First Death Sentence in 80 years Handed to Rapist

Broadcast from the Republic Press Organization

Early this morning, the trial of serial rapist Frances Shylton, 32, came to an end, and he is in waiting to face the electric chair, soon to be the first citizen of the Republic to be killed in the prison system in eighty years. Shylton was first charged three weeks ago, convicted in a lesser County Court and appealed the ruling. He could not have realized just how bad his timing was. Shortly before the Republic High Court agreed to sit on the case new acts in the National Assembly, put forward by Morys Bradshawe and Odaka Akane, brought a legalized death penalty back to the Republic, something this nation has not had for eighty long years, when it was abolished by an initiative led by President Sakiyurai Tsuneari and his supporters in the Assembly of the time.

Mr. Shylton was brought before the RHC, which reviewed his case and decided that what Mr. Shylton had done most definitely warranted a guilty verdict, and that the life sentence had was handed initially was not good enough. First Justice Alex Hamilton:

“We felt Mr. Shylton was justifiably convicted and sentenced and that what he was doing in appealing to us was attempting to escape the consequences of his actions. We were not interested in letting him do such a thing, because if he does, that sets a precedent. We also had not interest in letting such a horrible person spend the rest of his days in a prison with his life supported by taxpayer’s currency. This is why we upgraded his sentence, that, and he almost certainly felt no remorse when he was brutalizing his victims.”

Mr. Shylton is known to have raped at least seventeen women and young girls, murdering half a dozen. He is presently being held in Lawrence Parris National Penitentiary, located in Delta City, where the execution will soon take place.

OOC:

Kindly refrain from massive invasions and so on. This is supposed to be mainly international diplomacy. If you're just looking for a small nation to jump, kindly look elsewhere.

I reserve the right to ignore if necessary, though I don't think it will be necessary for me to do such a thing.

I'm also doing this to get a general feel for IC government's opinions and positions.

We are proud to see that other nations take crime seriously, and do what is necessary to punish those responsible. Forcible rape is one of the worst crimes one can commit, not to be confused with Statutory rape, which is a very vary gray area, that must be handled carefully on a case by case basis. We do not go as far as the death penalty for such individuals, but we feel our punishment is much worse for such individuals. We applaud Mioya's decision to punish this individual.

Mioya is very pleased to have such a positive response made so quickly. This issue has of late been very sensitive in the Republic but the Interim President is very pleased to have won the "Death Penalty Question" at last.

May we be so bold as to inquire, how are rapists punished in your nation?

Respectfully,

We use chemical castration. We also give prison time, about 10 years on average. We find that it greatly reduces repeat offenders. Of course your way would be much more effective in stopping repeat offenders.

Studies have shown that chemical castration can be easily circumvented by regular doses of testosterone administered by a back alley or even legitimate doctor dealing with the criminals. Chemical castration is merely a bandaid on the larger issue: dealing with societal pressures that make help 'grow' rapists and others who enjoy power play expressed through brutality and violence. A more definite solution should be researched.

The kinder thing to the nation, really, is to put them out of their misery and the nation's. We applaud Mioya's choice, but hope that their criminal investigation is extremely thorough and certain, their justice system uncorrupted -- there is nothing so damning as killing an innocent man.

I see. Normally we might look at prison time, and perhaps chemical castration in some cases. However, Mr. Shylton has done far too much for anything less in the eyes of the Republic and its people.

In light of your nation's support, Interim President Yoemon has instructed me, in formal communication, to request trade relations.

We thank you for this support. It is wonderful that Mr. Shylton has now been imprisoned and will soon pay for his actions, but sad that we could not catch him before.

In addition, would trade relations interest you?

Mioya's justice system is extremely thorough in its investigations. Of those he raped and killed, 11 of Mr. Shylton's victims survived and of these 10 testified in court against him, the last who did not being a 14 year-old school girl, with intense mental trauma from her experience rendering her inadmissable.

Broadcast from the Republic Press Organization

Large crowds of protestors have gathered outside the prison facilty where Mr. Shylton is being held to demand his release and protest his sentencing. Protest leaders claim to have gathered five thousand people in all, but the Delta City Metropolitan Police Department and the local Prison Guard Force have refuted this claim as "Nonsense," saying the actual figure is more like half that, at most.

Its size regardless, the crowd has been very vocal, spokesmen saying that killing a man in prison cannot be justified and demanding Mr. Shylton's release by authorities. Speculation that the protest may become a riot have surfaced in the last few hours, prompting the DCMPD to promise to deploy a Riot Police Unit if this happens.

To Mr. Morys Tyrell,

We welcome trade relations with your nation, trade is the lifeblood of our nation, and with out it, our nation would surely shrivel up and die. We have heard word of possible riots erupting in your nation over this situation. If you need any assistance in controlling these rioters, we can send some personnel to support your men.

I do not feel that will be necessary for now, as the local Police can handle it, if they must, and the County Militia is available. If necessary, as a last resort the Army may be called out.

Homicidal Rapist Executed!

Broadcast from the Republic Press Organization

Mr. Frances Shylton was executed this morning at 5:00 AM, at the Lawrence Parris National Penitentiary facility, with protestors screaming outside and the Riot Police Unit promised by the DCMPD holding them back from the gates and high brick walls.

During the final minutes approaching the execution, all the protestors became increasingly agitated, eventually leading to a light clash with the Police. Two RPU sergeants and 3 normal service officers were injured along with ten protestors involved in the fighting, all of whom have since been arrested.

As leader of The Holy Republic of The Crucifixion, I applaud your tough stance on crime, but as leader of this holy republic, I cannot endorse this promotion of the death penalty. We are a nation of Pro-Life, conservative advocates and feel the need to ask the leader of Mioya to grant amnesty to Mr. Shylton for his crimes. We acknowledge that his crimes were severe, but killing him will only add to the blood and violence surrounding this case. I advise that you don't execute him and let him pay the price in a maximum security prison or a labor camp of some sort. Unfortunately, I fear our plea will have come to late...

Best Intentions,

The Archbishop

{OOC: Aren't conservatives usually for the death penalty?}

So you'd rather have the vile disgusting piece of shit waste away your good citizens task money? By keeping him in jail (and assuming it's for life) you're slowly killing anyways but with a higher bill. And if you were to only give him twenty years or so, and he be allowed back into the general populace then, he would just do the same again. This is disgusting, men like him are already killed in our country, and are proud to see such an act done in this one. And on another note the statue is completed, with the bottom being engraved, Hail the righteous Mioyan government!

So, yea, I think, from a practical and moral standpoint its justified as a "band-aid", hehe, and that's my rant for the day.}

Having long since abolished the death penalty and with the right to life of every citizen enshrined in our constitution, the Dressalian government reacts with regret to the news that the Republic has resumed the practice of punitive executions.

Additionally the Dressalian government would like to express its grave concerns over the use of the electrical chair as the means of execution; we believe that this method is likely to cause distress to the person being dealt with. There are far more humane alternatives in methods of execution which we believe should be used if the death penalty has to exist.

We will be willing to happily send a company of troops to your nation to serve as a firing squad to execute these men not worth of life. It is humane because I will be quick... however if another... such as a rapist come along, if he his found stabbed to death via the testicular area, we... have no official response as to whether our troops would have done this or not.

Mioya deeply appreciates the support which has been show thus far, and we intend not to forget it.

For the Dressalians, we say, we do not care if he experienced some distress. It is highly unlikely he cared about the truly immense distress he caused his victims while he raped and abused them.
