Speaker John Whitely: The House now recognises Dean Fellows the Foreign Minister of the ruling government body. Mr. Fellows you may begin.

Fellows: Thank you Mr. Speaker. Nearly half a year ago now this government submitted a proposal that unofficially took immediate affect. I am of course referring to the ejection of The Ryou lack Islands from the Holy Empire. The ruling in the constitution of our Empire says that we reserve the right to eject any member state, dominion or territory of the realm from the Holy Empire as long as it has just cause, in this instance we had cause to do so and the reasons are well known not just through the hallowed halls of Parliament but throughout the world. While the ejection of the Ryou Black Islands was announced, it has never formally been put to the Ryou government to the world as an official political happening which is why, although we do not recognise the Ryou Black Islands as an Imperial State, we do recognise them as an ally for the sole purposes of that we have not officially pushed through the paperwork required to rid our hands of them.
It is my responsibility as the Foreign Minister to inform the House that the work has finally been completed after months of pencil pushing, investigations and conversing with Ryou civil servants about the matter. I have here a document which is now in government circulation and in the hands of members of the opposition and other parties with seats in this house informing everyone of the development and the official release of the Ryou Black Islands from Imperial control without the use of hostile force which is usually the case.
As we speak, members of the Metropolitan Police and civil servants are visiting The Ryou Black Islands’ embassy to formally request that they remove and destroy all Imperial paperwork, the removal of all Imperial embassy staff and the destruction or at least seizure of all Holy Empire military surveillance equipment on loan to the Ryou Black Islands. This also includes the lowering of the Imperial flag from the roof of their embassy. Rest assured we will be making additional enquiries into the removal of such things but especially sensitive Imperial documents that the Ryou government may be reluctant to give back to us or destroy, in so doing the security services will be extra vigilant and will conduct their own lines of investigation to ensure that their embassy staff remove all Imperial documents from the building. Anything from military communications to the ordering of more staples for the receptionist, anything with an Imperial insignia on the paper must be either destroyed or handed back to the government. Certain critical files that are of great importance to the current government will be forcibly taken from the embassy by the Metropolitan Police during this… raid, as it were.
I would like to also inform the House that to better appease the Ryou government and prevent hostile action against us, we have ordered the Imperial Oil and Gas Works Corporation to remove their drilling and refinery assets from The Ryou Black Islands. Since their country gains exceptionally little profit from those facilities directly, their removal will be of little consequence to them or to us as our drilling efforts continue unhindered elsewhere in the world. This move may seem ambitious but the violent nature of the Ryou people and their government was one of the reasons for their ejection from the Holy Empire, there would have been little to stop The Ryou Black Islands from simply seizing the oil and gas rigs as well as the on and offshore refineries. Not to mention the tanker fleet in operation their, the Royal Navy has few assets in the region to prevent a Ryou attack on the oil rigs and the defence ships there would be quickly destroyed. While Ryou posses no threat what so ever to the Holy Empire and a war would quickly end the reign of government in Ryou, I think we can all agree that it simply isn’t worth our time and resources.
I hope you all find this report helpful and I can now fully, officially and even with a little pride, announce that The Ryou Black Islands and any other incorporated states that were formerly under Imperial control regarding the Ryou Black Islands are now no longer part of the Holy Empire of Stevid. All the privileges remained barred to them and any prospect of their return to the Empire is now seriously unlikely. The burden of protection is no longer on our shoulders. Ryou is no longer a Stevidian asset in any way shape or form… this is the final decision of the government and unfortunately does not represent all the views of the general public or any personal views members of this party has towards Ryou.

It was a Monday morning in the homeland of the Holy Empire and not in the least bit quieter then the rush hour of any city’s Monday morning rush. Sirens of police cars echoed through the city as it woke from its Sunday night slumber and began to tick into working life once again. For those just waking up or still on their way to work, the news over the television and radio network all across the Empire would hear the news from the House of Commons as Dean Fellows gave his speech regarding the final and official ejection of the Ryou Black Islands from the Holy Empire. It was being broadcast live over the television on SBC Parliament, over the main radio channels and over the entire world on the Internet and satellite feeds.

Ryou was one of the worlds most violent and belligerent nations and its name was well known throughout the world. War was another word that frequently popped up to accompany the conversation if Ryou was the topic of debate, a word that no government, apart from Ryou’s it would seem, hated to hear but Stevid’s government in particular hated it more than most. After having fought several very costly wars of which one ended in the defeat of the Holy Empire only recently, war was never a political event that anyone in Stevid liked. The fact that Ryou was part of the Empire meant vast amount of financial aid went to the Ryou Black Islands to help sustain their economy while they went on the rampage. The people had had enough and demanded the removal of Ryou from the Empire, the polls showed a new low for the current government as the approval rating plummeted. The government was forced to eject Ryou from the Empire, the process would take roughly half a year to fully complete but they would unofficially no longer receive help from the Holy Empire in any form.

Almost half a year had gone and the time had finally arrived, just half an hour ago the Foreign Minister informed the House of Commons that Ryou was now officially no longer in the Empire and no longer under the jurisdiction and protection of Stevid. Something many hundreds of countries across the world had begged Stevid to do for a very long time. Ryou was at the mercy of the world now that Stevid was no longer her protector, guide or aide, she could no longer turn to the Holy Empire as a true friend and due to the aggressiveness of The Ryou Black Islands The Holy Empire had moved to DEFCON 4 in case of any military reprisals from Ryou. It wasn’t beyond any point of imagination, Ryou had openly expressed plans that they were going to plan attacks against several exceptionally powerful nations with AMF listed among them, Stevid ranked high up on the military superpowers in the world and the Ryou’s nature of attacking any state no matter how big or small was frightening. Stevid prepared for the worst but Ryou hadn’t experienced the ruthlessness of the Stevidian security forces yet.

The sirens grew ever louder as the offices in embassies surrounding the Ryou Black Islands’ building continued with their work, but several minutes later the Metropolitan police were beginning to arrive at the embassy. A simple pursuit estate police car, a Volvo S70, pulled up on blues and twos and the officers approached the embassy building, the Ryou guards remained standing to attention but soon the Volvo was accompanied by further police units both marked and unmarked. Four police vans arrived at the scene plus a single silver Ford Transit and the people who hopped out of the back seemed unremarkable, the police new they worked for MI5 but the Ryou guards and staff had no idea, they could be CID, unmarked officers or maybe even the press but all the same they walked up to the embassy. Overhead a police helicopter hovered above scouring the area looking for trouble both on the ground and in the air. To top this all off two Ford Galaxies rolled into the street with armed police officers who kitted up but remained with their cars so as not to provoke an already annoyed Ryou guard detachment.

Two of the unmarked men walked up to the front door of the embassy where one of the guards blocked the way and asked for identification papers while deliberately pretending he hadn’t even noticed the huge police presence in the area, not the twelve cars and five vans, not the road blocks a quarter of a mile away at both ends of the street. It was an obvious sign of arrogance but it would only buy the Ryous a couple of seconds.

“My name is Gary Pole of the Stevid security forces.” one of the unmarked officers said coldly to the guard. “I’m am authorised to inform you and all the guards in the Ryou embassy that you are hereby relieved of duty and the protection of the embassy will now be handled by members of the Metropolitan Police Force. Your Imperial status is hereby revoked and members of the Police, the security forces and government are here to collect all Imperial paperwork, computer files and equipment for seizure or destruction. Any attempt to prevent this investigation from proceeding will result in a diplomatic expulsion from the Holy Empire and further investigations into your government’s motives for ordering such retaliation.”

The guards gaze did not change, he did not nod nor did he move but the officer from MI5 wasn’t going to be messed around with and took the silence as an acceptance of the terms laid down before the guards. The officer turned and beckoned forward the police officers while the armed response unit switched their safety catches off just in case. Not only one hundred feet away at a letter box towards the end of the street a police sniper position was set up in case it all kicked off but the Ryou guards were heavily out numbered and it would take a great deal of arrogance to stand up to the Stevidian Police. The mass of Police walked towards the building, some went for the front door while others were allowed into the neighbouring embassies to access the back doors of the Ryou embassy. The Police helicopter hovering above kept everyone on the ground informed of what they could see from the air including guard movement on the roof. It should be a straight forward operation to remove all Imperial files and equipment from the building but the Ryou Black Islands might not let go of such information without a fuss. It was well known that nearly a hundred or so foreign secret agents were operating in Stevid from international embassies like Ryou’s and it was a sure guess that members of the Ryou CIA were probably in the embassy and would hate it if they lost sensitive Imperial paperwork and computer files to the Stevidians reclamation raid. The place was to be searched top to bottom while the Ryou guards were to be stripped of their weapons and ammunition.

[DM] So our first question comes from Adrian Cue from Milton.

[Audience Member 1] I think I speak for everyone here when I say we are thoroughly glad the government has finally decided to push through the final motion to rid this country and this Empire of The Ryou Black Islands. But can the Foreign Minister give us details on why there were never any attempts made to rebuild the relationship after the news was broken to the world half a year ago to try and get Ryou to mend its ways and get a more peaceful Ryou back into the Empire, or did the government just feel that The Ryou Black Islands as a country is just a lost cause?

[DM] Good question, so what is the governments position in all of this Mr. Fellows?

[DF] Yes an excellent question. Um, well I think that the good sir’s question can be easily answered if you just look at the international news broadcasts about the Ryou Black Islands. I am not a supporter of Ryou, I think that the leaders in the government are war mongers or maybe even war criminals after what I’ve seen over the past three years…

… but there are many in my government who were willing to give them a second chance but if they want to be an Imperial dominion, ally or whatever that badly then we shouldn’t have to ask them to be more peaceful and less aggressive. They took all the wrong steps towards making themselves more respected and liked in the international community. The war with Maldorians, Roma V, the current war they are in now and a possible war with some really big fish like AMF- notice the word war is mentioned a lot there. Heck, in one cabinet meeting I even heard Cotland mentioned in the same sentence as The Ryou Black Islands! Nothing will happen between the two but the fact remains that Ryou is targeting bigger fish while still in the process of attacking smaller fish in a very small pond- if you will forgive the metaphors. They have made no effort to make peaceful solutions to the conflicts, in the current war they are in now we have been told the motives for an attack were that the target nation had death camps or had been committing genocide. But there is no evidence and no moves by either government to sit down and talk things over, they went straight into war. That is the reason why they were not invited to change their ways and be allowed back into the Empire because we all know a change would be temporary and they would revert back to a barbaric warlike race rather than sitting down at a table than talking.

[GF] Harsh words Dean.

[DF] Maybe so but in my opinion and in the opinion of the majority of people in this country, it is the truth. You can’t just go about gallivanting around the world invading countries but Ryou seems intent on doing it anyway. Don’t get me started on their economy which is, quite frankly, in ruins after five international wars and one civil war in the space of nearly a year! Six wars in a year! All of them lasting about one or two months each and resulting in lots and lots of civilian and military deaths. We may be an interventionist state, we may be an Imperialist state, but we do not go to such lengths to start a war and ruin our economy in this way. We pay out money to members of the Empire who did the economic support and vice versa, having Ryou in the Empire would bankrupt the Stevidian, Kurona and Adaptus Astrates treasuries in less than six years at the current going rate and that is a risk this government is unwilling to take…

… also the defence pact puts us in a difficult position. Let’s say Ryou does attack Cotland, AMF, Questers or whoever after all the threats we have heard over the past three or four years. We would be dragged into a conflict with a very powerful nation where Ryou would be our ally but would be, from most points of view, the bad guys. Now I’m not saying Stevid could fight a war with any one of these countries and get clobbered into the Earth, I’m saying we would fight this war and no matter the result… the casualty lists would probably stretch to the moon and back for both sides. Again, a risk this government is not willing to take. So to answer your question sir, yes we did give them a chance to settle down and make peaceful approaches to the world but as you can see that has come to nothing. But then afterwards, yes, we agreed in a cabinet meeting with the PM that Ryou was a lost cause and would probably never be readmitted back into the Holy Empire.

[DM] Okay our next question comes from Ms. Grace Price.

[Audience Member 2] Does the press deliberately try to put Ryou in bad light as often as possible to try and make them out as much more violent than they already are?

[NB] What do you mean exactly?

[Audience Member 2] Well it just seems that Ryou are being portrayed as these filthy war mongers who have nothing better to do than just kill people which obviously isn’t true. I agree they are exceptionally violent and xenophobic towards foreign states but this whole thing about removing our Oil and Gas rigs and plants from Ryou waters and territories in case they are attacked is a little deliberate to try and either make the public believe that the Ryous will attack and that the move is warranted or to provoke the Ryous into actually attacking to prove the government’s position correct.

[NB] I don’t know about the subtle moves the government makes to try and force an international response from major political players but I write what I hear about. We were told that the IOGW would remove all of its assets from Ryou waters and territories because of their possible reaction. That was one of many reasons behind the removal of assets. So I’m told.

[GS] I’ll make it clear to everyone. That is one of the reasons yes and do remember that the workers are Stevidian and we wouldn’t like to put their lives at risk. But the real and most obvious reason is that we set up those rig and refineries when Ryou was part of the Empire, their waters effectively became something Stevid could utilise fully without a poor reaction from the Ryou government. Now they are no longer in the Empire, their oil and gas is no longer ours and it is not our right to mine it. Wars have started over smaller things, ask Ryou that because they seem to know all about that…

… but in all seriousness it would spark a diplomatic incident if we continued to mine oil and gas that wasn’t actually ours when Ryou is the rightful owner. Since Ryou are known for their brashness and willingness to fight wars no matter the cost to their lives and economy, it was thought best to remove them so as not to provoke and armed conflict. That is where the story comes from and it is not a pathetic attempt to make The Ryou Black Islands look bad or like blood thirsty animals. It is simply a legitimate reason for pulling out our assets!

[DM] Right then let’s move on to something else like the current political talks with the Golden Throne as to be put by… err… Mr. Alan Potter…

When news of what The Ryouese Imperial State Media called "the Battle of the embassy" was heard. The Ryouese people were soon out on the streets, pissed off. At Embassy Street, over 4,000 Ryouese started throwing rocks and eggs at The Stevidian Embassy, Calling them Limeys.

Oddly, The Ryouese Government didn't say anything about it. In fact, some said that Grand General Asuka had been behind the protests. The Imperial Air Force soon closed off The Air Space over Shai for all Aircraft that was not Ryouese Military.

We would like to inform the International Community of our full support on this decision. The Ryou Black Islands are a plague to other nations. They are Imperialist war mongers who only wish to kill and conquer others. If this situation becomes critical, then the nation of Stevid will have our full military might supporting it.

“Thanks for that Diana. In world news the Stevidians have finally expelled the Ryou Islands from their informal Imperial alliance. Nightly News’ Jane Connor was at a State Department press conference to get the Hitmen opinion.”

The view on the television screen changes to a man in a suit standing at a podium finishing an answer to a previous question. The reporters voice is heard over the top of the tape.

“Secretary of State Tom Adler was giving his usual Monday briefing at his offices in J City. Secretary Adler has been prominent in his demands for Ryou to be removed from the Stevidian Empire for sometime and whilst President Anderson has refused to openly criticise the slow pace from the Stevidian civil service it has been assumed that Adler represents his view.”

The sound from the tape is fed in and the reporter introduces herself to the Secretary before asking her question.

“Jane Connor Nightly News. With the Stevidian announcement that Ryou have finally been expelled from the Empire and the resultant international opinion, what stance will the USIH be taking?”

“Its an important question Jane. The United States has long lobbied for aggressive, expansionist nations to be held to account and to be seen for the international pariah’s that they are. The expulsion of the Black Ryou Islands from the Stevidian Empire provides a clear message of what that Empire stands for and we certainly don’t believe that it will harm the Stevidians in any way. The demonstrations in Ryou reflect that nations beliefs and we have to respect that as long as they do so peacefully. Wild threats to various powerbrokers on the international scene only cause destabilisation in the various regions affected and cause increasing uncertainty on the international markets for commodities that are sourced from any of the affected countries. We welcome this move by the Stevidians and furthermore encourage the firm line that they have taken towards the Ryou.”

“Mr Secretary a followup. There have been unsubstantiated reports in a number of tabloid newspapers and websites that this move only came about after a direct request from President Anderson on behalf of several international allies. One report even goes as far as to suggest that AMF contacted the President to ask for his involvement in the issue due to his close relationship with Prime Minister Conroy.”

“Well Jane I can tell you that President Anderson has not had any contact with the AMF leadership on this subject. The President and Prime Minister Conroy are indeed good friends and have shared phonecalls over the past few weeks, however to the best of my knowledge they were social calls and the topic of the Ryou Islands was not mentioned. As I said we welcome the firm line from the Stevidians and hope that the Ryou Islands dial back on the aggressive rhetoric in the future. Yes Tom.”

The tape cuts back to the reporter standing before the steps of the State Department, a grand building fashioned of white marble and very similar in architectural terms to the National Portrait Gallery in Trafalgar Square in London.

“So there we have it. The Secretary of State clearly denying that the USIH had anything to do with this Stevidian move. Perhaps the conspiracy theorists are right and the Hitmen and Stevidian governments are not actually one entity. This is Jane Connor at the State Department for Nightly News.”

The picture changes to the news anchor, a middle aged man wearing a suit and sporting a ridiculously perfect swish in his hair and fake smile on his face.

“Jane Connor reporting there. In other news, government backed scientists today unveiled a cow genetically engineered to have grown wings at a farm near Southpoint. Daisy is four years old and has already been on a thirty mile flight between two testing laboratories.....”

We advise The Ryou to pick their battles more wisely. Especially in the dealings with Stevid.

As such we too are tired of supporting the endless warring nature of The Ryou and place a trade Embargo on them. When Ryou proves it can re-enter the international community bearing the olive branches over the sword, we will lift the embargo.

Hence forth this deceleration has been decreed by the Republican Senate and signed by the Commander-in-Chief, the Prime Minister.

Long has the senseless war and imperialism of the Ryou marred our world, representing all that is unjust in our world. By a majority vote, the Faxanavian Senate has commended the actions of the Stevidian Empire, and wishes to award Prime Minister David M. Conroy the title of "Friend of Faxanavia", a most honorable title which is bestowed upon leaders of foreign nations who help to make the world better for Faxanavians, their people, and all those in the world who stand against the evils of the world.

Stevidian Embassy, Ryou, 13:53

The news of Ryou’s official expulsion from the Empire had caused several shockwaves around the world but it was felt most in the Ryou Black Islands themselves much to the embarrassment of the Stevidian embassy staff and guard contingent. It took only an hour after the news was broadcast from Ryouese civilians to take matters into their own hands and march on the Stevidian embassy in protest over the expulsion. They thought it unjust, cowardly and simply a stab in the back, and for the most part they were correct. Stevid was turning its back on a former ally to rid themselves of an economical black hole, stabbing the Ryouese in the back after standing behind them as a friend for so long. But the decision was far from unjust which was probably why the Ryou government had not spoken out against the political move. But the public were turning quickly into a very violent mob and they were now beginning to throw ever more crude projectiles at the building.

Inside the building however the situation was much calmer, the staffs had been expecting this sort of response from the general public of Ryou and were not at all fazed by the sudden rush of rage and violence directed towards the Stevidian embassy. Ambassador John Norrie was signing the last few pages of paperwork when a tall male member of the embassy staff knocked on the door and calmly entered. In the background played some classic music of some kind to drown out chanting mob outside who were coming out with more profanity and ever more offensive racist remarks towards the Stevidians and their British heritage.

“The first of the liquor bottles have struck the building sir.” Said the staff member with a groan of boredom.

“Fire?”

“Yes sir, part of the wall is on fire but otherwise no damage to the building.”

“Crude bombs already? That was quick, they only started protesting an hour ago. Where the hell are the police?”

“We have phoned them three times sir and they continue to say that help is on the way. That was thirty minutes ago sir.”

“Phone them again and inform our government of what exactly is happening down here. Have we had any news from the Ryou government regarding the situation here or on the whole imperial issue?”

“No, on both accounts. The government is refusing to comment on either topic which will probably provoke more and more nations across the world to add their own voice to coerce the Ryou government into making an official statement on the issues. But they have made some moves however that are somewhat confusing. They have banned all civilian aircraft from entering the airspace over the capital city, only military aircraft are allowed over this city.”

The Ambassador seemed as puzzled as the staff member. “Any indication why?”

“No sir but we believe it almost certainly has something to do with the whole expulsion issue. Perhaps it is to prevent our government from trying to airlift us out of the building should it come to the worst.”

“Believe me I have no intention of leaving and if the Ryou government want to remain in the Empire’s good books after all of this then they would be wise to act quickly to remove this pathetic mob. So much for a toleration state of communists… look at them, no order, not a police officer or soldier in sight. This is a secretive state with a dictator that bans simple freedoms in life and yet they are perfectly willing to ignore their ban of freedom of protest whenever it suits them or their government. It is so hypocritical, especially of communism.”

“What should you have us do sir?”

“Get everyone back to work, tell them to ignore the protests and make sure the Ryou police get here in the next twenty minutes or else we will be forced to protect our embassy, after all this is technically Stevidian territory and it is under attack. That said, please tell the Royal Marines inside the building to ‘stand-to’. Thank you.”

“Right away sir.”

The Ryou Black Islands’ Embassy, Stevid Capita, 14:23

The helicopter had left and was almost completely motionless in the sky, the loud drone of its rotors drowned out the commotion outside the embassy as the Ryou guards were forced to hand over their weapons almost at gun point. They were belligerent and arrogant to the last, intent on killing time for the staff inside to do whatever they were doing, but within several minutes the Ryou guards were pushed to one side in the embassy front gardens and watched closely by several officers. Now the guards were out of the way the police, security services and the special branch of the police and government marched into the embassy.

Straight away the police arrested several diplomats who were in the main lobby and they were escorted outside while the rest of the embassy staff, including the ambassador were searched for and rounded up. Police headed straight for the computer rooms and offices on the second floor and began rummaging for paperwork but the embassy staff had left it a mess, computers upturned, paper lay cluttered mounds all over the place. Suddenly there was some shouting out the back in the rear gardens as police apprehended a diplomat with a briefcase caught running out the back door. He was quickly arrested at gun point and he timidly handed over his briefcase which was searched.

Imperial code breaking equipment wasn’t found anywhere and neither were several maps of the Stevidian Cadian region and several naval deployment sheets specifying ship movements in and around the waters of The Ryou Black Islands. They obviously wanted to keep some of the more vital information and the Chief of Military Staff was informed of the missing deployment sheets which included positions, even through they were exceptionally vague probably unreliable, of several Stevidian submarines (Submarine locations are kept secret from even the closest of allies of Stevid, only vague locations are given to prevent friendly fire cases). Such information was exceptionally sensitive and had to be tracked down. Forensic teams poured into the building as the last of the embassy staff were evacuated and they began the painfully slow task of finding the missing data and locating every Imperial file in the embassy, be it on computers, mobile phones or on paper. The missing files were of a grave concern MI5 and the military and the order was given to arrest every single member of the Ryou embassy staff so that legal interrogations could begin. Such a move would probably provoke public outrage in Ryou where tensions had already boiled over but it was necessary. However it was obvious that Stevid put the safety and security of its submarine fleet before its former allies which put the Empire in bad light. Keep the locations of its submarines, no matter how indistinct, was what allowed the Royal Navy to launch a nuclear strike in the Golden War of Succession that effectively ended the war and it was highly probable that the Royal Navy had nuclear submarines near the Ryou Black Islands. If the Ryouese military discovered their locations it could lead to a turn of events that would lead down a bloody road. The Police had to take every precaution.

The Security services blocked all communications from the embassy and barred any messages already sent from continuing to their destinations by locking them out of the satellite grid. The embassy staff and guards had all their mobile phones confiscated and they were searched for bugs and other recording or transmitter equipment in case they had sent their government a message already. But truth be told it could already be too late.

Ranakin stood out on the balcony as he watched the last of the airliners with Ryou People leave Lynion. He couldn't understand why so much was happening nor could he believe what Vamp had done.

"Inform Ryou that we're sending their people away and the expell issue has being removed. Also explain to them why we're doing this and find out what's going on at Cypron," ordered Ranakin to Jian.

1) Vamp's purposal has being withdrawn and we'll sort him out as soon as possible so please don't take any of his telegrams too seriously as we don't support any of them.

2) You must've heard we have 'expelled' your people from Lynion. We wish to inform you that they are on civilian airliners heading towards Ryou itself and most of the planes are full with Ryou Civilians. We do this to nations that have civilians in our kingdom when we're at war with them and there's no exceptions.

3) Our current position on the situation in the world has being lowered. I heard that we've being seen as a nation against you and closed off all trade and foriegn affairs. I will state this: we have never traded with you nor have we had foreign affairs with you. So please, be careful what you say sometimes.
