The chambers of the Rechnungsrat, or Council of Auditors

HELVETIA, PC - A mere month after the beginning of the legislative year for the Federal Commonwealth, the Council of Auditors - a twenty-three member panel with the mandate of reviewing the expenditure of the national budget - sharply condemned the Commissariat of Trade & Industry.

According to the Council's June 2009 White Paper on Trade & Industry Expenditures, the TI Commissar has been found "inviting bribes from several major Piccavian arms manufacturers" and "distributing government subsidies in a wholly unmeritocratic way."

The Council further recommended that the Commissar be suspended indefinitely while a full audit and fiscal inspection is launched by the Auditors and a special committee of the National Assembly, which is currently debating the white paper.

Ministry of War releases 2010 Bundeswehr Report

HELVETIA, PC - Minister of War Victoria Hoyle released the first annual Bundeswehr overview to the National Assembly's Defense Select Committee earlier this morning, detailing the Ministry's efforts to reorganize, modernize, and enhance Piccavia's armed forces.

The report, found online here (http://issuu.com/jbabs/docs/bundeswehr), shows the expansion of the naval component of the Bundeswehr, a previously neglected part of the armed forces.

"The Piccavian General Staff has endeavored to make the Bundeswehr a force to be reckoned with, one that, despite the limitations of size, is able to hold its own against any army that seeks to land on our shores," Ms. Hoyle said to the Parliament.

However, the Bundeswehr report has come under controversy due to the new top-level governance structure created, the Piccavian General Staff.

"This General Staff cuts out Parliament almost entirely from the day-to-day operations of the War Ministry," said Hans Barrone, chair of the Defense Select Committee. "The only civilian officials in the General Staff, besides the Minister herself, is the Under-Secretary of War and the Under-Secretary of Civil Protection, and the former reports directly to and is appointed by the War Minister."

Adding to this controversy is the charge that the Ministry of War under the new General Staff is being manipulated by Ms. Hoyle's reactionary, right-wing political party, the Commonwealth Party.

"You'll notice, if you look closely, that all major officials in the Ministry of War are members of the Commonwealth Party," said an informant within the Ministry, who wished to remain anonymous. "Essentially, it could be used as a private army, if Victoria [Hoyle] wished."

Ms. Hoyle declined to comment on the allegations, saying that the General Staff was created out of "military necessity for greater efficiency."
