"Greetings world leaders and business executives. I am Simon Baker, Chairman of The Board of Directors. Ten years ago the mainland continent of the Empire of Ninjarania was struck with a Civil War. This war was pitted against the Army, the Imperial Royal Army and a "People's Army". During the war all connection with the Empire's territories ceased. On my island of Tehoui all form of government collapsed. For a period of six months there was total anarchy. Small bands of gangs ruled different parts of the island. Their frequent conflicts killed thousands of innocent civilians. It was during this period of time when I decided I had to do something. So I gathered eleven other influential businessmen and executives and together we pooled our resources and wealth to form a makeshift police force. Within two months our police force had restored order on the island.

Now that we could maintain order on the island we decided to form a makeshift government and a set of laws. This was when The Board of Directors was formed. We maintain total control over every aspect of life on the island. With us at the helm we restored Tehoui as a significant trading island. Wealth spread across the island and within a year the prosperity that we enjoyed before the war was reached and then surpassed.

However, now the Civil War is over. And Ninjarania is no longer an Empire but an Imperial Republic. They have called for all former territories to rejoin and reunite the Empire. Our island has been one of the few who have declined this calling. We feel that the Empire "let us out to dry" during the civil war on the mainland. They totally forgot us and left us to die. And now that we have gained prosperity on our own they expect us to come back happily to them. This we cannot do.

This letter is an appeal to any willing private contractor willing to send 8,000 to 10,000 professional soldiers to our island. Right now as I write a small fleet of government ships and several thousand marines are waiting to overtake the island. We currently have the ability to arm, albeit poorly, one thousand men. We have calculated that the addition of atleast eight thousand soldiers would solidfy our defenses on the island. Each soldier would be payed a maximum 105,000 kleins a year for their service. There are some requirments however. Every soldier must obey all orders from their Tehouian appointed officer. Every soldier must bring their own equipment. We only have ammunition, no rifles, anti-tank weapons, etc. Every soldier must serve and live on the island of Tehoui for atleast ten years. After ten years we should have our own professional trained army to defend the island. And finally all soldiers must been transported ASAP. No later than six days. There is a daily threat of invasion and we need defenders now.

We are interested to hear of your plight, our nation too recently came out of a civil war, a bloody conflict over ethnic rights, and we see many paralells in your situation, unfortunantly we are unable to send any more than a few thousand men to aid in your nations defence, unwilling to see our own killed so far from home, however, we would like to offer you a small care package, we believe it will aid in your nations defence, much of the weaponary included in this care package is leftover from the Civil War, so it is understandibly worn, perhaps damaged, but it is the best we have to offer, and I hope this begins a good relationship between our nations.

This communication is sent from the Alfegos Underground Mafia. Whilst we are a less-than-legal company when it comes to business deals, we like to think that business can be done with any client. As such, we wish to offer you our services in this department.

We have often undertaken defence contracts with nations, unofficially, to allow for highly effective defensive systems to be integrated with existing national systems to allow for total defence. However, the defence we are offering is, as it were, unconventional and paramilitary.

The first stage of defence is deterrent. As such, we will be sending representatives via conventional shipping means to the island, alongside modified Solaris missile carriers. Each mobile unit can hold 3 Inter-regional ballistic missiles, each able to be equipped with warheads of our clients choosing: for maximal effect, we recommend the red star series of chemical agents 'aquired' from various governments. As we have said before, we have many deals with other governments.
The second stage of defence is manpower itself. We will be providing for you the 4th Regiment of the 'Ma'feig Security System Co.', totalling 4000 highly-trained professional soldiers that would put the so-called Imperial Republic's army to shame, due to this force's superior training.
The final stage of defence is counter-attack. As such, we will plant 5 of our more 'standard' cells within strategic locations of the Imperial Republic, to be activated so to cause mass damage to the enemy infrastructure, economy and moral.

As to the costs of our services, since the time these will be provided for is very long, we will be sending an extremely skilled team of 'Negotiators' to your nation, to your place of choosing. These will be part of 'Ma'feig Security System Co.'. Once we have received confirmation to our deal, further instructions will be issued as to the collection of equipment and of payment.

We will happily deploy our contractors to your country, but we would like to point out they train and work in squads of twenty. With their own patrol leaders and officers. They will work under your officers however I highly suggest you do not break up these squads as they work best like this. They will come in fully equipped how ever these men don't have many special skills. There is one field medic per squad, one team leader per squad, two grenadiers per squad and two support gunnery teams. These contractors have also been trained as mechanicised infantry. (APC's not included) We would like a $100,000 finders fee plus the amount stated for the contractor above.

Recognizing in full the right of any body of persons to unite in the pursuit of liberty, equality and sovereignty, the Peoples Republic of Sulaymaan extends its sincerest congratulations to The Board of Directors of the Island state of Tehoui. The ability to organize and deploy a police force in such a timely manner is truly a glimpse into the unyielding capabilities your government will possess as it grows in both size and power. Seeking no port at the Island of Tehoui, and no direct payment for the deployment of force, the Armed Forces of the Republic would like to extend a unique opportunity to the board of directors. In exchange for the following;
The right to preform Naval Command exercises and sea trials within the national waters of Tehoui.
Open trade rights between The Peoples Republic of Sulaymaan and the Island of Tehoui.
The Armed Forces of the Republic will provide a self-sustaining naval force to intervene in the event of aggressions against Tehoui that threaten the islands sovereignty or peoples.

The proposal also benefits the Island of Tehoui in the terms of more than just defense.
