CONSTITUTION OF THE F.S.R.S

The Federal Socialist Republic of Sarviats was founded on the 2nd July 2008

The Sarviat Communist Party is the voice of the people and workers. It must dedicate all of its work for the greater good of the Sarviat people.

The Sarviat Communist Party must promote: Friendship, Co-operation, Peace, Justice and Tolerance

The Sarviat Communist Party must represent and respect all member republics of the Federal Socialist Republic equally

#0 Anybody over the ages of 18 are permitted to vote in elections to Elect local communist party representatives. Elections are held every 5 years

#1 Education will be free and compulsory from the ages of 4-17

#2 Healthcare will be free and open for every Sarviat Citizen

#3 It is the duty of the Sarviat Communist Party to do its best to house the Sarviat people and protect them from Unemployment

#4 Every Citizen has a right to apply for Communist Party membership

#5 No member of Government is permitted to abuse thier power in anyway.

#6 No government member is allowed more then 2 houses and no more then one vehicle. They must also be paid the SAME as an Average Sarviat worker

#7 The FSRS can NOT BORROW an amount of money greater then 5% of GDP

#8 Possesion of foriegn material requires a permit and then approval

#9 The Internet is illegal and is not permitted to be used by Civilians in the Federal Socialist Republic

#10 Telephones have a right to be tapped if the owner is under suspicion of any crime

#11 It is Illegal to distribute seditious or anti-government material

#12 The Police, Military or local militia have the right to disband goups of 3 or more in a public place

#13 If more then 3 people will be staying the night at another place it requires a permit

#14 Holding a demonstration requires a permit, permission and approval from the local communist party and the police must be present to mind over things

#15 To travel more then 10km out of your community requires a permit. To travel to another republic requires a permit and approval.

#16 To travel outside of the FSRS will require a permit, permission and approval from the local communist party and the visit must be to an approved nation. No visit can be longer then 1 month

#17 Permanent emigration to another country is Illegal. All Sarviat citizens must remain Sarviat citizens. They are only permitted to visit but not to live in other nations

#18 Contact with foriegners from approved nations is permitted. Contact with foriegners from unapproved nations is Illegal

#19 Ownership of a car is Illegal. Bicycles are LEGAL and ownership of one is encouraged

#20 Speaking negativly or telling jokes about the government or leadership is Illegal

#21 Tobacco is Illegal

#22 Marriages must be approved and conducted by the state

#23 Religion is discouraged by permitted. Any community no matter how big or small the population is entitled to only ONE place of worship

#24 Changing jobs or houses requires a permit, permission and approval from the local Communist party

#25 Torture is permitted by the Police, Secret Police and Military. The Peoples Militia is NOT permitted to torture. The death Penalty is by fireing squad

#26 Every Sarviat has to learn 2 other languages from the Federal Socialist Republic. By the time a Sarviat Citizen is 20 they should be fluent in 3 Sarviat languages

#27 Citizens must respect all property and Look after thier Lenin Protraits

#28 Every Flat has a protrait of Lenin fixed to one of the walls

#29 Abortion is Legal but requires a Permit, Permission and Approval from an approved and certified doctor

#30 Homosexuality is legal and tolerated as long as they stick to the rest of the expected Sarviat Behaviour

#31 Marriage to a foriegner from an approved nation need a permit, permission and approval from the local communist party and thier partner MUST agree to become a Sarviat Citizen and LIVE in the FSRS

#32 Marriage to a Foriegner from an UNapproved nation is ILLEGAL

#33 Foriegners are NOT permitted to adopt Sarviat Babies

#34 Tourism into the FSRS is restricted. Only certain areas of the country are open to foriegners and some areas require a Minder at all times

#35 The Media is controlled and censored by the Government

#36 Fishing in boats is Illegal. Fishing at all requires a permit and permission from the Local Communist party

#37 The Secret Police has the right to check mail. Mail coming into the country and leaving the country HAS to be checked

#38 The government has the right to draft up anybody to participate in public holiday parades

#39 Some communities are permitted open air markets and privatly owned Cafes and resautrants but that is the ONLY free market permitted
To set up any form of free market enterprise weather is be setting up a stall at an open air market or a cafe requires a Permit, Permission and Approval from the local communist party

#40 All artists work must be checked and approved by the state before it can be shown to anybody and it MUST contribute to Sarviat Socialist Culture
If it is not Approved the state has the right to confiscate it

#41 No one is permitted on the streets from 2am - 5am Unless they have a reason and a permit

#42 all clothing to be worn must not be subversive and approved by the state
the wearing of "Markus Suits" are encouraged

Any Member of the Sarviat Communist Party can propose laws. These proposed laws must then be voted upon by the Sarviat Communist Party

The General Secretary can not arbitraily issue laws without the approval of atleast 5 of the high ranking government ministers OR 5 of the Presidents of the Sarviat Republics

Every 5 years on the 1st July the Communist Party will vote to elect/re-elect a General Secretary

The massive burocracy and red tape is probably a big drawback from our system its bound to promote corruption and bribery in exchange for cutting thorugh all of the processes. But the Party will have to work on this and will create a more effective Constitution at a later date. For the meantime this Constitution will do
