A young woman (http://www.click2houston.com/2006/0829/9754346_400X300.jpg) with a microphone in her hand with the label "Channel 12" on it smiled at the camera and began: "Hello everyone my name is Tiffany Baspiniano here with Channel 42 news. I'm here outside the Grand Hotel Plaza in Rome where Emperor Quaeus and four members of the Roman Senate are inside awaiting the arrival of attendees to a summit where leaders of the world's nations wish to discuss the fate of the infamous Ryou Black Islands which has recently not only gone to war but broken into civil war back on their islands."

The camera zoomed out of the reporter's face and focused on the outside of the hotel (http://www.hotels.co.uk/13/hotels/2000000/1690000/1689900/1689874/hcom_1689874_6_b.jpg).

"Now we can expect to see leaders who both support the Ryous and leaders who wish to end them arriving sometime soon. Carabinieri have the building's security very tight and news crews are being kept a good yard away from the entrance. I'm Tiffany Baspiniano, Channel 42 news, with more to come."

Roman Airspace, Volzgradien Fight 015

The massive Boeing 747 began to descend just as Premier Kavinkov finished his book. Despite his usually busy schedule, Kavinkov had managed to make room for a visit to Roma V. His presence would be one of the most important. Mainly because it is the Volzgradien Military which currently occupies the Ryouese colonies.

The jolt of impact signified that the 747 was beginning to land. Several moments later, and Premier Kavinkov was stepping down the ladder to a large motorcade. Kavinkov and his advisers hastily entered a limousine and sped off to the location of the meeting.

Roman Airspace

Chancellor Ringkampf looked out the window of the Dassault Falcon 7X and saw the ground beginning to creep up into view. He tapped the man to his right on the shoulder. Minister Tirpitz turned his head to face the Chancellor.

"Yes, Mr. Chancellor?" he asked, still half-asleep. The flight from Hauptstadt had been long, and everyone had tried to catch a little shut-eye.

"Looks like we're on approach," the Chancellor responded. "Do you still think that this is a good idea? You know, with Ryou's government being so quiet lately?"

"Chancellor, if a nation is deranged enough to cut off all diplomatic relations with us even though we weren't even involved in the battle for the colonies, it's enough reason for me to be concerned."

"True."

The plane touched down on the tarmac with a jolt, and as it slowed to a halt, Minister Tirpitz, Chancellor Ringkampf, Minister Kirsch, and ten members of the Bundesheer stood up from their seats and prepared for the conference that would decide the fate of Leistung's foreign relations with Ryou.

As the two private jets arrived carrying the VIP load of two heads of government their transports were ready to take them to the Grand Hotel Plaza. Two black Cadillac STS V-Series armored sedans (http://www.armored-trucks.com/cgi-bin//display.cgi?num=17&file=trucks.db&template=template2.htm) were waiting at the pick-up zone of the airport. Two Iveco LMVs (http://en.wikipedia.org/wiki/Iveco_LMV), two Moto Guzzi California Courassier motorcycles of the Carabinieri, and two standard Carabinieri police cruisers were the entourage for Cadillac.

Back at the Grand Plaza Hotel...

Emperor Quaeus stood on the stage with four Senators seated behind him on the stage in the Salone Delle Feste (http://www.incentiveitaly.com/plaza/salone3.jpg), intently watching the hotel's staff prepare the room for their guests.

Fancy, Chancellor Ringkampf thought as he stepped out of the black car and gazed up at the Grand Hotel Plaza. Leistung was known for many things, but intricate building designs were not one of them--Hauptstadt's buildings were mostly skyscrapers and brick buildings, though the smaller towns were occasionally referred to as "charming." The two ministers stepped out of the car after him and flanked him as he walked up to the steps of the hotel.

Volzgrad's leaders had come as well, and the Chancellor was especially curious to meet Premier Kavinkov, whom he had only seen on television. Volzgrad was well known and liked in Leistung because of its strong anti-Ryou policies as well as efficient leadership and common goals. For Ringkampf, the trip was just as much a public relations ploy as it was a transnational conference, and the media back home was capitalizing on the idea of the two leaders meeting.

The thirteen men stopped once more in front of the open doors before stepping inside to see where to go next.

Premier Kavinkov straightened his tie and medals as he gracefully exited the limo. Unlike the very rudimentary and plain buildings that were common in Volzgrad, the Grand Hotel was by all descriptions a work of art. Behind him, Kavinkov could hear his advisers and guards clambering out of their respective vehicles. They were soon assembled in a group. After a few moments of handshaking with journalists and ministers, the group hurried inside the inviting Grand Hotel.

So far, Kavinkov knew that only one other nation had sent representatives to the summit. Thankfully, it was the very friendly nation of Leistung that had had sent representatives. Volzgrad and Leistung had been allies ever since the War of Ryouese Aggression which had ended only a few months ago. This however would be the first time the leaders of their respective nations would meet in person. As he and his entourage entered the luxurious Grand Hotel, Kavinkov made sure that all of his medals were shining and not lopsided. Kavinkov knew that appearance was always the first step in the intricate process of diplomacy.

Aboard Imota Airways Special Flight H-384

Prime Minister Jun Kamiya shifted uneasily in his seat as the DC-10 began its final approach. This would be his first visit abroad as Prime Minister, and he was eager to make a good impression. He looked at the man who sat next to him, former Prime Minister Nolan Baguirre, and at the woman who sat on his other side, former Minister of Foreign Affairs Weinna Gellendell. He had wondered about their names, and recalled being told that they were intended to sound Eastern European.

"I am a representative of Her Imperial Majesty," he said softly to himself as the plane touched down. The security component, four Imperial Marines and two guards of the Imperial Household Staff, stood up and quietly waited for their three charges to stand. The nine individuals then deplaned and headed to the waiting motorcade.

In the front lobby of the hotel, the Manager and his senior staff members greeted their guests with warm welcomes and bright smiles. They pointed them towards the series of signs that led to the Salone Delle Feste after they had finished expressing greetings and exchanging formalities.

Back at the airport...

Another two motorcades arrived while the original two made their way back as they prepared for more arrivals.

The Grand Plaza Hotel

The Chancellor and his aides made their way through the maze of intricately decorated hallways, following signs which would lead them to the Salone Delle Feste. This was the first transnational conference that the Chancellor had attended as head of state, but he tried to keep a calm outer appearance, despite his nervousness.

The Chancellor heard from one of the men in the halls that a delegation from Imota had arrived. He had only vaguely heard of Imota, but he had never heard of anything bad being said about them.

The procession reached the immense room and stared up in awe. Never before had they seen such a spectacle, and it took most of them by surprise, especially the ones descended from peasantry as opposed to nobility. The Chancellor noticed Emperor Quaeus milling around on the stage along with a small delegation of men behind him, and walked over to greet him.

Angelos Airlines Flight 677, on approach to Rome

The middle-aged man looked up from the sheaf of papers that he was reading as his aide approached.

"Sir, we're on approach to Rome. Landing in 25 minutes."

"Thank you, Saka. Make sure that the gifts are ready for the other delegates. And remind everyone - I do the talking. I don't want a single hotheaded comment making our lives worse."

"Yes sir."

As the young aide walked off, Xerxas Mopatis, Grand Duke of Moesia and Imperial Delegate to this conference, thought about the tricky situation. This is going to be interesting. We're Rome's allies - they have a right to our help, and we should give it. But the military is going to be busy in Northern Rangeria, very shortly indeed. Oh well, make the best of it, old man - and hope that we can steer the conference to a simple ostracism, rather than an outright war.

"Sire, we'll be landing in Rome shortly," said a Lynion Imperial Guardian as Xiahou looked up from his paper as the small jet plane soared between a pair of Dingo Fighter Jets.

"Excellent, tell Guardian," started Xiahou as he got up. "What do you think of the Ryou Black Islands?"

"Personally sire?" asked the Guardian as Xiahou nodded his head. "They should go to hell,"

"Dismiss captain," ordered Xiahou.

Xiahou turned around and sat down again as the jet started the landing procedures at a runway.

'The captain is right,' Xiahou thought to himself. 'They should go to hell but I doubt that war is the right thing to do. However, if it isn't then what is?'

Emperor Quaeus turned to see a small group of men arrived and smiled brightly as he hurried off the stage to greet them. The Senators followed suite though much more casually.

Emperor Quaeus bowed his head and smiled at the Chancellor. "Greetings and welcome to Rome and Roma V, my friend. I am Emperor Quaeus." He extended his hand for a handshake, using it to gesture to the four old men behind him after the handshake was finished. "These four men are members of the Roman Senate. Senator Graccus, Senator Palesti, Sentor Guavvino, and Senator Macciano. They'll be here to observe and partake in the debate." Each of the four men smiled, bowed their heads respectfully, and took turns greeting the Chancellor with a firm handshake.

Roma V Airspace

David Foulke sat in the VC-25 (http://en.wikipedia.org/wiki/Air_Force_One), approaching Roma V, and the impending Roman Summit. The Ryou Black Islands had been throwing their weight around far too often, and, in David's eyes, now was the era of change. He laughed to himself over that, "Era Of Change" said by someone who been around since the first time that phrase had been said in Ustio.

Up and down the aircraft, soldiers (http://home.comcast.net/~stevosteam/BlackOps.jpg) patrolled the corridors. They had replaced the regular crew at the last second.

In the cockpit, the masked pilots spoke into the radio. Their voices had been electronically altered to disguise their true identity.

"Mr. President, we're on approach"

David jumped as the voice came through on his earpiece

"Uh, okay, thank you" he replied.

As David got into his Limo, he turned to the masked soldiers who had escorted him.

"Watch the skies" he said to them "The summit would be christmas come early for the Ryouese"

They did not reply. They merely stared at him.

He closed the door, and was now headed for the Summit

Emperor Mundus stepped out of the transport and onto Roman soil. From there, he was taken to the hotel where the summit was being hosted. With him were two guards and his assistant, only the last of whom followed him inside.

The motorcade pulled up in front of the Grand Hotel Plaza. Once the guards had disembarked, the three diplomats stepped out of their cars. Prime Minister Kamiya smiled nervously as he took in the crowd of journalists and photographers. He felt former Foreign Minister Gellendell put her arm around his.

"Stay close, and follow my lead," she told him. She smiled politely and waved to the crowd as flashbulbs went off. After a few handshakes, they headed inside.

Chancellor Ringkampf shook the hands of the four Senators warmly, and watched his staff do the same. Questions were running through his mind, and he was eager to begin his first transnational conference as Chancellor. He had heard that a much larger group of delegates was coming than was originally expected, and the fact only made him more nervous. Luckily, Minister Tirpitz broke the silence.

"Emperor, how much security will be provided here?" the Defense Minister asked. "This meeting is like Christmas for the bad guys, and I wouldn't put bombing a civilian area past the Ryou Black Islands. If you need any extra air security, we could always deploy a Light Carrier Battlegroup to the area, or at least scramble a few AWACS."

Mopatis looked around at the lavishly-appointed atrium of the hotel.

"This should do quite nicely for the conference." His voice was rich with satisfaction - evidently, the Grand Duke was fond of his creature comforts.

At the airport

The plane landed with its escort as the passengers finally got out and stretch their legs. Xiahou looked around as his personal bodyguard, Imperial Guardian Captain David went beside him but made sure there was some distance for Xiahou to stretch.

Later at the Hotel

"What a nice place," said Xiahou as he stepped out of the limo and looked around.

David came beside him as he escorted Xiahou inside in order to get their room sorted out. He watched as Xiahou looked around the hotel front room.

"Not a bad place hey captain?" asked Xiahou as he looked around and was amazed at the hotel.

David looked around and caught the sight of Volzgradian personal not far from them. He reached into his pocket for a moment before Xiahou stopped talking covered the view to the Volzgradian.

"Volzgrad is on our side for this conflict so I suggest you don't do anything ok?" whispered Xiahou.

"Sorry sire," replied David.

"It happens to everyone at times," whispered Xiahou as he looked around again.

OOC: I apologize for this post coming so late.

Emperor Quaeus smiled and patted Chancellor Ringkampf on the shoulder reassuringly. "Do not worry, my friend. If Ryou wishes to not further inflame the situation they'd be wise to leave our summit be at peace. However I have my Carabinieri closely watching the crowd and patrolling the streets. The press and civilians watching have been kept a safe distance from the Hotel doors."

"If you'll excuse me, I must go for a moment." He shook hands once again with the Chancellor and his delegation before returning to the stage and taking his place at the microphone as people began to enter the room. "Good evening, ladies and gentleman. I am Emperor Quaeus. I'd like to welcome you all to the summit and hope you all had a pleasant flight. If you require anything we have waters and waitresses standing by to take orders for non-alcoholic beverages of all kind," he said as he gestured to the hotel's staff standing dutifully around the outside of the room. He continued, "Please make yourselves comfortable, we'll begin soon."

He stepped down and took chose to stand by the stage and await any further greetings from the attendees.

President Foulke checked his PDA, then turned to his aide.

"Wilson, could you get me a bottle of water?" he asked him

"Yes, Mr. President" said the aide, standing up and heading off

As he left, Foulke typed up a message to the crew of his aircraft.

President Foulke sat in his seat, waiting for Wilson to return. Wilson came rushing down the stairs to his seat.

"Sir, Grestonian forces have invaded part of The Ryou Black Islands" he said breathlessly

"What?" asked Foulke, alarmed by this news

"Yes sir, satelite imagery picked up their forces just under 10 minutes ago"

Foulke thought a moment, then turned back to Wilson

"You know my stance on the Ryouese, don't you?" he asked

"Yes sir" replied Wilson

"Stay here and be my voice" he said to Wilson, before standing up "I'll return to Ustio and get in contact with President Striker immediately".

With that, he handed Wilson back the water he had brought him, and walked out of the summit to the waiting Limo

President Kavinkov quietly sipped his tea as he and his entourage sat down. Over the course of several minutes, representatives of many other nations began to arrive. Kavinkov would have thought everything was peaceful until the news came.

"What!? Who gave Pavelov the permission to invade the Ryouese Islands?"

"The High Council voted in favor of the invasion sir."

"Damn! They should have at least waited until I returned."

"The Sky Marshal in charge of the invasion has reported that they are approximately 2 hours from arriving in TRBI."

"At least we're getting something done."
