Fellows: Thank you Mr. Speaker. Nearly half a year ago now this government submitted a proposal that unofficially took immediate affect. I am of course referring to the ejection of The Ryou lack Islands from the Holy Empire. The ruling in the constitution of our Empire says that we reserve the right to eject any member state, dominion or territory of the realm from the Holy Empire as long as it has just cause, in this instance we had cause to do so and the reasons are well known not just through the hallowed halls of Parliament but throughout the world. While the ejection of the Ryou Black Islands was announced, it has never formally been put to the Ryou government to the world as an official political happening which is why, although we do not recognise the Ryou Black Islands as an Imperial State, we do recognise them as an ally for the sole purposes of that we have not officially pushed through the paperwork required to rid our hands of them.
It is my responsibility as the Foreign Minister to inform the House that the work has finally been completed after months of pencil pushing, investigations and conversing with Ryou civil servants about the matter. I have here a document which is now in government circulation and in the hands of members of the opposition and other parties with seats in this house informing everyone of the development and the official release of the Ryou Black Islands from Imperial control without the use of hostile force which is usually the case.
As we speak, members of the Metropolitan Police and civil servants are visiting The Ryou Black Islands’ embassy to formally request that they remove and destroy all Imperial paperwork, the removal of all Imperial embassy staff and the destruction or at least seizure of all Holy Empire military surveillance equipment on loan to the Ryou Black Islands. This also includes the lowering of the Imperial flag from the roof of their embassy. Rest assured we will be making additional enquiries into the removal of such things but especially sensitive Imperial documents that the Ryou government may be reluctant to give back to us or destroy, in so doing the security services will be extra vigilant and will conduct their own lines of investigation to ensure that their embassy staff remove all Imperial documents from the building. Anything from military communications to the ordering of more staples for the receptionist, anything with an Imperial insignia on the paper must be either destroyed or handed back to the government. Certain critical files that are of great importance to the current government will be forcibly taken from the embassy by the Metropolitan Police during this… raid, as it were.
I would like to also inform the House that to better appease the Ryou government and prevent hostile action against us, we have ordered the Imperial Oil and Gas Works Corporation to remove their drilling and refinery assets from The Ryou Black Islands. Since their country gains exceptionally little profit from those facilities directly, their removal will be of little consequence to them or to us as our drilling efforts continue unhindered elsewhere in the world. This move may seem ambitious but the violent nature of the Ryou people and their government was one of the reasons for their ejection from the Holy Empire, there would have been little to stop The Ryou Black Islands from simply seizing the oil and gas rigs as well as the on and offshore refineries. Not to mention the tanker fleet in operation their, the Royal Navy has few assets in the region to prevent a Ryou attack on the oil rigs and the defence ships there would be quickly destroyed. While Ryou posses no threat what so ever to the Holy Empire and a war would quickly end the reign of government in Ryou, I think we can all agree that it simply isn’t worth our time and resources.
I hope you all find this report helpful and I can now fully, officially and even with a little pride, announce that The Ryou Black Islands and any other incorporated states that were formerly under Imperial control regarding the Ryou Black Islands are now no longer part of the Holy Empire of Stevid. All the privileges remained barred to them and any prospect of their return to the Empire is now seriously unlikely. The burden of protection is no longer on our shoulders. Ryou is no longer a Stevidian asset in any way shape or form… this is the final decision of the government and unfortunately does not represent all the views of the general public or any personal views members of this party has towards Ryou.

It was a Monday morning in the homeland of the Holy Empire and not in the least bit quieter then the rush hour of any city’s Monday morning rush. Sirens of police cars echoed through the city as it woke from its Sunday night slumber and began to tick into working life once again. For those just waking up or still on their way to work, the news over the television and radio network all across the Empire would hear the news from the House of Commons as Dean Fellows gave his speech regarding the final and official ejection of the Ryou Black Islands from the Holy Empire. It was being broadcast live over the television on SBC Parliament, over the main radio channels and over the entire world on the Internet and satellite feeds.
Ryou was one of the worlds most violent and belligerent nations and its name was well known throughout the world. War was another word that frequently popped up to accompany the conversation if Ryou was the topic of debate, a word that no government, apart from Ryou’s it would seem, hated to hear but Stevid’s government in particular hated it more than most. After having fought several very costly wars of which one ended in the defeat of the Holy Empire only recently, war was never a political event that anyone in Stevid liked. The fact that Ryou was part of the Empire meant vast amount of financial aid went to the Ryou Black Islands to help sustain their economy while they went on the rampage. The people had had enough and demanded the removal of Ryou from the Empire, the polls showed a new low for the current government as the approval rating plummeted. The government was forced to eject Ryou from the Empire, the process would take roughly half a year to fully complete but they would unofficially no longer receive help from the Holy Empire in any form.
Almost half a year had gone and the time had finally arrived, just half an hour ago the Foreign Minister informed the House of Commons that Ryou was now officially no longer in the Empire and no longer under the jurisdiction and protection of Stevid. Something many hundreds of countries across the world had begged Stevid to do for a very long time. Ryou was at the mercy of the world now that Stevid was no longer her protector, guide or aide, she could no longer turn to the Holy Empire as a true friend and due to the aggressiveness of The Ryou Black Islands The Holy Empire had moved to DEFCON 4 in case of any military reprisals from Ryou. It wasn’t beyond any point of imagination, Ryou had openly expressed plans that they were going to plan attacks against several exceptionally powerful nations with AMF listed among them, Stevid ranked high up on the military superpowers in the world and the Ryou’s nature of attacking any state no matter how big or small was frightening. Stevid prepared for the worst but Ryou hadn’t experienced the ruthlessness of the Stevidian security forces yet.
The sirens grew ever louder as the offices in embassies surrounding the Ryou Black Islands’ building continued with their work, but several minutes later the Metropolitan police were beginning to arrive at the embassy. A simple pursuit estate police car, a Volvo S70, pulled up on blues and twos and the officers approached the embassy building, the Ryou guards remained standing to attention but soon the Volvo was accompanied by further police units both marked and unmarked. Four police vans arrived at the scene plus a single silver Ford Transit and the people who hopped out of the back seemed unremarkable, the police new they worked for MI5 but the Ryou guards and staff had no idea, they could be CID, unmarked officers or maybe even the press but all the same they walked up to the embassy. Overhead a police helicopter hovered above scouring the area looking for trouble both on the ground and in the air. To top this all off two Ford Galaxies rolled into the street with armed police officers who kitted up but remained with their cars so as not to provoke an already annoyed Ryou guard detachment.
Two of the unmarked men walked up to the front door of the embassy where one of the guards blocked the way and asked for identification papers while deliberately pretending he hadn’t even noticed the huge police presence in the area, not the twelve cars and five vans, not the road blocks a quarter of a mile away at both ends of the street. It was an obvious sign of arrogance but it would only buy the Ryous a couple of seconds.
“My name is Gary Pole of the Stevid security forces.” one of the unmarked officers said coldly to the guard. “I’m am authorised to inform you and all the guards in the Ryou embassy that you are hereby relieved of duty and the protection of the embassy will now be handled by members of the Metropolitan Police Force. Your Imperial status is hereby revoked and members of the Police, the security forces and government are here to collect all Imperial paperwork, computer files and equipment for seizure or destruction. Any attempt to prevent this investigation from proceeding will result in a diplomatic expulsion from the Holy Empire and further investigations into your government’s motives for ordering such retaliation.”
The guards gaze did not change, he did not nod nor did he move but the officer from MI5 wasn’t going to be messed around with and took the silence as an acceptance of the terms laid down before the guards. The officer turned and beckoned forward the police officers while the armed response unit switched their safety catches off just in case. Not only one hundred feet away at a letter box towards the end of the street a police sniper position was set up in case it all kicked off but the Ryou guards were heavily out numbered and it would take a great deal of arrogance to stand up to the Stevidian Police. The mass of Police walked towards the building, some went for the front door while others were allowed into the neighbouring embassies to access the back doors of the Ryou embassy. The Police helicopter hovering above kept everyone on the ground informed of what they could see from the air including guard movement on the roof. It should be a straight forward operation to remove all Imperial files and equipment from the building but the Ryou Black Islands might not let go of such information without a fuss. It was well known that nearly a hundred or so foreign secret agents were operating in Stevid from international embassies like Ryou’s and it was a sure guess that members of the Ryou CIA were probably in the embassy and would hate it if they lost sensitive Imperial paperwork and computer files to the Stevidians reclamation raid. The place was to be searched top to bottom while the Ryou guards were to be stripped of their weapons and ammunition.
