His name was Sir William Mark Alecson, and a more imposing figure you would be hard pressed to find. Alecson was tall and lanky, with long, imperial-look grey hair. His face was forever held in a haughty, regal look, and most who saw him would believe that he considered them below his interest. He was, in fact, the Faxanavian man in Northern Leo, the head colony of the League of Imperial Ocean-faring Nations. Alecson was the "Minister of Relations with the League", and he held his title to be his most valuable possession. He sat, staring out of the vast picture window which looked from the Aquaticus building, the League's headquarters, at the sea. An almost somber expression sat upon his face as he stared into the murky blue of the sea. He had sat, almost prone like this, for the last hour and a half. He was lost, almost in a trance, thinking. He had been awarded this post some months ago for his "superior work" in the office of the Prime Minister. And yet, in all that time, what had he done? Signed off on some applications, approved the building of buildings, but nothing of true value. What could he do to make the League a useful alliance, something that could do good for the world? And, he had looked for an answer to the sea. Surely, the symbol of the League could offer him some guidance. A slow smile spread across his face as he realized what he should do. If the sea symbolized the League, perhaps the League should tell the world what they did for the sea. He rose, and began to tap out a swift message to Garret Linsares, the Prime Minister of Faxanavia and the President of the League, back in Faxanavia.


Garret Linsares' computer hummed quietly to itself, a tuneless noise which provided a wonderful white noise background to block out the sounds of the outside world. Garret tapped away at some inter-departmental memo he was writing- something to do with allocation of funds, he honestly couldn't remember. Raising his hand to cover a yawn, he was startled into wakefulness by the quiet *bing* on his desktop informing him that he had mail. He pulled up his Firefox browser, and within several moments was reading the mail from Alecson.

"Dear Prime Minister,
I bid you well from the colony of Northern Leo and the center of the League. I have been spending the past few days cogitating, as it were, upon my position and duties to the League. And, I feel that I have not satisfactorily fulfilled them up to this time- yes, I have followed your direction the letter, but I have not worked for the embetterment of the League and her nations. Thus, I wish to submit to you a proposal: a maritime conference between the League members and the world to define the League's stance on our world's waters. The topics this conference would address multitudinous important topics to the League and the world regarding the sea. I hope that you will find this agreeable and for the betterment of the League.

Garret reread the e-mail several times before leaning back in his chair, considering. This was certainly an excellent proposal, and it would help the League, and Faxanavia's international appearance... Without a second thought, he began to type a message to the world.

John Horan stepped off of the official Asgarnian Air Force liason aircraft designated VC-97. Kingsgard was much more than he expected.

Temperate...I like... Mr. Horan though to himself.

"Sir, we're ready to take you to the Aquaticus building," his aide spoke, breaking Mr. Horan's thought process.

"Oh...right. Let's get going. I definitely don't want to be late," Horan replied.

John and his aide stepped into the armored SUV provided by the Asgarnian Army. It was heavily armored, just in case. John felt secure in his new SUV. It reminded him of the Buffalo mine-protected vehicles he drove during his service in the Asgarnian Territorial Army.

"Sir, we'll be there momentarily," his aide declared.

"Thank you," Horan answered automatically.

"Sir?"

"Huh?! Oh! Right! We're here...I guess..." Horan said, almost dazed.

"Yes sir. We have arrived," his aide answered inquisitively.

"Don't mind me. I'm just daydreaming," Horan reassured.

"Right. Shall we go in?" his aide asked.

"Absolutely!" Horan replied.

The Aquaticus building was a rising monolith of steel and glass, its vast face staring out over the blue sea. A series of large, glass doors guarded the entry way, and they were propped open today, as though expecting the visitors who would be flowing through them. They led into a plush entry hall, in the center of which stood an immaculately carved stone lion, its paw raised to the sky, pointing out towards the sea. Atop its head, a simple stone crown had been carved. Sir Davidson emerged from a conference room, looking flushed and nervous- his plan was about to come to fruition, and he hoped fervently that it would work. The vast conference hall had been prepared, but even now, last-minute preparations were being made. He would be representing Faxanavia's interests, and he dearly hoped it would all work out. Glancing through the glass double-doors, he took a short intake of breath at the sight of the delegation from Asgarnieu. Hurriedly, he strode outside to greet them. "Hello!" he waved at the approaching forms. "My name is Sir Alec Mark Davidson. I take it you are the representatives from Asgarnieu?"

We are intrigued about such a conference, it is true that the sea's bounty is not as nigh infinite nor infallible as previously believed. High Admiral Kensis and High Admiral Clovis have expressed interest in this conference. Surely, our two prominent figures are welcome at your event?

Due to their military rank, a guard was to be assigned, but seeing as it is a foreign political affair the two have refused as a gesture of faith in Faxanavia, even in light of its republican designs.

Not much was known about Rodan, unless one checked some rather dated history books about the small, but prideful nation. Rodan was a pirate's paradise and was founded by such men. Known infamously for its bootlegging and knowledge hoarding, its pirates were the kind that have become associated with the true meaning of piracy, the unwanted copying of a subject without theft of the original. Under pirates like Asthar, three hundred years of blackmail, bootlegging and information trades allowed them to purchase and mass produce their own versions of a great many trinkets and toys.

Though in modern times they have grown to a sizable 16 million in population, Rodan still employs a sizable percentage of the world's active sea-faring pirates. They are worse cyber-pirates, with a malicious history of hording and collecting malicious code like they were stamps, coins or trading cards. Still seen as honorable to their word, they have a unique culture and pride as a fringe society.

A modern estimates of their military shows that they are one of the world's largest operators of naval vessels, over half a million strong, many are floating platforms of power and pride. Though many nations consider their most powerful ship, the PDD. Ject a floating garbage heap compared to modern carriers, cruisers and frigates. Over 30% of the fleet is still of wooden construction, another 50% of composite materials and the last 20% being steel or iron.

Despite a laughable and third-world style military, lifestyle and backward traditions their code of honor and duty is said to surpass those of many in developed nations.

It had been an uneventful flight. Basil Spencer-Darling had availed himself of the long flight to review the briefs prepared by the Foreign Office and the RIS on the confirmed participatory members. Heretofore, however, the United Kingdom held no significant relations with any participant and so he instead read the latest fiction bestseller from the Georgetown Times list.

An advance team from the Foreign Office has procured several armoured SUVs that were waiting at the airport. He had flown via an RAF VIP aircraft—the lack of real connections between the UK and members meant that Oceanian Airways had no direct flights. The trip was thankfully short, for after hours in an uncomfortable passenger jet his legs were looking forward to stretching out.

The small convoy swung through the entrance and arrived in the driveway, the doors opened quickly and brought out the diplomatic security agents. A moment later, Spencer-Darling exited the vehicle. Dressed in a three-piece light grey suit, his eyes hidden by dark sunglasses, he offered a slight smile to those greeting him and the dozen or so aides and other junior ministers. "On the behalf of His Majesty's Government, thank you for not just the offer to attend this conference but for agreeing to host it as well."

As part of an effort to foster good relations between the Hegemony and the League of Imperial Ocean-Faring nations and to lay grounwork for future co-operation between our alliances that may be mutually beneficial, the Holy Empire of Lord Sugmuy wishes to send a delegate to this meeting. Normally, the Hegemon would attend, but he is unfortunately unable to currently due to the recent death of his wife and current conflict in the Deserted Territories. If you accept our request to send a delegation, I will be attending in his staid.

"...yes, and make sure that Miranda takes her medicine. Of course dear. Yes, I'll pick you up some Faxanavian perfume. And chocolates. Well, I thought flowers were a given. Okay. Right, I'm about to head in. Love you sweetness. Of course I will. See you soon."

A click, as the secure car telephone was placed in it's receiver. The man sighed heavily, leaning back in his chair. Across from him, facing the rear of the vehicle, was Olivia Barnes-Hornby, his secretary. Busy typing on a laptop, she was engrossed in compiling a report for the Ministry of Concert. Leaning across, he gently shook her knee.

"Olivia, we're here."

The car pulled to a halt, silent as a ghost. The chauffeur, all peaked-capped and cotton-gloved, moved to open the doors.

Nigel Harvey, Lord Commissioner for LION-Barronian Affairs, stepped out. At 5' 10", he stood out no more than the rest, but he held himself with a decorum that was hard to match. As a servant of the Magisterium, his uniform was immaculate - it had to be. His navy blue suit contrasted the silver, emerald- and sapphire-adorned maltese cross on his cap. Adjusting his cloak (Inverness, standard issue amongst the Magisterial staff), he held out his hand for Olivia, who took it. Dressed less formally, but still in a very demure fashion, she too wore a navy uniform, though with a beret and cloakless. Checking her skirt was uncreased, her tights unladdered, she took the lead and made her way into the building, laptop still tucked under her arm.

Angela hated flying so very much. When her plane finally touched down in Northern Leo, she rushed outside just to feel the sun again. Eight hours cooped up in an empty airliner with only the flight attendants for company was not her idea of a good time. It didn't help that the flight attendants rarely came into the first-class cabin unless called. They were busy chatting amongst themselves in business class.

It was good to be back in fresh air. The car that she arranged for met her on the tarmac, as was apparently customary for diplomatic figures, though she had no idea why anyone would be allowed to drive a car into the area.

Windows down, they made their way to the conference building. She wasn't particularly stunned by any of the surrounding city. Sure, it was nice but it just wasn't Santherese, and Santheres had, as everyone ought to know, the most beautiful cities ... well, the Sky City parts of them, anyway.

She didn't talk to her driver, she simply sat back and watched the scenery. They approached the LION building and she couldn't say she wasn't impressed anymore. It was built just like a Santherese building, to her surprise, and exactly like she didn't have in the Eastern Properties. Most of the far eastern colonies were piddly villages on tiny islands and that's what she was getting used to. Now, though, now ... she felt almost at home. The ground to a halt and she stepped out in the most graceful manner she could manage. She adjusted her dress uniform, a mostly-black affair with some hints of dark green, and stepped forward slowly, closing the door behind her. Others were headed inside, so she simply followed. As she saw the others move in groups, she wondered why she wasn't given a secretary. What exactly did the Diplomatic Corps want her to do? As a marchessa, the only noble of a higher rank than her was the Regnant, a duke, and most diplomats were counts. Surely she was overqualified for this? Especially to have to do everything on her own?

Of course, there was nothing she could do about it except complain later. For now, she had to make a good appearance. It wasn't hard for someone who grew up having to look good and be diplomatic. Nobles were born ambassadors. She walked through the doors at a slow pace, taking in the sights, mostly the people, around her.

Quite distracted by this point, Sir Davidson very nearly jumped at the sight of the representatives from Pan-Arab Barronia and Oceania. Still, he recovered tactfully, and strode out to meet his new guest. Smiling in warm greeting, he said, "It seems two of our representatives have arrived." He extended his hand, shaking with Nigel and Basil, and bowing deeply to Olivia. "The representatives from Asgarnieu have also arrived. Please, enter and take a moment to relax from your flights- the meeting shall begin soon."

John Gutted store out of the limo's tinted window, watching in amazement as the drove by capital city of Northern Leo. He kept his eyes trained out the window until he was interrupted by his colleage, Michael Richardson. At first he was stubborn to reply but when Mr. Richardson questioned John once again, he snapped to attention and answered.

"Oh the Parliament? I believe they are doing just fine with Mr. Telliner at their head this evening."

Michael nodded, showing his understanding.

"What a nice fellow," stated Michael, "taking your two places for the day. Must be very hard to handle our rowdy PWs alone," he mentioned.

"Very true, Mr. Richardson. Oh look we're here," Eliot Right happily announced.

The three men had sat in the back of the limo for a good hour after arriving in North Leo at a local airport. Mr. Gutted's neck had grown stiff from being in the same position for so long. John uncrossed his legs and slid out as the red suited chauffer, red cap, white gloves and all, opened the door for the trio.

John adjusted his tie, sporting a pin of the seal, and patted his legs. He waited for Michael and Eliot to exit the car and then the three ascended the stairs into the Aquaticus building.

John stopped in his tracks as the room beheld its beuty. He stared in amazement and delight at the magnificent room, of which already had the Oceanian, Barronian, Faxanavian, Asgarnieuan, and Santheresian delegates.

The three store in and John went over to Sir Davidson to greet him. Mr. Right and Mr. Richardson were in tail.

Just because she worked 20 feet away didn't mean she didn't have to fly around the world on large jet and be met by nervous men with names like Sir Alec Davidson. The nerve of some people, insisting on being sensible... the waiter shook his head and returned to his work.
