Excerpt from the popular newspaper, "Mercury's Messages", in Roma V.

War? False accusations? Biting off more than they can chew? This seems to be what the Ryous are about as of late. The world thought them finally silenced when their activities were little to nothing. However, they've recently stirred up the international community as of late.

They've declared war on The Democratic Republic of Cypron and now dozens of nations are jumping on the band-wagon to fight back against the imperialistic agenda of the Ryous.

They've also released a series of satellite images of supposed "death camps" belonging to a number of openly anti-Ryou nations. Their attempts to falsely accuse them have gone sour thus far.
However, as of late Emperor Quaeus has been quiet about the recent uproar of activity against the Ryous. But just yesterday Emperor Quaeus came before the Roman Senate and brought forth the proposal to have the international community expel the Ryous from the world.

The vote was passed and it was unanimous. The Ministry of Foreign Relations & Affairs has sent out an undisclosed letter to the international community, all those except the Ryous, to attend a summit in Roma V where the world's leaders would take a vote to simultaneously cut Ryou off from foreign trade, relations, and communications such as world-wide internet, radio, and television.

The summit is scheduled to take place in the next few days here in Rome.

Invitation to Summit in Rome

Greetings and well met, leader of your noble nation. You have recieved an invitation to a summit in Rome where the international community will take a final vote to decide the fate of The Ryou Black Islands. The summit will be hosted by Emperor Quaeus and the eldest members of the Roman Senate.

We invite you, the recipient of this letter, to bring a maximum of three other advisers with you to the summit with a small entourage of personal bodyguards. If you, the leader of your nation, are unable to personally attend your chosen replacement will recieve your seat at the event. Please RSVP that you are attending, who you are bringing with you, how many bodyguards will be accompanying you, and what firearms they will be carrying on their person. Please do not arm bodyguards with anything more than a pistol.

Security will also be provided by the Carabinieri and transport escorts will be provided to and from the event.

The United Republics of Volzgrad would like to declare its full support for the nation of Roma V's proposition. For too long has the international community let these heartless war mongers rampage across the world. We also believe that more serious action must be taken after the Ryouese clear intentions after and during the Cypron War. Premier Vasili Kavinkov and three of his top military advisers will be attending this summit. They shall be escorted by a small unit of Black Star Guards. United as one, we can crush the Ryouese with little trouble.

The Grand Holy Empire of Imota happily accepts Roma V's invitation. For too long, the good people of the world have had to suffer as a result of Ryou's warmongering and libels, and we are proud to play a role in ending such tragedies. Her Majesty Empress Lania will not be able to attend personally, but in her stead we shall send our recently elected Prime Minister Jun Kamiya. He will be accompanied by former Prime Minister Nolan Baguirre and former Minister of Foreign Affairs Weinna Gellendell. We feel the famous words "Together we stand, united we fall" suit the situation well.

Ryou can go ahead and spend the money it wont be able to recovery on launching these nuclear warheads and doom itself or it can die peacefully. We can propose the forceful removal of Ryou's satellites from orbit to ensure they are not used to look into our nations any longer and the Ryous will truly be isolated.

If Ryou threatens the use of these nukes, the summit will shift its attentions to a full-scale invasion of the Ryous. Maybe they can withstand a few nations. But if if it is in the interest of enough nations our numbers will be too overwhelming.

Ryou will have a few choices. Submit to the international community's will and abandon its imperialistic agenda, or doom themselves to attack.

Greetings and well met, people of Allanea. We, the Senatus de Roma V, are quite upset you would side with the Ryous on this. Time and time again the Ryous are threatened with impeding invasion. There is no follow through, however, as we hope time and time again that the Ryous will change their ways.

But instead we see the same scenario played out again. The Ryous invading and threatening the world with blatant disregard for its own well being. We were once on the brink of invasion by the Ryous. Yet we did not pursue war. We immediately held a peace conference and luckily found ourselves at a cease fire.

How can you say we are trying to assume we are the world's authority when we have a vast history of being a peaceful, humble, and friendly with the world? We are not trying to act as any large authority. We are simply putting out foot down and seeing if the international community will follow our lead for the good of the world.

We are trying to the international community a favor by speaking out. Yet you wish to silence us with threats of war? We have no wish for violence. Would you prefer we submit a proposal to the world to invade the Ryous instead of expel them?

We ask you kindly not to insult our peoples as we have done you no wrong. If you wish to settle this dispute do it with a gentle hand and not a fist or we will ignore your opposition.

Santheres would like to remind the representatives of Roma that the world is not a black and white entity and Allanea not agreeing with you does not mean she necessarily agrees with Ryou.

We have heard promotion of violence against Ryou civilians and desire to exterminate them as a race. Nations who condemn the Ryou's imperialistic aggression are the very same who promote the genocide of their entire people. Who is in the right here? We do not condone Ryou's behavior, certainly not after they ignored our request to evacuate any Cypronian civilians who would come with us. But their belligerence is by no means justification for wholesale slaughter or slavery. While you might not have issued such threats or jokes as these, several who would support have.

Though we cannot offer the aid Allanea might, our nation will also remain open as a free state to which Ryou civilians may flee. I'm sure those in our region, should they become active in global affairs, would do the same.

First of all, we do not seek resolution of any dispute – by violence or otherwise. The Ryou have done us nothing wrong, and we have no dispute with the Ryous. You yourself tell us that when you were 'on the brink' of an invasion by them, you settled the affair peacefully – proving beyond doubt that the Ryou are creatures capable of peace.

Yet you call upon the world to enact an unfair, unjust, and utterly useless boycott of the Ryou.

It is unfair, because the Ryou do not deserve it.

Follow-Up Notice to Invitation Recipients

There has been some opposition to the subject matter of our hosted summit and the Emperor has requested that we inform all nations that, despite support or or not for the purpose of the summit, are welcomed to send a delegation to the meeting.

We would like to remind the international community this is not a meeting for like-minded leaders but a meeting to finally decide the fate of the Ryous.

Also, as a side-note, many of your nations may or may not have heard that the Ryous have broken into a military Coup and the leader, General Asuka, has begun to purge all opposition within the Ryou Black Islands. We would like to assure you all that the summit will continue as scheduled and any and or all decisions made at the summit will be postponed until the Coup has ended and a stable government, foreign or not, has been established.

The Senate will not be sending out anymore individual responses to opposition but, again, welcome opposition delegations to attend the summit and state their opinions.

South Lizasaurian representative: I propose that we instead of shunning them and destroying them that the world tries to civilize them. If we were to fully research their history, their culture and even their environment to determine the cause behind their belligerent behavior. Who knows they might only need a regular shipment of certain medicines or maybe they need to stop dumping nuclear waste in their water supply. Maybe its a tragedy in their history that caused the Ryouese to become militant. As many of you may well know South Lizasauria when under the SLA regime was highly militant and committed warcrimes left and right without care, now that the Toori and other nations have offered help we are now a civilized and meritocratic nation. We do not know why they act as they do but if we find out we can possibly turn their nation into a beacon of civilization.

Prime Minister Kamiya: My government generally opposes using war as a tool of foreign policy. However, given Ryou's history as a highly militaristic and aggressive state, we must keep all options available, including the use of armed force. We will hope for the best, prepare for the worst, and pray that everything turns out well in the end. That is why we will attend the summit: we will combine our knowledge, wisdom, and ingenuity with those of some of the greatest minds from around the world, and hopefully make a lotus blossom bloom in the swamp.
