Waters off of Ralkovian Archihpelago
A convoy cruised through the cobalt seas near the island group, bound for th larger of two islands in the area claimed by the Empire, F5.
Standard procedure was followed. Soldiers went ashore and planted both the Imperial Star and the flag of the colony. An Imperial civil officer read the Order of Annexation:
"Tor ról áu Imperacu Irasur Marwhind, eð cor Permitat áu Praetu Thenris Candlea, Kú pertoris èlim kës Insulav en té nomina áu Kiravis Imperia, eð encorporatim er en-t' té Imperia per té Colonia áu Rencovia."
By order of Emperor Irasur Seawind, and with the permission of Praetor Thenris Candlea, I hereby claim these Island en the name of the Kiravian Empire, and incorporate them into the Empire as the Colony of Rencovia.
Next, boats came ashore carrying settlers and supplies. As usual. However, the Empire's efforts here, in what had been claimed as the Colony of Rencovia, were far greater than those in nearby Alphinsula. 1,250 settlers (Two-and-a-half times the number sent to her sister colony) had been shipped over and were protected by 200 Imperial soldiers and medium-grade artillery weapons.
Governor Falkirk Whitefjord was standing at the prow of the second boat to come ashore. He immediately began giving firm orders, though as softly as his gruff voice could manage. Supplies were unloaded from the never-ending chain of boats and tents were set up in lieu of prefabricated buildings for the time being. The Governor personally attended to the black leather cases that turned up inconspicuously in every third load or so, discreetly depositing them under a rock in the nearby forest.
While the neo-bullionist Governor was busy furrowing away his gold and silver, the naval officers aboard the ships were working as hard as ever, scanning the area for other ships. They found them. In large numbers, the other colonial powers were slowly arriving to claim what was theirs.

Several Greywatch airships were on there way to the land the government had just recently aquired. Aboard the airships were several supplies and men that would start the colony. Part of the land aquired was a large enclosed space of water. Supplies were dropped from the planes, the crates were equipted with parachutes and were designed to float if they had to. Fortunantly, all of them landed safely out of the water and next the men were dropped in. The workers would begin immediately, first would be a temporary camp, next would be the solid structures. But before anything was done, the first man to hit the ground made sure to deploy the Greywatch flag on a nearby hill, thus solidifying its claim. The next few men began opening up crates and sorting out what had to be set up first. Tents were amoung those first things followed by portable generators and comms systems. They noticed that someone else had already begun setting up but decided not to attend to that matter yet.

It was early down when the landing craft approached the sandy shores of plot E2, newly dubbed the Pawel Territorial District. The natural harbor the craft were entering was shallower that originally expected, but still deep enough for a carrier to dock without much trouble. At the beach, the landing boats drove aground and the metal doors dropped down. 200 Falkasian soldiers ran off, securing the area as the Falkasian flag was raised on a collapsable flag pole. They all stopped what they were doing and snapepd to attention. A highly decorated officer walked towards the flag, unveiling a roll of paper, began to read aloud.
"This day, 15 July, 2008, the People's Republic of Falkasia declares sovereignty over the Pawel Territorial District, it's waters, and resources."
The beach was unnaturally silent, with only the sounds of mother nature in the background. The officer placed the paper in a pocket.
"Welcome to Pawel Marines!"
Cheers erupted from the soldiers as they got to work cleaning up the area and making it ready for settlement.
The largest of Rencovia's islands, named New Tavroa, after the colonist's port of departure from Kirav, had been secured. A watchtower had been set up, and artillery was being placed in strategic positions above the coast.
Meanwhile, Saar-Rencovia, the colony's first settlement was under construction. The last of the prefabs had been unloaded and landed, while the first of the prefabs had already been put up. Urbanographers were busy directing workers, while the colony's logistical personnel were using the first prefabs to store food and equipment.

As the settlers arrived, a small port began to take shape on the shores of the bay. Houses and shops soon followed as the population increased, resulting in a large town of prefab shelters by the end of the day.
Now that the settlers had arrived, the soldiers could attend to more important matters. Construction of a military base on the island's highest point was among their chief priorities. Not only did they need a defensive foothold in the region, but also becuase the mountain was the highest point in the entire island chain.

It took no time for many of the men on the ground to begin constructing some sandbag barriers, a good start. A few tents were already up, all of them had the Greywatch flag on them, and some shortrange comms systems were being brought up. Two more aircraft dropped in soldiers and weapons along with plenty of ammo. They had to move fast to make sure everything was set up good and early before the real shipment arrived.
After the first buildings were in place, and space alotted for those to be constructed later, basaltic gravel was lain down to serve as streets (Kiravians find asphalt unseemly). By now, the entire population lived between walls.
That night, the first session of the Rencovian Colonial Assembly was held in a large tent in what would become the town square. Unlike Alphinsula, Rencovia would be a colony, with a local, Imperially-derived, participatory government. Assemblymen had ben elected on the journey, and now sat in tables and chairs resting on the bare ground as they listened to plans and proposals. Plumbing and power utilities were discussed, as were ceremonial matters such as the colonial flag, and what the smaller of the colony's two encompassed major islands should be called.

After some planning by some engineers, they found that the coal deposit to the south of their position could be used to set up some initial powerplants. They had called in some boat, or rather rented them, to help with the project until it was done. Already the place looked like a small makeshift military base, now came the part where it became a proper colony.

In a day's time, the port had developed from a small prefab town to into one that looked liked like something out of a modern day Falkasian city. A crane had been set up on one of the docks to unload some of the heavier cargo that had been brought. Civil Engineers had also began construction on an airport, named Pawel Municipal, that would serve as a communter and cargo terminal for the larger International one over in the Karasov Territorial District.
The military meanwhile had scouted the entire plot within a few hours, and had begun leveling the mountainside for their base until engineers and supplies could be brought in by plane. They had set up a small encampment of tents, as well as a few watchtowers.

Several landing craft hit the beachs unloading even more materials, these one would be for more permanant strucutures. The first of said structures were some barracks, the next one out be a small outpost for vehicles. A warehouse was built soon after, extra men and equiptment was deployed to held begin the construction projects. It was going to be a long day...
Cement and metal were being worked into Saar-Rencovia's first permanent buildings. The prefabs would remain as residential districts,but from now on, people settling in the city would live in apartments or townhouses.
Most of the original convoy had turned back to Alphinsula, from whence they would make for New Harbour, the Midocean Islands, and then back to Kirav. However, the West Pacifica Company and the Imperial Maritime Works had sent ships of their own to replace them. The West Pacifica Company's transports delivered materials to build a seaport, and 3,000 Kalth-Ieurlev labourers, fresh immigrants from Coscivia, to help the colonists assemble it. It also brought mining equipment, which the 3,000 new settlers would use to extract iron once the docks were complete to export it from. The Imperial Maritime Works had designs on the island as well: They intended to build a small shipyard and maitenance port to serve Kiravian trading vessels. The iron from the mine would be processed and carbonised by local industries backed by metropolitan investors, and then used to build ships. They themselves brought an entire 120-strong clan of Insdev shpwrights to the island to construct and run their operation, bringing the colony's population to 4,370.
While the colonial economy was taking shape, and the government established on New Tavroa island, another isle lay to the north. The Colonial Assembly had named it Insula Candlea, after the Praetor who had approved the colony's creation. With only a gem deposit, Insula Candlea was not attracting economic immigrants. There was however, a settlement of 70 persons on Candlea's southern coast.It was an ethnic block settlement of Kiravians who spoke the Celtic languages, principally Irish, Gáidhlig, Pictish, and Cumbric. The denizens were mostly small-time farmers, just beginning to clear land for fields.
4,440 people now lived on the two small islands on the very edge of the Imperial map.

Hidden pillboxs dotted the area that Greywatch had aquired. Places that would be good for ports were marked for future establishment. However, now with barracks, tents and communications set up. The warehouse would have to be finished, then some farms would have to be developed. Of course, an airport would also have to be made to accomidate for Greywatch's reliance on planes. That warehouse was finished promptly with the help of engineers, construction workers and machinery. In about a week, some farms could propbably be finished and new shipments would allow the ocnstruction of ports and an airfield. After all that was done some proper residential structures could be created. But before anything else was started on, a waste management system had to be created...
OOC: It is quite unclear. I assumed that we'd gone from a few days in the first posts to a few weeks by now. Fluid time?

After three days, construction on the docks were underway: The pillars had been sunk and stabilised, and the infrastructure above was being installed. Only half of the projected workers were needed, so the Kalth-Ieurlev immigrants began excavation of the iron mine.
Meanwhile, politics continued. The island had been outfitted with pre-approved sites for future settlements, municipal government had been outlined, and both islands were divided into countyships, with Candlea Island being a countyship of its own. Mor importantly, terms for colonial citizenship were tightened, granting political freedoms only to the original 1,250 chartered colonists and Imperial citizens who had lived in the colony for at least three years, and their children, fo course, if born in Rencovia.

Using concrete and asphalt, construction workers labored day and night on the Pawel Airfield. Until it was up, there would be no way to bring in mining equipment.
The port town, recently named Sarakovia, had grown from a village of prefabs into a bustling mini-metropolis in a matter of days, with asphalt streets and concrete buildings being paved and erected by the hour.
Mines and wells had been set up near the deposits of uranium, precious stones, an oil, along with small shanty towns for the workers, but operations could not commence until the airport was completed.
Construction on the Army Base had begun as well. Engineers had paradropped with supplies onto the mountain early in the week and had since been laynig concrete and building structures for the soldiers. Some had even begun tunnelling into the mountain, as the surafce level of the base was only a small part of the overall plan.

It was hard work, laying down future swer systems by hand using shovels and not much else. But these men had prepared for this and everything was comign along smoothly, it was good enough for now. Still, not wanting to mess up the water around them, they set up a group of outhouses not too far away from the camp. Over the next few days they set up a makeshift airfield using some flat ground, some portable comms systems, a line of very powerful lights, and a portable generator. Good enough, Greywach was going to be sending in suplies by air shortly.

In another week, thr port had been built, and the mine was nearing completion. Imperial Maritime Works' Insdev contractors were hard at work building a drydock.
On the west coast of the New Tavroa, the Imperial Military had arrived, and was breaking ground on a military base that would provide defencive forces for Rencovia, Alphinsula, and any other colonies the Empire might acquire in the area. It had just begun, and was far from complete, but would certainly prove a major asset to local security when it was.
Candlea Island had gained 30 more settlers, more Celtic-speaking Kiravians from Enscirya, a much larger colony of three million souls, bringing Rencovia's population to 4,470.

It had been about a week but plenty had been accomplished, coal was actually being mined now and was being used in some small power plants that had been set up. There were a dozen permenant structures; seven were small residential complexs, an eating area, a governor's house, and the other three were permanant barracks. The comms facility had been significantly upgraded and was now a small radar post. There were about two hundred people in the colony thus far, it was far from being done.
In another two weeks, Iron extraction had begun, as had the colonists' construction of ore-processing facilitites. Like the military base, they would not be complete for awhile, but their value once operational would be immense.
Saar-Rencovia was improving, as water was now running, and imported solar panels provided power for use during the night, though the Governor had rationed the use of daytime power to keep up with demand. Walls had been set up to demarcate the city's limits. The Colonial Building (which housed the Governor's office and those of other officials) and the House of Assembly (Which housed Rencovia's legislature) had been built and been moved into by their rightful occupants.

Everything was coming along smoothly so far. Coal was being dug up less now as the colony was beginning to use solar energy. Lightning rods were also placed around in remote areas to draw lightning from any future storms away from the important structures. The colony had expanded to about 400 people now, there were plenty of facilities and residential structures. A port was set up and next the crews began working on starting up a trade center. It was obvious from scouting reports and radar sweeps that there were others in the area. Materials kept coming in at a steady rate and things kept improving, the air strip was finally brought up to some decent standards. It didn't have a control tower but rather a control hub, still effective. The next objective was figuring out what to do with the lagoon area that had come with the land, there was oil in the center of it apparently but nothing that greywatch really felt like being bothered with at that time. Roads were also starting to be upgraded, they weren't city class roads but they were good. The sewer systems had been more-or-less completed and a small treatment facility had been opened up. Finally the outhouses didn't have to be used anymore. There were some forests around, Greywatch had only explored the clearing around the landing area so far. Some teams were sent out to map the forest and find the other resources deposits on the section of land. It woud still be a while before this place was at full capacity and they still hadn't thought of a name.

Not sure how much pirate profit or terror value you could get out of Rencovia. And we're using solar panels. You could send an army of primitivist, nudist, weed-smoking militant hippie squatters.

Amid the sound of a cheering crowd, the first Falkasian AN-124 Transport plane landed at the newly completed Pawel Municipal Airport. Onboard was food, water, basic goods, and most importantly, mining equipment. Also brought along was close to 150 settlers and mine workers.
The port of Sarakovia had grown dramatically in only a weekm now boasting it's first multi-story apartment building and drydock. Sewers had been built, as had water pipes and power cables. The settlers were living the life almost identical to what they would have back in Falkasia. They had al lthe amenities they could hope for, or use in a day for that matter.
The main level of the military base on the mountain was nearing completeion, although there were still months to go on the lower levels of the base. Barracks had been set up for the soldiers, along with a RCHQ* for the area. Helipads had been constructed, as well as a short runway with hangars for planes being carved into the mountain. By the time the engineers were through with construction, the dormant volcano would be a fortress.

500 more colonists had been sent from the Empire. They, like the original 1,250 settlers, had signed up with the Colonisation Agency for transport to Rencovia, where the would work to develop the colony in return for land and housing grants. THe population was now 4,970.
Also, a shipload of food and medical supplies had arrived at the island, embarissingly highlighting a problem that the government hadn't yet seen to. The colony had no means of food production. The Governor allowed for the import of 230 farmers from Midwestern Kirav, who would arrive in two weeks.
Iron ore was being warehoused while the plants to process it were being built.
