International Nuclear Arms Conference

The Colonial Empire of The Royal Code would like to formally invite any and all nuclear armed nations, or nations undergoing nuclear weapons development, to an international conference held in the Royal Capitol City of Beth.

The main topics of discussion for this meeting will be which nations are deemed suited to have nuclear arms, which nations should be/should not be developing the arm.

In the interest of the global good, this meeting is designed to consolidate just how many authentic nuclear armed nations are out there, who shouldn't have them and why, who should start development, and a host of other topics.

This forum is not exclusive to nuclear armed nations, as any nations willing to pitch their voice will be welcome.

The event will be held in the Royal Parliamentary Conference Hall, at the Capitol Building itself.

As a legitimate nuclear armed nation, the CERC is greatly concerned about the number of nations roaming the planet who claim to have the weapon, but never conducted any significant research or pitted any significant block of money into development. A list should be scribed showing all the major nuclear players in the International Incidents theater.
Beth International Airport has been given the go-ahead to allow foreign aircraft to begin landing to escort delegates.

The Stand-in Government of Chernobyl-Pripyat will be sending a delegate at its earliest convenience.

An An-12 aircraft was fueling and having preflight checks done. The delegates would be headed toward The Colonial Empire of The Royal Code, provided international airspace was cleared of hostile nations. the pilot didn't see this as a problem, because it was a civilian owned aircraft.

OOC: Aren't you kids a little young to be attending a nuclear weapons conference? Or, in other, less grandfatherly, words, the general rule of thumb is that you can't have nukes until you have a population of at least 100 million. Just FYI.

And the smaller, younger nations should have a voice as well. We can't own nukes but we don't suddenly lose the right to talk about them because of that.

The Allied States of Gun Manufacturers will attend this conference. Unfortunately, we cannot send our Minister of Foreign Affairs or our Minister of Defense, as they are tied up on another matter. Due to this, we will be sending our Vice-Minister of Foreign Affairs, William Chance.

Vice Minister William Chance boarded the government owned Learjet 60 XR, which took off once his luggage was stowed. He had a secure satellite phone, laptop with microphone and webcam, briefing documents, a couple of suits, some casual clothes, a couple of books, and his toiletries. The plane's destination was Beth International Airport, but that was beyond the normal range of the Learjet 60 XR. Fortunately, this one was modified with a mid-air refueling port, so it would tank off a military refueling aircraft en route.

While he was in flight, Vice Minister Chance read, then re-read the briefing documents. Eventually, he fell asleep, and didn't wake up until the plane landed in Beth. He dis-embarked, and with his phone and laptop in his briefcase, made his way to the Royal Parliamentary Conference Hall, at the Capitol Building, while an aide that had accompanied him went to the hotel with the rest of the luggage.

Her Imperial Majesty wishes to inform any nations attending this conference Romandeos has WMD weapons. We bought them. There also exist scenarios in which they would be used. That is all you need know.

Having said, that, in the interest if good behavior, we shall be dispatching an individual to attend this gathering. Mr. Anthony Picket of the Foreign Ministry is en route as I am writing this message. As well, Colonel Christine Edwards is representing the Defense Ministry.

The civilian press crammed the streets around the Parliament Building. As each delegate arrived, they were kept at a distance from the rowdy mob of reporters by the Capitol Police.

Inside the complex, as many of the delegates had arrived, the Royal Chambers Majority Leader approached the center base podium to open the conference.

"Good morning Gentlemen. I am The Keeper of the Chamber, Puri Yale. As the hosting nation, i shall introduce our official representative who will initiate our forum. I now give the floor to Prince Hector, of Wales." Mr. Yale stepped aside as the Prince took the podium.

He was a young, light haired and well groomed man. He spoke, "I am honored, on the behalf of my country, to see that you all have arrived. Our first order of business will be to establish a list of Nations that have committed to independent nuclear weapon research, in other words, nations that have the capability to produce the arm from scratch. I will be the first to enter into this list, as the Colonial Empire of The Royal Code, not but 2 years ago, successfully completed it's nuclear trials. I open the floor at this time to any delegate wishing to disclose their information. I also ask for the sake of the forum that said delegates formally introduce themselves."

Johnson Hayes walked into the complex slowly taking a final glance back at the crowd. He stood and listened intently, after the Prince was finished, he spoke. "I am Johnson Hayes, I am here on behalf of the Greywatch council. I can state safetly that Greywatch finished nuclear testing as of three years ago. I have been ordered to state that, because the council believes it may come up, that we have no reason, and are not planning to, ever use the nuclear devices we possess."

After Mr. Hayes was done talking, Rodya Djukovic stood up.
"I am Rodya Djukovic, sent here by the Chernobyl-Pripyat Government. They would like to state that even though they've possessed nuclear capabilities for a long time, weaponized technology would only be used in retaliation for a nuclear strike." He then returned to his seat.

Mr. Picket stood up when his turn came around. Next ho him Colonel Edwards kept her seat but was obviously attentively watching her surroundings with a highly alert eye.

"I am Anthony Picket, of the Imperial Federated States of Romandeos. I have instructions to inform you that the IFSR would not use its nuclear weapons in a reckless fashion. Exactly when, where, and how we would use them is an intensely classified state secret but you may all rest assured that such would happen only following careful hours of consideration."

Having made his pitch now, Picket sat down next to Edwards.

"The ASoGM currently has a stockpile of BGM-109 Tomahawk missiles with 200 kiloton W-80 nuclear warheads. We have never fired any of these missiles in anger, as we have these for defensive and retaliatory purposes. We did have an incident where with the help of an ASoGM traitor, a foreign criminal organization attempted to steal 6 of them. In their escape attempt, they threatened and attempted to fire one or more of these missiles back at us. This is the extent of the nuclear weapons arsenal the ASoGM is willing to admit to", Vice Minister Chance said.

As the previous speaker finished, the Prince leaned into the microphone and continued, "It is a relief to see this collection of professional and legitimate nuclear powers gathered here today."

He shuffled through some of his notecards.

"Our next order, as we wait for any other delegates to arrive, is to identify any nations who are deemed unfit to possess or research nuclear weapons. We wish to identify such nations that pose a threat to the free world. At this time, the CERC wishes only to bring the spotlight to the Ryou Black Islands, as a nation that, at this time, as far as we know do not possess nuclear arms, but should also not be allowed to ever possess them in any way, shape, or form."

The Prince stepped back from the mic to allow the others to pitch their input.
