The Tzerbian-Crimean Alliance
OOC: This topic is to discuss a new alliance with Tzerbia and the Crimea, however, if you wish to join the discussion, just post an introduction of your nation, and state what you wish to do.
His Imperial Majesty, the Supreme High Kanzler Franz Romanov von Tzerbia, welcomes you to this consulate and hopes that we will produce something productive.
I, Minister of Foreign Affairs, Josef Romanov, have drafted a treaty that I hope you can agree with :
The two great nations of the Holy Empire of Tzerbia and the Republic of Crimean Republic shall hereby abide by these rules detailed in this treaty.
Two-Way Criminal Extradition will occur between our realms of influence. All Crimean criminals that commit crimes and flee to Tzerbia will be sent back to be tried in Crimean courts. The same shall apply to Tzerbian criminals that flee to the Crimean Republic.
Any citizen of Tzerbia/Crimea that commits crimes inside the other's state, shall be tried by the government of which they made that crime. For instance: If a Tzerbian commits crimes in Crimea, he will be subject to Crimean Republic laws.
Free-trade will exist in a "restricted" form between our nations. Any consumer products will not be sold directly to Tzerbian citizens. There are no private enterprises allowed inside Tzerbian borders, therefore, his Imperial Majesty will allow Crimean companies (private and national) to build in certain districts. These said companies will then sell their products to the Tzerbian government, who will in turn, do with as they please.
The Holy Empire of Tzerbia will forever recognize the Republic of Crimea as the sole provider and seller of natural gas and oil, and will have a monopoly on the selling of those mentioned natural resources to the Tzerbian government.
A Military Alliance will be established between our two empires. This alliance will be strictly defensive. Any offensive started by the Crimea or Tzerbia will not have to be honored by the other partner. However, if either country is defending in a war, Tzerbia and the Crimea must declare war on all those involved in the invasion of either nation.
A joint Multi-Branch Defense Force, to help in the protection of our alliance and homelands, and to help coordinate the operations of both militaries will be created. The Defense Force would be a small, flexible and very mobile force that could be deployed virtually anywhere in the world within three to five days. It would be used as a high command to help coordinate joint Crimean-Tzerbian operations, in the case of an attack on either Crimean or Tzerbian lands, in order to reduce inter-Army power struggles that would take away efforts toward the larger goal of victory. The general in charge would be nominated the President on the basis of military success and proven administrative capacity.
The creation of a bi national R&D programme, so our nations may unite in the search for nuclear technologies and the applications of said technologies. To do this, joint research centers will be established in each other's capitals (or any area that has been deemed appropriate). The funding (both for the construction, maintenance and research) will be funded by the alliance as a whole. Each member is required to give five percent of their annual income this cause (percent is subject to change).
A High Tribunal of eleven justices, elected to rolling fifteen year terms by a Congress consisting of ten Crimeans and ten Tzerbians, with a Chief Justice elected to the position by his peers on the Tribunal for a five year term, will be created to protect the alliance's interests. The nationality of the Chief Justice would alternate each term between Crimean and Tzerbian, so that every five years a Justice of a new nationality would come to power. This would help to keep the Tribunal fair and balanced. The High Tribunal would be responsible for the creation of lower courts to deal with other issues of arbitration.
The Congress retains the high right of deciding who is worthy to enter the alliance, and who must be removed.
In addition, the Congress will decide whether a military threat warrants action by the alliance.

His Excellency, President Yuri Pashavitch Shanin finds two sections of this treaty to be defective, section four, dealing with the free trade agreement between our nations and the final section, dealing with Tzerbia's desire for the establishment of a more imperial form of government within the Republic herself.
The President and his Administration calls for a redraft of these two sections to include an exception for Crimean oil and natural gas interests. In proven oil reserves, the Republic has enough oil and natural gas to supply the Holy Empire despite possible future increases Imperial or Republican usage.
The President also calls for a complete axing of the final section, as it advocates treasonous activities within Crimea, and may seem to be an advocation of insurrection, especially by the Russian population of Crimea. Such anarchic words have no place in this treaty.

A tribunal to abitrate any conflicts that may undermine the alliances strength

His Imperial Majesty is concerned with the idea of direct selling to his populace. He doesn't want his people to be corrupted by impure thoughts.
The Tzerbian government itself would like to purchase the natural oil and gas coming from the Crimea. Perhaps if you could specify the means of how you wish to trade these products in more detail, a compromise can be reached.

His Imperial Majesty expresses his concern over sovereignty of his nation. Would this not undermine his ability to control his own military? He believes in that in times of national crisis, war included, a joint Multi-Branch Defense Force should be used, but he's unsure of the means to do this without losing sovereignty. Please specify.

I believe that this can be done simply by a matter of voting of all senior members of the alliance. As of now, Tzerbia and the Crimea would be the only senior members.

His Imperial Majesty simply can not agree to this as he is sympathetic to the communist cause and agrees with the ideas of totalitarianism. He understands however, that the final resolution he proposed was indeed wrong, and orders it removed.

Tzerbia, recently you have given us a bomber. When we were flying it over the island its engines failed and three pilots were killed. The plane crashed, killing 3 instantly, and injuring three more. These three surviviors are currently behind enemy lines and we cannot get to them.
Also your quarintined troops have begun attacking our troops. We don't know why but they may have the full infection.

Plainly put, His Excellency would like to establish a trade agreement in which His Imperial Majesty will agree to use Crimean and exclusively Crimean oil and natural gas in its Strategic Oil Reserve, and will agree to a deal with CrimOil (Crimean Oil and Natural Gas) that will give CrimOil the ability supply all of the oil needs of the Imperial Armies, Navies and Air Forces.
His Imperial Majesty agrees and has decided to eliminate the final article.

His Imperial Majesty believes this is a much more well thought our plan than the one he devised. He's sorry for, as he puts it, "half-assed" effort on his part, as he is not used to devising slow, democratic processes, but rather, ways around them.
This will be added to the treaty immediately.

His Imperial Majesty worries who would be in charge of such of a command. Will Tzerbia generals or Crimea commanders be in charge? Will the Congress appoint them? How is it done? If these questions could be answer for his Imperial Majesty, he will surely agree.

His Imperial Majesty agrees, but wishes to add an emergency clause. In the case of extreme national emergency, where the life and death of a nation hangs in the balance of a speedy but well thought out decision, then a member of the alliance may declare war on another nation. The Congress will decide if it was appropriate at a later and more appropriate time.
Crimea would like to assure that no mention of political affiliations will be made in the final draft of the Treaty Charter. And that an amendment may be added to the Charter by a vote of ay for the amendment by fifteen members of the twenty-seat Congress, or whatever the final number may be.
While his Imperial Majesty is reluctant to drop ideology from the treaty, he recognizes the importance of doing so. He agrees with what has been stated and modifications will be made to the treaty. Please reread it and decide if it's worthy of ratification.

Hello, you all may remember me and my glorious nation. Our civil war has gone down and our factions have made a truce.Currently we are at DEFCON 2 and ready for Balkaros to attack. We will try a vietnam type defense against them if they do attack. We have set up booby traps and have rebel factions in the jungles ready to attack if needed.
East Laos, we're in the midsts of crafting a superb alliance. I would like to invite you to join the drafting process (with the permission of Crimea of course). Once we have this alliance created, I'm sure we'll be able to do great things with it.

An Allied Congress made up of ten delegates from each member-state. Each member will possess one vote, giving each member state a total of ten votes. The Congress will convene at the call of the heads of state of the alliance members, and will adjourn at the end of the need for such a body. Each nation may choose how to nominate or appoint such delegates, so long as the process does not stall the meeting of the Congress.

Any aggressive operations performed by member-states will not have to be honored by the other partner unless such action has been approved of by the Allied Congress. However, if the borders of any member state has been violated, all member-states must declare war and come to the aid of the endangered ally.
