To: The Ryou Black Islands
While I believe that our Foreign Authority has made it painfully clear where we stand regarding many of your policies, but we are deeply concerned by the allegations of genocide that you have made against nations such as Greston and Volzgrad. Although the photographic evidence you have shown is far from irrefutable, we fear that what you have said could be true. Because a genocide, whoever it may target, is obviously a horrible atrocity, we feel that we must do everything in our power to investigate the situation and bring and end to any "cleansing" that may be happening.
We would like to send several ZINNIA agents, myself included, to meet with the representative(s) of your choice in order to examine the situation further. This meeting can be held in Ryou, but if you do not find it to be a security concern, we would prefer to hold it on a small island owned by ZINNIA. If you chose to hold the meeting there, our agents will meet you in international waters and lead you to the island.
You must understand that any public interaction with you could turn Zinaire into an international pariah so under no condition are you to make the contents of this letter public. If there is a leak, ZINNIA and the Zinairian government will deny any involvement. We must also state explicitly that we are not allying ourselves with you– we are merely asking for your help in conducting an investigation and punishing the perpetrators of a genocide.
