Open Message to the leaders of the World and major Oil franchises
From: President Brown of the Mountainous Republic of Call to Power

The current levels of price fluctuation within the worlds oil markets is both unacceptable economically and dangerous for the stability of the international political climate. It is with this issue that it is becoming vital that a minimum be set to the price of oil per barrel and is the reason why I have chosen to contact you on this day:

We wish to propose a formal treaty for both the pricing and purchasing of oil from international markets, though the details may be hazy at this moment in time we would like to offer an open letter of interest that we would wish you to reply for a proposed meeting to discuss the treaty layout and its aims.

ooc: basically just an idea that could catch on that is aimed at setting an international minimum for oil in an effort to create more stability (in terms of a potential lock out ability) and also do something that would follow my nations green policy in terms of reducing consumption

This treaty is not in the interest of the oil rich nation of Dashie, and therefore we will not support it.

OOC: While you may have good intentions, due to the size and nature of NS it is impossible to be able to set a price floor on any commodity. It may be possible to be able to set up a small group of nations and limit trading to only these nations but then it requires every nation to remian true to their commitment.

OOC: Another issue you run into is that many nations RP as nearly or even completely petroleum free (my own nation has a pop of 3 billion but consumes about as much oil as the RL US). Couple that with the absurb number of NS nations that have massive oil reserves (I have large offshore deposits myself) and the price of oil in the NS world is proably not as volatile as in RL.

ooc: more or less, it would be nice to create an OPEC organization just because it would be interesting to see where that could go

On the contrary I beleive an oil rich nation such as yours will profit greatly from such a treaty as it will insure that your nations resource is not sold at an unfair price due to a competitive market and also provide a more stable climate for investors in your resource markets.

The primary purpose of the treaty shall be to set a minimum trading price on oil exportation in the interest of world oil security and the continued profitability of your markets.

At this point, we do not wish to be setting any major features of the treaty into place before potential members have a chance to voice their own opinions during an international meeting, as such you will have to forgive the vague definitions.

OOC: Trust me this has been tried before, including by me back when I RPed as an oil rich Iraq type state a couple years ago. Since most people will ignore any attempt to control oil prices, and you have recourse to stop them you won't accomplish much.

OOC: still it could have some interesting places to go in terms of the potential for an oil bloc of sorts and I can't see it doing any harm otherwise
