The defense minister sat idly at his desk, playing with a small pencil as he watched the life of the city outside his office window. The sun was setting in the sky, and one could barely hear church bells going off in the distance.

It happened one year ago...

Muran City
Province of Pharphalos, Illysean Empire
July 17, 1999

Jason O'Reilly ducked into an alley, quickly hiding behind some trash canisters. He had just gotten back from a successful mission near Muran Route 80. The mighty Illysean Air Force was using the highway tunnels as hangers for their fighter aircraft. He had planted a few mines near the entrance to one tunnel, knocking it out as a suitable aircraft hanger and also damaging the highway, which was being used as a makeshift runway.

The Illysean Peace Police, or I.P.P., had chased him back to the city. Not the one to get caught so easily, he fled on foot into the city's sewer systems and finally surfaced near a rebel safehouse.

"Welcome back," bellowed a loud, deep voice as he entered through the heavy metal door. "How did it go?"

"Mission accomplished, the 83rd IAF Fighter Wing will not be able to attack our ground forces until after the operation."

"Good work, O'Reilly," said a calm, female voice from the shadows of the room. "But you forgot one thing..." she tossed him a suitcase, and--

Barely six months had passed before the Illysean Empire conceded that the Pharphalan War was lost, and Pharphalos gained independence. However, Muran City, chosen to be the new capital, was divided equally between Pharphalos and the Empire; with West Pharphalos being the capital of the Republic, and East Muran being the capital of the Province of Acrosia.

Tensions couldn't be higher, with a recent car bomb attack at an East Muran police station, IAF fighter planes had been making illegal incursions into Pharphalan airspace every day since.

He had only accepted the job as Defense Minister because Prime Minister Callahan personally wanted him to take the job. He accepted, after a few rounds of whiskey and a few hours in bed. Now, he was faced with the pressing matter at hand as he looked at the document in front of him with mind shock and awe.

To our tiny neighbor: the REPUBLIC OF PHARPHALOS, as much as we respect the right to self-determination of any people on this planet, your nation's independence poses great concern to both the Emperor and the Senate. Nearby provinces are threatening to rebel, the economy near the Pharphalan border has declined, troop moral is low, and terrorism and crime are on the rise. Our experts have made the conclusion that these are direct results of Pharphalan infiltrators, spies, and other disruptive persons.

We also note our dissatisfaction with the Republic's recognition of the rebellious province of Trov as a free and independent state.

The Emperor also notes that Pharphalan policies currently include discriminatory policies against ethnic Illyseans.

The Senate recognizes that your Air Force has made repeated incursions into Illysean territory within the last two weeks.

And the High Magistrate Judge has also recognized that several Pharphalan citizens have been arrested and convicted of trying to rouse support for rebellion against the Empire within our lands.

You will be given seven days to reply to this message and to meet the following demands:

-Surrender all territory to the Empire or Illysea
-Surrender all military equipment to the Illysean Armed Forces
-Surrender all leaders to the Senate High Council on Extraterritorial Judicial Affairs
-Surrender all rights guaranteed in your constitution to the Writ of Union of the Empire of Illysea.

Failure to comply will result in a formal declaration of war against your nation.

He had recieved this on his desk just yesterday, but the stamping said it had been mailed over six days ago. A war would begin again tomorrow if he didn't immediately order a coup to oust the current government and reunite with Illysea.

But what would be the consequences?

What would happen to the fair Pharphalan citizens should war break out? Jason O'Reilly looked out his office window once again and sighed. Nobody really knew what was going on except for him, but he knew for sure, he would not surrender Pharphalan independence to the Illyseans once again.
