“ Going for a killing blow on these guys is not exactly what I would call easy.”Explained Colonel Halls, intelligence coordinator. “ Aside from the fact that their population and nation is literally spread into over one hundredseparate locations, their capital city or island is even more of an issue. Basically, they have over two hundred million people packed like rats into an area the size of New Peasburg. Any attack on the area would result in critically massive civilian fatalities, numbering in the tens of millions. The only realistic option would be to blockade the island, which has its own numerous problems. If the blockade did indeed succeed, there would be massive famine and disorder. It would be hell for any sort of ground force that when in there. It would likely require several hundred thousand troopers to restore any sense of order. Unless we want the Lyrans to do it, I would recommend we hold any action against the capital city until we can find out what it is we want to do.” In the meantime, I'd recommend we send one fleet on pacify that area.”

“ The idea here will be to go for their food supplies, from what we have gathered this is their weak point. This will be done by actively hunting and sinking all of their merchant vessels and disabling or outright destroying neutral vessels that may be carrying food. This will be accomplished three-fold. The first will be the Carrier Task Forces. Each of these groups will have one carrier with proper escorts, as well as a MEB to accompany them. These will number at about 30, and will actively hunt down and destroy the enemy shipping assets. They will also be conducting missile and air strikes against enemy food production and storage centers. These carriers will be supplemented by roaming wolf-pack submarines. Each wolf-pack will have four submarines. Two attack and two ballistic missiles so as to have full attack capabilities. The third means is by roaming maritime strike aircraft. These will begin operations as soon as we successfully take a few base of operations. Thus the enemy will have two choices. Die from hunger, or surrender to us. It will be messy but it is the most effective way to do this.”

“ Ground operations will be limited in scope for the first phase of the campaign. If any are any it will likely be Marine assaults on islands or special forces raids. Navally our fleets will attempt to seek a decisive battle with the enemy forces possibly drawing them out by bombarding the living hell out of some island or actively chasing the enemy. When the GWO allies start to arrive it will be critical for our naval forces to defeat the enemy before sufficient forces can be brought to bare against us. It is not expected that they are particular capable at naval warfare but they are not expected to be a walk-over. Intelligence has suggested that the enemy has quite a large number of high speed missile or torpedo boats. These will likely be countered by our CAP patrols as well as Mudskipper class vessels.”

The Spire, Magna Polis

GRIFFITH-II was dosing off in his chair; This was rare, as he hardly ever got sleep at all. Then burst in "Jack" Reginald, the disliked leader of the GWO Intelligence and Clandestine Operations Agency. He simply set a piece of paper on GRIFFITH-II's desk, thinking he hadn't woken up the Grand Commander.

He didn't. When the man did wake up though, Mr. Reginald definately knew it. "Time for a meeting, everyone to the War Room, now plox!" shouted the PA systems. "Plox" had become a common word in the GWO; Originally, it was spelled pl0x, as a computer term to make fun of the term, "plz".

The War Room wasn't flashy at all. The only real decorations were a GWO Flag hanging on the wall and the basic Greek-like architecture. Most people would claim that such a room was "purty", however.

GRIFFITH-II stood at the podium, holding the telegram in his hand. "Does anybody have a remote idea as to what the fuck this is?" he said, not expecting an answer.

"It's a declaration of war from the Holy Reich of The People's Freedom and the Protectorate of Lyras. Of course, we've been prepared for foreign invasions ever since the failed Ryou attempt at stealing our islands in the West Indies. However, these nations are formidible indeed, both of them approximately five times our size with better economies. Begin suggestions now," he continued, setting the paper down as he finished his paragraph.

The room became alive as the military officials in the room squabbled amongst themselves, debating everything from strategic movements across the globe to mere tactical positioning in the city itself. The GWO was expecting another Cazelia Invasion, where the enemy force goes straight for Magna Polis and prays that they don't get hurt. Of course, the idea that they would blockade the island was considered, but relatively ignored. The image of famine has never been imagined in the city of Magna Polis. The granduer of the Political Sectors of the city were too far drilled into the heads of most of its inhabitants. Famine was generally thought of to only be possible in backwater nations in Africa.

Across the GWO though, citizens, soldiers, and lower-level officers prepared for the worst. The sales of firearms would skyrocket within a few hours of the declaration becoming public. While not all of the citizens like the government at all, propaganda had convinced them that any foreign aggressors would pillage and show no mercy at all, that they would kill everyone ranging from the elderly to the babies in the hospitals. While they might not have believed this entirely, they still wanted to make sure they had self-protection from whoever those other soldiers could be.

The sea was choppy, and the white caps outside the breakwaters of Pot Finch were foreboding against the grey-black sea, and clearly visible despite the gathering darkness of the south Lyran twilight. The sun's rearguard was withdrawing to the west, although the yellow orb itself had fallen beneath the distant peaks of the Mortenshi Hills nearly twenty minutes ago. There was likely only another fifteen minutes of twilight remaining, before true night arrived.

The wind was up, and not for the first time Marshal Cassandra Atherton was dimly happy that rough seas so rarely bothered the Longsword-class ships upon which she would be flying her flag. Port Finch Bay itself was usually very sheltered, but strong southerlies pushed the water fast up the inlet, and the shape of the bay served to focus the elements, making for unusually rough sailing. That was Port Finch, though. Always easy, smooth sailing... except for those rare occasions when it was particularly nasty. Never a hassle for the Longswords, but in extreme conditions a little difficult for the Hatchet- and Battleaxe-class ships.

She smiled, a small creasing that wouldn't have been noticed by anyone more than a couple of metres away.

She was going soft. Since when had she had any issue with rough seas? Still... rank had its perks.

The marshal was also known by the title 'Fleet Marshal', as she was the most senior naval officer within Lyras, and overall commander of 'Operation Diligent'. She glanced to her left, at her immediate subordinate, Field Marshal Edmund Ward. The 39 year old Ward was the youngest Field Marshal in Lyran history and seen not only as a very real contender for the role of Warmarshal, depending on when Warmarshal Krell retired or died, but also as a genius. Architect of spectacular Lyran successes in a number of theatres, his input was something that Atherton would seek throughout the campaign.

That was her intent, at least.

Operation Diligent, while by no means the largest Lyran operation in terms of personnel deployed, was most definitely the largest in terms of naval assets despatched.

Only three ground taskgroups were present, Theta, Iota and Kappa, with a scant 243 divisions in total, but the naval commitment was sizeable.

The plan was simple, and had been established in conjunction with the high command of TPF.

TPFian fleet elements would blockade food supplies, interrupt the flow of raw materials, and otherwise bring the war machinery of the Grand World Order to a halt. Their harrassment and interdiction of disparate GWO fleet elements and provinces would prevent effective massing of the GWO fleet-in-being.

Three Lyran combat formations, each comprising naval forces and a single army taskgroup, would target critical areas of GWO infrastructure. Theta would head south and east, and target the GWO facilities around Brest and Hamburg. Iota (649th through 729th) would head west, towards North America, and prevent the GWO export of foodstuffs by occupying the agricultural areas that fed the global network. Kappa (730th to 810th) would target Magna Polis, as it was anticipated that the fall of the capital would have a particularly disproportionate effect on the course of the campaign.

She looked down at the piece of paper in her hand. It was an ORBAT, the forces assigned to her for the purpose of subduing GWO in conjunction with The Peoples Freedom. She had studied it in detail, but she looked at it again anyway, etching it further into her memory.

Magna Polis

The water around the city was calm, but visibility was limited to only about 30 feet because of the morning fog. The weather of Magna Polis was rarely bright and sunny, instead facing a state of near-constant rain. Most people would claim that Magna Polis was overall a depressing city, but a decent amount of the citizens had grown to like it.

The entire nation had been put under maximum defense conditions. It wasn't uncommon to see platoons of Army soldiers or Marines patrolling the streets, coupled with armored vehicles ranging from APCs to massive Divine Tigers to the RSAVs used by Civilian Control Units. Civilians were scared; last time that someone attempted to invade, thousands of pounds of napalm had been dropped on them, not even giving them a chance to escape or fight back. This time though, they knew that the enemy was much more determined, and that they wouldn't retreat as soon as the military struck back. Coastal provinces prepared their naval forces for the fleets of Lyras and TPF. Ships coming in had to undergo inspection, and then follow MABs through underwater minefields. This obviously put a strain on the economy, but domestic sales and production were still holding strong.

Magna Polis was put under the heaviest security, as common sense placed an attack on the Capital. Most of the ships had been scattered in their military harbors, defense platforms, or in open water. The only ships that hadn't moved since the declaration were the two Capital ships, the FWS Grand Justice and the FWS Grand Commander. Recruiting in the GWO had also increased. Civilian Militias received the most recruits, as most people didn't want to risk foreign deployments. Civilian Control Units came in second, leaving the military with the smallest spike in recruiting.

Task Force Theta
North Atlantic

Task Force Theta had the shortest distance to travel. Situated as it was in the North Atlantic, Lyras had always found maritime force projection towards Europe unproblematic.

The fleet was spread over nearly 100 kilometres. Radar picquets and ASW patrols covered the perimeter, active sonar scouring the waters under the fleet. The septep of Longsword-class superheavies that formed the nucleus of the fleet had their enormous radar arrays turned up all the way.

In essence, the fleet sailed under a detection bubble. Anything in the air within 5000km of one of the Longswords, be it a stray golf ball, flock of birds or misguided naval strike fighter, would be detected. Any of the above that came within 1100km would have entered the firing envelope of the big LY4030 SAMs carried by the super-sized warships.

Submarines were, of course, a little harder to detect. But sinking submarines was not the fleet's intention. The active sonar that thrashed the waves would pick up anything... even sleeping whales... within 20 nautical miles of the fleet's outer edge. Sure, the submarines could detect the fleet's approach from hundreds of miles, let alone 20, but that distance was far too far to launch torpedoes... and even the scent of a launch would have ASW helicopters swarming the position within minutes.

The fleet wasn't aiming to be subtle. With over a thousand warships, including numerous supercapitals, subtle was a near impossibility.

But that was ok. You can't move cities, and the city of Brest was the Task Force's objective. It had been only three days steaming, and the west coast of Ireland had entered the outer extremities of the Task Force's missiles.

Theta would be in range to strike Brest in less than a day and a half.





Task Forces Iota and Kappa
North Atlantic, 1900km due east of Newfoundland.

Iota and Kappa were, for the moment, keeping station with each other. Kappa would remain relatively close for the initial stages of Iota's operations against GWO assets along the northeastern coast of North America. The likelihood of Kappa needing to assist were low, but the chance was not being taken. Kappa's intended subsequent route of advance put it close to Iota's objective... a happy coincidence that was not being squandered.

The combined fleet operated according to the same doctrine as that seen used by Theta... a bubble of firepower potential, pushing towards its objectives. Subtlety was not an issue.

But the fleets were coming, and they would not be stopped.

((OOC: If your radar could detect a golf ball at 5000km, it'd be out of control and your operators would have an extremely difficult time noticing a plane flying in along with possibly hundreds of other objects. Plus, I looked on Wikipedia and the US Navy's long-range missiles can hit at about 185.2 kilometers, or 100 nautical miles. Not even India's anti-ballistic missile systems can target an object that far, as their ICBM detection systems only go to about 600km. And if your fleet deploys ASW helicopters just because they THINK there was a launch outside of their sonar capabilities, then the amount of time and resources used strictly on the helicopters would be absurd. Plus, the amount of warships you're claiming to have would mean you have virtually nothing but warships, essentially eliminating logistics and land power. And about Iron Province; There are three cities, named City of Iron, City Two, and City Three. The City of Iron, which is the "Command City" of the Province, is situated in central Germany. City Two is a few miles inland from Germany's North Shore, and City Three is around the Rhineland.))

Uranium Province, North America

Another yearly Special Tactics Force wargames had been finished; Out of the 25,000 men who went into Manhattan Island, only 221 came out this time, instead of the average of 250. Red team had "pwned" the Blue team. Manhattan looked far different than it does now; it had been completely cut off from the rest of Former New York, and in the middle of it, a radioactive crater sat as the result of a tactical nuclear bomb. Workers wandered into the ruins of Manhattan Island, clad in NBC suits. Their job wasn't a desirable one; They were the ones who had to clean up the dead bodies and collect the armor of the dead S.T.F. candidates for recycling. S.T.F. armor wasn't cheap, as it was heavily comprised of Titanium, which isn't near as common as most people think. The next batch of the GWO's "Supersoldiers" had just graduated.

The rest of the Province, a sprawling Megalopolis with a population of 17 million, was less violent, and certainly not as radioactive. The skies were dark with thunderclouds, and the Provincial Command Tower stood dwarfing the other skyscrapers around it. The Hudson River, far more polluted than the pre-GWO version ever was, was filled with ship "Skeletons", GWO warships, Marine Attack Boats, Civilian Control Unit Patrol Boats, and civilian ships. Uranium was the proud headquarters of the North American Atlantic Force, though ships belonging to it were stationed across various ports on the Eastern Seaboard, as well as Provinces in the West Indies. Corpus Christi helped Uranium with Fleet Coordination by unofficially being the HQ of the Carribean Fleet. Most of the Southern Former United States belonged to East Congaree, a closely allied nation and IFA Member hellbent on maintaining a large and powerful Navy, though their ground forces lacked severely, with Lee Enfeld bolt-action rifles as their primary armament.

"How's the tea?"

It was a polite sip, followed by the smacking of lips in satisfaction. The blue eyes gleamed, and the soft blonde hair that sat short and orderly on the top of the handsome face moved up and down along with its base; the moustaches following suit.

"Very agreeable, Supreme Magistrate. I've always thought you an earl grey man, though?"

"I am," replied Gordon as he took a sip of his cup, "But I figured if the wife is going to spend a fortune on this oriental stuff, I might as well try it. Seems the risk paid off." He placed his tea cup back onto the small plate he was holding in his left hand, then placed them both on the exquisitly carved mahogany end table that stood between the two high-backed leather loungers. Standing, and flattening out the slight wrinkle in his grey uniform, he crossed over to the french windows that overlooked the gardens. "You did not come here just to enjoy my company and a bit of tea, General Kitchener."

Kitchener stopped, and placed his own cup on the table. The Supreme Magistrate was aging, but his eyes still darted everywhere, taking in everything, a sign of great intelligence. "Well, Sir, not to put too fine a point on it, we seem to find ourselves in a state of war."

Gordon raised his brow, then turned to face the man. "War, General?"

"Yes, Sir. That is, if we remain a noble people, which I have no doubt we will. You see, Sir, our allies in the Grand World Order have found themselves in conflict with the nations of Lyras and The People's Freedom, and..."

"And it would be a black mark on our good name if we let our friends stand alone against these people." Gordon cut in, "I leave it to you to prepare the necessary ressources to reinforce the Grand World Order. On your way out, could you be so kind as to send in Miss Cartwright?"

Kitchener stood and saluted crisply in the roman fashion, extending his right arm out infront of him. Moments after he exited the study, a pretty young woman strolled in wearing a white silken shirt and a blue skirt; her long blonde hair tied in a single ponytail with a pink scrunchy.

"Yes, Sir?" her soft voice always seemed to make him feel at ease. She was almost a daughter to him, so he would always speak and act around her as if he was her father.

"Julia, please jot this down. To the respective governments of Lyras and The People's Freedom: In response to your aggression towards an ally of the Empire, I hereby declare a state of war against your factions."

Julia Cartwright looked up with wide eyes.
