(Somewhat secretive RP meeting between my leader and Ryou's leader)

(Cabinate is intentionally spelled like that, it's my nation's version of Parliament or Congress)

"Item 94478 on the Agenda, The Matter Regarding the Ryou Black Islands. Proposal by Foreign Relations Committing Chairman James Samuel Arch, Suspension of Trade. Your Majesty how do you decree?"
