to take his leave. "I shall work on a message to send to Garret Linsares before returning to the confines of my home to see my lovely wife. The missus sends you her greetings, Your Majesty."
Anastasia smiled before bidding him farewell. She stood from her seat to look out the window at the calm and relatively busy streets of Tzargrad while her mind was focused on the conflict and the events around it. Anastasia smiled as she took hold of a necklace that she was wearing. "Lord Sumguy....let's see if you can pull your way out of this one."

The Empress of Ixania was intrigued by the short but simple letter that the Hegemon had sent to her; although she was a bit saddened that she was viewed as someone who did nothing to stop evil, LION, in this particular case but that was because she was applying what she felt was practical in this situation. In fact, she had the following message sent to Lord Sumguy in response:
To: Lord Sumguy, Hegemon
From: Empress Anastasia II of Neo-Ixania
The Ixanian Empire would have taken its leave of the Hegemony whether or not there was a war between the Hegemony and LION. We just decided to announce our withdrawal during this particular time.
