His Royal Highness the Grand Duke of West Zirconia is pleased to announce that the nation is to open embassies in the capital, St. Martin, and invites interested nations to form diplomatic relations.

The Grand Duchy of West Zirconia is a Constitutional Monarchy, with a bicameral parliament headed by Prime Minister Mark Simmonds. Freedom of speech, belief, morality and of trade are aspects of which West Zirconia is particularly proud. The majority religion is Protestant Christianity, although minority religions are tolerated as long as they do not incite criminal or subversive activity.

The Diplomatic Quarter is made up of two concentric squares, Capper Square (outer) and Coultard Square (inner). Linking the centres of each side of the squares (thus making a symmetrical pattern) are four other roads: Coulson Terrace, Benge Avenue, Bennet Walk and Hope Boulevard, the latter being the only road linking the Diplomatic Quarter to the rest of St. Martin.

We welcome the people of East Congaree to West Zirconia. However, there are a couple of problems concerning your application.

First, concerning the location of the embassy. Only even numbers are available on Coultard Square. (There are odd numbers, but these are reserved for allies.) Therefore we shall allocate 46 Coultard Square for your embassy.

Secondly, concerning the request for bilingual literature and signposts. We are happy for signposts showing the embassy's location to use both languages - in fact, that is standard procedure for nations with official languages other than English.

However, we feel that to translate whole portions of West Zirconian guidebooks would be impractical, as there are no known Gaelic speakers in the country. We do have two minority languages (French and Welsh), but our literature only uses those languages in the areas where they are spoken. If you wish to import your own bilingual literature about East Congaree, you are of course welcome to do so, but I fear it would be a wasted effort.

We hope that, despite the slight hiccup, we enjoy lasting, friendly relations.
