A swarm of press men had descended upon downtown Vallingard, and stood, nearly silent in the vast city center. The quiet of the cool summer's morning remained unmarred by the usual loud conversation of press men. They were here for something special, but they didn't quite know what, yet. All they knew was that the new Prime Minister of the Promethian Republic of Faxanavia had called a press conference two hours ago, and there they were. Each had been assured that this press conference was of the utmost importance, and now, as the the Prime Minister stepped onto the stage, the quiet in the city center could have been cut with a proverbial knife.

The Prime Minister was by no means young. Going on 50, Garret Linsares was grey-haired and beginning to bald, but there was something in his eyes which projected charisma. Now, he cast his gaze across the assembled pressmen and began to speak.

"Gentleman and ladies, I thank you all for coming here today. As you, I'm sure, have been told, I'm here with a very important announcement for all of you." He sipped from the glass of water beneath his podium, and then continued. "When I was sworn in as Prime Minister, I made a promise to my nation. I made a promise to protect and defend the Promethian Republic of Faxanavia to the best of my ability, and to do all I could to defend my nation. And, today, after many months of deliberation, I'm pleased to say that I have been a part of the rebirth of something that is for both the defense of my nation and the defense of the world."

Behind him, a long, blue banner rolled out. Emblazoned on it was a crowned lion, and written in the center of the lion was the word: LION. "Ladies and gentleman, I am proud to announce the official reformation of the League of Imperial Ocean-faring Nations, or LION." Lightbulbs flashed, and a clamoring rose in the crowd. Garret smiled. This, indeed, was one of the best press releases of his career.

THE CHARTER OF THE LEAGUE OF IMPERIAL OCEAN-FARING NATIONS

Preamble
For sailors of all kinds, be they naval or commercial, there is a common respect for the sea, as it secures our values, economy, and way of life. The sea represents a force which changes the world each day, forging alliances, creating wars and establishing new empires. Let it be known that we, the members of the League of Imperial Ocean-faring Nations do herebye unite ourselves in the name of peace and prosperity on the ocean and in the name of a new golden age of trade and alliance. Let the eternal light of the sea guide us through all conflicts, our trifles, our victories, and to glory for us all.

Military Pact
Defensive

Section 1.
The League of Imperial Ocean-faring Nations (League or LION) serves primarily to defend its members, and as such the LION Rapid Response Force (LION RRF), which shall be comprised of multinational forces, is established to uphold this.

The LION RRF is to be an independently controlled force created and maintained by the League, not under the control of any individual nation. This force is to be controlled by the Commander, elected and held accountable by the Council. All members shall be required to have at least fifty thousand men and eighty ships in the LION RRF at all times, or to pay an increased tribute (see economic section). In addition, member nations must also have at least one military base in their nation devoted to the LION RRF for defensive purposes.

Section 2.
All member nations are required to aid all other member nations in the event of foreign invasion, indiscriminate of reason. However, if decided by the Council, such assistance will not be required, such as if multinational forces would be detrimental to the defense. Any nation not aiding another in defense is subject to sanctions/removal from the League.

Section 3.
In the case of attack on a member nation or the League itself the LION RRF shall be deployed in order to ward off the foe. After said attack is repelled, all captured equipment and funds shall be confiscated by the LION Treasury. All funding for the LION RRF shall come from the LION Treasury.

Section 4.
No two members are to engage in hostilities against one another. Should this happen, the aggressor nation shall immediately be expelled and treated as an enemy of the Alliance, unless deemed otherwise by the Council.

Section 5.
If any member nation ever faces a domestic forced change in government, the LION RRF shall restore the former government. However, if the Council deems otherwise, this can be avoided. If any nation wishes to withdraw from the League, sufficient reason must be presented. Any rebellion the current government of a League nation is unable to control will be handled by the LION RRF, the regime best suited for ruling the country shall be chosen by the Council.

Section 6.
The League will have an International Police Force (Interpol) to insure that the laws of LION are obeyed primarily, and capture international criminals and terrorists as proposed by the member states secondarily. Interpol will be a separate branch of the LION RRF, and shall share the resources of the LION RRF.

Section 7.
In order to insure that the member states are as safe as possible from the attacks by Weapons of Mass Destruction, an Alliance SkyNet shall be established, consisting of antiballistic missile sites and a satellite network will be established to destroy said weapons they can activate. The SkyNet will be maintained by the LION RRF.

Offensive
Section 1.
The invasion of a foreign nation is allowed, unless deemed otherwise by the Council or the charter. If the invasion is severe enough the aggressor may be expelled from the League. Such wars should not be waged using nuclear weaponry. If nuclear weaponry is used, the amount of five billion USD’s must be wired to the LION Treasury for every nuclear weapon fired, and use of over one hundred kilotons will result in the case of the nation being brought to the Council to determine further punishment. Upon victory, all enemy prisoners of war must be returned to the nation the prisoners fought for.

Section 2.
If so desired, an attacking member may call for LION RRF involvement, presenting their case before the Council or hiring the LION RRF. The LION RRF shall send forces to aid in the attack, and participate until the mission is complete, or the Council recalls it. The forces will be commanded by the elected Commander of the LION RRF, selected by the Council.

Part 2. After victory is established, the LION Treasury is to confiscate thirty-five percent of all military equipment and monetary gains, and twenty-five percent of any conquered land. This land can be purchased from a League nation for twenty thousand USD's per square mile, or from a non-League nation for fifty thousand USD’s per square mile, adjustable based on land value.

Section 3.
If the Council sees a mission as so important to the continued existence of the League that it must be completed, the Council can suggest a mandatory war. Majority of all Council members are needed in order to call such a vote into order, the General Assembly itself voting to call such a war. All LION RRF forces are to be directed into this objective, as well as all available forces from each member states. The standard amount of land, money, and equipment shall be seized by the LION Treasury during the operation.

Administrative Pact
Section 1.
This Section creates the Council of the League. Every member nation is to send one representative to serve in the General Assembly, which will nominate and vote for the five members of the Council, using preferential voting in case of ties, and shall be housed in the Aquaticus Building in Vallingard, Faxanavia. The Council shall be the supreme legislature and judicial of the League. The member states of the League shall elect one of their number to serve as President of LION, the official executive of the Alliance and it's territories. He shall be tie breaker in the Council voting, and if the Council decrees may become supreme leader of the League during desperate times. The following positions will be filled by a vote of the Council.

1. Chief Treasurer
2. Secretary of Foreign Affairs
3. Lord High Governor
4. Commander of the LION RRF
5. Secretary of Intellectual Advancement
6. President of the League

Section 2.
This Section permits the nomination of governors for conquered and donated territories, voted in by the inhabitants of said territory. The Governors shall all gather in the House of Governors to determine policy throughout the League’s territory, and the leader of the House of Governors shall be the Lord High Governor, ruler of the Capital of the League, which shall be within the territory of Northern Leo.

Economic Pact
Section 1.
No nation may hold more than a five percent tariff against any member nation.

Section 2.
If the Council sets a tariff or embargo on any foreign power or coalition of powers, it is to be recognized and adopted by all member states.

Section 3.
All nations are required to send two hundred billion USD’s, or one percent of the government budget, to the LION Treasury. All nations are also required to supply three hundred ships to the LION RRF, or increase their tribute by fifty billion USD’s, or point five percent. The LION Treasury will be headed by the Chief Treasurer, and will pay for military campaigns first, help nations prosper economically second, and fund humanitarian causes third. Also, nations wishing to join the League without a preexisting nomination must pay a five hundred million USD entry fee.

Section 4.
All nations are to respect all trade laws of other member states, such as copyright laws.

Section 5.
All nations are expected to maintain some sort of trade with other nations.

Section 6.
The League will help nations who are in economic recessions.

Requirements
A. A population over the size of 200 Million
B. Capabilities of paying standard tribute or military tribute, as well as having a League military base in their nation and fifty thousand men in the LION RRF
C. Reasonable RP’ing skills and frequent presence on the forums
D. A five hundred million USD entry fee.

I apologize for the confusion. As the original founder, we would be pleased to offer you an honorary position on the the League Council with a vote in Council matters. Furthermore wish to bestow upon the nation of Vanteland the title of "Exemplar State of the League" Which shall further be awarded to any nation who makes an important service to the League- such as its original founding.

Binaria says they have half of Greal with around a million soldiers and are in a US-Iraq relationship (great simile/metaphor/whatever), Greal says heck no. You had to deny Greal because he was at war with Mal, Bin demanded Greal (in a US-Iraq relationship, according to Bin, according to Greal he's on his own) to stop attacking Mal and join LION. Something like that.

After reviewing a communique sent by the United Provinces of Vanteland to the State of Route1, I would like to issue a complaint about the content of the letter.
The Cazelian government has no issue with LION, in fact, several nations in LION have good relations with the DRC, however the message sent by a Mr. Tucker Boot is what I have come here for. In the message, Mr. Boot declared an arms trade in support of the Routeians; who have imperialistically invaded the nation of Greal. The reason for this is the Hegemonic invasion of Deserted Territories, a Corporate Alliance state. As you all most likely know, the CA is a pact of imperialist nations and corporations bent on ruling the world's oil supply; whether by purchase or force. Our recent assault against Deserted Territories is to insure world stability and stop the invasions of innocent and small nations abroad.

Anyways, the weapons being sent to Route1 are being used to kill soldiers; Hegemony soldiers who are merely defending another nation's sovereignty. I have been asked by many an admiral to authorize the order to sink these ships but because of my respect for your alliance I have refused them all. Sending weapons to an enemy of the Hegemony and of the DRC constitutes as an act of war, and will be treated as such unless the acts stop here.

The LION and the Hegemony have had no quarrels; and I have only come to inform you of one of your member state's acts. You may choose to ignore this or act, but let it be known that such an act could bring a state of war between Vanteland and the DRC. We do not want war, but we will fight to end this if utterly necessary.

The glass doors that led onto his office's balcony were wide open, with a gentle summer breeze passing through, ruffling the white curtains ever so slightly in it's passing. Beyond the grand house not an unreachable distance away lay An Mhuir Thuaidh, the North Pictish Sea, whose shore did not portray the rough waters beyond and remained calm, almost still. Kadesh rested with one hand against his face, his eyes locked on the aquatic horizon. His days were numbered, his deceased predecessor's time in office was set to draw to a close the coming month and Picts throughout the Federation were preparing to elect a new leader. Kadesh is yet to declare himself in the race, his supporters becoming restless, his actions becoming increasingly unpredictable, fuelling the uncertainty of who will lead the nation and Greater Empire in the days to come.

"Lord Consul?" Spoke a smartly-dressed yet unsure man standing across from him, rousing Kadesh from his gaze. Gaius looked at the gentleman as though he'd only just arrived, his features lighting up into motion,

I've noticed that you made Zinaire bump up his population to two-hundred million, however I so not understand this: Like Zinaire, Pictland RPs with a fixed population for realism, and is simply a fresh start from the former account of Nova Pictavia which I RPd with it's full 2.5 billion citizens. If the 200 million requirement is to screen out the newbs, then it is unnecessary here. If it is just to prevent small nations for latching on for protection, I assure you, Pictland does not need your protection. Between it's allies, the Nukewealth and Anagonia there are sufficient enough rough men out there to ensure this country will not be walked over because of it's smaller size.

Why did I choose to restart with essentially the same nation and cap it's population? Not only realism, but because I want to concentrate more on the quality of an actual RP, and make a distinction from "I have 10 billion so I win" scenarios. This is, I firmly believe, what RPing should be about, rather than the populatioin-power-politics that II appears to have become. Please consider this application as an opportunity to roleplay rather than just to further each player's collective power. We, the free people of Leistung, in Parliament assembled, inquire with the utmost humility and diffidence to join the League of Imperial Ocean-Faring Nations. Though our nation is small, our determination, courage, and dedication to the cause more than makes up for it. We have been considering this move for some time now, and your recent moves against the vile Hegemony only has solidified the idea in the minds of our people.

Any and all tributary requirements can be fulfilled, as our economy is unusually strong for a nation of our size, and our Bundeswehr would be able to provide any amount of troops necessary to the continued security of LION. Our navy in particular is extremely well-funded, and we would be willing to contribute a number of ships should you feel that they would be better served in the RRF.

The port city of Hafenstadt would be ideal place for a LION sea base, and the airfields around town of Seebrise already has all the necessary runway and ground maintenance crews to support long-range RRF bombers, should they need to land or be based there.

Kadesh sat at his desk in the Consular House, his slumped posture betraying his normally exuberant stature. The glass doors that led onto his office's balcony were wide open, with a gentle summer breeze passing through, ruffling the white curtains ever so slightly in it's passing. Beyond the grand house not an unreachable distance away lay An Mhuir Thuaidh, the North Pictish Sea, whose shore did not portray the rough waters beyond and remained calm, almost still. Kadesh rested with one hand against his face, his eyes locked on the aquatic horizon. His days were numbered, his deceased predecessor's time in office was set to draw to a close the coming month and Picts throughout the Federation were preparing to elect a new leader. Kadesh is yet to declare himself in the race, his supporters becoming restless, his actions becoming increasingly unpredictable, fuelling the uncertainty of who will lead the nation and Greater Empire in the days to come.

"Lord Consul?" Spoke a smartly-dressed yet unsure man standing across from him, rousing Kadesh from his gaze. Gaius looked at the gentleman as though he'd only just arrived, his features lighting up into motion,

"Latha math, Eógan" ("Good day, Eógan) He motioned at the chair opposite himself, "Ma 's e do thoil e?" ("If you please?")

Eógan, long Kadesh's favourite, took his seat, "Tapadh leibh," [Auto translating...] "What is troubling you, sir?" A look of concern for his Consul shot across the man's face, with no acknowledgement from his superior.

"Once again, Eógan, war consumes this fragile world. To the north, the hordes of the Doomani army clash with the signatories of the Kingston Pact, leaving nought but ashes and dust in their wake. The Nuclear Commonwealth lies unspoken on the issue, our allies broken and fighting on either side of the conflict each with their own reasoning, oft completely unrelated to the greater war. Pictish neutrality cannot be broken in Haven, the Federation must remain a bastion of peace in a troubled region." Gaius seemed older to Eógan, he seemed tired, weary, "Out with this war lies yet another, of perhaps far less effect yet equal significance to Pictavia. The League of Imperial Ocean-faring Nations has drawn it's battlelines with the Hegemony, and we must enter the fray on behalf of our allies. In LION reside Zinaire, Akimonad, Binaria and Questers, all great allies to the Federation. We must support the actions undertaken by these nations, especially of Akimonad and Zinaire in order to uphold the integrity of our bonds, something which we simply cannot do in the current havenic crisis."

Eógan was struggling to comprehend the Consul's reasoning, "And what of the other membership of the League? Greston, Maldorians, hardly nations whom the Federation should be aligned alongside?"

Kadesh delivered a wry smile; "You know what they say, mister Sol; "Keep your allies close, and your enemies closer". Their current campaign is not counterproductive to our own security, either, Mediterranica is waging war against itself. These are actions we must support, Eógan, if only for the time being"
