"I am Gerhard Mack, representing the Jensen-Farben-Tanaka medical consortium, a division of Jensen Design Bureau. Our business is medical supplies, one of these supplies being bacta."

He then said, leaning forward and smiling, "We are prepared to invest in these bacta supplies. We have trained personnel who understand the mechanics of bacta production, refinement and usage, we have the technology to extract and refine bacta with a minimum of damage to the environment, and we are even willing to put up start-up capital and material resources to construct an extraction and refinement facility on site that can quickly adapt to demand and new technologies, as well as assist in creating sufficient infrastructure."

He then motioned to the others and spoke, "If any of you wish, I am willing to entertain the idea of a joint venture in any of these endeavors." Turning back to Himeko, Gerhard replied, "The question from JFT is, what would your government's terms be? I know JFT personally is willing to invest some two hundred fifty million US Dollars (OOC: Universal Standard or United States, take your pick, lol) in various precious metals, with instructions to advance more if necessary. But, if such proves to be unacceptable, I can be willing to share or work to achieve a win win solution. Indeed, I would like to echo the question from my Isan counterpart and ask if these resources are even available?"

Money and trade for our colony are both permissible means to our demands. The wells are completely yours we already have a Bacta trade agreement with the Island of Morania in sector C so you need not worry about our supply. We haven't confirmed this yet but there is some reason to believe that bacta could be a renewable resource constantly recycling in the mantel of the planet. You are free to extract as much as you need and for as long as you need. The wells will likely dry up after a long while of drilling but not before you strike it rich with the material."

Gerhard Mack, to his surprise, was now suddenly ridiculously close to being awarded the contract of a lifetime--in this case, a Joint Venture with the locals and JFT. He had expected some sort of tug-of-war. So it was somewhat of a relief to only be asked to pony up materials and money.

"We can supply the necessary materials and funds; either ourselves or by linking to others who can provide. As for the offer of the wells, we thank you for your generosity and accept. Though we would like to allow you to use part of the resulting facility to produce a Strategic Reserve of bacta. I have always found such a thing a good idea, even with a secure connection available."

Mack racked his brain for a moment. The man's request was seemingly a good thing. Steel to build the plant nearby would make it faster, the construction. But there was the little matter of Himeko distrusting Wolf, and finding him rather coarse. He decided to see what Himeko thought.

The vessel slowly made her descent into the appointed platform, and as the engines were slowly powering down, a group of delegates stepped out from the plane, lead by a man in a slightly old-fashioned pinstripe suit, his hair greying and combed back into a short ponytail. His eyes were keen and intelligent, and he calmly looked around for an escort. This must be Kauko Ihantal, the main delegate mentioned in further communication between Solferino and Sigma Aquatica.

Mack nodded his head in concordance, and said, "That is true. How much bacta is there in the reserves currently? It would be helpful in determining the size of the facility to be built."

The HMP Helda IV descended down to it's designated landing pad, 3D, her security escort separating into pairs with one team remaining in orbit and the other guiding her to the port. Lady Sjaral stepped out onto the landing platform, her cropped light brown hair flowing in the air from the combination of the wind and exhaust turbines from her shuttle. A couple of her fellow dignitaries followed closely behind her, though their modest outfits didn't compare to Sjaral's regal pearl white dress uniform with flowing red sash. Though Sjaral was an amateur first year inter stellar diplomat on a strange new world, she felt secure flanked by her personal security escorts, the Imperium Protective Guard.

"Good day." Sjaral said to one of the Aquaticans stationed at the landing pad. "We are here to discuss trade talks with your princess. May we speak to her now?"

With the new arrivals the guards instructed. "You're late, go on down the hall and join the meeting with the Princess."

Mack nodded and listened to the challenges. It seemed that this would be more like drilling for oil off the North Sea than harvesting a pharmaceutical product. Something he'd have to call in a few specialists to help supervise. Nothing he couldn't do, there were a few ex-oil drillers and construction specialists he could hire. Not that he said this or thought it explicitly.

"The cyclical rhythm of new storms and the demands are not too challenging. There are people we can enlist to do these things. Oil drillers on Earth. As for the cost, we are surprised but pleasantly so that it is not that expensive."

Turning to the Isans, he then said, "Now, about that offer of steel...."

While our main bacta-related research is in its refining into medical-grade or for special uses, we have some understanding of bacta drilling in the Infinitus Tractus Cluster."

With that, the man and his two associates sat down. "Oh, where are my manners? Kauko Ihantal is my name, and these are Karl Elving and Rita Pesola, my associates. Solferino Medical Research Initiative, based on on the Principality colony of Vestal."

"We would be quite willing to help front costs," added Baron Liu.

Realizing that formalities were unnecessary in this particular meeting, Sjaral moved in for an empty seat and joined the discussion. She looked over the details discussed in the meeting via a data keeper at the table and smirked, lending them over to the dignitary of DaxCorp sitting beside her.

"If we're going to embark in an operation of this magnitude, we must be realistic enough to expect that it will draw piracy to the system and it's outlying regions." Sjaral said with a warm smile. "The Imperium is willing to invest in securing the system from inter stellar bandits with a naval battle group and marines ready to be deployed on notice."

"...and if you'd be more comfortable with a private security firm, protective services is just one of many that DaxCorp pursues." The man beside her smiled. "I am Halden Stern of DaxCorp Conglomerate. We've experience with extracting bacta, but these wells might be a revolutionary find." He turned to the princess. "We're willing to build our own drill sight with our own shipping port completely equipped with refining and research facilities. Of course we're also going to be happy to employ residents of Aquatica to assist in this endeavor, and our services are open to everyone at the table."

"We would gladly hire you to fight off pirates," he said. "We could, but our navy is currently a little stretched."

Mack had gotten some semblance of the confederated or otherwise fragmented political situation on this world beforehand, but the reality hit home now. The sale was for only her share of the bacta, and it seemed Himeko's offer had attracted plenty of competitors.

Mack nodded, simply shrugging and going, "Huh." He normally wouldn't like to do this, but frankly this was very disturbing for him. Not because of the apparent deception--there was none, frankly--but to get the rights to the other parts of this planet would no doubt mean a large-scale series of negotiations to get what he wanted.

"In that case, we should finish the negotations for htis area and then call in other bacta-producing regions later on for group negotiations."

The inclusion of a mining specialist in this venture of ours would provide both of us with sufficient amounts of bacta for maintaining refining facilities here. Something that you, madam, will be pleased, I hope. As it will bring employment to your people as well."

"Let us not overlook the capacity of the Imperium fleet.," Sjaral nodded to the Princess feeling somewhat slighted by the other negotiators at the table, "A dreadnought and a few cruisers at the very least could be stationed around the perimeter of the system."

She turns and nods at the dignitaries from the other systems with a smirk, "...and of course if the representatives of Deata and Solferino are unwilling to embark on a partnership, we are certain that they can do without our co-operation and wouldn't think to pester them with our assistance."

"I propose the following: our New Dornalian friends construct the necessary infrastructure for beginning bacta drilling. They and the Solferino Tech branch also construct the refineries, laboratories and storage facilities necessary - and run them either jointly or individually. Deata will handle planetary defenses and policing, and Lorkhan near-space defenses. With the approval of our gracious host, of course.
