The newly established Zinairian International Aid Agency (ZIAA) is a humanitarian organization run by the Zinairian government and staffed by trained service members. The agency's primary mission will be to provide aid to disaster-stricken areas of the world as a service to the international community.

In order to accomplish its goal of providing competent, timely humanitarian assistance, the ZIAA has recruited troops from Zinaire's armed forces who are trained and highly proficient in operating equipment in use by the ZIAA. This equipment includes the Mercy-Class hospital ship, the C-17 Globemaster heavy lift aircraft, the Powhatan-Class tugship, the CH-149 Cormorant search and rescue helicopter and the AS 532 Cougar search and rescue helicopter. All equipment in use with the ZIAA has had its weaponry removed except for defense countermeasures. A full list of agency equipment will soon be available.

ZIAA was formed in the wake of Hurricane Amanda. Zinairian forces have been hard at work assisting the nation of Kinstantia in evacuating its citizens inland and the government has decided that an individual agency devoted to disaster relief will help to streamline the process in the future.

The Zinairian government hopes that this programme will go on to help a great number of nations and people and that other nations will follow suit.

How Nations, Corporations and Organizations Can Assist the ZIAA

In order to operation, especially without any weaponry, ZIAA personnel must be secure in the knowledge that they are safe from attack. We therefore ask nations to officially commit themselves and their armed forces to not firing upon any vessel, aircraft of vehicle bearing the ZIAA symbol (the Zinairian cross) regardless of their current feelings toward Zinaire.

The ZIAA is constantly seeking new equipment in order to provide aid in the most effective manner possible. Therefore, we always welcome proposals from companies manufacturing equipment that would be beneficial to our cause.

We also appreciate donations of equipment and supplies as an opinion poll of Zinairian citizens found it to be in poor taste to bill for aid afterwords.

The Government of Kahanistan has strict policies against firing upon unarmed ships, aircraft, and other vehicles in general.

We are interested in making this International Aid Agency truly international, by contributing $50 billion to the organisation itself and another $10 billion for recruiting efforts at home.

While we have little in the way of equipment to give, we recommend the Brettonian Ouroburos (http://www.forums.jolt.co.uk/showthread.php?t=481690) heavy strategic lifter for transport of large numbers of individuals. The Allanean military swears by it when it conducts massive evacuation operations; while it comes with weapon pods, those can be removed for your purposes or converted to anti-missile defence systems.

Also, while we appreciate your recommendation of a transport aircraft, we fear that using the Ouroburos could result in a rift in the space/time continuum which we would be left cleaning up. (OOC: i.e., I think it's in the wrong techspace. PMT, I'm guessing. Zinaire is MT).

We have decided to contact your organizations about founding a humanitarian aid alliance. While our organizations would maintain independence, we feel we could all more effectively help the global masses if we had a close relationship and pooled resources whenever possible. As it stands now, the SHS has difficulty operating in any capacity outside of our region for several reasons.

Though we are aware that the ZIAA and BAA are already sister organizations, we are suggesting something more; something less a loose approval of each other and more a union through common basic principles, objectives, statutes, and governing organs, all of which would have to be decided upon.

All founding members would have to decide on specifics, so we'll have to hear from the BAA first. We would most certainly require a governing body of representatives from each National Society. We feel that close union would also help alleviate the pressures on each individual organization if members agreed to send whatever available resources and personnel they can to those involved at the scene of human suffering; though, there should be no requirement that national societies be forced to take on a mission outside of their sphere of reasonable effectiveness. It would also lend to more effective outreach programs to areas with large-scale emergencies. As they say, the whole is stronger than the sum of its parts.

On a level more specifics to our organization, we would propose that aid workers remain unarmed. As a neutral organization dedicated to protecting human life and health, to ensuring respect for the human being, and preventing and alleviating human suffering, war materiel would be counterproductive to the cause and would endanger the lives of our volunteers.

The Democratic Republic of Leistung has funded the BEHS (Black Eagle Humanitarian Service) for nearly three years now with extra funds from the military budget, and with that money we have been able to purchase three Mercy Class hospital ships, two Wasp Class assault ships (to allow the helicopters to dock), forty HH-60 Pave Hawks, and fifteen HH-60 Jayhawks. We are very eager to enter an international alliance of some sort in order to coordinate our efforts with better-equipped and better-trained aid agencies, and would be willing to discuss one.

Santherese Humanitarian Society: We agree with everything you have said regarding the philosophy and organization of this organization. We are very eager to get started and would like to suggest a summit at which all potential member nations could be represented. Perhaps it would be fitting to hold this summit upon one of our hospital ships.

Black Eagle Humanitarian Service: Very preliminary talks discussing an international alliance of aid agencies are currently underway with another agency. Once some more details have been ironed out, we will fill you in. We are expecting to have some sort of summit soon and you will certainly be invited.

We would agree to holding a summit. The more national societies we can get involved, the more effective we can be.

As we do not have any large hospital ships at this time, perhaps you could host it aboard your Mercy-class ship. We understand if you would rather be the one to organize the summit if it is aboard one of your ships.

We are very glad to see there are organizations that are so willing to help those when they are in need. We hope we can help out by sending the sum of $500,000. This money was raised by many islanders who feel the same as the government. We know it's just a small amount in comparison to the other donations made, but it's the best we can do.
