UNN special report

Earlier today the president Erikk Svalbard announced that all people born in Kirav or descended from Kiravians living in Logan and Ky would be deported. This decision was made after a bomb constructed by the terrorist group The Rising Tide ripped through a hotel in New Hilingrad, killing over 100 and wounding much more. This so called rebel group is recognized by the Kiravian commonwealth as an independent nation, and they have recieved backing from the Kiravian government.

"Emperor Seawind, we've got a situation in Logan and Ky." said an Imperial attendant urgently.

"Elaborate, please."

"The Rising Tide, our pet seperatists over there, they bombed a hotel. Over a hundred dead, more injured. The Kyan[sp?] government's deporting any KE citizens or ethnic Kiravians from the country."

Seawind went to his desk, and began scrawling Coscivian syllabics and logograms down on a sheet of paper.

"Contact the Overseas Kiravians Office, and get me numbers on how many people we've got over there, then have arrangements made to get them back into Imperial territory."

"Aye, Sèr."

"And get the Commonwealth Assembly to...assemble. We'll need to speak with the Rising Tide delegation."

To: Kyan Government
Concerning: Recent Attack

Greetings. We have been informed of the recent attack on Kyan civillians by the Libertarian State of the Rising Tide, and of the recent decision to expel all KE citizens and ancestral Kiravians from Logan and Ky. Before further statements are made, we would like to announce that Kiravian personnel were not involved in the planning nor execution of this attack, and that no information concerning it reached KE authorities until now. Our Secriat of the Exchequer has confirmed that the Rising Tide's KE aid was only in the forms of food and medical supplies, not materiél. We are, however, wondering if this attack was unprovoked or necessary to defending Rising Tide sovereignty.

In the meantime, we are inquiring as to the number and status of Kiravian deportees and how they shall be deported before we take further action.

Subject: Recent Attack

It has come to our attention that Rising Tide forces have commenced an attack upon Kyan civillians. We wish to know of the motives behind this attack before we take further action. Please be informed that this assault has lead to the expulsion of KE citizens and could damage the legal framework of Kiravian support for your nation, thus making it more difficult to secure your independence. Respond quickly.

The attack on the hotel was, as far as we know, unprovoked. While The Rising Tide may come up with some excuse like it being "retaliation" for our efforts in crushing their rebellion, the facts are that this movement is neither legally nor morally justified! We do acknoledge that your government likely had no part in the planning of the attack, but that still does not clear you of all responsibility. You have clearly showed support for similar actions The Rising Tide committed in the past by admitting them into your commonwealth.

As for your people, they number around 800,000. They will be boarded onto large truck convoys and driven to specially designated holding zones until we figure out what to do with them. They likely will be boarded onto ships driven by other deported Kiravian-Kyans. (ooc: sort of like the equivalent to saying "African American" or "Mexican American").

Signed,
Erikk Svalbard

Rising Tide Reply

We understand your concern, but this expulsion of your people cannot be blamed on us! We were simply trying to expand out efforts into obtaining sovereignty, while at the same time retaliating recent attacks into our territory. What better way to do that than to blow up one of Dmitry Mickolov's fancy new hotels? It disgusts me how that man practically runs Logan and Ky with his arms business. If that isnt bad enough he's starting to gain control of other business here too, including that ridiculous new chain of hotels that the average citizen cannot afford! All the while this Mr. Mickolov keeps the facade of being the Kyan secretary of defence. Erikk Svalbard doesnt run this country, Dmitry Mickolov does! That being said, anything that harms him helps us.

Signed,
Jacob Ra

Re: Deportations

We thank you for treating our people humanely, and hope that humane treatment will be respected by all three entities in this situation from now on. We will accept responsibility for admitting the Rising Tide to the Commonwealth considering past actions, but steps are currently underway to ensure that a certain standard of decency is followed by the Libertarian State.

You are correct. It was our choice to admit Rising Tide to the Commonwealth, so you cannot be wholly held responsible for the deportations. However, actions such as these do damage Rising Tide's credibility from a diplomatic and moral standpoint. In Kiravia, we forbid the unneccessary slaughter of innocent civilians in our military code. Other countries have ethical standards that would cause them to view this event with abhorrence, and make it more difficult for Rising Tide to gain recognition internationally. As such, it is difficult for us, from both moral and practical standpoints, to support your nation. We need to be assured that similar attacks will not occur again on civillians if we are to continue our assistance.
