IC: "How much crude oil are we getting from the bacteria?" The Project Manager stood at six feet one inch, and he was in good physical shape with thinning grey hair, and blue eyes. There was such an excited energy around him at the moment that some were wondering if he was going to burst; his movements looked like they had to be carefully made, lest he break something in his jubilation.
It fell to one of the technicians in the room to answer the Project Manager. "With the twenty acres of vats of the active genetically modified non-pathogenic E. Coli bacteria, we are currently generating one thousand barrels of crude oil in an hour, and that will likely increase as we give the bacteria more woodchips to feed on."
The Project Manager was absolutely beaming as he heard the report. This was going better than even he had expected when he'd pitched the idea to President Stinson one year ago. To date, Lamoni had been importing the majority of it's crude oil supplies, and the call had gone out to see if there was a method of ensuring a domestic supply that didn't entail drilling countless oil wells. Modifying E. Coli bacteria had been seen as a wild gamble at the time, but their expenditures were now starting to look justified, and that was enough to make any scientist see yet more money swimming in their daydreams. He had just one more duty to perform.
Picking up the phone and dialing the proper number, he was put in touch with President Stinson's secretary (who was also his wife), and Adelaide put the Project Manager's call into her husband's office.
"This is President Stinson."
"Mr. President, this is Project Manager Cashman at Project 152. I am pleased to report that we are right on schedule, and the crude is being generated even faster than the predicted rate."
"This is excellent news, Cashman. I want you to prepare whatever data that you might require for a briefing, and come to Nephi and the Presidential Palace for the purpose. I wish to see you here ASAP."
After Cashman agreed, President Stinson hung up his phone, and decided that Lamoni shouldn't be the only nation to benefit from this windfall. But, who would he invite? After careful thought, he selected the nations of: Zongguo, Ixania, Anglia, Starblaydia, Monavia, and Skyland Mt. These six other nations had diplomatic relations with the Free Republic, at the least; and Stinson knew that he would have the attention of Starblaydia from the moment that they were satisfied that renewable crude oil wasn't just some fantasy.
An hour later, a message went out to those nations and it looked something like this:

They are currently meeting at an international summit with delegates from members of the Fegosian Union, including His Imperial Majesty, the Emperor of Zaheran and others.
Despite this disadvantage, I do have some news that my provide some comfort in the matter to both yourself and President Stinson. I will be attending the meeting, along with the Right Honorable Susan Wright, Minsiter of Commerce, and the Right Honorable Stephen Harrison, Minister of Transportation.
During the meeting, I will present some information that I am sure that you will find very useful to your new scientific venture.
I will be arriving with my colleagues in about three days. I await your reply.

We have recieved your invitation to the esteemed conference on alternate fuels and have decided that we will, indeed, send representatives to the conference. The Economic Minister, Eduard Bobrinsky, shall attend the conference along with Alexandra Witte, the Environment Minister in representation of the Ixanian Empire. The Empress of Ixania is intrigued at the research of the Lamonian scientists concerning alternate fuels as have many of Ixania's own scientists. We shall send our ministers soon and hopefully the meeting will be productive for all who take part. (OOC: By the time you get this, the ministers will be on a plane to Lamoni)

Foreign Minister Ley was waiting for the two oncoming delegations at Government AFB. Both delegations were coming from friendly nations; and that was always a plus.
The first delegation to arrive came from Monavia, and Tanya had had a good time in that nation. Monavia still enjoyed very friendly relations with Lamoni, and these negotiations would surely have the effect of improving those relations.
When the Monavian delegation came off of their aircraft, the Monavian National Anthem played, and the Foreign Minister introduced herself to the assembled Monavians.
"Mr. Douglass, Mr. Harrison, Mrs. Wright? Welcome to Lamoni. I am Foreign Minister Tanya Ley. President Stinson himself would be here, but he is busy with the final preparations concerning the reason for your delegation's visit. By the time that we get to where we are going, he should be waiting for us. We have numerous guest rooms at the Presidential Palace where your delegation can rest, or you can use your embassy for that purpose, if you prefer.
Do any of you have any questions?"

When the Ixanian delegation's plane landed at Government AFB, Tanya had just gotten back from seeing the Monavian delegation to their vehicles. Eleanore had been left with the maid for the occasion, and Tanya had told her that she was needed to do some work.
Like relations with Monavia, Lamonian relations with Ixania were also very warm. It didn't exactly hurt that the Lamonian President's wife was Ixanian, either. Sadly, Eleanore's father wouldn't be able to make the trip, but such was life.
When the Ixanians stepped off of their aircraft, the same procedure was used with them as it was with the Monavians. Only this time, it was "Mr. Bobrinsky, and Miss Witte."
It had been troubling so far that these two delegations were the only ones to arrive out of the nations that had been invited, but at least SOMEONE had recognized the potential of the talks that would begin soon.

"Ms. Ley," Mr. Douglass began, "I offer my sincerest greetings to you and the Lamonian government. Your efforts to introduce such potentially valuable technology to the world may yet change the basic principles of the petroleum industry. I am also quite pleased that your government has been honoring our mutual friendship treaty.
"Pursuant to the treaty, Lamoni and Monavia are to engage in a free technological exchange, and as this is a part of it, I figure that soon my government will reciprocate."
"I concur with my fellow Minister," Susan added. As Minister of Commerce, I believe that this new oil production system may revolutionize the the remainder of oil consuming devices in the Monavian Empire. Any remaining vehicles that still burn gasoline, and any remaining oil power plants may make good use of this new type of oil.
"A number of scientists are currently examining the sample that you had sent to Monavia. They are currently at work looking for possible improvements that can be made to the new oil."
At this point, Mr. Harrison had little to say. While he was not as outspoken as his fellow ministers, he nonetheless had great respect for foreign officials and their governments. He spoke to Ms. Ley, wishing her that the meeting will produce good results, and then continued on his way.
Mrs. Wright however, was unable to immediately proceed with the rest of the delegation. She was interrupted by a message on her CD-5 Communications Device, which was imported from Lamoni as part of a 1,000 unit original production run.
The message was from Defense Minister Carl Blake.

Tanya escorted the Monavian delegation to their cars, and waited for the Ixanian delegation.

Mr. Bobrinsky and Miss Witte had both dressed in their finest suits for this prestigious conference on the intriguing discovery that the Lamonians had made concerning alternative fuels which many Ixanians had been researching for several years. While Mr. Bobrinsky was totally focused on the economic aspect of this discovery and how it could benefit the Ixanian economy significantly, Miss White was fixated on how the discovery could benefit the environment because she, an ardent environmentalist, believed that such a project like this one should be exploited in order to find something which could help prevent environmental destruction in the search for fuel. They eventually found their way to Tanya Ley and after they introduced themselves while walking to the dormant motorcade waiting for them, they talked to Tanya.
"Her Majesty's Government, especially Her Majesty, is very intrigued at the prospect of artificially creating crude oil and Miss Witte and I have been sent to represent them. I believe that Lamoni's project can significantly benefit our nation's economies." Mr. Bobrinsky said with a smile.
Miss Witte nodded her head. "It would also help alleviate the suffering of the environment in the search for fuel as we would not need to bulldoze forests and habitats in arduous searches for fuel if we have a cheaper and efficient method already prepared for us."
"Her Majesty's Government, especially Her Majesty, is very intrigued at the prospect of artificially creating crude oil and Miss Witte and I have been sent to represent them. I believe that Lamoni's project can significantly benefit our nation's economies." Mr. Bobrinsky said with a smile.

"I must voice my agreement, especially about the elimination of oil driven conflicts. To answer your question about our side of the bargain, the Monavian government enacted legislation that fixed the minimum fuel economy rating for both commercial and private vehicles at 31 MPG. Exceptions have been made for pickup trucks, tractor-trailers, construction equipment, and certain military vehicles.
"Because of the new regulations, which were passed in 2003, the average fuel economy for automobiles and most commercial buses, as well as other types of vehicles is above 40 MPG. I will elaborate on the new technologies at the meeting, but I am sure that I will have gained your interest."
The Monavian delegation filed into the waiting vehicles, and then waited for the Ixanians to board the cars.
Once the Monavians and Ixanians had entered the waiting cars, they were driven off to one of two choices; which they would determine. They could either go directly to the Presidential Palace, or they could make a stop at their respective embassies first. The official meeting would begin when all those nations that were interested in attending the meeting had their delegations in Lamoni. According to some preliminary data, this could take longer than expected. It had been Lamonian experience that at any large diplomatic gathering, at least one nation would somehow manage to find a most unconventional method for their diplomatic delegation to arrive.
The Lamonian Presidential Palace was filled with an excited frenzy of work. Hosting a diplomatic negotiation was never a simple task, and the most basic of things could turn into stumbling blocks. Most of the real preparation work had been completed; all that really remained was the last minute busy work.
Everything was in readiness.

A while after the Monavians had departed from the government AFB, they chose to make a stop at the embassy in Nelphi. The spoke with the Monavian Ambassador to the Free Republic of Lamoni, Eleanor Shanks. She showed them the grounds and the main building. After the tour was completed, the delegation was told about recent activity in Lamoni, and then, after seeing to it that everything was in order, they departed for the Presidential Palace.
Mr. Douglass was not pleased at all about the idea that the other delegations were not present. He was at least satisfied with the punctuality of the Ixanians, and sought to meet with them later. Relations with Neo-Ixania were lukewarm, but otherwise positive. The visit by the Ixanian Foreign Minister, Ivan Rucinsky, had produced positive results.
The delegates now waited again, this time to see if and when the other delegations would arrive.
The Monavian delegation was given a warm reception at the Lamonian Presidential Palace; being met by President Stinson and his Ixanian wife, Adelaide. Stinson was in a suit that gave him a solid, respectable banker type look, and Adelaide was in a fashionable dress. Of course, you could have dropped a feed sack on Adelaide, and still noticed her remarkable figure, but that is another story.
"Welcome to my not so humble abode, Ministers. It has been some time since I was last in Monavia, how have events treated your nation? If you will come with me, i'll lead you to the conference room." President Stinson walked inside the Palace, with his wife on his arm, and checking to make sure that the Monavian delegation followed. The group walked past sculptures and pieces of art that were done mostly by Lamonian artists and sculptors, but the foriegn gifts were to be seen as well. Most of the Lamonian artwork depicted scenes from Lamoni's past, including a painting of a single Lamonian Soldier standing up to ten Starblaydi T-7 Gilgamesh Main Battle Tanks. "If you have any questions about the art, feel free to ask me," Stinson said as he opened the door to the conference room. Two Lamonian Army Soldiers in dress uniform instantly snapped to attention as he did so.

We must secure the existence of a healthy environment for our children."

IC: "The impact of this discovery will be dramatic. Imagine a world where the only piece of the current oil industry that will be needed will be the units that turn Crude Oil into useful products. We see what we have discovered as a stepping stone to our longer term low environmental impact forms of energy. As I am sure that you will agree, the days of the use of oil are limited, even if it is artificially created."
The Ixanian delegation had boarded their cars, and had elected to go directly to the Presidential Palace. They were led down the same hallways that the Monavians had been, and passed by the same artwork. Eventually, they entered the same conference room where everyone else was, the same Lamonian Army guards coming to attention as the Ixanian delegation entered the room.
Trays of fresh fruit were now being placed on the table for consumption by whoever might desire them; and there were scattered conversations, including one between President Stinson and his Ixanian wife.

Mrs. Wright was quite awed by the splendor of the palatial interior, and stood for a moment in front of a wall of paintings. She greatly admired Lamonian craftsmanship, and now had a knowledge of their culture that was even deeper. She even inquired as to the identity of the lone soldier, defiantly portrayed in the painting, and as to how he was able to hold his ground despite the odds.
"I believe that his bravery should e an inspiration to all who honorably serve their country," she remarked.

Minister Ley,
This letter is to inform you that the Holy Empire of Zongguo is, indeed, quite intrigued by Lamoni's recent discovery. As a nation always seeking to decrease its dependence upon foreign (potentially hostile) states for fuel sources, the Empire is very interested in ways to increase domestic production. The use of bacteria to create crude oil also, as is obvious, would have less of an effect upon the environment. That end is also desirable to the Empire.
After discussion in the Council of State, the Empire has decided to send a high-ranking representative to your summit on this topic. Normally, this would be important enough to gain the attendance of our Chancellor or Foreign Minister. As both of them are otherwise occupied with domestic ends of foreign relations, I will be sent in their place.
In order to preserve the secrecy of this endeavor, I will be travelling to Lamoni not by air, but by sea. This will be by way of an Imperial Zongguo Navy submarine, which is already underway. I look forward to speaking with you personally regarding this startling new development.

It had been quite the journey, but at last the Zongguoese submarine could see the Lamonian harbor in the distance through the periscope. Not wanting to cause the Lamonian navy to panic at an unknown submarine in the harbor, the captain had sent word of the ship's approach. Soon, the IZN Himiko surfaced and members of the crew took positions on the outside deck of the vessel.
The Himiko was a newer IZN submersible, an SSK of the Haruko class. Like all subs in the Zongguoese navy, this one was all of one gender (about half in the fleet were all male, the other half all female crews); Himiko's crew being of the all-female persuasion. Surely, that would cause problems with the Lamonian naval personnel of the male persuasion at port, but the CO of the sub had already taken that into account. No IZN enlisted personnel would be allowed to fraternize with the locals, period. Among the officers, only the Captain could deal with the Lamonians.
Of course, the most important person on board wasn't naval personnel at all. Rather, it was a young woman in a smart business suit, wearing her hair down and with sunglasses to deflect the glare of the sun. This was Princess Sun Mei second in line to the Imperial throne of Zongguo. Her older brother, Sun Ce, was to be the next Emperor, if his extracurricular activities didn't come back to bite him in the behind.
Like more than a few of the female crew of the Himiko, the Princess was fairly attractive. That made her singularly appreciative that the Lamonian foreign minister was a woman. It would make discussion so much more simple than if she had a man drooling over her the whole time. So with the all female crew, a new submarine, and the Imperial banner flying proudly, the Himiko sailed into the harbor, having notified the Lamonians of its arrival.
"Your Highness, shall we prepare the anthem?" asked the ship's XO.
"Yes. Let's let the Lamonians wait while we have our national song performed... it's required that we do so before I set foot on their soil, is it not?" Sun Mei responded.
"Right away, your Highness," the officer nodded, then rushed off to organize some crew members to sing the Zongguoese national anthem, 'Gods Save the Emperor'.
Sun Mei herself watched the dock that grew closer and closer, and wondered whether or not the Lamonian foreign minister was there yet. She supposed she'd find out soon enough.
"Soon enough," she repeated, then sighed.
"Good day to you as well, President Stinson. This must be Adelaide, your Ixanian wife. How do you do?" replied Mr. Douglass.
Adelaide held out a hand, wondering how chivalrous that Mr. Douglass would be.
"I have been doing wonderfully, Mr. Douglass, thank you. I must say that I have never been to Monavia, though my husband has; and he tells me that it is a wonderful place to visit."
Mrs. Wright was quite awed by the splendor of the palatial interior, and stood for a moment in front of a wall of paintings. President Stinson answered the inquiry. "The man in the painting is Private First Class Mattise. What the painting doesn't show is how he climbed onto one of the enemy tanks, and dropped an active grenade down it's gun barrel before being killed by the machine guns of another enemy tank. The tank that he used the grenade on was disabled, and other Lamonian troops were able to take it back to a location where it could be extensively studied. PFC Matisse was posthumously awarded the Lamonian Medal of Honor, which is the highest medal that Lamoni can bestow for meritorious conduct in battle. He is a true Lamonian hero, and an inspiration for our armed forces."
It had been quite the journey, but at last the Zongguoese submarine could see the Lamonian harbor in the distance through the periscope. Two Lamonian Zwaardvissen class SSK's (FRLS Sturgeon, and FRLS Stingray) had been detailed to escort the Zongguoese Haruko class SSK into harbor. Directions to the IZN Himiko's docking berth were radioed to the submarine, and the IZN Himiko seemed to dock with no problems.
In the meantime, Foreign Minister Tanya Ley had taken a ride on a Leto AEW&C aircraft to get here, and they would be taking the Zongguoese to Government Air Force Base the same way. To be certain, there was also a VIP transport aircraft available, just in case the Princess wished. When the strains of music started, Tanya at first didn't know what to make of it, but a second later, she was able to make a guess that it was the Zongguoese National Anthem. It was a fairly nice tune, she thought.

Adelaide held out a hand, wondering how chivalrous that Mr. Douglass would be.
"I have been doing wonderfully, Mr. Douglass, thank you. I must say that I have never been to Monavia, though my husband has; and he tells me that it is a wonderful place to visit."
"Why thank you," he replied. "Perhaps at some suitable time my government shall invite you and President Stinson there on a state visit."
President Stinson answered the inquiry. "The man in the painting is Private First Class Mattise. What the painting doesn't show is how he climbed onto one of the enemy tanks, and dropped an active grenade down it's gun barrel before being killed by the machine guns of another enemy tank. The tank that he used the grenade on was disabled, and other Lamonian troops were able to take it back to a location where it could be extensively studied. PFC Matisse was posthumously awarded the Lamonian Medal of Honor, which is the highest medal that Lamoni can bestow for meritorious conduct in battle. He is a true Lamonian hero, and an inspiration for our armed forces."

Two Lamonian Zwaardvissen class SSK's (FRLS Sturgeon, and FRLS Stingray) had been detailed to escort the Zongguoese Haruko class SSK into harbor. Directions to the IZN Himiko's docking berth were radioed to the submarine, and the IZN Himiko seemed to dock with no problems.
In the meantime, Foreign Minister Tanya Ley had taken a ride on a Leto AEW&C aircraft to get here, and they would be taking the Zongguoese to Government Air Force Base the same way. To be certain, there was also a VIP transport aircraft available, just in case the Princess wished. When the strains of music started, Tanya at first didn't know what to make of it, but a second later, she was able to make a guess that it was the Zongguoese National Anthem. It was a fairly nice tune, she thought.
The IZN Himiko pulled in with no difficulty, though the skipper privately wondered why Lamonian subs had been detailed to escort her ship rather than surface vessels. Not that it was a concern, really. In fact, she and the Princess were both amused by the annoyed faces on some of the sailors the XO had rounded up to sing the anthem. There were other duties they'd been expected to do, but when the daughter of the Emperor ordered you to do something, you did it.
So what the Lamonians heard was an acapella rendition of the song, as no one had time to go below decks and get instruments. At its conclusion, Princess Sun Mei nodded to the Captain, who started hollering orders at the Himiko's crew. The Princess herself stepped down from the ship and, accompanied by a pair of Imperial Marines - who'd come up out of the sub moments after the singing began - that were armed with AK-74 assault rifles. Notably, both Marines were also female.
The Princess made her way to the Lamonian foreign minister and nodded, "Tanya Ley, I presume?"
What was odd about the Princess, and which was in fact true for all Zongguoese, was that while she spoke perfect English, that English bore a London (English) accent. Not just London, but one might say upper-crust London.

Lamonian Vice-President Antonio Cruz was waiting for the delegation from Skyland Mt., and stepped forward once the delegation had left their plane. Already, the Lamonian Army band was playing the national anthem of Skyland Mt., to be followed by the Lamonian National Anthem.
"Greetings Ministers, I am Vice-President Antonio Cruz. Welcome to Lamoni. If you'd follow me, we can head over to the Presidential Palace. Unless you would like to make a stop at your embassy first, of course."
Cruz led the way to the waiting vehicles, allowing the Skyland Mt. delegation to enter first. The cars were organized into a convoy, both led and trailed by one Ironheart APC each. No one had any intelligence pointing to an attack on any of the delegations, but any such meeting would be a major terrorist target, if they could hit it.

If you would follow me, we have a VIP air transport available for you and your entourage to fly to the Presidential Palace for the meeting; and we have a barracks prepared for your submarine's crew if you desire. If you have any questions, feel free to ask."
The VIP transport was an Embraer Lineage 1000, with comfortabe VIP seating for up to nineteen people. Tanya reclaimed the Princess' attention, and said, "To your right, you can see one of our Leto Airborne Early Warning and Control aircraft. It was built on the same airframe as the aircraft that we are currently aboard, but was modified for military purposes, including the addition of the powerful AESA Radar that looks like a long grey piece of lumber. That aircraft, and no less than ten F-31 Air Superiority Fighters will be the escort of this aircraft to Government Air Force Base, from where we can take comfortable limosuines directly to the meeting site at the Presidential Palace."

One of the alliances contained democracies, and one kingdom. It was known as the SDL, and Lamoni was the unofficial leader of the alliance.
The other alliance was known as the SAAS, and it was composed of autocracies. It was perhaps inevitable that these two regional titans would find themselves in conflict; after all, what tyrant likes the constant reminder of the freedoms that other states give their citizens?
Starblaydia, an SAAS nation, claimed that the war started when agents of The Lowland Clans, an SDL nation, infiltrated Starblaydia, and attempted to assasinate the Starblaydi Lady-Protector. When the first warshots were fired, Lamoni honored it's SDL obligations by declaring war on Starblaydia, and the war of the alliances was underway. Nations from both alliances declared war on each other left and right, and even the neutral nations didn't feel safe. Most of the fighting occured between Starblaydi and SDL forces in The Lowland Clans, but some fighting took place in Nedalia, and Hypocria.
The pride and joy of the Starblaydi Army was their Crookfur made T-7 Gilgamesh Main Battle Tanks, and you can see what they look like in the painting. At the time, they were the most advanced Main Battle Tanks in the region; but that has passed with the Lamonian purchase of LY4A1 Wolfhound Main Battle Tanks by Lamoni after the war. Either way, the Starblaydi Army made it to the gates of the capitol of The Lowland Clans before they were stopped by massed SDL forces, which had finally begun to arrive in theatre. After that, the SDL forces pushed the Starbladi's all the way back to their own pre-war borders; and the former ruler of Starblaydia (whom everyone believed dead when Lady-Protector Viannor launched her coup, and started the AOWar), Lord-Protector Tiberius Starblayde, regained power and offered a cease-fire. It has been the most costly war in AO history, and the only AO-wide war.

"The last major war the Monavia participated in, which proved to be very costly, was the Vendian Upheaval, which lasted from 1933 to 1947. Vendia was a small nation, which was ruled by a number of different rulers. It was more of a confederation, having originated around the year 700 AD. There was once a grwat empire, spanning a large portion of the region. After it fell, a very large piece of it became what is now the Capital District of Monavia and an area extending for about a hundred or so miles out.
"Vendia came into being when remnants were gradually conquered by feuding warlords and nobles, and they soon organized a confederation. Around the year 1500, the confederation fell under the dominion of an exiled Monavian noble who invaded with a force numbering about 25,000. After consolidating about half of the confederation, his successors took over most of the land, and eventually had control of the whole country.
"The old wounds eventually healed, and the monarchy became very successful. The country grew and prospered for a long time. The monarchy lasted until 1931, when great numbers of citizens began adopting revolutionary principles. The current ruler at the time believed strongly in freedom of information, however, his people were not good at taking ideas with grains of salt, and so immigrants who brought in new ideas soon had the popular support of the populace.

Skyland Mt is committed to the furtherance of Democracy and equality, and it is to that end that our foreign policy objectives are focussed. Lacking in Military or economic power, we rely on diplomacy and limited humanitarian aid to further these goals. My nation is not very dependent on fossil fuels, so we view this development by Lamoni mainly in the terms of its global Geo-political implications."

The pair of female Imperial Marines with the Princess eyed the Lamonian marines with slight suspicion, then returned their attention to their duties. For her part, Princess Sun Mei returned the salutes of the Lamonian soldiers, if a bit less crisply than she'd have done for Zongguoese. It wasn't that they were men, and the true reason was difficult to explain.
"Good. The crew of the IZN Himiko will, in fact, stay in the barracks you have so generously offered. Most of them; some will remain to guard our warship. Of course, they will be forbidden from leaving the barracks until we are ready to return home. Fraternization between the Imperial Navy and Lamonian personnel has been largely forbidden for this trip," the Princess responded to Ley's words, "As for my entourage, you are looking at it, for the most part. There are three others who will be accompanying me: two more Imperial Marines, and Captain Kai of the Imperial Air Force. We're hoping to arrange more than this oil production, you see."
Soon enough, a second pair of Imperial Marines (both also female) came out of the Himiko, followed by another young woman in uniform. Hers was of a light blue, and appeared to be a skirted variant of a cross between Imperial Japanese and PLA issue. The cap, however, was of the same style a male officer would wear - the same light blue with an emblem of a sun inside a disc, the disc sprouting wings on either side.
"And here they are," the Princess nodded in the other Zongguoese's direction, "We are ready to board your VIP aircraft, Ms. Ley."
After that, the Princess looked to Captain Kai and asked a pointed question in Zongguoese. The Captain responded in the same language, short and concise. It was apparently the right answer, for the Princess asked nothing more of the Captain, but rather headed for the VIP craft, along with her Marine escort.
Captain Kai, though, was admiring the Leto AEWC for a moment. Then, she looked to the foreign minister and asked, "So, Ms. Ley, I have two questions for you immediately. Firstly, how much do you know about a fighter called the F-4 Bird of Prey? Secondly, the IZAF has studied the F-31's design, and may wish to begin a purchasing plan. We cannot afford all the planes we want immediately and still have enough for the IZN, but perhaps a payment schedule could be drawn up instead?"

Regardless, it would be our pleasure to have you pay a visit to our nation, at your conveniance, of course." Then he turned to address the Monavian delegation.

There are three others who will be accompanying me: two more Imperial Marines, and Captain Kai of the Imperial Air Force. We're hoping to arrange more than this oil production, you see."

After a polite gesture of welcome to the Marines and the IZAF Captain, Foreign Minister Ley responded, "That is acceptable. If you will all follow me, I will escort you to the VIP aerial transport. What else would you like to arrange, Your Highness?"
Captain Kai, though, was admiring the Leto AEWC for a moment. Then, she looked to the foreign minister and asked, "So, Ms. Ley, I have two questions for you immediately. Firstly, how much do you know about a fighter called the F-4 Bird of Prey? Secondly, the IZAF has studied the F-31's design, and may wish to begin a purchasing plan. We cannot afford all the planes we want immediately and still have enough for the IZN, but perhaps a payment schedule could be drawn up instead?"
"I know a fair bit about the F-4 Bird of Prey myself, but there are better people to ask that question... I can introduce you to some of them when we reach the Presidential Palace if that is acceptable.
A payment plan would be acceptable, depending on the terms. Certainly, the F-31 will enhance the combat capability of the IZAF. And as I understand it, there is still work needing to be done in order to refit the F-31 into a naval variant, but I have heard that LAIX Arms is working on that."

Those that heard the President sat down at their assigned places, and those who didn't... well, they probably noticed that everyone else was starting to sit down, and would hopefully take the hint.
"I would like to welcome all of you to the diplomatic conference that the Free Republic has been able to arrange. Before we begin, we are short on delegate; but I can't emphasize what I am about to say about this delegate enough. The missing delegate is the Princess from Zongguo, and if anyone in this room does not address her as 'Your Highness,' these talks will become hard to move forward... at least from the Zongguoese perspective, and there are reasons that we are trying to stay on the good side of Zongguo. In any case..."
This was the moment that the Princess and her entourage walked into the conference room. If there was a negative reaction to what looked like a meeting that had started in her absence, President Stinson didn't notice it. Instead, he simply called the meeting to order.
"Now that everyone is here, I would like to properly begin this meeting. As all of you know, the scientists of the Free Republic have found a new way to artificially create Crude Oil." A man in a white lab Coat entered the room, and Stinson looked annoyed at the interruption of his speach, until he saw who it was. "Professor Carter is the man who paved the way for the new technical innovation that could single handedly do away with much of the current oil industry. Professor, if you would like to start?"
"Certainly," began the Proffessor. "There has been notice taken in various scientific journals that if you change the DNA of certain bacteria, that you could change what they excrete. With this in mind, we started looking for a way to have bacterially made silk. What we discovered was nothing short of brilliant. 'The silk team,' as they were called, did indeed find what they were looking for, and are attempting to find a way to market their creation now. However, a bright graduate student started wondering if there was a new way to artificially create crude oil. I was that graduate student, and I submitted the grant proposal that led to the reason that we are all assembled here today.
Starting with a basic non-pathogenic strain of the E. Coli bacteria, my team and I changed the organism's DNA; hoping to find one that would excrete Crude Oil. The whole process involved a lot of trial and error, but we eventually got what we were aiming for. It is indeed possible for a modified version of the E. Coli bacteria to produce Crude Oil every bit as good as what is currently pumped out of the ground. The oil samples that were sent to all of the invited nations were generated by these modified bacteria.
Through research, we have determined that this new strain of bacteria can either wood chips, or straw, and excrete Crude Oil. We have not yet had sufficient time to investigate whether there are other 'foods' that will also enable the bacteria to secrete Crude Oil, but we have had the time to create our own small 'oil factory.' From that factory, we have been able to create 1,000 barrels of crude oil in a month. It is our belief that with full funding and more time, that this production rate can be significantly increased; perhaps to the point where an area that would encompass a normal sized middle class house would be able to generate 12 million barrels of crude oil a year. Multiply that by thousands of facilities, and you can imagine how revolutionary that this discovery could become.
We estimate that our discovery could eventually become a turning point in world history equal to the discovery that oil would be able to meet human energy needs, even if it was a non-renewable resource. This discovery must remain out of the hands of those who would use it to only their own advantage; and this is why we are proposing that the nations present at this conference form a cartel in order to spread this knowledge to other nations who won't use the technology to fuel their war machines into greater and greater atrocities. The fact that multiple nations would posess the original technology would also make it pointless to invade any one nation in order to obtain it, especially with multiple other nations having this technology."
"Thank you, Professor." President Stinson watched the buzz that was already starting to form itself amongst the various delegations. However, the Professor is quite correct that there are nations out there that will try to gain exclusive rights to the technology. Such nations will likely attempt to use the technology to fuel their vast war machines. It would do well to keep nations like Doomingsland and AutoMagFreek from attacking one nation in order to gain exclusive use of the technology. This is part of the reason that we are forming this cartel of nations. In a way, we are forming the next OPEC.

The people of Starblaydia liked to make an entrance. Perhaps it was something in the genes or the culture, but when they walked into a room they liked to, and were used to, having everyone notice them. Starblaydi are rarely ostentatious over their wealth, possessions, careers or anything tangible, but it is in their presence where they like to make an impact. Those who rise to the top inevitably have an aura around them, a natural confidence and charisma that comes from within, mostly from a firmly-held belief that the grass is greener on their side of the fence. Fierce patriotism is not uncommon among the many thousands of nations of the world - in fact the sheer number of sovereign states may well be a result of the nationalistic fervour of the planet's inhabitants - but Starblaydi culture is long and distinguished, and they have always been a people to fuse the modern with the traditional and even ancient.
Lady Aurora Jansen was never late, fashionably or otherwise. She always turned up at precisely the time she wished, flowing into a room with a long and confident stride as if the north wind itself was at her back and at her command. Starblaydia's Foreign Minister was often said to remind people of Lady Viannor, such was her presence. Though she was also a highly-intelligent and motivated individual, Lady Aurora didn't possess the sheer outward malevolence that the former tyrant of Starblaydia had shown in spades. She was the head of Starblaydia's delegation, which included senior Trade and Environmental aides, as well as the usual security procedures. 'The usual', however, was completely unusual in this case. Barely a decade earlier, this would have been the equivalent of walking straight into the lion's den, the teeth of the tiger, the bear's woods or some other metaphor for going into a risky place. As was well known, Starblaydia and Lamoni had been at war with each other as part of their respective opposing alliances. That was, thankfully, had been over for a while, and Starblaydia had been transformed from malevolent dictatorship to constitutional democracy - the very thing that had brought the war to a halt just as the tide had turned and Starblaydia was on the defensive.
The Starblaydi carrier fleet had made its way in a general south-easterly direction to get close to Lamoni's territorial waters. Thankfully, these two nations, arguably greatest of the powers in Atlantian Oceania, were on opposite sides of the Atlantian map. No doubt the Lamonian radar and sonar operators in the immediate vicinity were ambivolent about the visit - partly tearing their hair out but also rubbing their hands together in glee as they'd be able to get a look at their historical local rivals.
The personnel helicopter that brought the delegation across to the mainland was flanked by two attack helicopters and covered for as long as was possible by Starblaydi fighter jets from the carrier, as flight operations continued as normal. T o the appropriate spot they were directed, as close to where they needed to be in the Presidential Palace as possible. As the helicopter landed and the doors opened, Lady Jansen was the first to step out. In a well-fitting black trouser suit with open necked white shirt, her long long hair was tossed about by the chopper's downdraft from the blades, to protect her eyes from which she wore dark sunglasses. Following swiftly behind her were the suited security personnel and associated diplomatic aides.
Not wanting to make time for small talk she breezed past the usual chit-chat, as was her style, and left her detail behind in her long, fast stride as she made her way to the conference room. Doors were swiftly opened to make way for her as she did not slow her pace for a moment. Finally, the final set of double doors were hurriedly flung open in front of her and the heavy clicking of her boot heels on the floor came to a sudden halt as the Lamonian President finished speaking.
"Questions? Yes, two," she said boldly, immediately latching on to President Stinson opening things up to the floor, "how much does it cost and how quickly is it produced?"

For the information of all involved, my nation has had no IC contact with Doomingsland or AMF, so the members of my delegation essentially don't know what you are referring to.

"Welcome to the meeting Lady Aurora. If your newly arrived delegation does not mind sitting down, i'll be able to answer those questions." President Stinson did not let his annoyance at the typical Starblaydi entrance show; but he did feel it. Intense Starblaydi showboating was one of the things that Lamonians had disliked about the Starblaydis since their feud started back when the two nations were fighting over the UN delegate position in AO. The fact that Lamoni had won that position had served to lessen the sting; however, that had touched off a much longer standing feud between the two nations that had lasted until the end of the AOWar.
However, part of the point of inviting the Starblaydi's to the conference was to pay attention to how their delegation reacted, in order to see if the relationship between the two nations could be healed. The Lamonian government was split right down the middle on the issue, with both sides voiciferously taking up a lot of his time of late. At any rate, President Stinson resolved to have a private talk with Lady Aurora at the first opportunity. It was a historic first to have a senior Starblaydi government official on Lamonian soil.
"We have reached the end of the experimental stage of the program so far; so the cost estimates are to be taken with a grain of salt. However, it is believed that as long as one has a large enough sample of the bacteria, then the cost to start up this entirely new industry are estimated to begin at 100 million standard dollars, including one time start up fees. As I said, this is to be taken with a grain of salt.
As for how long it would take to start up, once the equipment is in place, it is merely a matter of how long it takes for the bacteria to multiply to sufficient quantities to make a oil production facility economically sound. That question varies upon both the size of the installation, and the amount of bacteria used in the facility. However, like most bacteria, this genetically engineered strain will experience population doubling roughly every 9.8 minutes; so long as the environment that the bacteria is placed into has what the bacteria needs to survive. What will likely be your biggest problem is how to get the crude oil out of the bacteria vats while keeping the bacteria in those same vats. What we have done to solve that problem is to use a filtering system, but one must change the filters every so often.

The Zongguoese had had an uneventful, quiet trip from the coast inland to the Lamonian capital. With all accomodations for the submarine crew in place, there hadn't been any more formalities at the base to discuss. Not having anything further to discuss with the Lamonian foreign minister, she'd boarded the VIP aircraft with her armed guards. For the remainder of the trip, she occasionally made small talk when it seemed appropriate. Most of her time was spent reviewing papers, which being in Zongguoese, the Lamonians could not read anyway.
Captain Kai, however, spent her time discussing aircraft with the Lamonian. In particular, what information was available on the F-4 'Bird of Prey' fighter. She also began to attempt to line up a test flight of the F-31. As a fully qualified fighter pilot of the IZAF, she was capable of putting it through its paces. That would help determine whether or not Zongguo would, in fact, seriously consider purchasing them.
Once they made their arrival at the meeting, Princess Sun Mei led the way, followed by Captain Kai and the Marines. At the Princess' command, the Imperial Marines waited outside, while she and the Captain sat at the spots set aside for them. There was no time for formalities, at the moment.
Most of the information provided was easy enough to understand, and the further questions asked by other attendees clarified it more so. She took interest when the Starblaydi foreign minister arrived with her entourage. Zongguo had great respect for Starblaydia, more than any other nation in the region the Empire now was located in. While it was true that the Council of State, and even the Emperor it was said, frowned on democracy as less than ideal (to put it politely), Starblaydia was still a powerful nation. And one that Zongguo hoped to become good friends with.
Once the Lamonians answered a question about production, the Princess spoke, "Are you quite certain that the crude produced by this project would be of a quality sufficient enough to maintain a full, modern military? I can freely advise you that the Holy Empire of Zongguo's prioritized use of this oil would be for our Imperial Armed Forces, with our civillians to benefit only after the Armed Forces have all they require."

While not a military official, Tanya had served her time in the Lamonian Army when she was younger, and had a better idea of what she was talking about than a true civilian would.
"As far as we can tell, there are no air intakes for the turbojet engines on the F-4 Bird of Prey; yet the Falcanians have been able to get it to fly somehow. Our guess is that they have done so by adding a third engine which DOES have an air intake. Either that, or they finally uncovered the air intakes of the existing engines.
Another thing about the F-4 is that all of the armaments; both missile and gun, are stored in the nose of the aircraft. This is what people frequently mistake for the air intakes for the engines. So if you manage to hit the nose with your own aerial weapons, then you can cause a massive explosion that could possibly destroy or damage other enemy aircraft that are nearby.
Though Lamoni was associated with the company that made the F-4, we never purchased any for our Air Force. Later on, we designed the F-31, which is much better in every Air Superiority Role than the F-4 will ever be. The F-31 is also stealthy, while the F-4 is not.
I have the authority to grant you test flights of the F-31 while the conference is on; so i'm sure that we can work something out. I'm sure that the F-31 Sylvantes will be an excellent choice for your Air Force."
Once the Lamonians answered a question about production, the Princess spoke, "Are you quite certain that the crude produced by this project would be of a quality sufficient enough to maintain a full, modern military? "Of course Starblaydia is willing to aid other nations," she didn't say 'smaller' or 'poorer', taking it as known and unsaid, gesturing around the room with the non-writing end of her pen "usually it would be in exchange for opening of trade routes, exports of goods, et cetera, but at the moment we have a loftier goal than simple economics."
Starblaydi aides began to pass around copies of an intricately-bound document, of green-tinted leather with gold inscriptions. On the front cover it bore the acronym 'N.E.A.T.O' (http://forums.jolt.co.uk/showthread.php?t=556971)
"The details are still being fleshed out*, of course," Lady Jansen said, "but if we can use this Bacterial Fuel as a way of ceasing the need for oil production, of this constant rape of Mother Earth, of bridging the gap between the present and the future fuel economies, the possibilities are endless."
Lady Jansen regained her composure and sat back down in her chair, awaiting the members present round the table to finish flicking through the notes.

"Concerning the economics of producing oil for our own national consumption, the cost estimate that President Stinson has given us will be sufficient. The Monavian Empire only uses oil for a fraction of its energy needs. Only 4% of our electricity is generated by using oil, as the majority of our electricity is generated by using hydroelectric and nuclear methods, or by using wind, solar, and natural gas to produce the remainder of what is required. Our energy requirements still continue to expand, however, our supply of uranium and other needed resources is sufficient to keep pace with demand.
"As for our energy budget, it amounts to roughly 195 billion thalers, or about 274,950,000,000 dollars. A base cost of about 100 million dollars and a maintainence cost of about 25 million dollars per annum for ten years is a reasonable expense, and should incur no problems," Mr. Douglass answered. "This all is dependent on the environment of the nations to which we would be selling the oil. A nation such as Monavia contains large tracts of land which are covered with foliage and forests. If a sovereign nation contained enough biomass and space within its boundries to absorb the carbon dioxide that is created when fossil fuels are burned, then the ills of pollution can be partly negated."

We do have to combine that with cleaner engines, hybrid drives and so forth. With buoyancy in this market the profits can go towards better and more efficient means of power generation, until all we have to use the Bacterial Oil for is the associated plastics other industries, an not a single gallon of regular petrol is burnt by any citizen of any of our nations."
"Ladies, gentlemen, and royalty, please. We are not gathered her to be arrogant with one another, we are here to talk about series proposals. Mr. Whipple and Lady Jansen both bring good points.
The purpose of this new source of oil is not to merely create a new source of oil. Like Lady Jansen said, it is merely a stepping stone on the path to oil independence for all of our nations; as well as for other nations with whom we choose to share the technology. This technology buys our nations the time needed to find new sources of energy. Especially since at least one of the nations represented here has an acute shortage of Crude Oil at present. I leave it up to all of you to guess which one; and all that I will say is that it is not Lamoni. This same nation also led a war.
Mr. Whipple is correct that nations with much plant life will also suffer less from the effects of the use of this oil; while nations who have less plant life will likely suffer more. The Bacterial Oil is not some great evil; it is neutral, like all technology. It is all in how man uses it that will determine it's potential for good or ill.
Lady Jansen, since this was a Lamonian governmental project, you can make your check out to the Lamonian government."
The irony of watching a Starblaydi giving money to the Lamonian government should be worth the time required to watch Lady Jansen's reaction.

Behind her fixed, though rather dazzling, smile, Aurora rolled her eyes when he mentioned the war. She knew President Stinson had the trump card in this little exchange, yet she had to play the game all the same. What no-one would ever know or could ever believe was the truth of the matter. It was blatantly impossible for her to stand up and set the world to rights, that Starblaydia's Lady-Protector had been the target of an assassination attempt that would have worked had she not been... supernatural. The word vampire was bounded around the upper echelons of Starblaydia's government, though the word was only ever spoken within the Lord-Protector's Inner Council and even then only in hushed whispers when no-one would overhear.
'Your allies started the war by shooting our leader in the face from a thousand yards at her private residence!' was no way to counter Stinson's little barb. 'Liar, liar, pants on fire' would have been equally ineffective. With only slightly different circumstances, the map of Atlantian Oceania could have looked quite different with Starblaydia's purple tincture spread over much of the Calanian continent. As it was, the borders were exactly where they had been a score of years and more ago.
Aurora did, however, bring herself to nod at his comment about technology being neutral. Only as good or evil, clever or stupid, as the person wielding it. She comforted herself in the fact that her nation and its more prominent leaders had always wielded their power rather well. After all, 'RAWRCRUSH' was perceived as the universal Starblaydi doctrine, and it was something they needed to live up to in order to keep the 'lesser' nations in line.
Upon hearing who the governmental cheque was to be made out to, Aurora immediately broke into a wide smile that nearly reached her eyes. Close, but not quite, her eyes were stern and focussed. She had known precisely where the money needed to go - straight into Stinson's empty official pockets. Starblaydia's Finance Ministry had never needed to rely on government-owned companies to feed the population correctly, precisely the opposite of what Starblaydi analysts reported back about Lamoni. With this possible money-making scheme, there was only one thing that was going to cream the profits - the nation's government itself. It sorely needed them.
"By all means," she said without missing a beat, clicking the top of her ballpoint pen, "a far better method than a..." she searched for the correct local reference to express what she meant, "yard sale."
She scribbled the appropriate payee, and signed the cheque with a grand gesture, underlining her signature with three flowing lines. She tore it off and handed it to an aide, who would pass it on correctly. In the tear-off margin she had written 'Andy's charity'.

Despite the accuracy of your numbers, what you have not taken into account is that not all nations have over 9 billion people that give 75% of their income to the government. Would Monavia be the same, then yes, we could, and would, shell out more than ten times the price I have mentioned. However, I will not go any further in this vein, after all, why beat a dead horse?"

If looks could kill. Though most would have seen a face lacking in emotion, seemingly unaffected by any outside stimulus, behind Lady Jansen's eyes there burned the fire of hate, and it was directed purely at the Lamonian President. She had known all along that this visit had been a bad idea from the outset, but did not notice the way her attitude had inflamed the already tense situation. To her it was the usual Lamonian bullshit: the mocking and the name-calling, the sneering whines of a people who saw their superiors and could do nothing but howl.
For a moment the thought flashed through her mind that she had not yet had anything to eat or drink while under the roof of the exquisite palace. By the ancient Starblaydi tradition of the Sharing of the Hearth she would be perfectly within her rights to strike Stinson dead and not be admonished as an oathbreaker. This, however, was not the tenth century, it was the twenty-first*, and besides she had no weapon to hand. The Warrior is one of the many faces of the Starblaydi Gods, and it is an ever-present undercurrent, hidden in the shadows of personality until it is called upon. Lady Jansen was doing all she could to restrain that aspect of herself.
Had the controller for Starblaydia's orbital weaponry been in her hand, she may well have pushed the button at that moment. Her demeanour changed, however, white knuckles regained their normal flesh tone as tense muscles relaxed and she shifted her weight slightly in her seat. A hundred and one different responses had flashed across her well-trained diplomatic brain in those few moments, but when she opened her mouth the tone was calm and soothing.
"I was led to believe by my predecessor that I would find the people of your barren nation to be polite and hospitable," she said, not taking her eyes off Stinson for a second but broadcasting her thoughts to the entire room, "however, I now realise that the prevailing, contrary, opinion is actually the correct one. One does not arrive as a guest in Starblaydia only to be insulted at every turn, I can assure you."
Lady Jansen lifted her chair slightly and moved it back, upon which every male member of the Starblaydi delegation present stood up, as is only right an proper. Lady Jansen got to her feet a moment later.
"My apologises for wasting your time, Mister President, as you have so surely wasted mine, though it be far more valuable." She turned the brown-bearded Dwarf beside her in the very human-looking suit. "Minister Drolgorbizm, if you would continue these proceedings to whatever completion you deem suitable."
"Aye, my Lady," the Dwarf nervously replied.
"You may keep the cheque, either as payment or for the novelty," she said in Stinson's vague direction without bothering to meet his gaze, "it was actually one hundred million Starblaydi Credits, worth somewhat more than the equivalent dollar figure. And also about thirty billion Rushanas**. Good day, Mister President, your Royal Highness, honoured delegates."
With that she turned on her heels and strode out of the room with all the tranquillity and simple poise that had been missing upon her grandiose arrival.
"Er, um..." said the Dwarf, the only member of the delegation still standing - the rest having sat down after Lady Jansen's departure, "Niri Drolgorbizm, Minister for the Environment. I came up with the, er, NEATO thing. Thanks."
He promptly sat back down again and his cheeks flushed several shades of pink.
* In the Starblaydi calendar it is currently 2079.

Princess Sun Mei, now that her question had been answered, simply sat and listened to the proceedings with interest. She was quite certain that this project would be supremely beneficial for the Empire, and would advise the Council of State to authorize Zongguo's undertaking it. That said, there wasn't much else truly to say, which was why she merely observed the other diplomats' exchanges.
That observation made her almost regret coming to the conference in the first place. What she'd expected to see was civilized, diplomatic discussions on how this crude oil production program would operate and the like. What she saw before her now were several nations' diplomats acting like... small children seemed to be the most appropriate comparison. Admittedly, they were using a wider vocablulary than small children were liable to wield, but the atmosphere was much the same.
Not having come to bicker about governmental types or past wars, she found herself rolling her eyes at some of the exchanges. What good did that do in strengthening diplomatic ties or organizing a joint effort on this oil project? None that she could see. Admittedly, the Starblaydi foreign minister had a point about her nation's economy being stronger than Lamoni's. Zongguo's economy was smaller, but stronger as well. However, the Princess did have the common decency not to bring this up when she was supposed to be strengthening ties to this host nation. No matter how misguided their governmental type was in her eyes. At least the Crown Prince hadn't been sent to this meeting; Sun Mei was certain her older brother would've contributed to the bickering, and then likely hit on the Starblaydi foreign minister.
Once Lady Jansen had left, the Princess stood up and spoke, "I see most of us are content to have a hissy fit rather than discuss serious business. Since that's the case, I'll be attending to more constructive matters if anyone needs me."
With that, she moved over to a corner, pulled a PDA from her suit's pocket, and put in a pair of earphones. After that, she began to 'work'. Actually, she was just catching up on the most recent episode of 'First Emperor', a slightly goofy Zongguoese super hero show. Of course, no one would know that that was what she was doing, so by all appearances, she was actually 'working'.
As the arrogant and insufferable Starblaydi Foreign Minister left the room, the tension level dropped somewhat. One was not supposed to verbally attack the host nation during diplomatic negotiations; ESPECIALLY when they held the key to your national survival.
Behind a face that would do a poker master proud, Stinson was decidedly not happy about either the Starblaydi attacks on Lamonian character, or the results that such attacks had had on the talks. He had been against allowing the Starblaydi's to come ot the conference, but his Foreign Minister had been insistent that it would be good for Lamonian-Starblaydi relations.
He'd known that it was in the Starblaydi character to be arrogant, and to have a 'presence,' but enough was enough. There were rules to international discourse, and they had been broken by the Starblaydi's. At least their Environment Minister seemed to be reasonable.

The Ixanian delegation was amused by the war of words between the Lamonians and Starblaydians albeit they would have hoped that it would end quickly so that they could get back to business even if they themselves were quite dormant for some reason such as inactivity or an inability to get active but whatever the case they wanted to get involved more now and they would do what it took to do so. Eduard Bobrinsky, the Economic Minister of Ixania, smiled at Sun Mei as she rose to deliver her brief speech which he fully supported since he really wanted to get down to the basics here and wanted to see this discovery brought straight to Ixania. The Empress, he knew, wanted to learn more about this discovery and she'd hate it if his report was nothing more than a recounting of how Lamoni and Starblaydia's representatives bickered and argued the entire time. Alexandra Witte's eyes were fixated on some diagrams and posters the Lamonians had set up in the room while her mind was concieving a multitude of possibilities for Ixania should it be able to exploit this discovery of the Lamonians who had been very close to Ixania ever since Adelaide von der Schulenberg married the President of Lamoni which still made news to this day in tabloids and in reports ranging from the ludicrous to the absurd. Adelaide was even cited in a list of beautiful women in an Ixanian magazine; only defeated by Empress Anastasia II and Nadezhda Kirsch among others.
The Economic Minister rose from his seat to bring about his own speech. "I fully agree with the Princess. The whole reason we are gathered here is to discuss the Lamonian discovery...not to sit back while people bicker and argue."
"I apologize for the rude behavior of... certain people in this meeting. However, it is in our interest to maintain the proper air in a diplomatic meeting, and someone that is going to start a massive bickering match in the middle of diplomatic talks is not desirable. What would the delegation from Ixania wish to talk about?"

On her way back to the helicopter, being steadfastly guarded by a couple Starblaydi marines who, in turn, were being watched over by more than a few well-dressed Lamonian soliders, Aurora made a call on her mobile phone.
<That was quick,> said the famous voice on the other end, <what did you do?>
"Er," she said, having not thought of a better way to phrase it, "walked out."
There was a long pause on the other end, and probably a sigh.
<Why?> He said, eventually.
"Because that Stinson bastard was being-"
<His usual self?> The voice took on the fatherly tone of adonishment through learning. <We've survived fairly well for the last century by talking to them and not dismissing them. Now you go and signal a major change in Starblaydi foreign policy by cutting off the first meeting between us since the war! This was a chance for a strengthening of ties betwe->
"No it wasn't," she cut him off, to her misfortune, talking quickly and excitedly, "it's just them trying to ge their grubby little hands on some hard cash because some genesplicer made a quantum leap. Hell, he even said that they could get more for it on the open market by selling it to all and sundry."
As usual, Lord Protector Tiberius Starblayde had kept quiet long enough to prove his point. By letting other people speak until their brain was empty, they often arrived at a point that would prove what he had been arguing all along. Some people couldn't stand a silence and talked simply to fill the space, particularly on the phone. Tiberius was not one of them, but Aurora was.
<Exactly.> A long pause for her to reflect, and Tiberius continued. <They've offered us a way to keep our economy going without resorting to re-designing it from top to bottom without oil - which, I might add, is what we're having to do at the moment, which is also why taxes are sky-high.> Again he sighed, as a seventy-five percent tax rate, even with fairly high thresholds, was not something he had wanted to force upon his people. Hopefully they understood. <Get yourself back here. I think that you're better suited to wearing expensive dresses at diplomatic parties.>
"Yes, my lord," she was crushed, now a figurehead and a puppet, with no real diplomatic power of her own.
<Oh, Aurora?>
"Yes, my Lord?"

The phone clicked dead and her eyes went wide. When asked by the pilot if he should start the engines, all he received was a simple nod and a blank stare. What happened in there, he thought to himself, before deciding better of it.
Back in the conference room, Niri's phone bleeped. He had hoped to pretend that it wasn't his and slyly check it a few moments later, but he was not one for subterfuge. As he reached into his pocket there were a few raised eyebrows, surely he had broken some sort of diplomatic etiquette. Nothing in comparison to Lady Jansen, apparently, but still not a good sign. Checking the text message, his jaw dropped open.

Niri stood up after Minister Bobrinsky had finished speaking and groaned inwardly. Surely everbody hated them now. 'Bickering', 'hissy fit', it was all bad marks for Starblaydia so far. Never mind the fact that Stinson used every opportunity to mention Starblaydia's lack of oil and involvement in the war, insulting his supposed guests with every sentence that he uttered. Niri himself felt that Lady Jansen's behaviour was justified, but was an overreaction.
"Sirs," he began, trying to get some attention. Dwarves weren't easily seen when standing at a conference table, but thankfully they tended to have deep booming voices. Niri, at least, didn't have a thick Dwarven accent, so continued, "Mister President, I must make apologies of my own for Lady Jansen's departure and note with regret that her actions do not reflect the Starblaydi delegation as a whole." Nods behind him from the assembled Starblaydi team. Though, if he'd told Stinson to stick it up his beardless arse and whistle, they'd have nodded too, that's what they were there for. "I must also inform you that Lord-Protector Starblayde is journeying here at this ver moment at all available speed, such is his wish that these proceedings go smoothly. I hope that this historic gesture is enough to forgive our Foreign Minister's transgressions"

Tiberius is now probably playing passenger in an SR-71 Blackbird, or something with equal speed (however outdated/obsolete the plane itself is, Starblaydia has a few of them and I can't think of anything faster without inventing a scramjet off the top of my head)]

As for how the technology will be exported, we are willing to send both the bacteria and blueprints of the oil generation facilities; along with Lamonian engineers, if requested. That will enable all of the nations gathered here to obtain the technology at the same time, without favoritism. After all of the nations here have the technology, then it is our intention that the nations gathered here would form a committee to determine how, and to whom; that the bacteria and technology could be sold. That is why this grouping of nations would be called a 'cartel.' "

"I was led to believe by my predecessor that I would find the people of your barren nation to be polite and hospitable," she said, not taking her eyes off Stinson for a second but broadcasting her thoughts to the entire room, "however, I now realise that the prevailing, contrary, opinion is actually the correct one. One does not arrive as a guest in Starblaydia only to be insulted at every turn, I can assure you."
Lady Jansen lifted her chair slightly and moved it back, upon which every male member of the Starblaydi delegation present stood up, as is only right an proper. Lady Jansen got to her feet a moment later.
"My apologises for wasting your time, Mister President, as you have so surely wasted mine, though it be far more valuable." She turned the brown-bearded Dwarf beside her in the very human-looking suit. "Minister Drolgorbizm, if you would continue these proceedings to whatever completion you deem suitable."
"Aye, my Lady," the Dwarf nervously replied.
"You may keep the cheque, either as payment or for the novelty," she said in Stinson's vague direction without bothering to meet his gaze, "it was actually one hundred million Starblaydi Credits, worth somewhat more than the equivalent dollar figure. And also about thirty billion Rushanas**. Good day, Mister President, your Royal Highness, honoured delegates."
With that she turned on her heels and strode out of the room with all the tranquillity and simple poise that had been missing upon her grandiose arrival.
The Monavian delegation was, to say the least, highly incensed. Mr. Douglass glared at the departing Starblaydis as they left the room. Not only had Lady Jansen's conduct inflamed any preexisting tensions in the room, but her lack of any courtesy to President Stinson made them all want to gag. The situation was exacerbated yet again by the departure of the Zonggouesse Princess.
If any conclusions could be drawn about the Starblaydis, it was that that they were more than willing to raise any tensions that existed at any type of diplomatic summit. Lady Jansen in particular came across as exceedingly arrogant, and her replies to the comments of Mr. Douglass were now seen as creative methods of snubbing her neighbors. Despite the immediately polite impression of her responses, the ever piercing gaze of Mr. Douglass saw through her statements like a sheet of plate glass.
The Princess was another story. While the delegates were again surprised at the meeting by her decision to leave for a while and do her own thing, she was in many ways legitimately expressing her frustration with the disaster that the meeting was becoming. The exchange which unfolded had now prompted Mrs. Wright to motion for her colleagues to walk out for a minute or two and attempt to concentrate on what really mattered at this meeting.
"Er, um..." said the Dwarf, the only member of the delegation still standing - the rest having sat down after Lady Jansen's departure, "Niri Drolgorbizm, Minister for the Environment. I came up with the, er, NEATO thing. Thanks."
He promptly sat back down again and his cheeks flushed several shades of pink.
Mr. Whipple looked over the documents, but found no reason to take the offer seriously. He discussed the proposal with the other Ministers before they entered the chamber for the second time, this time to discuss the operations of the cartel. He told Mrs. Wright and Mr. Douglass to take home the NEATO books as souveniers of their trip to Lamoni, as a final act of snubbing the ever arrogant character of the Starblaydi Foreign Minister.
The Ixanian delegation was amused by the war of words between the Lamonians and Starblaydians albeit they would have hoped that it would end quickly so that they could get back to business even if they themselves were quite dormant for some reason such as inactivity or an inability to get active but whatever the case they wanted to get involved more now and they would do what it took to do so. Eduard Bobrinsky, the Economic Minister of Ixania, smiled at Sun Mei as she rose to deliver her brief speech which he fully supported since he really wanted to get down to the basics here and wanted to see this discovery brought straight to Ixania.
The Economic Minister rose from his seat to bring about his own speech. "I fully agree with the Princess. The whole reason we are gathered here is to discuss the Lamonian discovery...not to sit back while people bicker and argue."
The delegation now entered the room again, and took their appointed seats. Mr. Whipple noticed the Ixanian Economic Minister share his views, and he heartily agreed. He smiled with execeptional glee as he came to realize that other delegations felt the same way as the Monavians about what he called "useless chatter".

At this time the delegation was all ears, listening with mounting excitement at the idea of an economic alliance being formed with its neighbors. The idea of Neo-Ixania and Lamoni both being part of the alliance served only to sweeten the deal. As Mrs. Wright was keen to point out to her colleagues, the "cartel" was in many ways an economic alliance of sorts, thought that would be a very broad definition indeed if the term "cartel" was to be antiquated with any such organization.
The announcement of the future arrival of the Lord Protector was a different story. The pool of excitement which had formed had now abated in a brief flash, and now the Monavians were again growing irritated. Apparently, the Starblaydis had yet another passion: testing the patience of their neighbors.
The delegation yielded the floor to the Ixanians and the Lamonians, and waited for a time when it would be ideal to insert their own comments. For now, they believed that they had spoken enough.
Princess Sun Mei didn't have the volume on her PDA so loud that she couldn't hear what was being discussed at the table. At first, she remained frustrated at how the meeting had turned out thus far. Surely, Lady Jansen was partially to blame for insulting the host nation that was making a gesture of friendship towards her homeland. However, all those other nations who'd responded had failed to help matters any. President Stinson would've been better served, she reasoned, not mentioning the recent war, among other things. Two powerful nations insulting each other hardly made for much of a summit.
She also half-wondered why she'd even bothered coming. Watching the bickering between two of Atlantian Oceania's heavyweights was hardly an appropriate allocation of an Imperial Princess' time and resources. The promise of this inexpensive, more environmentally friendly way to produce crude oil was enticing, of course. However, a simple financial transaction and note wuold've done the trick just as well as her personal presence.
At last, though, the Starblaydis reversed their approach. It seemed the Lord-Protector himself was going to travel to Lamoni to repair the damage Lady Jansen had done. The Princess sighed in relief at hearing that; at least someone was making the effort to right the ship. However, she still felt as if her input in the meeting had come at least close to an end. All the answers she required had been brought out; any further ones could be sorted out through private diplomatic channels, couldn't they?
However, the Lamonian suggestion of an economic alliance was intriguing. The Empire already had a decent economy, but any increase in foreign trade would certainly help strenghten it. More money meant more funds for the projects the Empire sought to undertake; especially those military projects the Emperor himself had expressed interest in. That was enough to keep the Princess' interest in the meeting. After taking a moment to stash her PDA back in its pocket, she returned to the table but did not sit.
"A 'cartel', is it? The Empire would be quite interested in an economic alliance of sorts," she spoke up, then looked between each of the leaders in turn, sizing them up before going on, "However, you must be aware of what that would entail with regards to Zongguo. We are not a democracy of any sort - our governmment is what you would refer to as 'absolute monarchy'. The Emperor's will is the supreme guiding factor in all decision making in Zongguo."
She paused, then added stoically, "Our nation also maintains slavery as an Imperial right, and as an affirmation of the Zongguoese people's place in a civillized society. Knowing all this, are you still willing to forge an agreement... and alliance, no less, with the Holy Empire of Zongguo?"

"Your Highness, if I may, I cannot think of any reason why the Empire of Zongguo cannot be a part of a possible future alliance or enter into a treaty of friendship with Monavia. We respect the right of national sovereignty as absolute and undeniable. My government does not interfere with the affairs of other nations unless we are at war with them or participating in some form of crisis.
"Now, if you wish to join us in friendship, my colleagues and I would be more than delighted to extend an invitation to you or any other representative of your nation to hold diplomatic talks with us. I will speak with my superiors at a later time to suggest that such a conference should take place." Mr. Douglass responded.

Having been busy listening to a status report on the new M-20 Hamsher AMTV family, Stinson had also been keeping an eye on what was going on with the other assembled delegates.
"Lamoni has no problems with entering into an economic alliance with the nations gathered here." What is more, Stinson knew the truth behind what he had just said. Such an economic alliance would help the Lamonian economy, which was a prickly issue domestically.

As deep as my regret may be, I cannot and would not violate the laws of my country in this matter. We are more than happy to trade with nations such as Lamoni, but slavery and totalitarian governments are simply not potential trading partners at this time. My apologese again, but these are the facts of the case.
Though we cannot enter into a trade agreement with every nation present, we can negotiate trade deals with certain individual nations; and would be happy to do so. However, I would first like to ask two questions regarding the diplomatic issues around this "cartel". First, how do you garuntee the security of your information from foreign agents? Secondly, have you considered that this cartel will be seen by many as an attempt to withhold lifesaving products from poorer countries? I am sure that is not the intent of Lamoni's government, who we have always found to be honorable friends. But this discovery will place you in a possission of power, and power breeds envy and contempt. How do we address the diplomatic tensions that will inevitably arise?
As for the security side of it, that can be handled when by my colleuges in the Ministries of Intelligence and Defense. They could not attend in person, but if it would be possible for them to participate remotely by telecommunications? Or I can act as an intermediary. My point is that while security is not my job, our government sees a need to deal with these issues."

Majestically, though to any trained eye rather awkwardly, the SR-71 Blackbird that was still the fastest passenger-carrying plane in the Starblaydi inventory touched down at the airport. Though Starblaydi security was restricted to what they had brought over for the delegation itself, the Lamonians had certainly put on a show of force for the most famous man the region had ever seen: Tiberius Starblayde (http://ns.goobergunch.net/wiki/tiberius_starblayde.html).
Tall and well-built, though since being shot not quite as athletic as he had once been, Tiberius cut a remarkable figure even in his flight-suit. Though the trademark long hair had disappeared, replaced by a styled short back and sides, the unmistakable natural silver tint, a hallmark of his genes, remained. Official photographers of both Starblaydia and Lamoni were there to capture this 'action man' moment, which would surely go down in his personal folklore: Tiberius Starblayde, fearsome airman, striding across the tarmac of one of the very nations that had been waging war against Starblaydia so recently before. He allowed himself a moment to change into suit with open-necked shirt, retrieved from the small baggage hold of the SR-71, and made his way to the conference room.
He trod the path that Lady Jansen had made a few hours before, though instead of a pace almost too quick to keep up with he was slow and confident. He knew that around him, every Lamonian eye would see him and not really believe it. Apart from perhaps Viannor, Tiberius was the last face that any of them would expect to see in their lives, especially in their nation. The same aura, however, was around him too. Often people he met would simply be starstruck. He had, single-handed, turned Starblaydia into the benchmark of power in the region. Every man, woman and child knew his name and his face, and not too long ago Presidents, Prime Ministers and Kings would use his name to stir their populations into fear and nationalistic fervour. Tiberius was also the man who had brought proper democracy to Starblaydia, because orders should never be followed without question, even when delivered by the absolute ruler of the nation.
As the double doors opened, heads turned to see him, some knowing him, others not.
"Andrew," he said with a broad and natural smile to President Stinson, walking in the vague direction of his delegation and extending his hand, "how are you? I scarcely recognised you with your clothes on."

Mrs. Wright stared at Foreign Minister Benson with mixed feelings. While his government's policies made sense to him, she considered this statement to be unexpected. She essentially considered it to be an outright rejection of a trade offer which was made in good faith. Still, she understood that Skyland Mt. had every right to make its own laws concerning trade, however, she found such a measure to be quite drastic.
"Minister Benson, could you explaing to me why your government objects to trading with nations with different ideas about government than Skyland Mt.? I need some clarification in order to remove some of the confusion that I have with this."
As the double doors opened, heads turned to see him, some knowing him, others not.
"Andrew," he said with a broad and natural smile to President Stinson, walking in the vague direction of his delegation and extending his hand, "how are you? I scarcely recognised you with your clothes on."
The delegation gazed at the imposing figure of Tiberius Starblayde as he entered the room. Their time spent looking upon him was short-lived, however, as they quickly went back to their business.

"Your insight and wisdom are unexpected but welcome, Mr. Douglass," Sun Mei nodded after the Monavian conlcuded his offer, "Every nation has its own beliefs and policies, and as you have stated so well these are matters of national sovereignty. No nation has the right to interfere with another's domestic decision making except in time of war, or if the decisions of that other threaten the well being of the international community."
She inclined her head slightly as she tacked on, "I see no reason why the Empire could not enter into a treaty of friendship and cultural exchange with Monavia, and will suggest a conference to the Council of State and the Emperor upon my return home. Of course, this treaty offer is open to any nation at this table."
Bobrinsky smiled. "Perhaps we could all enter into an economic pact."
"That would be a most excellent idea," Sun Mei concurred, adding, "For its part, Zongguo can boast major industry in arms manufacturing and information technology. Zongguoese companies are eager to enter into joint venture projects with foreign comapnies, from my understanding."

Sun Mei said nothing in resposne to the Lamonian statement, as nothing needed to be said on her part. The Lamonian foreign minister had already visited the Empire to establish formal relations between the two states. In the exchanges since, she'd learned enough about Lamoni to understand the drastic economic situation the host nation found itself in. Already, in fact, a Zongguoese company had entered an at the moment top secret defense project with a Lamonian firm.
It was immediately after Stinson said his peace that the Princess heard a beeping from the earphones attached to her PDA. Trying to be as discrete as possible, she removed the PDA just enough to glance at the incoming message. A second later, she nodded and slid the device back into her pocket, as if nothing had happened. The news was important, but the meeting here had to go on as planned for now.

The Princess frowned as well, "I recognize and respect your nation's point of view, as is the territory of national sovereignty. However deep your regret might be, however, I must take offense on behalf of the Empire. Skyland Mt's stance, as I understand it from your words, insinuates that our chosen form of government is... how shall we say this? Inferior. That is a direct affront to the Emperor, as well as the Zongguoese people. We have maintained this system for generation upon generation, and encountered none of the problems that we have seen beset democracies."
After a moment, she shrugged and continued, "Our form of slavery is not what you might think, either. Since your nation has such firm beliefs, however, I will not take the time to explain the nuances of the system. I believe the best policy, then, is to 'agree to disagree' as the saying goes. You have your convictions, and we have ours."
Once again, she was relieved that she'd been sent instead of her brother the Crown Prince. The Crown Prince would have been far less diplomatic, and probably would've followed Lady Jansen's example of storming out. Of course, he'd have been going after Lady Jansen to offer her a drink or something. Either that or dissappeared for a few hours to go partying. Hardly the image one would prefer to have in a high ranking member of the Imperial line. Furhter thoughts on the subject were interrupted when the Starblaydi head of state arrived.

Sun Mei turned to watch for a moment as Tiberius Starblayde entered, and recognized the man instantly. Zongguo had diplomatic ties with Starblaydia, and was from the same region as them as well. While there was a healthy respect for that nation in the Empire, the Princess was also less impressed than she might have been. This was due to the knowledge that Starblaydia had transitioned to a democratic form of government. It was their choice, of course, as a sovereign state to do so.
Simply put, Zongguo was quite skeptical of democracy, especially with how chaotic it could be. Order and stability for Zongguo had been best established under the Imperial line. There was a complex set of guidelines and traditions determining if the Emperor was still fit to rule, and they had yet to fail the Empire. In its own way, that was Zongguo's form of checks and balances. It was also a topic for another day.
She did add in, regarding the oil cartel's security, "For our part, the Empire will be able to maintain the tightest security possible to protect this project and the cartel's information. The Order for Domestic Harmony is quite capable of maintaining such security, and eliminating threats to that security if need be."

Mr. Douglass remained preplexed for a moment, before he addressed the issue at hand. "If they are paid, then thay are no longer slaves. I thought that whenever the word 'slave' comes to mind, you come to think about a worker that is not paid and is endlessly ordered around. Also, if they are paid to prevent an uprising, then they are in some ways being bribed. I have never heard of bribing slaves, so this is quite confusing.

But in answer to I think it was Neo-Ixania's question: my country's laws might have prevented trade. I hadn't made up my mind. I think I'm changing that policy though to allow limited trade, though "tools of oppression", like weapons, could probably not be traded. Note this rule does in no way prevent humanitarian aid, disaster relief, or, under some circumstance, military cooperation).

Mr. Whipple simply smiled at the kind words of President Stinson. The idea that his delegation was able to create a viable treaty that was endorsed by Lamoni was yet another success for his country.
Princess Sun Mei had tuned out the discussion regarding her nation's unique form of slavery. No one had quite described it effectively enough, though that was to be expected. She would have explained it herself, had she not felt that this was the wrong place to discuss it. As things were, she had a look at the proposed treaty for the oil cartel and nodded.
"I fail to see anything that the Celestial Empire would object to," she informed the Monavian who'd presented the proposed treaty. After a moment, she added, "However, only the Emperor can officially ratify this treaty on Zongguo's behalf. Something of this magnitude must be brought to the Emperor directly rather than simply the Council of State. There is, of course, a minor problem, gentlemen."
She waited until she had the attention of both the Monavian delegate and Lamonian President before calmly adding, "Earlier I recieved a message from the Imperial City. It has become my unfortunate duty to inform you that the Son of Heaven, Emperor Sun Li, has died - apparently of natural causes. Until a new Emperor is officially chosen, the treaty will remain provisionally approved by no less an authority than myself. We can begin operations immediately, if allowed, since the treaty will inevitably be ratified."

"While the Celestial Empire will indeed mourn Emperor Sun Li, it is not customary for us to mourn for extended periods of time. Zongguese tradition dictates that the Empire must move forward even in times of crisis or unfortunate events. Only by working for the future can the Celestial Empire endure; to stagnate would be the utter destruction of the Imperial government. It should only be a matter of two days at the most before the next Emperor is chosen, and then things will return to normalcy," the princess explained, already quite certain who the next Emperor would be. If she felt any sorrow at having lost her father, she did not show it.
While being slightly confused, Stinson had to do something. "If there is some sort of problem, Your Highness, then I really need to know about it."
"It's not.. well, let us say that it does not threaten the lives of anyone in this nation.. rather, it won't kill them. In fact, it's just more of the worst headache you could possibly experience," Sun Mei explained, trying not to be too direct about the cause for her concern. If she simply stated the answer, no one would believe her.
Suddenly, before she could beat around the bush any longer, a loud crash erupted from the far side of the room. Glass shards sprayed in all directions. Through the window swung a dashing young Asian man, mostly presentable with a few days' growth of facial hair. His clothing was an odd assortment of casual and formal: a black suit with white pinstripes, athletic shoes, and a gray t-shirt emblazoned with a Starblaydi flag that proclaimed 'World Cup/AOCAF Champions'. On top of the odd clothing, he wore a pair of sunglasses that seemed to be gold plated at the least. Rather than being shocked, Princess Sun Mei just rolled her eyes, groaned, and finally shook her head.
As could be expected, this entrance got the attentions of armed guards standing just outside the doors. A split second after the crash, the pair of Imperial Marines that had accompanied the Princess burst into the room, guns aimed at the intruder. For a moment they bore intense looks upon their faces, ready to shoot the intruder down before asking questions. Then, his identity registered with them, and the pair lowered their weapons. Grumbling, the pair shuffled out of the room in annoyance. Once again, Princess Sun Mei simply rolled her eyes, and realized she'd have plenty of explaining to do.
"Hey sis! I figured you'd be in here for that fancy meeting or somethin'!" the young man in the suit and t-shirt exclaimed, removing the sunglasses and grinning like an utter git. After a few moments in which the Princess just glared at him, the man looked behind him and laughed, "Oh yeah, sorry 'bout the window. Just put it on my tab!"
Sun Mei was about to say something when the man stepped up and threw an arm around President Stinson's shoulders, "And you must be President Stinson! Nice little country you've got here. I like the women and the bars in particular! And the exchange rate between Silvers and Rushanas is so favorable, I can give Lamonian money to all my chums and still have enough left to make a big stogie!"
"And the Monavians and Ixanians are here too! It's one big party, already... and you didn't invite me, sis," the man went on, shaking a finger scoldingly at Princess Sun Mei, "But that's okay... heeeey, Tiberius Starblayde is here too! Yeah! Purple People Eaters all the way! RAWRCrush!"
"Ahem," Sun Mei began, once the man was sufficiently distracted by one of the women in the room who wasn't his sister, "It is my unfortunate duty to introduce you to Sun Ren, Crown Prince of Zongguo... my brother."
After a moment, she sighed and grumbled, "And a complete arse."
Meanwhile, the Crown Prince broke out a bottle of spirits from within his suit jacket. As he continued grinning inanely, he announced, "By the way, this Lamodka is great stuff! Not the best by a long shot, but it'll do... got it at the gift shop on my way over here!"

THAT IS NOT A PROBLEM! This is actually quite humorous!
The arrival of the Prince left the Monavians quite distraught, to say the very least. They were not, however, the only ones to take notice of his arrival. The Ground Security Chief was not very pleased with the arrival of the Prince. Despite his misgivings about the man, he largely avoided interfering with the man's movements. If anything, since the Prince never got close to the Monavian aircraft and ground vehicles, he ordered the security forces to stand down.
The Security Chief then removed a pair of binoculars from his coat pocket and unfolded them, training them on the Prince and his "entourage". He said a few things about the Prince in Latin, most of which were not fit to be repeated in polite company, but then again, a false alarm taking place at a diplomatic summit was not a pleasant affair.
Upon his dramatic entry through the window, the Minister of Commerce, the fair Susan Wright, fell into a swoon as she watched Prince Sun Ren burst through the window, leaving a great mess of shattered glass across the chamber, and seeing the Imperial Marines enter in such an aggressive fashion. Mr. Whipple frowned, then drew himself up to his full height, now casting a menacing aura of disgust around the room.
Mr. Douglass, being unable to stand the sight of his colleague lying motionless upon the floor, still in her horrid faint, barked some words in classical Latin that showed an impressive amount of pent up fury. His comments were along the lines of "THAT DAMNED SCOUNDREL HAS BLOWN THROUGH THIS ROOM LIKE A MOB!" Of course, few in the room understood what he meant, but Mr. Whipple knew well what the man had said.
One of the Royal Guardsmen took the fair Minister and removed her from the room, which by now resembled a disaster area, and took her to a place where he could wake her up with cold water. Meanwhile, the two reamining men stood aghast as they watched Sun Ren mock the value of Lamonian currency, and make a mockery of the entire summit. They were soon seated again, brushing the shards of glass off of the table and having one of the guards locate a broom with which to clear a path on the floor.
When the Monavian Minister of Commerce fainted, the Crown Prince of Zongguo didn't seem the least bit concerned. Any sensible person would have been worried at least somwhat, but not Sun Ren. Then again, any sensible person would've come in through the door, not through a window. Crown Prince Sun Ren was all too happy to continue with his own particular brand of idiocy.
"Sorry 'bout that, Monavia. I do have a way of overwhelming the ladies, if you know what I mean," Sun Ren grinned, then decided it was a good idea to go bother the Lamonian president again.
Meanwhile, Princess Sun Mei took it upon herself to begin doing some damage control. First and foremost, she had to make sure the Monavians didn't take her older brother's antics as being sanctioned by the Empire. That would perhaps be the worst thing to come out of this summit. Zongguo could ill afford to grievously offend nations it would be entering into a commercial and diplomatic treaty with.
Making her way directly to Mr. Whipple, she said, "Allow me to apologize on behalf of the entire Celestial Empire for this.. intrusion. My brother is a complete arse, and his actions are not supported or condoned by our government. If anything, I'd like to know how he managed to pull that off... but perhaps it's better that I not know."
"At any rate, let me assure you that he will not be the next Emperor," Sun Mei continued, "And extend an invitation to your delegation to visit the Celestial Empire in three days' time. Our new Emperor will have been coronated by then, and will be able to sign the treaty officially. I can also personally gaurantee that Crown Prince Sun Ren will not be in the country at that time to interefere."
Meanwhile, the Crown Prince once again had his arm around Stinson's shoulders as he spoke in a conspiratorial manner, "Look, Stinson.. I hear tell you're married to an Ixanian, eh? You mind gettin' me introduced to an Ixanian princess or something? Hell, even a duchess or the like would do, long as she's a knockout who'll put out, if you know what I mean.."

"At any rate, let me assure you that he will not be the next Emperor," Sun Mei continued, "And extend an invitation to your delegation to visit the Celestial Empire in three days' time. Our new Emperor will have been coronated by then, and will be able to sign the treaty officially. I can also personally gaurantee that Crown Prince Sun Ren will not be in the country at that time to interefere."
Alfred took a long breath, drawing in much of the air around him, and then released it so that he may resume. "If tis man was ever able to become the Emperor of anything other than an insane asylum, I would be alarmed. As for your invitation, you offer was quite gracious, but it would not be possible for myself or the other delegates to attend. Our orders were to attend this summit and bring int being a charter to serve this organization, and then to depart fr Monavia to submit it for ratification.
"Nevertheless, I can personally assure you that a Monavian representative will be in attendance at the coronation of the new Zongguoese Emperor."
Meanwhile, the Crown Prince once again had his arm around Stinson's shoulders as he spoke in a conspiratorial manner, "Look, Stinson.. I hear tell you're married to an Ixanian, eh? You mind gettin' me introduced to an Ixanian princess or something? Hell, even a duchess or the like would do, long as she's a knockout who'll put out, if you know what I mean.."
At this point, Alfred simply rolled his eyes, but at the same time was confused by what Sun Ren meant by "a knockout who'll put out". He however, did not care even to ask, figuring that it would be better to abstain from exascerbating the developing chaos.
President Stinson went from surprise at the Zongguoese Prince's arrival, then annoyance when he realized that the window was broken, and then to a contained anger when the Crown Prince started mocking Lamonian currency, the entire summit, and who knew what else. Lady Jansen had been downright civil in comparison to this.
His anger abated somewhat when Princess Sun Mei stated that the Crown Prince's actions were not sanctioned by the Zongguoese government. However, Crown Prince Sun Ren somehow thought that it was appropriate to not only lean on his arm like they were friends, but to ask him if he knew about any Ixanian's that put out.
If the man didn't help to represent a nation that the Free Republic was trying to establish greater diplomatic and economic ties with, then President Stinson would have thrown the man back out the window, foreign audience or no.
However... there was one alternative that might work. Andrew Stinson wrote down a fake Ixanian name (Duchess Anastasia Gushkov), with a fake Ixanian address in Tzargrad, and handed that to the Crown Prince. "There you go, why don't you go see her?" There was a significant stress on the two mentions of the word GO, and Stinson figured that anyone in the room would likely pick up on it.

Mr. Douglass and Mr. Whipple were both able to tell that the aggrieved President wanted the renegade brigand Sun Ren out. It was easy to think that the situation was winding down, but it was still not over.

This was turning out to be one hell of a diplomatic meeting, he felt.

"I am currently content with the treaty for this time, although the final judge of the treaty will be the monavian Parliament when it comes to constitutionality. Nonetheless, I am confident that their Majesties will sign it.
"On the matter of what the Monavians had to give in return for the technology yuo have provided with us lately, I have some things you might find interesting."
He took out a folder and placed it besied the draft of the charter.

If I remember correctly, my delegation was the last to propose any revisions to the treaty. Zongguo, Neo-Ixania, Skylant Mt, your turns to revise it.

Charter of the Bacterial Oil Cartel
ARTICLE I: MEMBERSHIP
1. The original membership of the Bacterial Oil Cartel consists of:
Lamoni
Neo-Ixania
Zongguo
Starblaydia
Monavia
Skyland Mt
2. Membership in the Cartel confers an automatic transfer of the Bacterial Oil technology to all member nations.
3. Cartel Membership can be forcibly ended for a member nation by a 2/3rds vote of the membership. The membership of a Founding Nation shall also be subject to the same rule, with the single exception being that the vote must be greater than 2/3rds.
ARTICLE II: MEMBER OBLIGATIONS
1. All member nations shall send an official delegate to the Cartel's headquarters building in Lemnos City, Lemnos Island, Lamoni. This body shall be known as the Cartel Council.
2. The Cartel shall have a rotating Presidency; which shall be rotated Alphabetically by the member nations names.
3. If a new member nation arrives in the Cartel whose name is alphabetically before the member nation that would receive the Presidency otherwise, then the older member nation shall retain it's rights to the Presidency for the stated six month term; and the newer member nation shall have to await the rotation back to their nation.
4. All member nations shall have the same rights and duties in the Cartel, despite the amount of time that they shall have been members.
ARTICLE III: SECURITY AND SECRECY
1. The security and intelligence agencies of all member nations shall share what data that they might have regarding the Security and Secrecy of the Bacterial Oil Process.
2. All member nations have an obligation to assist the security and safety of the Bacterial Oil Process, and protect the said process from any and all threats.
ARTICLE IV: ADMISSION OF NEW MEMBERS
1. Any and all new members of the Bacterial Oil Cartel will be admitted only if they are voted in by a 2/3rds majority of the member nations. After such a vote, the new member shall be treated equally to any other member.
ARTICLE V: EXPORT REGULATIONS
1. The Cartel Council shall evaluate potential nations to export the technology to, and select their preference by majority vote.
2. Technology importing nations must sign and ratify a treaty that pledges the importing nation to secrecy about the technology. Violations shall be dealt with by a method determined by Cartel Council majority vote, but such actions shall not include military actions such as blockades, open war, or military intervention unless a direct threat to the national and economic security of member nations and their respective allies exists.
ARTICLE VI: FINANCES
1. Cartel members with higher economy ratings as defined by per capita income and GDP/GNP are encouraged to help cartel members with lesser economies to implement and sustain the technology.
2. All Cartel members are required to contribute 2% of their total economic/commerce budget in order to fund Cartel facilities, and pay Cartel staff.
3. A common fund, called the Bacterial Oil Cartel Treasury shall be established by this Charter. Its funds shall be composed of the money paid as per the obligations of its member nations.
4. All Cartel staff shall be paid with money from the Treasury.
ARTICLE VII: AMENDING THESE ARTICLES
1. The Articles of this charter can be amended by a 2/3rds vote of the membership.
2. Any member shall be permitted to propose and vote on amendments to this Charter.
3. All proposed amendments shall be presented by the national delegate of the proposing nation, with the said delegate introducing the amendment during general session of the Cartel Council. Debate shall be permitted before a floor vote may commence.
ARTICLE VIII: RATIFICATION
The membership shall have brought this charter into force by a 2/3rds majority vote. Founding members can opt out of Cartel membership and shall be permitted to withdraw from the Cartel just after the ratification vote if they wish. This charter acts like a treaty for all Cartel members, and shall be ratified via national processes for all members.
