Declaration of the United Phenixican Empire
It was like it was an age ago, back in the day that the Phenixican Empire controlled multiple nations under one flag and currency. But things change and now only Devenis and its citizens make up a empire that at one time had many capital worlds.
The Republic of Hannica known for there devout loyalty and military donations to the Empire, they died out by mysterious means it was under the control of President Jebus Esio.
The Republic Dvslandians the fun loving and with technology in cybernetics research that the Empire has not seen since they left the protection of the Empire when we put down the rebellion in Mationbuds under the control of the eldest brother of the cook family, President Paul Cook.
The Kingdom of Oraniku known for there great knowledge in the arcane arts and there ground forces, was at one time the backbone of the Phenixican Army under the control of Grand Maester A4der.
Kingdom of Drugactics, who controlled several colonies in the central regions of the Citerian galaxy and were known for there use in stimulants in the battlefield. Under the control of Lord Meosis.
Each one has left the Empire and can no longer be found, the oath they toke to defend the Empire was broken and it left Phenixica weak. Only the native Phenixican Homeworld remained to keep an entire galaxy under control and for awhile it did work, but things had to change.
Today under the orders of Empress Nadine Cook of the Phenixican Empire, she declares the Re-formation of the United Phenixican Empire (UPE) and asks all nations interested to join. This is not an evil empire seeking vassals. This is to be a single political unit with a united Government, Military and Economy.
We ask only for the cooperation and defense of fellow members at all times. To work towards a united goal with a united purpose.
The Phenixican Imperial Consitution
We are the nations of the United Phenixican Empire, our ties are from far and near yet we pass this document in the knowledge that the Empire will strive to maintain it’s own safety and harmony in all times. The Empire respects the needs of its subjects and there freedom to live as long as it benefits the Empire and what we stand for. May the Phenixican Imperial example stand as a beacon of light againts nations threatened by the aggressors.
Article I - Government Structure
Section I - Legislation and the Imperial Senate and Imperial Court
1. The Civilian powers of the Empire are to be vested within the Imperial Senate of the Phenixican Empire, to be composed of one representative from every nation and led by the Grand Senator of the Imperial Senate. 2. The Military powers of the Empire are to be vested within the Imperial Court of the Phenixican Empire, to be composed of the most experienced Grand Generals and Grand Admirals of the Empire and lead by the Imperial Commissioner of the Imperial Court
3. Powers to eject nations from the Empire lay with the Emperor/Empress of the time, nations can voice there opinion but the Monarchs word is final.
4. Any member can bring an issue before the Imperial Senate/Court and any to have a successful vote it must be a 60% Majority. To change the Constitution is a 80% Majority.
5. The Emperor chooses what he see’s fit when he accepts Offices and Positions in the Phenixican Government, Yet again members are free to voice there opinion but the Emperor’s word is final.
6. The Imperial Court is in control of all wars and a 55% Majority has to be reached for a formal declaration, The Emperor has the legal right to make a call to arms if he thinks the Court cannot make a decision fast enough.
Section II - The Office of the Grand Senator and Imperial Commissioner
1. Both governments have a head with the Grand Senator in control of the Imperial Senate and the Imperial Commissioner in control of the Imperial Court.
2. The positions exist with the Monarch’s approval and without the Approval of the Monarch or a appointed steward holding the positions is illegal
3. The Grand Senator being the leader of the Imperial Court and Representative of the Monarchy has the power under law to speak for the Monarchy in times of crisis or absence. The Imperial Commissioner holds the same power in the Imperial Court.
4. The Grand Senator and Imperial Commissioner have no right to ignore the will of there Council without personal Permission from the Monarch of the time.
Article II - Laws
Section I - Treason
1. The crime of treason against the Empire of Phenixica shall consist of levying war against the Empire, cooperating overtly or covertly with the enemies of the Empire in times of war, passing information to the enemies of the Empire in times of war or peace, allowing the enemy to pass through Imperial Space in times of war and defection/desertion of the Empire in times of war. No person or nation can be convicted of treason without the reliable testimony and evidence of at least two others.
Section II - Admission to the Phenixican Empire
1. The Empire accepts all into its ranks, as long as it understands loyalty to the Monarchy
2. The Monarch can decide who joins without this it takes a 60% Majority for somebody to be accepted into the ranks of the Empire.
Section III – Required donations to the Phenixican Military
1. Every part of the Phenixican Empire must allow for a total 15% of there armed forces to be donated to the imperial army during peacetime and during wartime all forces must be given to the Imperial Army and Fleet.
2. Any member who refuses to donate troops during Peacetime/wartime is seen as possible act of treason.

Section I
1. The Imperial Senate handles matter of the like of civilian life like Trade, Education, Immigration, Civilian/Business colonial pursuits and other matters seen by the Empire to have a direct effect on civilian life. 2.The Imperial Court handles matters of the like of Military life like War, embargo’s, Evacuation and the setup of fort worlds in Imperial Territory.
3. The Monarch of the time is the head of state and has been since the founding of the United Kingdoms of Phenixica over 2000 years ago. She/he is classed as the Phoenix Reborn and only the Temple of Messiahist Knights can choose if the Monarch is unfit to rule at that time. The position cannot be handed to an allied nation of Phenixica and can only be of Phenixican blood.
