History:

The Country now known as the CFUS began as a czarist monarchy, first settled in the 7th and 8th centuries by Norse explorers of the Rus tribe. It was an agrarian, feudal region until unification by the first Czar, Sergei the Great, in the early 12th century, founding the Kingdom of Mitgar. The successive line of Sergei continued uninterrupted until the early 1900's. After years of social unrest, the people rebelled against monarchial rule. Socialist forces revolted against Czar Vladimir XII on November 25, 1950. Resistance by the Royalists was fierce, but they were eventually defeated after almost five years of civil war. On October 25, 1955, the assembly of the First Supreme Soviet formally established the Commonwealth of Free United States. Though he was long dead by the time the Revolution began, Vladimir I. Lenin is named as the father of the Revolution.

Political Structure

Local
Each town, city or township is governed either by a village council (usually in more rural and agricultural centers) a city council/mayor, or a community collective (more common in smaller towns, but most are being replaced by the traditional council/mayor structure).

State
There are over 40 different states that comprise the Commonwealth. Most are rooted in the fiefs of the former nobility that controlled the country. The most important (or, most notable, rather) are the Meridian Capital District, Osiusa, Nord Cilla, Salvusia, Basarah, and Sayenia. For state representation, each state is comprised of districts of 10,000 citizens (A citizen is a man or woman 16+ who is either a born citizen or has been Naturalized). Each district elects one representative to the State Soviet for a period of two years. At the head of each state is a commissar, who acts much as governors do in the US.

Federal
The Commonwealth's federal body, known as the Supreme Soviet is comprised of a tricameral legislature. The first two, called the Congress of Soviets, are the Upper and Lower Soviets, respectively. Each state is allowed four representatives to the Upper Soviet, while the Lower uses district population to determine the number of representatives. Half of the Lower Soviet is elected every two years, while half of the Upper Soviet is elected every four years. All congressmen are allowed to be in office for only two continuous terms (they are re-eligible after a two or four year hiatus). In session, twelve members of the Congress are elected by popular vote of the assembly to sit as the Central Committee, or Politburo.

The Third part of the Supreme Soviet is the Council of Ministers. The Council is comprised of the directors, secretaries and ministers of each government body including the military’s Joint Chiefs of Staff. Since they are appointed offices, they have no voting power in assembly and are responsible only for reporting to the Congress and representing their various bodies.

Premier
The formal title of the Premier is the President of the Supreme Soviet. In joint session of the Congress and Council, he sits as Chairman of the Central Committee (Politburo). The Premier is also Commander-in-Chief of the Defense Forces and acts as Chief Executive. This title can only be held for two four-year terms. The current Premier is Steven Vincent Galindo III.

Supreme Court:
Officially named the High Court of the People’s Commonwealth, the Commonwealth Supreme Court functions in almost every way that the American counterpart does. One major difference, however, is that the seven Justices are not given lifetime appointments. Each Justice is elected by national elections to their positions for a term of ten years. This makes a High Court election year a special and highly anticipated election.

Qualifications
-No man or woman shall be a state representative who has not achieved the age of thirty years of age, having been either born a citizen or having been a citizen for at least seven years, and to have served in either a civil or armed service.
-No man or woman shall run for Congress who has not achieved the age of thirty-five years of age, having been born a citizen or having been a citizen for at least ten years, and to have served in either a civil or armed service for five years.
-No man or woman shall be nominated for the Presidency who has not achieved the age of forty years, having been born a citizen of the Commonwealth, and who has served in the armed services for more than five years.

Culture:
The people of the Commonwealth owe much of their culture and historical identity with the Nordic tribes of the late 8th and 9th centuries. While the country devotes itself to diplomacy and peace with other nations, there is a strong sense of duty among the people, and most families have a proud and long tradition of military service. Some can even trace their military origins to the warlike Nordic tribes or the armies of Czar Sergei the Great. In many aspects, the culture of the Commonwealth is that of pre-Stalin Soviet Union. Money (in the form of rubles) is still used, but most necessary items (food, clothing, fuel) are either free or taxless. Through progressive social reforms, poverty and crime is almost non-existent. However, there are no state laws, only federal. It is believed that each citizen is a vital element of the collective good, and a crime against one person is a crime against the State. Health services are open to anyone and are monitored for quality of care. Federal education funding is placed under the Defense budget. The belief is that an well-educated populace is a necessary arm against foreign threats. Due to several regional wars and conflicts, the Commonwealth is also home to a large refugee population. The borders for these people are mostly open, and are protected by the FPS (Federal Border Service). Due to oppression by capitalist countries, many foreign communists fled to the Commonwealth to avoid persecution and the deteriorating conditions within the Soviet Union. As a result, many different cultures are represented within the country. The main languages spoken are Russian, English, German and Ruso-Slavic Dutch. Many programs are simulcast in twelve principal languages determined by the Federal Committee for Broadcasting and Communications (FKBP).

Defense:
The Commonwealth Defense Forces were created in 1956 after passage of the Defense Forces Restructuring Act. At the head of the Defense Forces are the six Joint Chiefs of Staff. Each sits as the operational head of his or her branch of service. Those who are from the same service as the higher ranked officer sit as vice-Chief of Staff. The current JCS Chairman is Fleet Admiral Vassily Chernenko. Operational command is passed through the seven Unified Commands (Atlantic, Pacific, Northern, Southern, Central, Strategic, Space).

Defense Force
In 1956, the Citizen’s Army was disbanded and the Commonwealth Defense Forces were officially established. Utilizing old Soviet equipment, the GDA (Ground Defense Army) began to train against NATO-bloc incursion. This scenario was never realized as diplomatic relations between the CFUS and the West was better than their Soviet counterparts. Unlike their Air Force and Naval brethren, the GDA never engaged in open combat with Western forces. Their experience comes mainly from wars fought in Nasicournia and other conflicts. Now, the Commonwealth Defense Forces have some of the most advanced defense systems around. Though most soldiers are equipped with a standard G-36C rifle, specialized divisions are known to have advanced weapon systems such as the XM-8 combat assault system. Field systems include variants of the American Abrams M1-A1 and the Russian T-90 as the principal main battle tanks, Stryker APCs and other advanced systems. Aviation includes the AH-1Z Viper, AH-64 Apache, and UH-60 Blackhawks.

Air Force
The CADF began in 1957 with the delivery of 25 Mig-15’s from Soviet-controlled Czechoslovakia. By the start of American involvement in the Vietnam War, that number had risen to 110, along with two squadrons of Mig-21’s. Commonwealth pilots saw their first action against American pilots on December 10, 1965 above the skies of Da‘nang South Vietnam. Lessons learned from their encounters emphasized the necessity of basic fighter maneuvers, and the Advanced Fighter Weapons School began operation at Niflheim ADB on September 29, 1971. The ADF now operates many fifth and sixth generation fighters, including the F-15C/E, F-16C, EF-2000 Eurofighter, MIR-2000, Su-37 and the Rafale-B. A well-equipped bomber force is comprised mainly of B-1B, Tu-120’s, Tu-160’s and Tu-190’s. For intelligence gathering and reconnaissance, the ADF employs the U-2 and P-3 Orion spy plane, and though there have been reports of the Commonwealth operating one or more SR-71 Blackbirds, the claim has never been substantiated. Training aircraft include the T-4 Skyhawk, the F-5E Tiger II and a reserve squadron of Mig-21bis.

Navy
The Maritime Defense Force (CMDF) began as a small flotilla of patrol boats and destroyers in 1956 fitted for coastal duty. With the expansion of the Soviet war machine, Commonwealth technology and weaponry also improved. The MDF saw its first delivery of advanced ships in 1962 and began production of their own vessels in 1966. After the collapse of the Soviet Union, the Maritime Forces acquired many of the vessels the Russian Navy could not maintain. This included nuclear-powered Typhoon-class missile submarines and Alpha-class attack submarines to supplement the diesel submarines that had been in use, several missile cruisers and heavy cruisers, and a large quantity of destroyers. The delivery also included two Lenin-class aircraft carriers. Before then, the Commonwealth had been reliant of self-made carriers of limited size and capability. With this new arm of nuclear-powered ships, the MDF was ready to move into the 21st Century. The emphasis of the aircraft carrier has created a large naval force centered on eight carriers, all of which (Thor-class and Gibraltar-class) are larger than the American Nimitz-class. The Naval Air Force (NAF) operates off these ships with several aircraft, the Russian Su-35K along with the American F-14D, F/A-18E/F and European Rafale-M by Dassault Aviation. For command and control, either the E-2C Hawkeye or E-5 Cat’s Eye plane is used. Support aircraft include the A-6B Intruder for refueling purposes, and the E/A-6B Prowler and E/A-18G Growler for electronic warfare.

Spacy
With the advent of fold technology and a highly classified power system known as 'Atjun,' the Commonwealth Space Navy was constituted in early 2002. A combination of the two words resulted in the hold over acronym “Spacy.” Construction of a space navy began in early 2004. Two vessels created as prototype spaceframes became the beginnings of the 8th Fleet, and in late 2004, delivered the planetoid code named “Asgard” to LaGrange Point 3. This was the beginning of the Commonwealth’s Asgard Artificial Satellite. Primarily a research station, the facility added a military element in reaction to both Terran and Non-Terran threats. As of today, twenty-two vessels have been constructed and are used by the Spacy. The latest vessel, FSS Light of the Vanir, launched March 3rd, 2008. Other elements of the Spacy are its aerospace fighter groups. Based on next-generation fighter designs, the SF-01 'Sleipnir' boasts excellent atmospheric and transatmospheric capabilities. Each vessel now carries an air wing using these fighters of varying complement. For example, the flagship, FSS Seigfrieds' complement is somewhere around 100+, while the Light of the Vanir carries only 10-12 fighters. Ground facilities include the Cosmonavosk Space Center at Heimdall ADB which hosts the four-and-a-half-mile-long mass driver Bifrost. A drydock facility , Tyr Spacedock, is an orbital platform in Martian orbit. Training facilities are located at different Air Bases around the country.

Intelligence
The Commonwealth intelligence community is comprised of many agencies, each with specific goals in mind. All are under the direction of the Main Intelligence Directorate (GRU) which is under the supervision of the Central Committee. Another committee within the Congress of Soviets is the Committee for State Security (KGB) and is directed towards counterintelligence within the borders of the Commonwealth. They are assisted by the Federal Counterintelligence Agency (FKS). External espionage and intelligence activities are the charge of the Foreign Intelligence Service (SVR) and the Central Intelligence Service (CSR). The Commonwealth also employs several systems to maintain communications between the various agencies. One is the Federal Agency for Government Communications and Information (FAPSI), and another is the Inter-linked System for Recognizing Enemies (SOUD).

Thor-Class Supercarrier

Overview: With the success of the Gibraltar-class carrier, the Defense Directorate ordered a program to produce a carrier that would be the epitome of Commonwealth Maritime design and structure for the next 40 years. In FY2005, the Thor-class was proposed and accepted during a fierce design competition. The keel of the first carrier, FSS Mjollnir’s Blow, was laid in early 2006, and completed within that year. The second two carriers, Agamemnon’s Wrath and Boudicca’s Revenge, were completed in 2007, with the keels of two more (CVNX-57 and CVNX-59) laid out in 2008. The Thor-class is the single largest vessel within the Commonwealth, and with its air wing, boasts an unrivaled level of firepower.

Overview: Specially built for use on the Víðarr-class carrier, the ‘C’ variant is smaller than it’s land-based counterpart, and has exceptional design features to accommodate the special requirements for the submersible carrier. these include reinforced wing roots to support high-speed launches, docking pins and pylons on the ventral and dorsal sections for connecting to special reusable boosters, and a reinforced nose cone to withstand high-velocity take off.

RQ-16 Habicht
Type: UCAV
Overview: Observing the potential of UAVs in combat roles, the RX-15 Project was approved in FY 2006. Developed mainly by GE Dynamics R&D, the RX-15 demonstrated ability comparable to a late-model attack aircraft. Its equipped PDE is mainly for experimental purposes to try out the technology, though it has flown under its own power in test flights. For approximately 1.57 minutes, it propelled the RX-15 to 2.21 mach. The ‘16’ is a naval combat variant of the RQ-15, utilizing many of the same features, but also including a scramjet for vertical launch capability, folding wings and smaller dimensions for storage space in carriers, especially the new class of submersible carriers.
